The Bank of Victoria was located at 7a Liebig Street, Warrnambool. The building still exists in 2023 as a part of the Quest apartments. The Warrnambool Mechanics' Institute was formed in 1859 and the first reading room opened in 1884. Responsibility for all activities of the Warrnambool Mechanics' Institute activities were formally handed over to the Warrnambool city Council on 27th July 1911. This Bank of Victoria Limited passbook documents credits and debits of the Warrnambool Mechanics' Institute & Free Library from December 1904 until 30th June 1911 just prior to the transfer to the Warrnambool City Council. Although the organization name is not in the book, this ledger appears to have been used as a financial record for the Warrnambool Mechanics' Institute from 1904 to 1911. Most of the entries are the names of those subscribing to the Mechanics' Institute Library, the finances connected to the School of Art and Design and moneys received in connection with the Mechanics' Institute billiards room. The Warrnambool Mechanics' Institute was one of the earliest established in Victoria, being founded in 1854. The School of Art and Design, the second of its kind in Warrnambool, was established in 1883 and continued to be administered by the Mechanics' Institute until 1908. It eventually became part of the Warrnambool Technical School, opened in 1913. A local Museum was a feature of the Warrnambool Mechanics' Institute for many years. A billiards room was a recreational feature of many Mechanics' Institutes. The Warrnambool Mechanics' Institute closed in the 1960s with the library section continuing and the building was demolished in 1975 to make way for new Warrnambool Council buildings (including a new library)This ledger is of considerable interest as it is an early record of the Warrnambool Mechanics' Institute, one of Warrnambool's most influential organizations. The booklet is a catalogue of the books in the Warrnambool Presbyterian St. John's Sabbath School Library (Robert Carswell's Bequest) early in the 20th century. The books for boys and girls are listed separately and are mostly fiction, many with some religious content. St John's Presbyterian Church was opened in 1875. The building was destroyed by fire in 1920 and rebuilt in a similar style to the original one. Robert Carswell was a Warrnambool resident who died in 1900 at the age of 77 and it is presumed that the bequest from his will enabled the Sunday (Sabbath) School library to be established. The card is a membership certificate indicating that Elsie Alston was enrolled as a Sunday School member in Class 14 and thus entitled to borrow books from the library. No details have been found on Elsie Alston but there were several Alston families in Warrnambool at the time.These items are of some interest as church Sunday Schools in the past, particularly in the 19th century, were important as they were widely attended and provided a range of educational and recreational activities, often not otherwise available to the children at that time'.1 A booklet of ten pages with a blue cover with blue printing and a decorative border on the front. This book details the history of Victoria’s Rural Finance Corporation. For more than 70 years farmers and other agricultural businesses had access to Government programs and assistance from this corporation. In 2014 the Rural Finance Corporation’s business and assets were transferred to the Bendigo and Adelaide BankThis book is kept as a library copy because its contents contain several references to Warrnambool and district and the Rural Finance Corporation was well-known to local people, particularly those in the agricultural sector and it was appreciated by so many in the district.This is a hard cover book of 197 pages. It has a multi-coloured front cover showing a child on a tractor with three adults nearby and four colour photographs on the back cover. The dust cover has similar images. The book has a message from the Treasurer, a foreword, seven chapters of text, a timeline, references and an index. This book has been in two Warrnambool lending libraries. It has been borrowed by subscription holders from 1938 to 1950. The book was first in Hudson’s Hygienic Library at 71 Liebig Street Warrnambool. A.R.Hudson had a bookshop and newsagency at the same address. Subscribers to the library paid two shillings and sixpence to join the library and then threepence a week for borrowing the book. The library was open to 9 p.m. and was advertised as ‘The most up-to-date library in the Western District.’ ‘Hygienic’ libraries were a feature of privately-operated libraries in Australia, mostly in the 1930s, 40s and 50s. The increased interest in germ prevention and health improvement led to the ‘hygienic’ practice of sterilising the books after each borrowing. It appears that the books were wiped with formaldehyde. Following Hudson’s ownership of this book, it was in Stronach’s Library at 105B Liebig Street. There have been examples of private subscription libraries in Warrnambool since the 1860s (plus the subscription library available at the Mechanics’ Institute). After 1950, with the increase in the funding and building of public libraries, subscription libraries for the general public largely disappeared. This book is of interest as an example of the books that could be borrowed from a private subscription library in Warrnambool in the early to mid 20th centuries. This is a hard cover book of 247 pages. The cover is red and yellow with an illustration of a racing car on the front and