Lindsay F.J. Hillman was born in Ballarat, and attended the Ballarat Junior Technical School. He became a cadet in Electrical Engineering Laboratory at the Ballarat School of Mines where he gained eventually gained a student Teachership for diploma studies at the School. Hillman was particularly active and excelled in a wide range of sporting interests and in student activities. In 1928 and 1928 he was awarded the Ballarat School of Mines Honour blazer by the Old Boys' association for all round athletic ability, leadership and scholarship. After spending two years with the Melbourne City Council Electric Supply Department gaining industrial experience Hillman was awarded his Diploma of electrical engineering in 1931, returning to the School in 1932 to teach apprentices and senior students. Hillman was appointed lecturer in Engineering Design and Graphics in 1937, lecturer in Engineering Design and Civil Engineering in 1944, Lecturer-in-Charge of Mechanical and Civil Engineering in 1948 and Head of the Electrical Engineering Department in 1949, a position he held until his retirement in 1973. In 1975 Lindsay Hillman was appointed to the Council of the Ballarat School of Mines and played an active role in school affairs.As Vice-President of Council from 1981 until his death in 1991 Hillman took a leading part in the implementation of many of the major building projects on the Lydiard Street Campus. The L.F.J. Hillman Award was established by the Ballarat School of Mines Council in conjunction with and through the generosity of the Hillman family in honour of the late Lindsay Frederick John Hillman. A safety razor is a shaving implement with a protective device positioned between the edge of the blade and the skin. The initial purpose of these protective devices was to reduce the level of skill needed for injury-free shaving, thereby reducing the reliance on professional barbers for providing that service and raising grooming standards. The term was first used in a patent issued in 1880, for a razor in the basic contemporary configuration with a handle attached at right angles to a head in which a removable blade is placed (although this form predated the patent). 1847 William S. Henson. patented a "comb tooth guard or protector" which could be attached both to the hoe form and to a conventional straight razor. May 1880 by Fredrik and Otto Kampfe of Brooklyn, New York, improved the 'safety razor' and it differed from the Henson design in distancing the blade from the handle by interposing,, "a hollow metallic blade-holder having a preferably removable handle and a flat plate in front, to which the blade is attached by clips and a pivoted catch. 1900 King C. Gillette had the revolutionary idea of disposable blades so thin and so strong they were deemed impossible to forge by MIT-trained scientists. By 1901, he’d proven them wrong with his breakthrough innovation. The success of Gillette's invention was largely a result of his having been awarded a contract to supply the American troops in World War I with double-edge safety razors as part of their standard field kits (delivering a total of 3.5 million razors and 32 million blades for them). The returning soldiers were permitted to keep that part of their equipment and therefore easily retained their new shaving habits. The subsequent consumer demand for replacement blades put the shaving industry on course toward its present form with Gillette as a dominant force. A4 size wire-bound book compiled by Bryce RaworthINTRODUCTION: This heritage impact assessment (HIS) was prepared at the request of the City of Maroondah, the owner of the subject property at 1 Bedford Street (sic), Ringwood. It relates to a proposal to demolish the existing shop on the site and construct a multi-storey car park incorporating a commercial tenancy at the lower levels. It reviews the significance of the existing building on the site and the contribution it makes to the surrounding streetscapes, then comments on the heritage impacts of the proposed demolition in the context of the significance of the place and broader considerations. This office has previously provided an Historical Overview of the subject site (June 2020) and this assessment draws upon that previous research and analysis. The report has been prepared by Guy Murphy and Bryce Raworth. CONCLUSION: The proposed demolition of the former Blood Brothers Store at 1 Bedford Street (sic), Ringwood and the construction of a multi-storey car park on the enlarged site will result in the loss of some significance to the Heritage Overlay. The degree of loss is moderated by the partial intactness of the store, its modest character and the loss of its original setting, as well the proposal to implement a heritage interpretation strategy for the site. When considered in the context of the broader range of urban planning considerations and broader net community benefit, the proposed development is supported with respect to heritage impacts.

