In April 2012 former Royal Australian College of General Practitioners president Dr Paul Hemming was appointed the University of Ballarat’s new chancellor. Dr Hemming was a deputy chancellor of the university since 2011 and a member of the university council since 2007, and replaces outgoing chancellor Robert Smith. He was a founding director of Beyondblue and has been president of the Royal Australian College of General Practitioners. He was also president of the Australian Medical Association Victoria and has served on numerous federal government medical bodies and tribunals. Chancellors are appointed to chair the university's council (governing body) as the senior office holder of the University. They also confer the academic awards of the university, and represent the university at meetings, functions and ceremonies. At the installation of Dr Hemming as the Fifth Chancellor Of The University Of Ballarat Governor of Victoria Alex Chrnov said: "I join Bonnie Fagan in acknowledging the traditional owners of this land and I pay my respects to their elders past and present. It is my great pleasure, as Governor of Victoria and Visitor to the University of Ballarat, to install Dr Paul Hemming as the fifth Chancellor of this University. I extend to him and his family my warmest congratulations on this appointment and wish him all the best in his new role. I have no doubt that he will be an industrious and wise leader of this University. Although the University of Ballarat is one of Australia’s newest Universities, it is the third oldest Tertiary institution in our country with the School of Mines being established in 1870. It has much to be proud of, and should be recognised for its commitment to being one of our most outstanding regionally focused higher education institutions. It offers on six campuses a diverse, yet suitably targeted, group of learning models that include higher education, TAFE and senior secondary school education, and is one of the few universities in the country that has an associated Technology Park. This University is uniquely placed to provide higher education in Regional Victoria. For example, I understand that by 2020 the population in the Ballarat area will increase by 20% so this University will have the responsibility and opportunity to provide educational opportunities for this growing population. The role of the Governor can be divided into three parts – ceremonial, constitutional and community engagement. It is the third aspect of the role that is most time consuming and, I add, enjoyable. It includes making official visits to Regional areas of Victoria. To date Elizabeth and I have been on 16 such visits and the thing that stands out is that despite the challenges that face Regional communities whether it be through natural disasters, or the economy more broadly – the stoicism, volunteerism and self reliance are always present. Ballarat is an example of such resilience and confidence in its future that can be dated back to this University’s inception. When the School of Mines was established in 1870 on the back of the gold rush era of the 1850s, the local community had vision and faith in its future that is reflected in the building of this institution. It is not dissimilar to Melbourne, where its relatively few citizens established the iconic pillars of our society like the State Library, the University of Melbourne, Parliament Houses and the National Gallery of Victoria. The contribution by the University of Ballarat to Regional Victoria cannot be overstated. Not only does it provide top educational opportunities for students from the Region but its graduates almost invariably end up working in Regional Australia, and often in their own local communities. More specifically, almost three out of every four of the graduates from this University end up finding employment in Regional areas. Such figures highlight the University’s significant contribution to the Regional economy. But its impact is not limited to our Regional areas – it extends to other parts of Australia and overseas. But like so many other higher education institutions in Australia, the University of Ballarat is facing challenges brought about by events such as global uncertainties and the high Australian dollar that impact on the inflow of international students, and dealing with students, more and more of whom come from the lower socio economic sector. It is in those circumstances that the Chancellor must show leadership that involves, amongst others, objectively guiding the Council and supporting the Vice-Chancellor, albeit without becoming involved in the day to day micro management of the University. A strong, trusting and respectful working relationship between the Chancellor and the Vice-Chancellor is, I believe, critical to the sound progress of a University. Before I turn more specifically to Dr Hemming, I would like to reflect briefly on his immediate predecessor, Emeritus Professor Robert Smith. I am sure that Dr Hemming has already found in Professor Smith an invaluable source of