The Nillumbik Festival was introduced as a replacement for the Eltham Festival following the disbandment of Eltham Shire Council in December 1994 and the creation of Nillumbik Shire Council. It was an attempt to draw away from Eltham and be more inclusive of the wider communities in Nillumbik. However other local communities had their own festivals and the concept of a Nillumbik Festival was never widely accepted by the community and it shortly reverted back to the Eltham Fesitval in 1997. Written on the back of the photo is ? George and Harold Harless. This appears to be a misidentification as the young lads look very much like in other photos of Robbie and Colin Key. Cabinet Photo Latimer Photographers, Fitzroy opposite Foy's Foy and Gibson were located at Smith Street Fitzroy William B. Latimer operated from 157 Smith Street, Fitzroy from 1896-to c.1909 and from 222 Gertude Street Fitzroy from c.1909 to 1935. As the photos states the loactuion is opposite Fopy's that dates the photo to 1896-c.1909. Given the boy's apparent ages the photos is most likely dated 1909.Inscribed on back in pencil ? Document - News Clipping, Advertiser, Public Outcry at Abbott Veto with 'Reserve Power; 200 residents yell abuse as commissioners give ok to Eltham service station; Advertiser, Tuesday, October 15, p1, 1996
Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. The first Eltham Police Station was in the small building opposite Dalton Street rented from Mr Jarrold in 1857. In 1859 a dedicated Police Residence was built at 728 Main Road. A small weatherboard Police Station was attached to the side of the residence and a blue stone cell at the rear. Also on site were stables for the police horses. The Eltham Courthouse was built in 1860 and is the oldest public building in the district. In 1959 the Victoria Police purchased a house in Pryor Street to be refurbished as the Eltham Police Station. In 1961 the Police in Eltham move into Pryor Street refurbished buildings and office. During 2001 to 2002, the Eltham Police Station was demolished and a new complex constructed on site. Two copies of a sixteen page booklet titled First Fifty Years, detailing a brief history, researched by John Watson, of St. Stephen’s Presbyterian Church, Balaclava Road Caulfield, between 1910-1960. The booklet includes several images, including two photographs, one of the interior of the church, the other of the interior of the main hall. There is also a set of six portrait photographs of the ministers of St. Stephen’s from 1913-1960. There is also a photograph of the front view of the first church and a sketch by Haddon and Henderson architects of the design for the present, 1960, church dated to the early-mid 1920s. There is a list of names of office-bearers for the year 1960. That list has been photocopied and is included in the file.
