Transcript of Evidence given to the Parliamentary Committee of Accounts by Mr W O Strangward, Secretary to the MMTB 13/9/1927 - in response to the question "What would be the extra cost to the public if motor buses were substituted for the existing tramways?" Looks at Fare Revenue, operating cost per vehicle mile, relative average speeds, number of tram and bus miles required to carry 224,000,000 passengers, standing passengers and capacity. Notes that 2.25 buses would be required to replace each existing tramcar. Examines Annual Operating cost for both forms, capital outlay including provision for spares, amortization of the present tramway debt and cost of roads. Has a financial summary showing the additional cost would be 1.878,500 pounds to run buses requiriing a fare increase of 75%. History of Saint Margaret's Church Eltham beginnings to 1888. Throughout this foundation period the community grew in numbers and influence within the developing district of Eltham. The minister's and lay readers appointed to Saint Margaret's are indentified and their contribution discussed. The significant events of the establishment of a temporary chuch and then a permanent church, the opening and closing of a denominational school, the construction of a parsonage, libraries and Sunday school are all examined. The key to the success of this faith community during its foundation years was the initiative and resourcefulness of its laypersons. - back cover. The early beginnings of the church included congregations at St Helena, Greensborough and Diamond Creek. People described in the book are listed as subjects in this description. This map was printed in 1925 and contains the Warrnambool Harbour alterations proposed by the Warrnambool Harbour Committee incorporating the original designs of Captain Menzies, the Warrnambool Harbour Master and the City Engineer, Mr A. Lavercombe. The main features of the proposal were the extension of the Eastern Wall to almost enclose the harbour and a basin in Lake Pertobe. The design was to be placed before the Victorian Royal Commission on the Outer Ports which was established partly to examine the allegations of unsatisfactory work carried out in Warrnambool when the Breakwater was extended 300 feet in 1914 and also to make recommendations regarding all regional ports. The Warrnambool Breakwater was completed in 1890 but failed to provide the shipping conditions needed to continue Warrnambool as a viable port. Many plans and proposals for port improvement such as this one were produced in the late 19th century and the first half of the 20th century with the port officially closed in the 1940s. Still today the Breakwater and Warrnambool Harbour conditions remain a source of contention.This map is significant as it shows a 1925 design for Warrnambool Harbour hitherto little-known. It also has markings showing land sites of the time (BayView Hotel, Woollen Mill etc.)This is a map made of thick yellow paper pasted onto a cloth backing. It has two cloth tags at the top for tying up the map when folded. It appears to be a hand-drawn map copied with printed material added. The map is shaded green and red in some areas. Attached by nails to the map are wooden frames, rounded at the bottom and partly curved at the top. The map is torn and partly detached at the top. This is a book, ‘Divine Conduct or the Mystery of Providence’ originally written by the Rev. John Flavel in 1677. This is a later edition with no date listed but it is presumed it was re-published in the 19th century. The book was given to Janet McGhie in 1849, the first anniversary of the Warrnambool Sunday School, just 14 months after the first European settlers arrived in the new settlement of Warrnambool. The first Sunday School in Warrnambool was located in McDowell’s Store and run by Thomas Denney and Richard Osburne. The latter in 1851 commenced Warrnambool’s first newspaper, the Warrnambol Examiner and in 1887 published an important history of Warrnambool. Janet Garden McGhie was the daughter of Matthew and Isabella McGhie who were pioneer settlers in Warrnambool. Janet McGhie married Alfred Coulstock at the age of 17 and died in Warrnambool in 1918 at the age of 80. She was aged 11 when she received this book and one wonders what she made of the ponderous text. This book is very precious as one of the few mementos we have of the very early days of Warrnambool’s settlement. It gives us a date for the establishment of the first Sunday School and the name of one of the award winners. It is also an interesting example of the pious and ponderous writings that young children were expected to read in the mid 19th century. It is presumed that at that time there would not have been a great choice of reading material available in Warrnambool to give to childrenThis is a hard cover book of 252 pages. The dark green cover has gold lettering on the spine which is almost obliterated. The cover is partly detached from its binding and is much stained and blotched. There is an inscription on the inside front cover in black ink and a red stamp of the Warrnambool & District Historical Society on the first page. The inscription "David Evans, Timor St., June 1875" is assumed to