In October 2011 the Ballieu Government announced funding cuts to public and private technical training organisations as a cost saving measure. The government reduced funding for seven subject areas including business and clerical, finance and hospitality, totaling $300 million across the state. During a visit to Ballarat on 15 June 2012 Premier Ted Ballieu was met by hundreds of protestors angry at the TAFE cuts. It was expected that the Ballarat TAFE sector would be cut by $20million (or 40%), and up to 60 TAFE programs would be cut. A report in 'The Australian' on 01 June 2012 projected the TAFE cuts would result in the loss of almost 2000 jobs across the state. 'If the projections are correct, Victorian college redundancies would dwarf those in manufacturing and aviation, matching the worst predictions of job losses across Australia's entire banking sector.' Ballarat's National Tertiary Education Union (NTEU) and the Ballarat Trades and Labor Council (BTLC) are following up their earlier protest campaigns with a monster meeting to be held at Ballarat Trades Hall, Camp Street on Sunday 8 July. This doily is typical of items of household linen in popular use in the 19th and early-to-mid 20th centuries. This is one of two cast brass nameplates of James & Alexander Brown in our collection. The Newcastle, NSW, firm was renowned for its coal mining and exporting business established in colonial Australia in 1843. The firm had an office in Melbourne and sold coal for commercial use and from the Wharf for the domestic market. The coal was then distributed along the southwest coast of Victoria in steamships or steam packets and into the regional areas of Victoria by cart and wagon. In 1890 there was a strike of coal workers but the Geelong Advertiser, September 1, 1890, announced that “a firm of coal merchants only recently received some large cargoes from Newcastle”. This supply of coal could have originated at the colliery of James & Alexander Brown. About James & Alexander Brown: - James (1816-1894), John (1823-1846) and Alexander Brown (1827-1877) migrated with their parents from Scotland to Sydney, Australia, in 1842. The next year James leased land and was assisted by his brothers Alexander and John in mining coal in the area near Maitland. The market was very competitive, with the government controlling prices. James was instrumental in a legal battle that resulted in the introduction of open competition for coal mining. James and Alexander had become business partners by 1852 and moved south of Newcastle where they established and worked a profitable mining enterprise. Their assets by 1857 included a ships’ chandlery, a fleet of steamships and an overseas trading business. They were the first firm to import rum, sugar and coffee into Newcastle. By 1892 they were exporting coal to New Zealand, China, North America, and various colonial ports. They had elaborate workshops to service their own steam engines and steamships. They were the first to use a steam collier vessel in Australian waters and they set up the second tug boat in Newcastle, the beginning of being owners of many more tug boats and performing a towing business. By 1868 James & Alexander Brown was the largest coal producer in the colony. James focused on managing the colliery and Alexander on overseas trade. It was estimated that the firm had produced over eight per cent of coal in New South Wales by 1914. In the words of the donor, Betty Stone, "This pewter plate belonged to Joshua and Susan Chamberlain. They, with their family, arrived in Australia as assisted migrants in January 1855. Our Chamberlain family was among those chosen to participate in a Bounty Scheme and on 24 October 1854 embarked on SS Shand to begin their journey. A few years later they set up a home on a small farming property in Wangoom, Warrnambool with the possessions they had brought with them from the village of Thriplow, Cambridgeshire, England. Amongst those household possessions was this plate. During the first half of the nineteenth century, a Bounty scheme was introduced to encourage migrants to Australia to work on properties granted or sold to settlers. Agents in England were engaged to select suitable emigrants; applicants had to be "sober, industrious and of good moral character....and married men over the age of forty-eight were only eligible to receive the bounty if they had five or more children over the age of ten years'. The successful applicant also had to pay one pound sterling for each adult, and ten shillings for each child between the ages of one and fourteen years. This payment covered the cost of a mattress, bolster, blanket, small box, knife and fork, two spoons, metal plate, and drinking mug, all of which became the emigrant's property on arrival in the colony. The pewter plate, handed down from one generation to the next, was always valued by members of the family as an important artefact. In the words of Donor, Betty Stone, "Owned by my aunt Mrs Elsie Mary (nee Dale) Towers, born 24 December 1895, daughter of Ellis and Ann Dale, of Latrigg, Wangoom, Warrnambool. This beaded bag was a personal gift from Miss Lake to Elsie Dale sometime in the early 1930s. Miss Lake was a member of a leading Warrnambool family whose property Lyndoch was situated by the banks of the Hopkins River. After completing her nursing course at Warrnambool Hospital and working there for a time, Elsie Dale was appointed Sister-in-Charge of the newly formed Baby Health Centre, which initially operated in temporary accommodation at or near the Council Chambers. In 1928 the Centre moved into new brick premises on Liebig Street. The building comprised of five rooms, a back yard and a front veranda where mothers parked their prams. The Warrnambool Standard reported in February 1928. The purpose of the Clinic is to the saving of infant's life. Many mothers attended the Clinic in the former location. They were able to acquire valuable knowledge from Sister Dale who is in charge of the Clinic and also have their infants weighed and measured each week. During the early days of the Centre Miss Lake, as a patron, took a keen interest in all aspects of the Centre and co-operated very closely with Sister Dale. Miss Lake would often call in at the centre while her uniformed chauffeur would wait beside her limousine parked in the street outside the Baby Heath Centre. I also recall my aunt driving to Lyndoch to discuss matters concerning the Centre with Miss Lake. Miss Lake purchased this evening bag in England, and upon her return from her overseas tour in the early 1930s, presented it to Sister Dale as a token of appreciation. Dedicated to her vocation, Sister Dale gave unstintingly of her effort, time and resources to create an attractive venue for mothers to visit. Her contribution to the welfare of all mothers and babies in the Warrnambool area, particularly during the Depression years, was considerable. Sister Dale, who drove a Dodge Tourer car, visited mothers in their homes when necessary and regularly visited the indigenous settlement at Framlingham. Amongst my early childhood memories are those of accompanying my aunt when she drove to the Nestles factory at Dennington to purchase large tins of dried milk baby food which she then delivered to the mothers who lived at the Framlingham settlement. Sister Elsie Dale retired in 1949 and moved to Mooroopna after her marriage to Solomon Towers. This purse or coin bag is in pristine condition. It has been handmade from soft brown leather. A strong leather loop has bee added to the top side edge, perhaps for attaching a tie or hook. The ring is used as a closure by folding the edges of the opening together and sliding the loop over the top. It is believed to be a handmade one-off item for domestic use. This purse or money bag is representative of an everyday item similar to those used through the centuries for the convenience of carrying coins and other small, personal effects. Similar items were used by both men and women. They are painted in the original club colours of brown and white. The Warrnambool Surf Life Saving Club was formed in 1930, and the elected President was Mr Fletcher Jones (later Sir Fletcher Jones). It is one of the oldest lifesaving clubs on the Victorian Coast. The donor was a member of the surf boat crew that won the 1952 Victorian Surf Boat Championships; the crew comprised Geoff Scott, Ron Blackney, Wes McLaren, Jim Tibb, and Stan Stephens. This oar is significant for its connection with the Warrnambool Surf Life Saving Club and as an example of equipment used for saving lives at sea in the local Warrnambool community.