This item "Lucky Hit" was the fore runner of the "Lucky Strike" brand name. The ready rubbed tobacco held within the tin was mainly used by those smokers who rolled their own cigarettes. These smokers would have mainly used their palm and formed a cup then placing their choice of the amount of tobacco to be rolled. This would then be placed on the fine cigarette paper and rolled and sealed (using saliva in the mouth) into the required shape. There were mechanical "roll you own" gadgets on the market but most rural users, especially males used their palms. The quantity of tobacco used to make up the cigarette was up to the individual user. The thinner that the cigarette was rolled the longer and more economical did the supply last. The by -products of this method were nicotine stained fingers and hands. "Chain" smokers were easily identified and could therefore be discriminated against obtaining smoke sensitive employment. The two world wars (1914-18 and1939-45) produced a significant rise in the consumption of cigarette use by men and the eventual overflow to women. Cigarette smoking before the 1900s was seen as rough and uncouth (socially frowned upon), however after the introduction of overseas films (U.K. and U.S.A.) and film stars presenting smoking as socially acceptable the rise of smoking cigarettes, especially roll you own (American western movies) in rural areas was an accepted way of life. Things however started to change in the mid 1900s when medical evidence pointed to the health problems of regular smokers. Governments were now implementing non smoking education material. Restrictions on where and when smoking was permitted and acceptable started to creep into all areas of society whether city or rural. This was the era that highlighted the use of roll your own cigarettes, especially when the costs of "tailor made" cigarettes were taxed at an increasing amount. Roll your own cigarettes also provided an avenue for the consumption of illicit drug use.The significance of this ready rubbed tobacco tin to this rural region is, stems from how much influence that the Western novels and overseas films (portraying rural lifestyles) played in shaping the rural social and working mores of the Kiewa Valley. The post war depression (financially) resulted in more smokers turning away from expensive machine (tailor) made cigarettes to the roll your own, using ready rubbed tobacco. This tobacco tin relays a long ago era, when personal contact, and not something that has been written down by some "unknown", was valued as the true appraisal of a member of the community. This was especially relevant in a small regional area such as the Kiewa Valley. Although social networking was not as fast then as the internet provides now, appearances, manners, fashion and etiquette with first impressions high on the order of evaluating someone in the community. Pointer such as the brand of tobacco smoked was part of the rural assessment method. Up until the demise of the Australian Tobacco Industry, circa 2004, the Kiewa Valley and surrounding district was part of a vibrant producer of tobacco leaves. The remnants of this industry still remain today but the drying sheds (for tobacco leaves) are now used to store hay for the valley's dairy and beef cattle industries. Tins 2,3 and 4 were found (in 2009) at Wallace's Hut on the Bogong High Plains. This tobacco tin is constructed from tin plated thin rolled steel. The lid is attached by two pressed and formed (from the main frame) hinges using the nip and tuck construction method. The lid and outside frame have been gold & silver anodised. Tins 2,3 and 4 have the Union Jack on the front lid. One is too rusty to read. The other two have "A blend containing choice selected Australian grown leaf" in white across the bottom on the red border and above the "2oz net weight when packed". In the centre and on the outside of the lid and surrounded by a reproduction of the "Union Jack" is stamped, "Lucky Hit Tobacco" within these words are also stamped "Ready Rubbed". The bottom of the lid is stamped (in smaller script) "2oz NET WEIGHT WHEN PACKED" and underneath this and on the rim of the lid is "THE BRITISH AUSTRALASIAN TOBACCO CO. PTY. LTD. In 1838 the CHILDREN, under her master Captain H. Browne, completed a successful round trip from Launceston to London (carrying wool and whale oil loaded in Portland), returning in late November of that year (carrying a general cargo including the house bricks). On the 11th January 1839, the CHILDREN sailed from Launceston for Adelaide, with 24 passengers, 14 crew, and an awkward mixed cargo, including 1500 sheep, 8 bullocks, 7 horses, and farming implements, and six whaleboats with associated whaling gear. One account states that when the CHILDREN “put out from port she was light and badly ballasted”. The vessel immediately encountered four days of hurricane force storms, eventually clearing on the early morning of the 14th to “west force 10”, but too late to take accurate measurements of the sun or stars to establish their position relative to the coast. The CHILDREN collided with a limestone stack at the entrance of Childers Cove, and the seas smashed her into pieces within half an hour. All the cargo and 16 lives were lost (including 8 children). The Henty’s contributed £150 towards a fund for the 22 survivors at a memorial service held in Launceston later that year. It was a major financial setback for the Henty’s, but one from which they recovered. In a submission to the Governor of New South Wales dated 24 March 1840, the Henty’s summarised their work over the previous six years of settlement: “Six stations have been occupied, one at Portland Bay…three at the open country about 60 miles inland called ‘Merino Downs’…They have erected two houses