Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna. Taken some time between 1914-18, the photograph depicts an aerial view of trenches in France. The image mostly shows rural landscape, although there is a house in the bottom right corner. A dotted line has been drawn across the photograph, marking the section of trenches that belonged to British forces during World War I. It is believed that the line marking on this record denotes a section of the Western Front. The Western Front was the main theatre of war during World War I. Following the outbreak of war in August 1914, the German Army opened the Western Front by invading Luxembourg and Belgium, then gaining military control of important industrial regions in France. The German advance was halted with the Battle of the Marne. Following the Race to the Sea, both the French-British and German armies dug in along a meandering line of fortified trenches, stretching from the North Sea to the Swiss frontier with France. Between 1915 and 1917 there were several offensives along the Western Front. The attacks employed massive artillery bombardments and massed infantry advances. Entrenchments, machine gun emplacements, barbed wire and artillery repeatedly inflicted severe casualties during attacks and counter-attacks and no significant advances were made. Among the most notable of these offensives were the Battle of Verdun (1916), the Battle of the Somme (1916), and the Battle of Passchendaele (1917).The record is historically significant due to its connection to World War I. This conflict is integral to Australian culture as it was the single greatest loss of life and the greatest repatriation of casualties in the country's history. Australia’s involvement in the First World War began when the Australian government established the Australian Imperial Force (AIF) in August 1914. Immediately, men were recruited to serve the British Empire in the Middle East and on the Western Front. The record has strong research potential. Dean BOWEN (1957 -) Born Maryborough, Victoria Dean Bowen's work combines humour and gentle irony with technical proficiency to explore the world around him. 'The car park epitomises qualities found in the best of his post 1990 work. Born out of the daily grind of stop-start commuting by car along Melbourne's Punt Road to and from his former workplace, the feeling of this large work (just over two metres long) is of duality. On the one hand there is the crowded chaos of a relentless number of cars choking the roads; on the other, order is imposed in his aerial view of cars 'parked' around intersecting roads as well as the actual charting of roads and interstitial spaces. Zooming in as though from above, cars are alternately cross-sectioned and flattened in outline. Despite his denial that there is nothing reminiscent of Aboriginal art in this work, to the onlooker there are quite a number of similarities. Not that he presumes anything of the Aboriginal experience or imagery (indeed, that it is unconscious is probably the only reason it works), such qualities are nevertheless present. The aerial perspective, for example, is so like the Aboriginal system of painting song lines and dreaming tracks from above. And as seen in the famous 'X ray' paintings of Arnhem Land, his cars and buildings are cross-sectioned to reveal the objects (usually humans) within. The impression of Aboriginally is further given by his use of earthy browns and by the outlining of shapes (cars, roads, trees).' Following the outbreak of war in August 1914, the German Army opened the Western Front by invading Luxembourg and Belgium, then gaining military control of important industrial regions in France. The German advance was halted with the Battle of the Marne. Following the Race to the Sea, both the French-British and German armies dug in along a meandering line of fortified trenches, stretching from the North Sea to the Swiss frontier with France. The First Battle of Villers-Bretonneux occurred between 30 March - 5 April 1918. It took place during Operation Michael, part of the German Spring Offensive on the Western Front. The offensive began against the British Fifth Army and the Third Army on the Somme, and pushed back the British and French reinforcements on the north side of the Somme. The capture of Villers-Bretonneux, close to Amiens, a strategically important road and rail-junction, would have brought the Germans within artillery-range. In late March, troops from the Australian Imperial Force were brought south from Belgium as reinforcements to help shore up the line. In early April, the Germans launched an attack to capture Villers-Bretonneux. After a determined defence by British and Australian troops, the attackers were close to success until a counter-attack by the 9th Australian Infantry Brigade and British troops late in the afternoon of 4 April restored the situation and halted the German advance on Amiens. The Second Battle of Villers-Bretonneux occurred between 24 - 27 April 1918, during the German Spring Offensive to the east of Amiens. It is notable for being the first occasion on which tanks fought against each other. A counter-attack by two Australian brigades and a British brigade during the night of 24 April partly surrounded Villers-Bretonneux, and on 25 April, the town was recaptured. On 26 April, the role of the Moroccan division of the French army was crucial in pushing back German units. Australian, British and French troops nearly restored the original front line by 27 April.The record is historically significant due to its connection to World War