The railway track was maintained initially by seven three-man gangs headed by a ganger. The gangers tended to be promoted into the Otways but many of their subordinate staff of repairers were local recruits. There were two track gangs at Beech Forest until 1954, so a large number of gangers and repairers was present over the years. World War 2 with petrol and rubber rationing provided a boost to the line. The 1939 bushfire killed a great deal of timber which had to transported out of the Otways, and the commencement of a vigorous wartime pulp wood traffic from Beech Forest meant that only the railway could efficiently handle the volume of traffic. By early 1940 not only the Garratt was running a daily train to Beech Forest but an NA goods train was scheduled to run at night. As a result the track gangs were also particularly busy at the same time.B/W. In snow at Beech Forest, a track gang on a trolley at the entrance to the Way and Works shed, comprising G. This 1940 Victorian State team win the interstate night carnival. This would be the last carnival until the 1947 carnival in Hobart due to WWII, which Victoria also won. The coach was Edith Hull (not listed on photo). The 1940 interstate carnival was held in Melbourne.The coach was Edith Hull, who throughout the 1930s was heavily involved in women's basketball in Victoria. As mentioned before this was the last interstate carnival for 7 years due to World War 2, however Queensland invited states and touring teams for a carnival in 1941, this was declined as it seemed to be ill advised as they focused their attentions to raising funds through war appeals. Catalogue card reads, "Jamboree Athletic Meeting held at Ringwood, 8th January 1949. The carnival was historic in that for the first time in the annals of Ringwood, a liquor booth operated at the grounds and bookmakers laid the odds". An addition note on the back of the photograph reads, "The Bookies and the Booth. The bookmakers are apparently a law unto themselves. The Council had refused permission for the bookmakers to operate on the reserve, but here they are." -

Frank Wright was born at Smeaton, lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner, and his large family was musical, winning many awards in the singing and instrumental areas. Frank was tutored by Percy Code and by the age of 18 was the Australian Open Cornet Champion. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and as conductor Frank won many awards in the Australian Band Championship contest. He became well known and respected as a conductor and adjudicator of band competitions at very high levels in Australia and New Zealand. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, as well as at Ballarat’s South Street and in Australia and New Zealand. The Frank Wright Medal at the Royal South Street competition is awarded to an individual recognized as making an outstanding contribution to brass music in Australia.