at Portland Bay and two others at Merino Downs”. Conrad Wood (Woody) graduated from the Victorian School of Forestry in 1957, and after postings with the Forests Commission Victoria (FCV) at Swifts Creek and Sirex surveys, he gravitated into the Forest Protection Division in Head Office in the early 1960s. He championed the setting up of proper contractual arrangements for aviation and was involved in implementing the first ongoing, organised contracts for firebombing in eastern Victoria in the 1960s. An early recipient of a prestigious Churchill Fellowship, Woody travelled extensively throughout 1969 in North America and Europe studying aviation in forestry and firefighting. Afterwards he was very active amongst the Churchill alumni. Woody had a passion for innovation and new technology and was instrumental in introducing new aircraft types and new approaches for forest firefighting and forest management. Amongst many other things, he played a major role in organising the trial of a RAAF C130 equipped with MAFFS for firebombing in south-eastern Australia in 1982-84, even piloting the lead plane. His inimitable style was crucial in successfully bringing together the cultures of the myriad organisations involved. Con advocated for the introduction of helicopters. He developed aerial fertilising and seeding techniques for forest management. He even managed to get involved in cloud seeding experiments for forest fire suppression and for improving water yield. Along with aviation, Conrad was passionate about literature, football, politics, food, drink, motorbikes, gardening and Glen Iris, to name a few. He was a committed campaigner on social justice issues and for many years read for vision-impaired people on public radio. He died in 2014. This painting of Woody by notable Australian artist Joyce McGrath OAM (also a Churchill Fellow) was done in the 1980s. Joyce asked Conrad to sit for this portrait which she planned to enter the Doug Moran National Portrait Prize. The portrait hung in Churchill House in Canberra, but when a new building was erected, it was returned to the artist/owner. This is a set of six photographs of personnel from the Detachment - Army Survey Regiment taken in front of its main map production building at Bonegilla, Victoria in c1973. This cartographic map production sub-unit of the Army Survey Regiment operated in buildings owned by the School of Military Survey from 17th of June 1970 to the 30th of September 1985. A total of 800 topographic maps ranging in scale from 1:25,000 to 1: 250,000 scale were completed. A major focus of production in the 1970s was the cartographic completion of the Papua-New Guinea 1:100,000 map series and the Flexiflow quality control system was developed as a tool to coordinate production. The Flexiflow system comprised a series of job plans and charts linked to a task allocation to resource magnetic planning board. Using critical path analysis and task prioritisation, complex job planning was efficiently scheduled, and re-prioritisations readily made. Reproduction requirements were effectively coordinated by way of weekly courier to the Army Survey Regiment at Bendigo. Supervisors and technicians fully embraced the system as they could understand their role, others around them and the positive production achievements. WO1 Bill Boyd (who does not appear in this photograph) was the technical warrant officer for 11 years at the Detachment was awarded the OAM, the Order of Australia Medal for leading the development and the implementation of the Flexiflow system. By mid-1982, production of maps at these scales was undertaken digitally on Bendigo’s AUTOMAP 2 system and the Detachment reverted to production of small-scale large format RAAF aeronautical charts. Detachment personnel managed to produce 18 charts in the following two years, which was an impressive achievement for the staff, given major differences in format, specification and scales. Development of digital production of aeronautical charts in 1984-85 led to gradual reduction in production output and contracting out production was instigated to meet the shortfall and as a consequence the Detachment closed in September 1985. "Freight forwarding" is the arranging of the shipping of goods from their point of origin to their final destination. Freight Forwarders worked as an intermediary between companies that needed to ship products and the shipping and transportation firms that could ensure delivery. A key element of "freight forwarding" was the advice and professional handling of documentation and customs requirements provided. Early "freight forwarders" tended to be innkeepers who forwarded on the luggage of their hotel guests. One of the first "freight forwarding" companies was established by Thomas Meadows in 1836 which made it one of the earliest freight companies in Europe. More reliable rail and steamships were beginning to be used to transport goods and this created a demand for the new "freight forwarding" industry. The combination of railroads and steamships became very important in the late 19th and early 20th century. International shipments became common and freight forwarding that could handle their complexity became an integral part of the manufacturing and shipping landscape. Thomas Meadows & Company Ltd moved to offices in Milk Street, London in 1854 (where they remained until 1969 when