I. The Rose Series P. 4284 post card Taken from near what would be present day CLC car park looking southwest across Diamond Street, present-day Andrew Park to the railway station and developing Eltham shopping precinct. Arthur Street visible, Pryor and Luck Street not evident. Sunnybrook, the Taylor home is visible at the top of the hill in Bible Street. Only three residences visible in Arthur Street on the southern side, two of these are the David Harbison Rest Home at 10 and 12 Arthur Street (built and opened in November 1919), present day site of Eltham Mall. There are none on the north side of the street. Based on 1945 aerial view there are 8 buildings on the northern side between Main Road and Bible Street which and given the extent of commercial development on Main Road, it is estimated this image is circa 1925. Luther Haley was the first to build an open a baker and General Store in this location next to the railway station in 1902. However, it took nearly twenty years until the early to mid-1920s when a period of significant growth in the Eltham shopping centre happened with many businesses relocating their operations from the original town centre of Maria Street in Little Eltham as well as new businesses opening. Other stores/buildings noted (L-R) are: Stationmaster's House built circa 1910 Eltham Hardware Store opposite the railway station first opened on Main Road opposite the Railway Station around late 1922. An advertisement placed in the Hurstbridge Advertiser advised that the Hardware Store had just opened with a varied stock of Saws, Hammers, Nails, Shovels, Screw Drivers, and every article required in a house or on a farm. People were also encouraged to try their Jams, Pickles, Sauces, Cups and Saucers, etc. Newsagency with 'Leader' advertising on awning - E. J. Andrew opened his newsagency shop opposite the station in March 1923, advertising for sale stationery, school requisites and periodicals. Bird Brothers Cash Grocer & Fruiterer opposite the railway station offering summer drinks and confectionery a specialty with a full Stock of groceries of the best quality always on hand at city prices opened December 1921 William Capewell's Butcher shop at the corner of Dudley Street. Capewell previously had a small shop in front of the station opposite Luck Street. He enlisted in the AIF during WW1 and returned home in 1919. He re-applied for a slaughtering license in February 1920 and was advertising by October 1922 supplying all districts. Not visible (or not yet identified) but in business by October 1922 were: J.H. Fraser, Carpenter and Builder at Luck Street opposite the station George A. Danslow, Hairdresser and Tobacconist opposite the railway station Miss Barber's 'Blue Gum' Soda Fountain opened October 1922 opposite the railway station (hidden behind Stationmaster's House). It was so named due to its proximity to a tall Blue Gum tree G.H. The Zeiss Sketchmaster was used to transfer information from aerial photographs onto scale maps. The operator views the aerial photograph and the map simultaneously and manually traces detail from the photograph onto the map. It utilises the principle of the camera lucida, patented in 1806. Various lens combinations were used on a to adjust for scale and then “rubber sheet” the image to line up topographic features like streams and roads. The photo information was then laboriously transferred using a light table onto large A0 paper maps or translucent drafting film. The maps were later hand coloured with either Derwent pencils or delicately painted with Pelikan ink wash. This item is kept at Erica.Zeiss Sketchmaster. c1970s. PART 1 – NILLUMBIK (00:00-07:17) Opening features various scenes around Nillumbik Shire. For 40,000 years Nillumbik was the home of the Wurundjeri people. Robert Hoddle gave the district its name. Jock Ryan, then president of Nillumbik Historical Society discusses the names Nillumbik and Diamond Creek. In the late 1830s white occupation began with gold found in Warrandyte in 1851 and 12 years later at Diamond Creek -the Diamond Reef which led to the Caledonian gold rush. Jock Ryan discusses the Diamond Creek mine, which was thriving until it burnt out in 1915. Large numbers of workmen moved into area in late 1870s to construct the Maroondah Aqueduct. With growing population of Melbourne, the nearby Yan Yean system had severely disrupted the flow of the Plenty River, forcing the closure of three flour mills there. The aqueduct came to the rescue carrying water 66km from Healesville to Preston. When the Diamond Creek gold mine burnt down the local economy suffered but fruit growing industry had already been established and Diamond Creek became a thriving fruit growing centre. Interview with Jack Powell, a long-time fruiterer at St Andrews market, his family had lived in the area for a hundred years, 3 to 4 generations, “a lot of hard work”. By the time the railway arrived fruit growing was no longer competitive. The railway brought the city closer and day trippers. The Green Wedge separates the shire from the more densely developed neighbours such as Whittlesea, Doncaster, Templestowe, Bulleen and Greensborough. Population at the time (1996) was 19,000 but links to the past remain strong. PART 2 – ENVIRONMENT (07:18-14:44) Peter Brock (with Bev Brock in background) at St Andrews market discusses his childhood growing up in the district and the environment and the values it instilled upon him and his own family. The Brocks have been in the district since the 1860s. Nillumbik Shire responsible for managing three catchment areas; Diamond