be the previous owner, perhaps a donor to the Old Warrnambool Library. The book is part of Flagstaff Hill's Pattison Collection. The author, Thomas Edward Cliffe Leslie (1825 – 1882) was an Irish jurist and economist and was the Examiner in Political Economy in the University of London, and a Professor in Queens University in Ireland and Queen's College, Belfast. The book was published by Longmans Green and Co of London. The publisher firm, Longmans, Green & Co, was originally founded in 1724 in London by Thomas Longman under the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. The book is significant for its connection to the publisher Longmans, Green and Co., of London, a firm that has been established for over two centuries, renowned for publishing encyclopedias, dictionaries, books on English grammar, textbooks, poetry, reference books, novels, magazines and more. The book has additional importance for its connection to the Pattison Collection, which, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institutes’ Collection. The Warrnambool Mechanics’ Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and its important role in people's intellectual, cultural and social development throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. Ferdinand von Mueller was an examiner of botany at the Ballarat School of Mines (SMB) between 1880 and 1888. During that era he was active in donating related items to the School. When the Ballarat School of Mines Council agreed to introduce pharmacy and botany classes in 1879, it was apparent students would require access to botanical specimens in order to further their studies. Council members, who were inspired by the work of Baron Ferdinand von Mueller, authorised development of an area along the School's northern boundary, fronting Lydiard Street South, and oversaw the establishment of the new Botanical Gardens. Baron von Mueller took a practical role the development of SMB's Botanical Gardens from the beginning. He became a generous benefactor who 'donated collections of seeds and leguminous fodder plants, including valued grasses of interest and use to agriculturalists and graziers generally' to SMB over many years. John Richards Harris was born in 1868 of Cornish miner parents in Chiltern. He attended Rutherglen State School No. 522 (Rutherglen Common School), probably starting there in it's 1st or 2nd year of opening. He practiced medicine in Rutherglen, and was the doctor who examined many of the local men for enlistment in World War 1. In 1917, he enlisted himself, and served as Medical Officer in the Australian Flying Corps in Egypt. In 1920 he was elected to the Legislative Council of Victoria, where he served for much of the period from then until 1946. He received his knighthood in 1937. After retiring from politics, he returned to Rutherglen as a medical practitioner and vigneron. As a vigneron he made the sweet fortified wines that were common in the district, but in the 1920s he experimented with a dry sherry style, made in the Spanish manner. His 'Doctor John' sherry won many show awards. Six papers on the relationship of language and culture in the Australian Aboriginal context are presented. "Some Thoughts on Yanyuwa Language and Culture" by Jean Kirton gives an overview of some language-culture relationships and examines seven kinds of possession in one language. "Nyangumarta Kinship: A Woman's Viewpoint" by Helen Geytenbeck outlines kinship and its terminology as learned by a field linquist for her work with this group. In "A Description of the Mathematical Concepts of Groote Eylandt Aborigines," Judith Stokes describes an Anindilyakwa mathematical language in its cultural context, refuting popular generalizations about the limited counting ability of the Aboriginal people. "Facts and Fallacies of Aboriginal Number Systems" by John Harris criticizes anthropologists' and linguists' neglect of and bias concerning existing data about the mathematics of Aboriginal groups. In "Aboriginal Mathematical Concepts: A Cultural and Linguistic Explanation for Some of the Problems," Barbara Sayers suggests that the mathematical problems of some Aboriginal schoolchildren are real, but have a cultural rather than linguistic basis. Hugh Mahon (1857-1931) was a resident of Ringwood at the time of his death and was buried in Box Hill cemetery.Full title: Hugh Mahon, Patriot, Pressman, Politician by Jeff Kildea - Volume 2: Politician: the years from 1901 to 1931."This book, the second part of a to-volume biography of Mahon, covers the period from his election to parliament in 1901 until his death in 1931. It describes his almost 20 years as a backbencher and a ministe during which he gained a reputation as one of the brainiest men in parliament as well as one of the most controversial. It provides an insight into his reluctant decision to oppose conscription in 1916 and examines in depth his commitment to Irish self-government and the circumstances of his dramatic expulsion from parliament in 1920. The volume also looks at Mahon's career as managing director of the Catholic Church Property Insurance Co. and his intervention in Irish politics dujring the debatge over the Anglo-Irish treaty. It is the story of a flawed genius who simultaneously evoked high praise and damning criticism."