black printing on the front and back. The spine has been reinforced with black tape which is now peeling off. The inside front cover and the back cover have stickers from lending libraries. Inside the back cover are a series of stamps. This inventory of the contents of the old Museum in Warrnambool dates from the 1920s. A Mechanics Institute under the management of a local committee was established in Warrnambool in 1854 and a Mechanics Institute building was erected in Liebig Street in 1871 (site of present Municipal Library). Museum items and art works began to be collected and housed in the Mechanics Institute building at that time under the care of a committee member and local policeman, Joseph Archibald. This collection did not survive in any significant form after Archibald left the town but it was revived and vastly expanded when he retired and returned to Warrnambool in 1880. Archibald is regarded as the founder of the Museum which officially dates from 1883. In 1910 the Warrnambool Town Council took over the management of the Mechanics Institute, including the Museum collection. This museum continued until 1963 and was a much-loved institution in the city. The contents of the old Museum were dispersed, with many items lost but a considerable portion of the collection was under the care of Warrnambool Art Gallery and John Welsh, the Director in the 1970s, in an effort to keep the records of the old Museum intact, had the 1920s inventory reprinted. This inventory of Warrnambool’s old Museum is of considerable historical importance as it is an almost complete record of the Museum’s contents in the 1920s and so is very useful to researchers today.This is an inventory of 190 pages with a cardboard backing. The pages have three punched holes on the left side and are tied together with black and white cotton cord. At the front of the pages is a plastic envelope with a heading. The pages contain typed material, mostly in mauve ink and these are copies of the original typing. The typing on some pages is very faint and two pages have been re-copied to make them more legible. A video documenting the demolition of the Shire of Eltham offices at 895 Main Road Eltham under the direction of the Commissioners appointed for the new Shire of Nillumbik and some of the communities activities surrounding the event. The building was demolished exactly 25 years after the southern wing housing Engineering and Planning on the upper level and the Eltham Library on the ground level was opened in celebration of the Shire of Eltham's centenary. Video has lots of distortion and noise, and sections of clips dubbed over. EDHS Newsletter No. 265 August 2022 We are fortunate to have in our collection a wide range of early images of the Eltham district. Some of these are part of the Shire of Eltham Pioneers Photograph Collection (SEPP) held in partnership between the Eltham District Historical Society and the Yarra Plenty Regional Library (Eltham Library). Some are part of the group of photographs collected when the Pioneers and Painters book was published to commemorate the 1971 centenary of the Shire of Eltham. A prominent photographer of some of these early images is John Henry (Harry) Clark, whose background story is detailed in the article on page 7 of this newsletter. We are indebted to him for recording places and people that now are treasured reflections of days gone by. The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. In July 2018, Eltham District Historical Society gained access to the replica Police Station (which had been used as a music library and storage for the Eltham Concert Band) for use as part of regular heritage tours for schools and community-based groups. The old Diamond Street bridge in Eltham had a raised section seen here and a lower section, the railings of which can just be seen. The upper pedestrian crossing provided continual access for foot traffic during times of flood. This photo is part of the Alice Broadhurst collection held by Yarra Plenty Regional Library, a series of 12 photo albums compiled by Alice Broadhurst (1896-1981), initially while working as a Voluntary Aid Detachment nurse with the Australian Red Cross at the Mont Park Military Hospital (No. 16 AGH) and subsequently as a nurse at the Royal Melbourne and Royal Women’s hospitals alongside many pioneering doctors of their fields. Philip Shillinglaw and his wife Sarah came to Eltham in 1882. Their property "Wattle Brae" originally encompassed present-day Eltham Central Park and part of Eltham Library, extending north to include Andrew Park and the site of the railway station. An early photo shows that much of it was planted for crops. They also had cows; in 1913 Philip wrote to the local paper complaining about an earlier report that one of them had been killed on the railway line. "I give an emphatic denial to the report. It is not true." Their house Shillinglaw Cottage (built by George Stebbings) still exists, though it was moved with funding from local residents in 1963-64 when faced with demolition to make room for new Council Offices. Philip was actively involved with the Methodist Church as preacher, Church Steward and Sunday School teacher. A Sunday School picnic and a sports carnival were held on his paddock. Eight of his children attended Eltham Primary School. In 1908 he ploughed part of the schoolyard (possibly for use as a garden) free of charge. When Philip died in 1914, his funeral was described as one of the largest ever seen in Eltham. He and Sarah are buried in Eltham Cemetery.