Creek, Arthurs Creek and Watsons Creek. Follows the course of the Diamond Creek commencing in Kinglake through the district to its confluence with the Yarra River at Eltham at Eltham Lower Park. Highlights Eltham Lower Park community revegetation program and the newly constructed (1996) viewing platform built of new and recycled timbers at the confluence of the Diamond Creek and Yarra River. Also featured are outdoor recreation on the river and at Eltham Lower Park including the Diamond Valley miniature railway. Sugarloaf reservoir and recreational activities and fishing. Aerial view of Memorial Park and Shire of Eltham War Memorial tower at Garden Hill, Kangaroo Ground. Significant tourism opportunities for the shire with 3 million potential day-trippers in metropolitan Melbourne. Council and community working together to find a way to promote the shires natural and artistic assets. At Arthurs Creek, the Brock family and neighbours working together to take care of their waterway. Peter Brock’s uncle, Sandy Brock talks about environmental management and the Arthurs Creek Landcare group and actions to eradicate blackberry problem. Having previously planted Cypress rows they are replacing them with indigenous species to improve the water supply, keeping cattle out of the creek bed to improve the quality downstream flowing into the Yarra. Eltham East Primary School Band playing “All things bright and beautiful” merges into scenes of the bushland sanctuary set aside by the school in 1980 with unidentified teacher discusses the sanctuary and their education program and school children’s comments. Plight of a family of Wedgetail eagles nesting in the path of a developer’s bulldozer at North Warrandyte and actions to save their nesting areas. PART 3 – ARTS (14:45-22:00) Arts and Jazz festival at Montsalvat featuring interviews with Sigmund Jorgensen discussing Montsalvat and its principles. Also Matcham Skipper. Clifton Pugh’s funeral at Montsalvat and his legacy at Dunmoochin near Cottlesbridge with artists in residence, at the time, Chicago artist Charles Reddington who discusses the benefits of the experience. An unidentified female artist also talks about the program and why people are drawn to the area. Artist Ming Mackay (1918-2009) interviewed talking about the people she mixes with on “the Hill”. This set of three photographs was taken the 30th of August 1982 during a visit to the Army Survey Regiment, Bendigo by the Deputy Chief of the General Staff - Major General David Frederick Walter Engel AO, OBE. As there are no annotations on the photo, the name of the Brigadier is unknown. LTCOL Peter Eddy was the CO of the Army Survey Regiment from 1981 to 1992 and handed over to LTCOL Jorge Gruszka, who commanded the unit from 1982 to 1985.This is set of three photographs taken on the occasion of a visit to the Army Survey Regiment, Bendigo by the Deputy Chief of the General Staff - Major General David Frederick Walter Engel AO, OBE on the 30th of August 1982. This is a set of 14 photographs of a visit to the Army Survey Regiment, Fortuna, Bendigo on the 5th of June 1979 by the Chief of the General Staff (CGS) Lieutenant General Sir Donald Dunstan AC, KBE, CB. He was accompanied by his wife. They were escorted through the production areas of the Army Survey Regiment by the CO LTCOL Bob Skitch. Lieutenant General Sir Donald Dunstan AC, KBE, CB was an esteemed Australian Army officer, who was CGS from 1977 to 1982. Upon retirement from the Army in 1982, he was appointed to the position of Governor of South Australia from 1982 to 1991. LTCOL Bob Skitch was the CO of the Army Svy Rgt from 1976 to 1980. Also featuring in these photos is MAJ Peter Eddy, who was the OC of Air Survey Squadron. He was later promoted to LTCOL and was CO of the Army Svy Rgt from 1981 to 1982. This is a set of six photographs of stereoscopic equipment and personnel at the Army Survey Regiment, Fortuna, Bendigo, c1950s to c1960s. The stereoscopes shown in photos .1P and .2P were used to stereoscopically view and interpret features in overlapping aerial photographs. The stereoscopic plotters shown in photos .3P and .4P were used to stereoscopically plot topographic detail from overlapping aerial photographs using a pantograph arm with pencil onto a controlled plotting sheet. The Ryker Model PL-3 Wernstedt-Mahan type stereoscopic plotter shown in photos .5P and .6P was used for precision contouring, planimetry and profiling. It was a comparatively simple stereoscopic mapping instrument designed to use ordinary contact prints of aerial photographs. It provides for plotting on a constant scale and approximate tilt correction but does not provide refinements such as correction for lens distortion. The plotter in Photo .6P does not have its pantograph arm attached. This is a collection of eight photographs of Air Survey Squadron personnel operating aerotriangulation equipment at the Army Survey Regiment at Fortuna, Bendigo, c1993. PUG4 devices were used by technicians to stereoscopically view the photography containing the survey control points and the mapping aerial photography. The Control points were transferred from the control photography to the mapping diapositives of aerial photography by drilling their locations into the photographic emulsion. The Zeiss (Jena) Stecometer analytic stereocomparator for air photography shown in photo .1P was introduced at Air Survey Squadron in 1963. Wild PUG4 point transfer devices shown in photos .2P to .4P were introduced in c1968 superseding the PUG2 devices. In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre.