Ophthalmoscopy, also called funduscopy, is a test that allows a health professional to see inside the fundus of the eye and other structures using an ophthalmoscope (or funduscope). It is done as part of an eye examination and may be done as part of a routine physical examination. It is crucial in determining the health of the retina, optic disc, and vitreous humor. The pupil is a hole through which the eye's interior can be viewed. For better viewing, the pupil can be opened wider (dilated; mydriasis) before ophthalmoscopy using medicated eye drops (dilated fundus examination). However, undilated examination is more convenient (albeit not as comprehensive), and is the most common type in primary care. The Photoscope, or Mirror. This Albion printing press was manufactured by Harrild & Sons of London and exported in 1868 from London to the colonial Western Victoria town of Coleraine, population of 700 at that time. It was installed in the Colerain Albion printing office. It was used to print the first edition of the Coleraine Albion newspaper in 1868 and continued until publication ceased in 1974. The Albion Press is still being used today by a volunteer printer in the “Examiners Office” in the village at Flagstaff Hill. Amongst the items produced are printed paper bags for the Tea Rooms and posters for visitors. ALBION PRINTING PRESS The Albion press was invented and manufactured in London by Richard Whittaker Cope around 1820 and was still being produced in the 1930s. The Albion was manufactured under licence by several companies from the 1850s onwards, one of which was Harrild & Sons of Fleet Works, London. Harrild & Sons describes its business as “printing materials manufacturer”. The business was established in 1807 by Robert Harrild and named R. Harrild & Co. In 1813 he showed that rollers could be used to ink a printing plate instead of inking balls, the method in use at the time. He then established a company to make the rollers. Eventually his company would make other printing materials and equipment. Robert’s sons joined him in the 1830s, when the company was renamed Harrild & Sons, and they continued to run the company after his death in 1853 and up until the mid-1900s. COLERAINE ALBION PRINTING OFFICE The Coleraine Albion Printing Office was established by W.L. Ambler. The first issue of the Coleraine Albion was dated 4th January 1868. Arrangements had been made to receive news from Melbourne, nearby provinces, other colonies and England. The second issue on 18 January 1868 printed articles from many agencies, including the Melbourne Age and the Warrnambool Examiner. The Albion office was sold to William Hatherleigh, formerly of Portland, in October 1868. Thereafter the Albion office had many owners. The last was L. A. & E. Oliver, who took over in January 1972 and was the last to be stated as printers and publishers of the Coleraine Albion. The office was wound up in 1974. The Albion Press and other equipment was distributed to Star printing in Terang. Star Printing donated the Albion press to Flagstaff Hill Maritime Village around 1980 and Stan Philp, owner of Philprint in Warrnambool, transported it to Warrnambool, brought it up to good working order and organised the supply of appropriate printer’s type. The Albion hand operated printing press is significant for producing the first newspaper in Coleraine, Western Victoria and continuing production for over 100 years. The Albion is technologically significant as a working example of a hand operated printer from the mid-19th century. The use of the printer is demonstrated by volunteers at Flagstaff Hill, printing items such as lolly and treat bays for use in the Village. The Albion is socially significant for its role in the isolated provincial colony, providing communication with the outside world, both in Australia and overseas. The machine has an upright iron frame at the back that supports the upper press that has a wooden handled metal bar is attached. The frame and legs support a thick metal flatbed. A metal leg supports the front of the press bed. The iron work is painted black with gold highlights. The decorative legs are finished with the golden feet of an animal. The frame above the metal bed includes a crown shaped finial symbol above the maker’s emblem. The maker’s details and the name of the printer are embossed on the upright frame. Harriet Cecilia Hordern Williams (1889 - 1968) was the grand-daughter of William Hordern (1830 - 1881) and Cecelia Monger (1830 - 1914). William Hordern was the sixth of seven children of Anthony Hordern Snr. who established the Anthony Hordern & Sons department store in Sydney which operated from 1923 to 1970. Harriet's mother Cecilia (1854 - 1934) was married to Christopher Williams. Harriet's uncle William was appointed commissioner of the Supreme Court of South Australia in 1903. Her cousin Doris Amelia Hordern (1889 - 1970), as Doris Blackburn won the Federal seat of Bourke in 1946 following the death of her husband who had previously held the seat. This branch of the Hordern family has a strong connection to Hawthorn through their home "Stramshall" in Auburn Road Hawthorn and also with the Auburn Baptist Church. Harriet Williams enlisted in the Australian Army Nurse in December 1916 and served as a Staff Nurse until her marriage in London in 1919. This certificate is significant to the history of Hawthorn and Australia through its connection with the Hordern family, the home Stramshall in Hawthorn and with the Auburn Baptist Church. It is significant to the history of the Royal Children's Hospital Melbourne as an example of early 20th century training protocol, in the persons who signed the certificate and the photographs of the hospital buildings of that time. The Osburne Group was was three people, headed by Warrnambool Lawyer Dan Madden, who in the 1980’s republished a few local historical books. Collingridge’s (1847-1929) book ‘The Discovery of Australia’ was a work which supported the ‘legend’ of a Portuguese voyage of exploration, which led to the loss of one of its ships in 1522, believed to be the Mahogany Ship, on the coast south of Tower Hill. Hence European charting of the east coast of Australia centuries before Captain Cook, which the British historians viewed almost as heresy. TheOsburne Group acquired copies of Collingridge from the publisher, and saw that they were made available as a historical record supporting the research of Ken McIntyre, who in 1981 published separately a book called ‘The Secret Discovery of Australia’. The first book by the Osburne Group was republished in facsimile. It was the ‘History of Warrnambool’, collated and printed by Richard Osburne in 1887 after he had sold his newspaper the Warrnambool Examiner to Fairfax, which took up the name of Warrnambool Standard. Hence the name Osburne. Includes descriptions of some townships and short biographies of local residents. Victoria and Its Metropolis' is a large two volume history of Victoria, written in 1888 by Alexander Sutherland. It contains a huge amount of information on the people of the colony and its early history. The first volume covers information from the discovery of Australia, through to the exploration of Victoria and the first settlers to the pioneers. It then continues on to discuss immigration, the era of gold, the development of government, agriculture, music and art, literature and the metropolis of Melbourne. A large portion of the second volume examines the colony by district, which covers many districts throughout the state as well as the metropolitan area. Hundreds of biographical entries are scattered throughout and a comprehensive biographical index is included at the end. The Flora and Fauna Names Project is an initiative of the Victorian Aboriginal Corporation for Languages and the Victorian Biodiversity Strategy. The researcher has examined material from the archives of the Department of Natural Resources and Environment (NRE), the State Library of Victoria, the Victorian Public Records Office and the Australian Archives Office. This first stage of the project focussed on the NRE archives, in particular the field notebooks of the earliest surveyors and their maps although other NRE resources, libraries and public records were accessed. A total of 3028 words were found of which a significant proportion have previously been unknown to linguists. It appears that the place names and word lists in early surveyors notebooks, the 1858 surveyors responses to the Surveyor General and an extensive Wiradjuri wordlist by James Baylis have not yet been widely used or published. Fifteen percent of these 3028 words describe flora and fauna and six percent describe habitat. Of particular interest is the evidence provided by these lists of the existence of fauna in the mid nineteenth century in regions where it is now extinct. For example, magpie geese, eastern quolls, bustards and pademelons were assigned names in the Jardwadjali language area of the upper Glenelg and Wimmera Rivers. Reginald George Worcester (1903-1972) was a highly regarded obstetrics and gynaecology specialist. Between 1930 and 1933, Worcester was the Medical Superintendent at the Royal Women's Hospital. He obtained his MRCOG in England in 1935, and on his return to Australia was appointed as a university tutor in obstetrics and gynaecology. In 1939, he was appointed as the honorary gynaecologist to outpatients at the Royal Women's Hospital. Worcester served with the AIF during World War II as C.O. of the 17th Field Ambulance in Darwin and as A.D.M.S., Northern Territory Force, and the 2nd/9th Australian Army Corps from 1942 to 1943. His major war service, however, was undertaken in Borneo and Moratai, commanding the 2nd/1st Australian C.C.S. and the 2nd/9th Australian General Hospital. Worcester acquitted himself admirably during the war, with company commander Hubert Smith praising his contribution in no uncertain terms: " His [Worcester's] success as C.O. of a Field Ambulance resulted from a complete understanding of what the unit should be able to do in the transportation of casualties in the field, as well as of the usual medial functions. He organized both with efficiency and at all times difficult decisions were made with humility and good humour. The personal qualities which made him such a calm