Peter Nicholaas Wurtheim Wallinga was born in the Netherlands in 1929, and emigrated to Australia in 1939. In 1963-4 he purchased a block of land and built a house at 44 Sackville Street, Kew. A company director, he was elected to Council in August 1973. His first term as Mayor began in August 1976. When Cr Wallinga was re-elected Mayor in 1980-1, he was also the newly elected President of Kew Lions Club. During his two mayoral terms, Cr Wallinga attended many functions representing the City of Kew, opening events, presenting awards and leading the Council in decision-making. When he retired from Council in 1982, he continued to live in Sackville Street until January 1992, when he moved to Mitcham. The aerial view of Sunbury was featured in The Argus newspaper in 1936 in recognition of 100 years of European settlement of the area. It shows the extent of the township in 1936 which extended from the railway line in the west to the Jackson Creek in the east and the Sunbury Asylum in the south and northwards towards Macedon Street. The Institute movement came to Melbourne in 1839 with the establishment of the Melbourne Mechanics’ Institute later known as the Melbourne Athenaeum. Adopting the principles of self help, social improvement and the recognition of the importance of useful knowledge, it maintained a library, a reading room and an art gallery, while also establishing classes and lectures in a variety of fields. Various dates have been suggested for the founding of the Cheltenham Mechanics’ Institute with the range being somewhere between 1853 and 1856. The first Institute building erected on the tip of the land where Charman Road joined Point Nepean Road was of weatherboard construction. It consisted of a small hall, a reading room and a library. Later it was realized that the building was inadequate for community functions that attracted a large number of participants; consequently additions and modifications were needed. The Shire Council in 1888 voted £10 to the building fund but stipulated that the money would only be paid when the new building was commenced. Major contributors to the fund were the temperance societies who were regular users of the Institute’s facilities. The Young Workers' Patriotic Guild was formed in Victorian schools in 1916. Each child who raised one pound 'by personal productive effort' received a certificate. The money was used for the war effort. This certificate was presented to Eileen McDougall, a pupil of Lochend School, in 1917 in recognition of becoming a member of the Young Workers' Patriotic Guild.This item reflects the war efforts of Victorian children during WW1.A coloured certificate framed in dark plain wooden frame. The certificate is from the Young Workers' Patriotic Guild, and includes mythical representations of 'Justice' and 'Peace' at the top, together with a female face wearing a laurel wreath. Below the banner headline are two young girls, one shown knitting a black and red sock, and the second holding what appears to be a hammer and a block of wood. The certificate commemorates the work done by a pupil at a Victorian school as a member of the Guild. It is dated 1917, and signed by the Minister of Education, the Director of Education, and the Headmaster of Kennington school. The name of the designer appears at the bottom of the certificate; it appears to be Harold Herbert. Laurel leaves and berries, and the initials 'EVD' [Education Department Victoria] appear at the base of the certificate.
