The document provides details of the 1917 agreement between the Australian Tramway Employees' Association and the Electric Supply Co. of Victoria Ltd, detailing details and conditions of work and disputes, grievances, discipline, leave etc. Applied to both Ballarat and Bendigo tramways. On page 9 re meals on fare box cars, pages 13 to 16 show the rosters for both systems. Page 11 gives pay rates and a specific rate for Youth Rundle. Photograph - Black and white of ESCo tram 8 towing a former horse tram as a trailer. Tram 8 has been fitted with windscreens and is in a one-man operation configuration with the rear entry closed off. There are passengers in the tram but there do not appear to be any in the trailer. Given that the weather blinds of tram 8 are drawn or closed, it is likely a winter day, and possibly the trailer is being used as the bicycle transfer car between the depot and the city office. The photographer is not known. The photo taken at the corner of Moorabool and Malop Streets is looking south along Moorabool St. Shows Geelong tram 4 with the destination of North, about to turn into Malop St with several passengers boarding the tram. In the background is a safety zone sign, the Solomons store, the T&G building, and many angle-parked motor cars. The T&G building is finished. Presented by W Hampson, Used & loved by Rowland Hill and skillfully weilded by him in many matches played for Harcourt cricket club. Harcourt was admitted to the Bendigo District Cricket association in 1924. Formed from a small community it was said “ everyone played cricket in Harcourt” Most of the players lived on fruit orchards, owned the status symbol of the time – a motor car- and were widely regarded as people of substance. Clearly they possessed the necessary pre-requisites for acceptance into the wider cricket community. Dates from the era when ‘gentlemen’ played cricket. The house belongs to Mrs Cameron whose daughter married a DAVEY after which Davey Street is named. Excavation work is being undertaken for the realignment of the Para Road and Sherbourne Road intersection where the current roundabout is located, approximately where the two cars are parked. Mrs Cameron's house and the other are where Montmorency Secondary College is situated. From an email from Rod Atkins 29/7/2019: This Stevenson six widow saloon horse tram No 46 is fairly standard. The horse cars did not have wheel skirts like the cable trams 6 and 8 window cars. Sitting at the terminus in High Street at Parkhill Road at the gates of the Boroondara General Cemetery ready for its return trip to Richmond. The tram is being run one man. Note the location of gates, pay as you enter the front step. The driver has a conductors bag around his neck and waist. No conductor present in the photo. His uniform is classic Company issue. He is wearing a Tunic and vest! And early issue cap with a white band. Date: around circa 1900 as the clock tower, brick wall and cast iron fence are all in place and the car number is faded out. The Refreshment Services Branch was established in 1920, and initially focused on providing station-based refreshment rooms and the dining car service. Its scope expanded to include diverse activities such as stall rental; sales of advertising space on railways infrastructure; laundry services; operation of a hair-dressing salon, a bakery, a butchery and a poultry farm; and the management of the chalet guesthouse at Mt Buffalo. The majority of staff worked in refreshment rooms and dining cars, both of which were a popular feature of the railway service. Previous to 1920 refreshment services had been provided by contractors, but after many complaints the Department decided to provide a standardised service across the system. It grew quickly: five years after it was established the Branch employed approximately 500 staff. Station refreshment facilities ranged from elaborate dining rooms to decorated push-carts. They were staffed predominately by women, who provided everything from a cup of tea to a three course meal. Most refreshment room services were closed in the 1970s. Reference from : Fielding, K. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. WARRNAMBOOL'S MECHANICS' INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853 a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fund raising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former court house in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historic books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historic Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed art works and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. Rob Roy-EDHS visit 12 May 2016 On 12th May 2016 some members of the Eltham District Historical Society and others were fortunate to have the opportunity to visit and explore the Rob Roy Hillclimb in Clintons Road, Christmas Hills. This followed an invitation from Don Kinsey and Wayne Ruston, members of the MG Car Club, which operates Rob Roy. At the time, both men were actively involved in the running of the meetings there, Don, an EDHS member, as a course