assistance. He was a skilled and effective leader not only here, but also in the broader higher education sector. I mention by way of example his instigation and leadership two years ago of the much acclaimed Chancellors’ Conference that was held in Melbourne. There was great diffidence amongst the Chancellors in having it at all. It was a little like herding cats. But Bob Smith spearheaded the organisation of it, with great attention to detail. And it was his hard work and leadership that resulted in the Conference being such a success and of assistance to all Chancellors who attended. It was an illustration of Bob Smith’s skills as a leader in the sector and of this University. And the sector, just as this University remains indebted to him. And I have no doubt that Dr Hemming will similarly lead this University through the challenging, yet exciting, times that lie ahead. He is eminently qualified to do so, in terms of his personal attributes, academic achievements and experience in governance. With his extensive medical career as a General Practitioner, service on a number of Federal Government medical boards and tribunals, and having been a Founding Director of ‘Beyondblue’, President of the Royal Australian College of General Practitioners and President of the Australian Medical Association (Victoria), his list of personal and professional achievements, as well as his strong sense of public and community duty, is impressive. Importantly, Dr Hemming has a long standing connection with the Ballarat community, having moved here with his family from the United Kingdom in 1977. He is now even accepted as a “local” I am told. Given his range of experience to which I have referred and the time he has already spent on the Council and Standing Committees of this University, he is obviously well placed to take part in leading this University. So it is a great pleasure for me to install Dr Hemming as the fifth Chancellor of the University of Ballarat." In 1909, assistant Chaplain Rev. Haire presented the Mission with an 'uncommonly artistic pulpit' in memory of his mother. A plaque in memory of Jane King Haire can be found on the side next to the steps. The dedication was performed by the Archbishop of Melbourne on the 26th January (date engraves on the plaque) This pulpit was designed by Melbourne architect Rodney Howard Alsop (1881-1932) and manufactured by William John Dalziel (furniture manufacturer). It was initially used in the first Mission in Central Melbourne, Siddeley St. It is located in the Chapel of Saint Peter of the Mission to Seafarers 717 Flinders St. complex since 1917 (State Heritage listed (H1496). This complex was designed by Walter Richmond Butler in 1916, and officially opened on 11 September 1917, a day '...of unusually kind weather', by the Governor of Victoria, the Honourable Sir Arthur Stanley. According to a later article published in 1950: The pulpit is a model, built to scale, of the stern of an old ship of the line in Lord Nelson's day. This pulpit is significant as it is housed in The Memorial Chapel of Saint Peter forming part of the State Heritage listed Mission to Seafarers Victoria complex. It was built in Melbourne of Australian timbers, and is one of only two known maritime inspired pulpits, both associated with Missions to Seamen of the early 20th C. the other is held in the ANMM Collection see link. Their statement of significance is worth quoting in part as it applies equally to this pulpit "...an extremely rare and unique example of such pulpits. It is highly significant as a wonderfully preserved example of a time when religion was preached to sailors for their spiritual guidance and temperance..." Rodney Howard Alsop was an important Melbourne architect of the Arts and Crafts movement. John William Dalziel had sailed from Liverpool to Melbourne in 1862. Seventeen years later Penman and Dalziel founded the business in Lonsdale Street West, and won recognition at the Indian and Colonial Exhibition in London in 1886. Penman and Dalziel were identified in 1937 as one of Melbourne’s early ‘skilled craftsmen’ and ‘leading names’ in the manufacture of fine furniture. He died in February 1918 in a railway accident.Timber pulpit built in the form of a ship's stern including a timber step ladder for access, a timber keel and rudder, a rope fixed from the pulpit to a post mounted to the floor, and a dedication plaque on the side of the pulpit. The pulpit sits on timber legs. It's likely to be the original rope: traditionally made coir rope with twisted fibres, covered with canvas supported by a thread. At lower end the rope is secured by a monkey fist know and at the top by a turk head knot.Inside the pulpit (right) is the cardboard label with the maker details: " On an attached plaque see 0678 To the greater glory of God and in ever loving memory of Jane King Haire. They are having morning tea with the State Governor when he visited Orbost.The accompanying article was titled "TEA WITH THE GOVERNOR". Councillor S. J. Reed was the Orbost Shire President, E.A.Smith was a