In 1954, as the defeated French forces left the State of Vietnam, Ngô Đình Diệm, a devout Roman Catholic, became the first prime minister. In 1956, a government-controlled referendum determined that South Vietnam should become a republic rather than stay under the control of Emperor Bảo Đại (who was living in Cannes, on the French Riviera). Ngô Đình Diệm appointed himself the first President of the Republic of Vietnam (South Vietnam). He then appointed his younger brother, Ngô Đình Nhu, to be his chief advisor and head of both South Vietnam’s secret police and its largest intelligence agency. During 1963, a campaign of civil resistance led by Buddhist monks protested religious discrimination. The government’s brutal treatment of Buddhists convinced many that Ngô Đình Diệm should go. While the United States publicly denied playing any part in the 1963 coup that overthrew Diệm, it was revealed that American officials had met with and encouraged the generals who planned the coup. Even so, US and allied troops withdraw. 1975 – On 24 April, with North Vietnamese victory imminent, Thiệu’ resigns as president and the CIA fly him to Taiwan. Jim Connor, a past Councillor of the former Shire of Eltham and current President of the Eltham District Historical Society gave a very interesting presentation about the machinations of how and why Eltham became Nillumbik. Joseph Shepherd (1833-1921) migrated to Victoria with his wife Mary Tame in early 1851. They lived first at Geelong but were in Linton by 1862. Joseph Shepherd ran a grocery and general store, became a JP, and served on the Shire of Grenville Council. He was Shire President on three occasions. Around four months after becoming President of the Old Colonists' Association the Covid19 pandemic hit, and by March 2020 Ballarat was in lockdown. Association Council meetings continued online, residents of the retirement village were kept informed of safety requirements during the pandemic, and 3 additional units were built at the Charles Anderson Grove Retirement Village. Framed portrait of Diana J. Jones who the first female president of the Association for the Blind since Tilly Aston. It is part of a series of paintings commissioned by the AFB Board to commemorate the work of past presidents of the organisation. Mrs Jones sits facing the painter with both hands clasped in her lap. She is wearing a black double breasted blazer, white shirt, blue beaded necklace and earrings and a gold bracelet . A white kerchief sits in her breast pocket. Diana Jones served for 8 years on the General Committee before being elected President. During this time she was deputy chairman of the Reach Out Appeal to raise funds for the building program and President of the Honorary Services Group which co-ordinated volunteers and gave them a spokesperson on the General Committee. In her 8 years as President a great deal was accomplished. New centres were opened or extended throughout Victoria and the Metropolitan area, volunteer services expanded and the Vision Resource Centre at Kooyong was built into which 3RPH radio was relocated. A Vision Information hotline, audiology services and the National Centre for Ageing and Sensory Loss were established, the Braille and Talking Book libraries was incorporated into the Association and the Charlie Bradley Cricket Pavilion opened at Kooyong. In 1990 Diana Jones became a member of the first Board of Directors of the newly incorporated Association for the Blind Ltd which ushered in a new era, requiring strict observance of financial and accounting methods in order to ensure continued Government funding. Mrs Jones was highly regarded by clients, volunteers and staff as a capable hard-working leader. Her services to the Association and over many years to the wider community, were recognised in her appointment as a Member of the Order of Australia in the 1993 Queen's Birthday Honours. Framed portrait of Bruce Small who was President of the Association for the Blind 1955-1964. It is part of a series of paintings commissioned by the VAF Board to commemorate the work of past presidents of the organisation. Mr Small stands in his Gold Coast mayoral robes, which consist of a dark blue velvet with ermine trim and a white ruffled shirt.. He wears a mayoral chain of office around his neck and glasses, with his hands clasped in front of him. Sir Bruce Small joined the Vision Australia’s General committee in 1944 and became President of the organisation in 1955. He developed an efficient team with Sir Hubert Opperman (for many years the world’s number one cyclist), whom he brought in as Vice President and Mr. Pat Lightfoot, himself president for many years. Sir Bruce had to leave school at an early age after the death of his father in order to support his family. The lessons he learned from this episode in his life created a man of quick wit, with a razor sharp mind and the skills of a gambler - attributes that enabled him to achieve his goal of “aiming for the stars”. This was put into effect when he proposed a plan for 3 new Vision Australia nursing homes in 5 years at Ballarat, Bendigo and Brighton at a cost, which at that time seemed impossible but which was finally achieved between 1957 and 1959, through astute financial management. Sir Bruce also supported the concept of organisational decentralization and made amendments to the constitution, which enabled the associated branches of the Vision Australia (then the Association for the Advancement of the Blind) to form local committees. This was in order to generate local interest in the blind people in the community and engage them in fund raising and running of the nursing homes. Although he resigned in 1964 when he moved to Queensland he still retained an interest in Vision Australia. Sir Bruce had always pushed for a symbol for Vision Australia which would be recognized by the public and serve a useful purpose. This took the form of a beacon which was erected at Brighton, overlooking the sea, having a twofold purpose – a reference point and guiding light for small craft, and symbolically for blind people a guiding light to direct them to a safe harbour. Sir Bruce switched on the guiding light at in 1969 having already donated the cost of $3000. Prior to joining Vision Australia, Sir Bruce had operated the Malvern Star bicycle business in Glenferrie Rd. He promoted and expanded the business making Malvern Star the industry leader in Australia. This was aided by his friendship with Sir Hubert Oppermen, who promoted Malvern Star bikes through his role as world’s number one cyclist. Ernest James Andrew was the son of William Bravery and Ellen Andrew. The Andrews moved to Eltham in the 1850s and opened a produce store on "Policeman's Hill", at the corner of Maria Street (now Main Road) and Franklin Street. William took a lively interest in the public affairs of the town and district, and with his wife Ellen continued to run the store for some fifty years. He died in 1907 and is buried with his wife in Eltham Cemetery. Ernest took over the business, which became a general store and newsagency. Later, it shifted to the main Eltham shopping centre as a combined newsagency and haberdashery/clothing shop. The original weatherboard building at the corner of Franklin Street was replaced around 1940 by a brick structure, which is now a cafe called Zen Den. Ernie too was married to an Ellen and they lived in Arthur Street at so-called "Cook's Cottage" (due to its resemblance to Captain Cook's Cottage in Fitzroy Gardens). He was an Eltham Shire Councillor between 1920 and 1950 and was Shire President for 1930 and 1947 as well as a Trustee for the Eltham (Public) Hall in Henry Street from the time it was purchased in 1922 until 1940. Andrew House at Eltham High School and Andrew Oval in Diamond Street are named after him. Ernie died in 1950 and is buried with Ellen in Eltham Cemetery. In his Will he made provision to the Eltham War Memorial Trust for funding of the Eltham War Memorial Gates – “These Memorial Gates were donated by the Late Cr. And Mrs E.J. Andrew”. April Meeting (Newsletter No. 233, Apr. 2017) Our meeting at 8.00pm on Wednesday 12th April 2017 is our Annual General Meeting, which includes the presentation of annual reports and the election of office bearers for the coming year. At this meeting we are pleased to have as our guest speaker Dr. Andrew Lemon, a great friend of EDHS and a Fellow and the immediate Past President of the Royal Historical Society of Victoria. Andrew is an independent Melbourne historian, author of numerous books on local history, shipwrecks, biography, schools and sport and winner of national literary awards. He has been awarded the degree of Doctor of Letters by the University of Melbourne for his published works. Andrew edited the Victorian Historical Journal throughout the 1990s and served on the Library Board of Victoria and the Heritage Council.