and considerate consultant never left him, even in the most dangerous and trying circumstances of war." Worcester's time in the army greatly affected his health, but despite this he was able to build a strong and reputable practice upon his return to Australia. As outlined by Arthur Hill, Worcester " was appointed in turn to the following important posts: Honorary Outpatient Obstetrician and Inpatient Gynaecologist to the Women’s Hospital (1946-1948); Honorary Gynaecologist to Prince Henry’s Hospital (1946-1963); Guest Examiner in London for the R.C.O.G. (1953); Examiner in Obstetrics and Gynaecology for the Royal Australasian College of Surgeons (1957-1964); Visiting Gynaecologist to the Repatriation General Hospital, Heidelberg 1963- 1967); and first Victorian Members’ representative (1947-1950) and later Fellows’ Representative (1953-1960) on the Australian (Regional) Council of the R.C.O.G. To these posts he brought the benefits of clear thinking and critical awareness. In 1949 he was elected F.R.C.O.G." In early 1967, Worcester suffered a hemiplegia which left him with an impaired gait and paralysed his right hand. Although unable to do major surgery, he returned to part-time practice by September 1967. His ill-health persisted though, and he was retired from practice in 1970. The Logic Analyser was purchased by the Ballarat College of Advanced Education Physics Department in the early 1980s. At the time it was a state of the art piece of test equipment used for fault finding and programming diagnostics for 8 bit computers. It was later used by the Electrical Engineers, after Physics merged with Engineering in the mid 1990s. The device monitored the 16 bit Address buss and 8 bit Data buss of an 8 bit computer. This device continually samples the 24 bits simultaneously and looks for a preset pattern. When the pattern is matched the logic analyser continues for a set number of steps thus allowing an operator to examine the data and address information both leading up to and after an event. This was particularly useful for diagnosing unusual programming and hardware errors. Logic analyzers are used in debugging and troubleshooting in mini- and microcomputers. The HP analyzers collect information through 24 (1615A) or 32 (1610B) inputs leads, connected to the computer's address, data and/or control lines. The logic state flow is shown on a display in a number of traces, a single data line or an appropriate combination of data lines providing a trigger signal. "This edited volume represents the first book-length study of the history of research on Australian Aboriginal languages, and collects together 18 original papers on a wide variety of topics, spanning the period from first settlement to the present day. The introduction sets the scene for the book by presenting an overview of the history of histories of research on the languages of Australia , and identifying some of the major issues in Aboriginal linguistic historiography as well as directions for future investigations. Part 1 presents three detailed investigations of the history of work on particular languages and regions.The eight papers of Part 2 study and re-evaluate the contributions of particular individuals, most of who are somewhat marginal or have been marginalised in Aboriginal linguistics. Part 3 consists of six studies specific linguistic topics: sign language research, language revival, pidgins and creoles, fieldwork, Fr. Schmidt's work on personal pronouns, and the discovery that Australia was a multilingual continent. Overall, the volume presents two major challenges to Australianist orthodoxy. First, the papers challenge the typically anachronistic approaches to the history of Aboriginal linguistics, and reveal the need to examine previous research in the context of their times - and the advantages of doing so to contemporary understanding and language documentation. On Boxing Day 1905, Mr Dudley Le Souef, the director of Melbourne Zoological Gardens, offered the grounds for a picnic. The seamen of the fifteen ships anchored in the harbour were invited. In the centre wearing a white cap is Mr Charles A. Holmes, Honorary Lay Reader of the Mission and behind him is Ethel Godfrey. The following day in the Age we could read: "Yesterday the scene of festivities was the Zoological Gardens, where a number of seamen from fifteen of the ships in the harbor had a sailors' picnic. The director of the gardens, Mr. Dudley Le Souef, kindly, allowed the picnickers the free use of the picnic ground, and also provided them with milk and hot water. A lengthy programme of sports was gone through, and those who were not inclined for athletics spent their time in strolling round examining the zoo logical inmates of the gardens. It was noticeable that the large carnivora were the favorites with the English sailors, whilst foreign seamen were immensely attracted by the kangaroos, wallabies and other Australian marsupials. After tea Mr. Le Souef delivered an interesting illustrated lecture entitled Sea Birds and Their Homes. In carrying out the two days' arrangements Mr. Goldsmith was energetically assisted by voluntary helpers, both ladies and gentlemen, and also received many contributions.
