Ballarat Junior Technical School opened in 1913. It was located at the Dana Street State School. As numbers grew a larger building was needed. Plans were drawn and a school built within the grounds of the School of Mines. Students started at this new school in 1921. It was officially opened on 9 September 1921 by Sir Alexander, resident of Creswick, local member for North Ballarat and the Minister for Education. He also opened the School Fair which coincided with the buildings ceremony. This was a fair on a grand scale and lasted two days and nights. Staff and students worked for weeks making articles for sale. A parent's committee led by Mr J Rogerson, a local police detective, had been organizing for months. Money raised funded the dodge-ball court, purchased a typewriter, a second-hand piano, an inter-room telephone system, an epidiascope and film projector. When Ballarat Junior Technical School building was opened in 1921, there was little cleared space for the students to use for sporting activities. The area known as Battery Paddock was used for dodge-ball and football. Gradually the slope area was cleared and planted. In November 1922 a tennis court was opened in the Battery Paddock. It was designed and built by two former students of the Ballarat School of Mines. The old Mount Doran school house was moved to the area as a students' common room. A new tennis court was built in the same vicinity in 1934. This area was on the corner of Grant and Albert Streets. Area is where the Corbould Building and the Automotive Skills Centre of School of Mines Ballarat Grant Street Campus now stand. The former Ballarat Circuit Court Building, later the first building of the Ballarat School of Mines, was demolished to make way for a new custom built Art School building. Sir Alexander Peacock opened the Ballarat Technical Art School in July 1915. It cost 10,000 pounds and was constructed by the Public Works Department from plans drawn by the then Art School Principal, Herbert H. Smith. The building contractors were Messrs Gower and Eddards. According to the SMB Annual Report of 1914 'the internal upholstering and fittings have all been carried out in Australian timbers, with Queensland maple largely used throughout.' Before this building was constructed art and craft classes were held in various buildings around Ballarat. The building could be described as federation-art deco in style. It features sandstone insertion with sandstone string coursing. The base of the building is rusticated sandstone. The relief stone panel on the front with the words "Technical Art School" features stone pilaster brackets and corbels. In the centre front can be seen rectangular sandstone pediment with decorative stonework incorporating the date of construction. The windows in the lower floor feature five supporting keystones whereas the upper windows have sandstone lintels. The building also features decorative cast iron downpipes. The entrance on the northern side has attractive leadlight glazing in an art deco style. Above the door a miner's lamp and pick are featured in the design. The building is functional in design with large metal windows in the south wall to ensure good light into the studios. The northern wall has standard double hung windows. The interior of the building features a carved wooden staircase and cast iron ceiling vents. The rear drawing studios can be made into one large studio by opening panelled timber doors. The Ballarat School of Mines was the first site of technical edducation in Australasia. It is now a predecessor institution of Federation University Australia. Sport and available playing areas were important and every effort was made to provide this for the students when they moved into the new building in 1921. The terraces leading down from the gaol wall were terraced and clearing areas of rubble to provide playing areas for football and cricket was done by the students. In November 1922, a tennis court was opened in the Battery Paddock. It was designed by Syd Chambers and constructed by Les Waller, former students of the Ballarat School of Mines. A new tennis court was built and opened in 1934, in the same area. This photograph is of the 1938 Tennis Team - Ballarat Junior Technical School. The boys standing are L to R: D. Eltringham and J. This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. Coaches run to and from the Metropolis daily, in connexion [connection] with the Railway of Geelong and Steamers belonging to Local Companies sail between Melbourne, Warrnambool, Belfast [renamed Port Fairy], and Portland several times weekly. