USCGC Northwind W-282 was a Wind-class ice breaker from the United States Coast Guard Cutter. Semper Paratus is Latin for "Always Ready".Wooden shield with large round plaque center with same shield shaped image on it. Image features a boat with a day scene on the left and a night scene to the right. Below the boat is a polar bear head. Around the side of this image reads "USCGC NORTH WIND W-282. POLAR EXPLORATION. SEMPER PARATUS". This round plaque is enclosed by a gold Laurel wreath. Under this is a rectangular piece of fabric mostly green with yellow and black/navy as well. Saved from the ship Speke which ran aground on the coast of Phillip Island on the 22nd of February 1906. The ships captain gave the compass box to the Harris family.The Speke was an all steel ship built in Wales in 1891. She was delivering wheat to Geelong and confused a bushfire in Cowes for navigation lights. There are only seven shipwrecks in Victoria that have had more than 100 objects recovered from them reported as a result of the Commonwealth Amnesty held in 1993-94. These are the Loch Ard (1878), Schomberg (1855) and Fiji (1891) - all situated along the western district 'Shipwreck Coast' - and the George Roper (1883), Light of the Age (1868), Joseph H. Scammell (1891) and Victoria Tower - all situated along the short section of the 'Surf Coast' between Point Lonsdale and Torquay.The Victoria Tower is archaeologically significant as the wreck of an international inward-bound passenger and cargo vessel. It is educationally and recreationally significant as a coherently intact example of a British built iron clipper ie: representative of a class or type. Due to increased numbers of tourists in the post-World War Two era, and the increased popularity of the Penguin Parade, without sufficient public education or protection of the penguin habitat, many Little Penguins perished during the 1960s.