they moved out of the city to Leytonstone) and continued in the freight business until 1987 when the company was acquired by Rockwell International Freight. The growth of Thomas Meadows & Company Ltd coincided with the growth and development of the colony of Victoria with an increasing need for the transporting of large numbers of people as well as important goods required by the growing colony - furniture, spirits, food, clothing, agricultural implements, household items etc. In the late 1840's only two or three overseas ships a month visited Melbourne but by late 1852 (after gold was discovered) more than a dozen ships arrived each week. By 1939, Thomas Meadows & Co. Ltd. had offices in Canada, U.S.A., New Zealand, France, Belgium and in Flinders Street Melbourne. This poster was sold by "Smarts Authorised Newsagency" in 1988 in Warrnambool - a business that had been owned by Neil and Shirley Smart at 168 Timor Street, Warrnambool since 1976. Previously it had been "Reed's Newsagency and Book Shop" (a local business established by William Reed circa 1912 and known as "William Reed Bookseller and Stationer"). The original owners, Reed's Newsagency and Bookshop were operating the shop in 1939 which suggests the poster may have been on display (for the information of their customers) in their shop at that time. This poster is significant through its association with Thomas Meadows and Co. Ltd. who is considered to be the founder of the "freight forwarding" industry in the early 19th century. It is an example of advertising used by shipping agents in the mid-19th to early 20th centuries. Its information includes the addresses of the firm's different offices in the U.K. and abroad, ships, shipping lines and ports used and the timetable the vessels were likely to follow. In 1984 the Commonwealth Government made available to Flagstaff Hill a collection of lead ingots and copper sheets recovered from the wreck-site of the LOCH ARD. They were presented to the Warrnambool City Council by the Hon. Tom Uren MHR, Minister for Territories and Local Government: “The Commonwealth recognises that shipwrecks like the LOCH ARD are our national heritage with important educational, recreational and tourist applications” (The Standard, Tuesday 8 May 1984). The LOCH ARD was wrecked in 1878. Unsuccessful salvage operations were then undertaken with the 90 ton paddle steamer NAPIER. In sudden bad weather this vessel too was sunk. The precise position of the LOCH ARD in the exposed and dangerous waters off Mutton Bird Island became lost to memory. The underwater location of the LOCH ARD was rediscovered in 1967 by a Warrnambool skindiver, Stan McPhee. In the two years following his find, the vessel was systematically pillaged by unauthorised salvagers. This led to the State and Federal Governments’ intervention in 1969. A roundup and seizure of recovered lead ingots and copper sheets was conducted by Commonwealth and Victorian Police. Offenders were charged and convicted. The “repossessed loot of the Tassie Boys” was placed into secure storage (Jack Loney, 1978, Wrecks & Reputations). The LOCH ARD manifest of cargo lists “Pig lead 50 tons, 994 pig & 37 rolls” and “Copper 33 plates, 53 bolts”. While the lead ingots have been subsequently described as “ballast”, the copper sheets are unlikely to have been associated with the ship’s normal complement in that way. Similar product lines in the cargo manifest are “Bar and rod iron 102 tons”, “Plate iron 3 tons” and “Zinc 12 tons”. These raw materials were used by colonial artisans such as blacksmiths and metal smelters to fashion, and repair, agricultural implements and industrial machinery. Copper was valued for its non-corrosive properties and its malleability, or ease of working. Both these qualities were useful, for example, in laying underground gas pipes that supplied lighting to residences, businesses and streetscapes in the mid-nineteenth century. As the nineteenth century progressed, the metal was also increasingly valued for its conductivity, with copper wiring linking colonial communities to each other, and the wider world, via the Telegraph system. The average weight of the copper sheets is 216 kilograms, calculated by "volume 0.1936m³ X Cu density 8930kgs/m³".The shipwreck of the Loch Ard is of significance for Victoria and is registered on the Victorian Heritage Register ( S 417). Flagstaff Hill has a varied collection of artefacts from Loch Ard and its collection is significant for being one of the largest accumulation of artefacts from this notable Victorian shipwreck. The collections object is to also give us a snapshot into history so we can interpret the story of this tragic event. The collection is also archaeologically significant as it represents aspects of Victoria's shipping history that allows us to interpret Victoria's social and historical themes of the time. The collections historically significance is that it is associated unfortunately with the worst and best-known shipwreck in Victoria's history. Large heavy sheets or panels of copper metal raised from the wreck of the LOCH ARD. The 10 sheets are of roughly similar dimensions and rectangular shape. They bear signs of prolonged submersion in seawater, with various degrees of limestone accretion, adhered marine growth, and green oxidisation. Three of the sheets are severely buckled, demonstrating the force of