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. Wool, Tallow, hides &c are also largely exported, while the shipments of all descriptions of Farm Produce are annually increasing. Area of Borough, 3362 Acres. Net Annual Value £27,000. Mount Pleasant Primary School 1435 was formerly known as Clayton's Hill, and evolved from a tent school, commenced in 1855 by William McIntosh. When changed from a Wesyleyan day school to a Common School it was given the number 424, received State funding and was conducted by William H. Nicholls. On 01 January 1873 the school became a non-vested school under control of the Education Department until 31 August 1873. The State then leased the school until 31 July 1874, with the current brick school, Mount Pleasant No.1436, opening on 01 August 1874. The Head Teacher of the new school was William H. Nicholls, remained at the school until 1887. His assistants were Thomas Gray, Jane Shaw, Jane Tratham, Catherine J. Berriman, John Blight, Herbert Berchaivaise and Annie Hicks, all who had worked at Mount Pleasant No. 424. William Nicholls and his assistant Gray established after school classes to enable students to gain Exhibitions and Scholarships to matriculate for the University of Melbourne, and courses enabling entry to teaching, pharmacy and civil service. Before the establishment of State Secondary and Technical Educaiton over 100 pupils from Mount Pleasant Primary School has matiriculated and entered the various professions. (Visions and Realisations, Vol. 2, pg 653 and 767) William Henry Williams became the first classifier of teachers for the Victorian Education Department. He died aged 51 while Head Teacher at Yarra Park Primary School on 01 April 1899. Some former students of this school include: J.G. Eagleston (County Court Judge); H.E. Starke (Judge of the High Court of Australia ); Bernard O'Dowd (parliamentary draughtsman and poet); Albert Coates (Surgeon and Medical Officer in Burmese Prisoner of War Camps). In 1947 Percy Everett, Chief Architect for the Victorian Government, drew up plans to accomodate the growth in student numbers on the Ballarat School of Mines site. It was an era of government buildings surrounding the Ballarat School of Mines campus either being transfered to the school or foreshadowed for transfer. In 1947 two Red Cross huts were transferred from Victoria Park to the western side of the former Ballarat Supreme Court (later Courthouse Theatre) for use by Wool Classing and Motor Mechanics. In the same year additional facilities were provided for Pottery due to the increase in enrolments and a large brick classroom was built at the rear of the Ballarat Junior Technical School Building. In the annual report of 1947 the President said: "These transfers are, however, only temporary expedients and indicate the pressing need for more buildings of a permanent nature". By the end of the year the School Council decided to request the Education Department of Victoria to proceed with the implementation of the School's long-range plan whch had received approval earlier and to treat it as an urgent post-war requirement. After much communication a plan for a six-storied building, flanked by two three storied buildings was planned to be built on the site of the Ballarat Gaol was developed. The plan was sent to the Education Department for the Minister's Approval. It is not know if approval was granted, but the building did not proceed, possibly becausse the Ballarat Gaol was still very miuch in use. When a tertiary division of the Ballarat School of Mines was being developed in 1967 it corresponded with the closure of the Ballarat Gaol. It was determined that the Lydiard Street South site had no room for future growth so a new campus was sought. The new campus was purchased at Mt Helen, and was initially known as the Ballarat Insittute of Advanced Education. In 1976, when the Ballarat Teachers' College merged into the structure, the campus became known as the Ballarat College of Advanced Education and it was no longer a part of the Ballarat School of Mines. William Foster Stawell was Chief Justice of the Supreme Court of Victoria from March 1857 until September 1886. The Working Men’s College was founded in 1881 by a prominent grazier and philanthropist, The Hon. Francis Ormond, who donated £5000 towards the establishment of the college. The Council of the Melbourne Trades Hall then matched Ormond's initial donation by rallying its members. On 4 June 1887, the college opened in its purpose-built building on the corners of Bowen Street and La Trobe Street in Melbourne, with a gala ceremony. It became the third official provider of higher education in the new Colony of Victoria (the Melbourne Athenaeum was founded in 1839 and the University of Melbourne in 1853). The college was the predecessor to the current-day Royal Melbourne Institute of Technology (RMIT University). Adjoining the college in the 1890s were the Supreme Court of Victoria (later the Melbourne Magistrates' Court) and the Melbourne Gaol - both which are now part of RMIT today. The Ballarat School of Mines was the first school of Mines in Australasia, and was established in 1870.
