This document one of several papers and objects from the estate of Mr Arthur O. Dixon, an ex-master mariner and later smallhold farmer. Other correspondence and papers gifted to the Mission indicates the year 1919 (post his service in World War 1) was a time of some changes for Mr Dixon, possibly leading to his subsequent re-location to Australia show that he served as a crew member on the Merchant vessel "Hororata" a vessel which is noted in the MTSV records including an image of the crew in the early 1920s. (see VC record ).This vessel is also mentioned in a narrative poem by a de-mobbed Soldier of WW1 as the transport for a number of returning servicemen and families. The poem is held in the National Library of Australia.Unusually for the early 20th C. era of Mr Dixon's service at sea two images of Mr Dixon were included in the gift of papers. Personal objects included an unusual small travel size New Testament (see VC record ) heavily annotated provide further insights into the experience of early 20th C. seafarers. On Sunday, 10 November 1985 a time capsule was lowered into a monument installed near the corner of Main Road and Pitt Street in Eltham, within the gardens at the front of what is now the Eltham Community and Reception Centre. This monument commemorates Victoria’s 150th anniversary and the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. Beneath the site is a time capsule to be opened in the year 2035. A plaque was also erected at this site in October 1987 to commemorate the Shire of Eltham Historical Society’s 20th anniversary. The main feature of this monument is a ‘tyring disc’, a blacksmith’s implement that was found on this site. This consists of a large iron disc that was used as a platform for fitting iron tyres (like the one shown on top of the platform) to wooden-spoked cart wheels. The local blacksmith and wheelwright worked together to assemble the wheel, which was clamped to the platform placed close to the fire. The red-hot iron hoop, previously forged to the correct size, was lifted with tongs by the blacksmith over the outside of the rim, then hammered down amid flames from the scorching timber. The wheelwright drenched the tyre with cold water as soon as it was in position. A clamp placed on the naff (hub) and screwed down tightly kept the spokes at a constant angle as the tyre cooled. An even pressure from the contracting tyre tightened the joints at each end of the spokes and formed a vice-like grip, which would last for the life of the wheel. Local people and firms who have contributed money or services for the monument will also be invited. As part of the Festival programme the public are welcome to attend. We have applied to the State 150th Committee to transfer the funds allocated for the tour to construction of the monument. At the time of writing, the monument construction is on schedule for the ceremony on 10th November. The concrete base has been completed and the main feature of the monument, which is an old tyring plate or disc, will be lifted into place in the next week. The final ceremony will involve lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule will contain mainly items relating to present day Eltham and its people and is to be opened in the year 2035, a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is proposed to place the items in the capsule on 5th November and any items members think could be included may be submitted up to that date. The Society has received an excellent response from local people, firms and organizations by way of assistance with this project. Robert Becker from Eltham Apex directed construction of the paving by Society members. Terry Hutchinson has agreed to donate the use of his crane to lift the tyring disc into place. Ron White was born in 1920. He received a Diploma of Mechanical Engineering at Footscray Technical School in 1946. He started work as a laboratory assistant and after several promotions was appointed Senior Operator in 1948. In 1949, he was Engineer, Grade 1 (Hydro Areas). After further promotions he became Assistant Area Engineer, Rubicon at new Eildon Power Station and Area Engineer, Kiewa in commissioning Mt Beauty Terminal Station and West Kiewa Power Station.. By 1956, he was the Area Operations Engineer at Kiewa and four years later the Kiewa Electrical Superintendent (Operations and Maintenance) . In 1961, he was officially recognised as deputy for the General Superintendent, Kiewa. In 1966 he was appointed General Superintendent Kiewa and Kiewa became 'a branch of the Transmission Department'. In 1974, the Rubicon / Eildon Area was also under Ron's control. His title was "Principal Hydro Engineer, Hydro Division, Transmission Operations Department. He held this position until his retirement in 1985.Ron White was an important identity in his role as Principal Hydro Engineer from 1966 to 1985 after the completion of the Kiewa Hydro Electric Scheme. His long period of service involved him in the construction, operation and maintenance of the SECV's Hydro Electric Schemes and administration of related catchment areas. He had a close association with the local communities and care for the welfare of employees. He lived in Mt Beauty and was well respected in the community and beyond. Although this book revolves around the supply of power(Electricity) from brown coal it does cover the period 1937 onwards when the Kiewa Hydro Electricity Scheme was first mooted. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The construction phase accommodation continued after completion of the Kiewa Hydro Electricity Scheme to become popular venues for an increasing winter tourism industry. This book has a brown hard cover encapsulated by a cream sleeve with brown and black print.