Shire Councillor and Mr A. Barling was the Orbost Municipal Band Leader. The first Orbost Brass Band was formed in 1889. Around 1908 the town band split and the Orbost Workers' Band was formed. Eventually the two bands merged in 1913 to reform as the Orbost Municipal Band under conductorship of Charles Spink. The band continued for many years but was later disbanded and again reformed. This was to happen a number of times, the last time being in 1961 and continuing through to the late 1970's. Statue presented by Andrew Stenhouse, 3 December 1914. Donated by Mr Andrew Stenhouse, a retired contractor who lived at Beaconsfield Parade, St Kilda, he was interested in the reclamation of the foreshore in front of his dwelling Captain James Cook FRS (1728-1779) was a British explorer, navigator, cartographer, and captain in the Royal Navy. During three voyages to the Pacific Ocean he achieved the first recorded European contact with the eastern coastline of Australia and the Hawaiian Islands, and the first recorded circumnavigation of New Zealand. He was killed in the Hawaiian Islands in 1779. The statue appears to have been the first monument erected to him in Victoria and is a replica of one in Whitby, England. It was unveiled on Monday December 7th, 1914 by the Governor of Victoria, Sir Arthur Stanley in front of Commonwealth and State dignitaries and hundreds of St Kilda residents. A photo of a smiling girl wading in the ocean. It came from an envelope with other camp photos. Junior Legatees attended Somer's Camp over summer holidays organised by Melbourne Legacy. The newspaper article on 12 January 1977 says it was a day where junior legatees were treated to sailing activities by yachtsmen of Westernport. The boys were at Somers Camp and the girls had been holidaying in the Legacy Camp at Kew. The Legacy envelope was marked "P6 Junior Legatee Camps and Hols" in red pen, and dated Jan 1977 in pencil. The contents will be items 00418 to 00425. Melbourne Legacy provided camps for junior legatees - the children of deceased servicemen. It started with outings to the property of Legacy founder, Legatee Stan Savige, who had a place in Balnarring. Permanent camp buildings were built and with an association with Lord Somers (Governor of Victoria) it was called Somers Camp. The ‘Alexandra Gardens’ in Cotham Road were designed and laid out by George and Thomas Pockett. The Governor of Victoria officially opened them in 1908. A report of the opening stated that “…the gardens have been laid out in large sloping lawns, divided by wide graveled paths, and dotted with tastefully arranged flower beds, which are now bright with autumn bloom”. The massed beds of shrubs and flowers included beds of chrysanthemums, a specialty of George Pockett, the Garden’s first curator. A large rotunda was constructed in 1910 to mark the Jubilee of Kew. A plaque memorialising the contribution of George Pockett, was attached to the original rotunda after his death in 1922. By 1911, electric lighting was installed to allow the public to access the Gardens, and the concerts that were held within them on summer nights. The Gardens were later to include the Jubilee Fountain, moved from the front of the Kew Post Office in 1925. The Kew Council commissioned the substantial bluestone entrance gates in 1933.The Kew Historical Society is fortunate that the City Engineer, Mr Poulter, donated a number of items held by the City of Kew to the Society for safekeeping, rather than identifying them for destruction. The most significant items donated included old maps, including those issued by the Board of Works. Other items included photographs of public works undertaken by the Department. The By-laws are part of that donation and tell us lots about the social values of the period.The Mayor, Councillors and Burgesses of the Borough of Kew published By-Law No.45 in 1908 to regulate the “Conduct of Persons whilst at or Within the Gardens known as the Alexandra Gardens”. The By-Law also set a charge for “Persons Using or Entering in or upon the said Gardens”. The 17 by-laws included predictable prohibitions on expectorating, using indecent language, interfering with the floral displays, or indeed with the caretaker gardeners. Other acts prohibited included a warning that “Children under the age of ten years not being under the control of some competent person may be removed from said gardens”. The Alexandra Gardens were at one stage surrounded by a picket fence. This might explain the prohibition on climbing upon or getting through over or under any fence at or within the gardens. The financial penalty for breaching the By-Law was determined as “…not exceeding Ten pounds and not less than Five shillings”. A circular sent to Victorian schools informing them of the 1995 annual "Anzac Commemoration Ceremony for Students", held on 5th April 1995. The ceremony provides a valuable opportunity for students to gain an appreciation of the Anzac spirit, the significance of the Shrine and the meaning of Anzac Day. The 6 pages outline the order of service of