Williamstown was first incorporated as a borough on 14 March 1856. It became a town on 2 April 1886, subdivided into four wards in 28 October 1887 and was proclaimed a city on 17 May 1919. The city was proclaimed by His Excellency the State Governor, the Hon. Sir Arthur Stanley on 17 May 1919. At the same time he unveiled a photographic honour board in memory of local soldiers killed during World War One and officially opened the Town Hall/Council Chambers building at 104 Ferguson Street. The Governor was presented with this proclamation and asked to sign the parchment. The official birth of the city was celebrated by 2000 residents. Program for conferring honorary freedom of the City of St Kilda on Hon Brian James Dixon (b 1936) in St Kilda Town Hall on 25 May 1982. The City of St Kilda resolved to confer the honour in recognition of his service to the City, and the State of Victoria, as elected representative of the State Electoral District of St Kilda for 18 years (1964-82), during which time he held a variety of ministerial portfolios. Victoria’s State Governor, Lord Somers, the Lord Mayor of Melbourne, Sir Harold Luxton and the newly appointed Minister for Forests, William Beckett launched the innovative campaign with great flourish to 250 invited guests at Melbourne’s opulent Town Hall on Monday 13 January 1930. Special church sermons had been held previously on Sunday. The packed program of gala events included lavish luncheon talks at city clubs, scholarly lectures broadcast on the wireless, together with daily articles in the Melbourne and country press about the pressing need for fire prevention. The slogan for the ground-breaking campaign was… Prevent Bush Fires – It Pays… The Shell Petrol Company of Australia supplied 15000 windshield stickers, the British Australasian Tobacco Company donated a large supply of stamp stickers, while many other companies drew attention to the campaign in their newspaper advertisements. The Victorian Railways and many city firms displayed special fire posters, while Bryant and May posted messages on their limited-edition matchbox covers which are now highly prized by phillumenists (i.e. matchbox collectors). The Postmaster General's Department franked postage stamps and letters with special bushfire slogans. While plainclothes police were secretly deployed to the bush to arrest potential arsonists. Canvas and enamel fire prevention signs were erected on most roads leading to forest areas. Letters to the Editor later appeared in many city and country newspapers extolling the virtues of Bushfire Prevention Week and urging for its continuation as an annual event. Although a new idea for Australia, the Canadian Forest Service had been running a similar program for a few years. The Forests Commission in its 1929-30 Annual Report, under the title of "Propaganda", noted with some glee… "One of the most gratifying features of the ''Week" was its low cost to the Government, the major part of the publicity material being donated by private firms." Premier Town Awards are awarded by the Victorian State Government to regional communities that best protect and enhance their environment through innovative initiatives. The award recognizes success in litter prevention, waste management and environmental projects and is designed to encourage tourism. Graham Masters is a potter based at Sweenies Creek, just outside Bendigo, Victoria who specialises in a patented technique of low relief stoneware depicting Australian animals and landscapes. He obtained a Diploma of Art and Design in Ceramics from the Bendigo Institute of Technology in 1973, then operated a pottery for a year in Bendigo, before becoming an employee, then a partner at Maldon Pottery, Victoria with Neville Wilson and Thomas Metcalf. He left Maldon to set up his own pottery at Sweenies Creek in 1984. (1.) (Judith Pearce). Built in 1869, the (former) Strathfieldsaye Shire Hall is one of The City of Bendigo's earliest surviving public buildings. Designed by George Steane and built by George Pallett in 1869 the Strathfieldsaye Shire Hall has aesthetic significance as a purpose built Shire Hall designed in the Free Classical manner. It is also of importance as an early example of the novel system of cavity wall construction. The building is largely intact and unaltered. Other important elements include the arched portico of the main entrance with brick arched features on either side; the brick quoining and dressings to the round arch windows; the three gabled roof; and the matching chimneys that reinforce the symmetrical design. The Hall has social significance as a temporary schooling facility in the 1870s and as a flood refuge in 1889. The Strathfieldsaye Shire Hall is a brick building designed in the Free Classical manner. This style was favoured by the Public Works Department for a number of public buildings including Shire Halls and courthouses. The form includes a central taller volume flanked by matching smaller gables. In the case of the Shire Hall these would be occupied by the Shire Secretary and Shire Engineer whilst