commentator, with a wide range of motorsport experiences, and Wayne as the main organiser of the meetings. Don Kinsey welcomed the group and spoke about the historical background of the property and the hillclimb, then led those interested around the site and up the hillclimb track, stopping at spots along the way to provide additional information. Everyone enjoyed their experiences, including inspecting Wayne Ruston’s MGBV8. The Rob Roy Hill Climb originated in 1935 on the property of former Heidelberg Mayor, William Clinton, where he reared the Rob Roy breed of miniature ponies. He established Pleasure Grounds on part of the property attracting groups of Sunday visitors from Melbourne's inner suburbs. Visitors enjoyed a picnic area, pony rides, a dance hall and a tap room. Young men would ride their BSA or Harley Davidson motorcycles to the property which led to regular club-organised hillclimb meetings between 1930 and 1936. In 1935 Clinton offered the use of his property to the Light Car Club of Australia for their hillclimbs. The track was sealed that same year and the hillclimb at Clintons Road was one of only three specially designed bitumen surface hillclimbs in the world, the others being Shelsey Walsh and Prescott Hillclimbs in the UK. In this picture The Royal Train is passing through a railway crossing along the Wharf Spur line. The train has been shortened comprising steam locomotive J-521 and tender to which is attached the State car. The State car is in the design of the Spirit of Progress. George Coop advised that the occasion is the visit of the Governor of Victoria, Sir Rohan Delacombe to Echuca in 1963. Delacombe had replaced Sir Dallas Brooks in May 1963 who had departed for England on the liner Iberia,11 April 1963 (1963 'SIR DALLAS ON WAY TO U.K.', The Canberra Times (ACT : 1926 - 1995), 9 April, p. 9. , viewed 27 Jan 2020, http://nla.gov.au/nla.news-article104249252) George believes the Governor was doing a considerable formal train ride around the State and Echuca was on the schedule. The ‘platform’ was a special creation for such purposes, located on the wharf spur line that ran behind the Echuca Civic Centre. The large notice board commemorates the Queen’s visit on March 5th, 1954 for which the platform was initially built. From time to time it would get spruced up with pot plants, fresh paint and repaired hand rails for formal functions. George attended the Civic Reception held for the Governor. Series of letters between Frank Shennen, Managing Editor of the Transportation Magazine of Sydney and Lewis Russell regarding cable trams. This information may have formed the basis of an article, "Salute to the Cable Tram" that appeared in the July 1948 issue of Truck and Bus Transportation - see Reg Item 2578. Eugene Carl Sandner was born in Bendigo in 1906. He was associated with the Bendigo and Northern District Base Hospital from 1935 – 1983 including Acting City Medical Officer in 1942 and serving as Medical Officer for 48 years. He was President of the Committee of Management from 1979- 1981. Dr Sandner retired from full time practice as a surgeon in 1971 and was first elected to council in August 1976 and elected Mayor of Bendigo for the 1978 – 79 term. Hand drawn cartoon by local cartoonist Ian Glanville which appeared in the Bendigo Advertiser around August 1979.This is one operation I have to / walk away from ...! The Eureka Stockade Memorial Park Committee was a voluntary group that worked towards commemorating the Eureka Stockade by caring for the Reserve and organising events there. Three page carbon copy of a letter from the Eureka Stockade Memorial Park Committee to the City of Ballarat Town Clerk. The carbon copy is not signed. The letter was written because the Committee were not satisfied with the action of the Council in relation to the Eureka Reserve in relation to parking.The letter starts as follows: "The Town Clerk City Hall Ballarat Dear Sir, After many years of harmonious cooperation between your Council and the above it is with regret and misgivings that we are forced to protest at any action of the City Council in regard to the Eureka Reserve. At out last meeting by an almost unanimous vote it was decided to protest at the erection of a line of posts north and south of the Kiosk excluding cares from the flat. For many years we have striven to popularise and improve the reserve by the voluntary effort and a lot of personal expense by members. Realising that we are living in a motor age, our plans have always included the provifing of adequate parking facilities for car Picnic Partites the providing of picnic tables etc in shady positions with easy access for cars. This privilege has been appreciated and enjoyed by the public for over 20 years, being perhaps the main attraction to the Eureka Stockade. It was with a feeling of frustration that we learned of teh Council's decision to exclude the cars from these facilities. The majority of my member are deeply hurt that your council should approve of such drastic change of policy without some consideration of the aims and future plans of this organisation. ...