the ceremony, some background notes on the ANZAC Commemorations, a short history of the Shrine of Remembrance, a story of Legacy and a letter from the President of Melbourne Legacy. It mentions the ceremony is telecast on the ABC television channels. They mention is it a 'Circular to Victorian Colleges and Schools' so they were sent to school to publicise the events. There is a letter to the school Principal from the President of Legacy inviting the schools to attend or to listen to the telecast. Each ceremony was attended by the Governor of Victoria, in 1995 it was Sir Richard McGarvie. A notice of a charity ball that was being held for Legacy. It mentions that the bars open at 9, supper served at 11, and a hot buffet at 12.30am. A newspaper article on Trove describes the attendees and their fashion. Another article mentions that the ball raised £453 for Legacy. Charity balls were held with the proceeds from the evening going to aid Melbourne Legacy. The ball was held under the patronage of 'His Excellency the Administrator of the Commonwealth of Australia, General Sir Dallas Brooks.' From Wikpedia: "Brooks was appointed Governor of Victoria by Premier Thomas Hollway and served from 1949 to 1963. During his term as governor, he acted as Administrator of the Commonwealth three times. He served in this capacity for almost seven months after the governor-general, Viscount Dunrossil, suddenly died in office in 1961 after serving only one year. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. The Ozone Coffee Palace was built in 1890-1891. It was designed by Mr J McLeod. It was grand in design and decoration. The term Coffee Palace was used to describe temperance hotels which were built during the 1880’s -1890’s. They typically were multi-purpose and had a large number of rooms for ballrooms and leisure activities. Coffee palaces were aimed at families in coastal areas and inner city locations. Examples of some are The Windsor Hotel Melbourne, Ozone, Queenscliff and Kilbreda Convent in Mentone. The bottom part of the advertisement is a testimonial written by Brassey and Sybil De V Brassey, Lord Brassey being Governor of Victoria around 1895. Their visit to Warrnambool and their stay at the Ozone sparked a much needed interest in the Ozone. In 1896 the price to stay at the Ozone was two pounds two shillings and it remain in business for several years but in 1910 it closed after losing money for many years. It remained closed until it was bought by Mr Howard Lawson in 1920. It continued to struggle financially. It was burnt down in February 1929. When the Ozone was built in1891 it was the largest building in Warrnambool. It occupied a prominent position on the corner of Koroit and Kepler Streets. The grand architectural style in which it was built, was used for a number of similar buildings throughout the state. A photo of a teenager hanging out from sail boat in a harness. It came from an envelope with other camp photos. The newspaper article on 12 January 1977 says it was a day where junior legatees were treated to sailing activities by yachtsmen of Westernport. The boy was Wayne Cowards 15, of Morwell getting some practice on the trapeze of a Flying Dutchman. The boys were at Somers Camp and the girls had been holidaying in the Legacy Camp at Kew. The Legacy envelope was marked "P6 Junior Legatee Camps and Hols" in red pen, and dated Jan 1977 in pencil. The contents will be items 00418 to 00425. Melbourne Legacy provided camps for junior legatees - the children of deceased servicemen. It started with outings to the property of Legacy founder, Legatee Stan Savige, who had a place in Balnarring. Permanent camp buildings were built and with an association with Lord Somers (Governor of Victoria) it was called Somers Camp. A copy of an Anzac Day Address at the Anzac Commemoration Ceremony for Students in 1939, given by the Eric Russell, President of Legacy. It was stored with documents about the building of the Shrine and another speech from a students' service. Legatee Russell had served in World War 1 so was very close to the events he was talking about. The ceremony provides a valuable opportunity for students to gain an appreciation of the Anzac spirit, the significance of the Shrine and the meaning of Anzac Day. The ceremony is usually attended by representatives from schools throughout the state and the Governor of Victoria. The text says: 'Over twenty years have passed since the events that we are commemorating today took place. As time goes on, our memory of incidents grows dimmer, but our understanding of the whole war and of the tremendous efforts that were made at Gallipoli grows clearer. Particularly do we realise, when we look back, that Australia grew to be a nation during those years of anxiety and endeavour, of which Gallipoli was for us the beginning. . . . "A record of a ceremony at the Shrine for school students. The text of the speech is significant in that it was written by a man who had served in World War 1 and knew first hand what it meant to be part of the first Anzacs.