the larger volume was the council chamber. The portico at the front is designed with a flat arch in the centre and matching smaller arches each side. The face red brick is unadorned apart from a plain string course at the roof springing point, brick quoining and dressings to the round arch windows. There are matching chimneys that are located to reinforce the symmetrical design and the original roof is believed to have been slate but is now corrugated iron. Rim decorated with slab rolled gum trees protruding on centre left and right sides of plater. which reflect the low relief image of trees and the Strathfieldsaye Shire Hall on the surface of the plate. This mid-19th century scientific reference book, Introduction to Modern Geography, explains geography and astronomy using the globe of the world as a teaching aid. The inscription connects this book to the Bobinawarrah Public Library but research to date has found no further details about the library. The rural area was settled in 1859, but in 2016 its population was only 87. It is situated about 21 kilometres south of the City of Wangaratta, in Northeast Victoria. In 2024 the local community received a grant for preservation of its almost 100-year-old Bobinawarrah Memorial Hall which displays an honour board of the Pioneers of Bobinawarrah 1859-1959. The donor of the book lived in Warrnambool. ABOUT THE AUTHOR, James Thomson (1786-1849): - James Thomson was a British Irish mathematician. He became Professor of Mathematics at the University of Glasgow. He wrote many school textbooks and reference books, one of which was Introduction to Modern Geography, first published in Belfast in 1827, and revised and published in over 20 more editions. Thomson tutored two of his several children at home. His older son James Thomson (1822-1892) became an engineer and physicist. His younger son William Thomson (1824-1907) became Professor of Natural Philosophy from 1846-1899 at the University of Glasgow, and later the 1st Baron of Kelvin, famous for his designs of nautical instruments such as the navigational compass and sounding equipment used in the transatlantic installation of sea cable. William was part of the firm that became famous as Kelvin & Hughes Ltd., suppliers of radar and echo sounders to the Ministry of Transport and the Ministry of Defence. The name continued on as Kelvin & Hughes. James Thomson (1786-1849) was a renowned British Irish mathematician and Professor of Mathematics at the University of Glasgow. He was a respected author of many important school books and textbooks that were widely used to provide understanding of arithmetic and geography. Thomson encouraged practical education and held extra classes for young ladies to learn mathematics and geography, which were a novelty at that time. Many of his works were known and used worldwide. This work was published in many editions. It is now considered as culturally significant as a basis for knowledge about our civilisation and has been made publicly available in overseas countries, and republished and reproduced in a readable format, including its diagrams and maps. Book; scientific textbook. The book has a black leather cover. The front cover is blank, but the spine has an embossed gold vertical title within a rectangular border boasting fancy corners. The fly page has a detailed title. The author is James Thomson. It is the Eighteenth edition, published in Simms & McIntyre of London and Belfast in 1845. An inscription connects it to the Bobinawarrah Public Library in Victoria.Spine within a gold border: "THOMSON'S GEOGRAPHY" Fly Page: "AN INTRODUCTION TO MODERN GEOGRAPHY, WITH AN APPENDIX, CONTAINING AN OUTLINE OF ASTRONOMY, AND THE USE OF THE GLOBES. First part is the objective which is to preserve the mining history and to have exhibits in the places they were used, e.g. quartz mining machinery exhibited in a quartz mining area, not on an alluvial field. Part B is historical notes on the area. Part C is the Site - Victoria Hill area. Part D is Stage One which consists of carpark area, technological museum, restaurant, mineral haulage line, picnic ground, earthworks and planting over the area. Part E is Stage Two which will consist of the open-air exhibits, in the area surrounded by the mineral haulage line, and the Central Nell Gwynne mine on the west side of the site. Part F is Stage Three which will consist of the winery, the steam tram track, the lake, the wildlife sanctuary and various buildings associated with gold mining. Demolition appears to be under way in this image of the Alfred Hall. It was built in 1867 for the visit of Queen Victoria's son Prince Alfred the Duke of Edinburgh, across the Yarrowee (which formed the municipal boundary) apparently because the municipalities of Ballarat and Ballarat East could not decide who should have the honour! The Alfred Hall held many of the city's events over 89 years, but was symbolically locked up the day the Civic Hall in Mair Street was officially opened, in August 1956. Mrs Bon Strange and her husband Bert were well known Ballarat residents.