underwater explosives used in their salvage. One sheet appears cut or severed in a diagonal line downwards from its top left hand corner. One sheet has a 10cm X 10cm square cut out of its top right hand corner. All sheets are in sturdy, stable condition. Hair clippers are specialized implements used to cut human head hair. They work on the same principle as scissors, but are distinct from scissors and razors. :Hair clippers comprise a pair of sharpened comb-like blades in close contact one above the other which slide sideways relative to each other, a mechanism which may be manual or electrical to make the blades oscillate from side to side, and a handle. The clipper is moved so that hair is positioned between the teeth of the comb, and cut with a scissor action when one blade slides sideways relative to the other. Friction between the blades needs to be as low as possible, which is attained by choice of material and finish, and frequent lubrication. Hair clippers are operated by a pair of handles that are alternately squeezed together and released. Barbers used them to cut hair close and fast. The hair was picked up in locks and the head was rapidly depilated. Mid 20thC such haircuts became popular among boys, and young men in the military and in prisons. Burman & Sons Ltd, of Ryland Road, Birmingham, West Midlands, manufactured Burman-Douglas steering gear. Their recirculating worm and ball design of steering gear was fitted to pre-war vehicles such as the Ford Eight and the Ford Prefect, the Bedford CA, plus heavy trucks and off-road vehicles - both pre and post-war. In its day, Burman-Douglas steering-gear was regarded as.... a "quality" feature of a car chassis specification, but the worm and ball design was eventually surpassed by the cheaper rack and pinion design that dominates today. These bricks are a sample of “5000 house bricks from London” carried by the CHILDREN as ballast, and intended for the Portland Bay settlement of her owners Henty Bros. Flagstaff Hill divers recovered them from Childers Cove in February 1974, and noted, “These bricks are the major feature of the wreck site. Subsequent notes indicate “The hull structure has broken up, leaving few visible remains, except for piles of house bricks intended for the Hentys of Portland”. According to Lloyds Shipping Register 1837-1839, the CHILDREN was built in 1825 at Liverpool and operated by owners Gordon & Co, of London, London registered number 123/1837; James Henty then bought her in 1837 as a three-masted barque of 254 tons, with a hull of “part pitch pine, felt sheathed” and “coppered 1837”. Launceston registered number 6/1837; in 1838 the CHILDREN, under her master Captain H. Browne, completed a successful round trip from Launceston to London (carrying wool and whale oil loaded in Portland), returning in late November of that year (carrying general cargo including the house bricks). On the 11th of January 1839, the CHILDREN sailed from Launceston for Adelaide, with 24 passengers, 14 crew, and an awkward mixed cargo, including 1500 sheep, 8 bullocks, 7 horses, and farming implements, and six whaleboats with associated whaling gear. One account states that when the CHILDREN “put out from port she was light and badly ballasted”. The vessel immediately encountered four days of hurricane-force storms, eventually clearing on the early morning of the 14th to “west force 10”, but too late to take accurate measurements of the sun or stars to establish their position relative to the coast. The CHILDREN collided with a limestone stack at the entrance of Childers Cove, and the seas smashed her into pieces within half an hour. All the cargo and 16 lives were lost (including 8 children). The Hentys contributed £150 towards a fund for the 22 survivors at a memorial service held in Launceston later that year. It was a major financial setback for the Hentys, but one from which they recovered. In a submission to the Governor of New South Wales dated 24 March 1840, the Hentys summarised their work over the previous six years of settlement: “Six stations have been occupied, one at Portland Bay…three at the open country about 60 miles inland called ‘Merino Downs’…They have erected two houses at Portland Bay and two others at Merino Downs”.These bricks are significant as a sample of 5000 house bricks carried from London as ballast by the Children and were intended for the Portland Bay settlement of her owners James Henty & Co. Nails such as this solid copper nail were forged by blacksmiths. A nail of this length could have been used for the ship's decking. It was recovered from the shipwreck of the barque Children. The Children wrecking: The barque Children was one of the first vessels to be lost in the Western District the vessel was wrecked to the east of Warrnambool on 14th January 1838. When it ran ashore in hurricane-force winds, 22 passengers and crew were fortunate to escape being battered to death on the rocks. It is probable that the urinal was situated in the forward part of the ship rather than the stern, being one of two placed on either side of the deck and housed immediately adjacent to the doors into for-castle, or crew sleeping quarters. The toilets on maritime vessels were (and still are) called the ‘heads’, after the sanitation arrangements common until the end of the eighteenth century. The name was given to the ‘head’ of the ship, forward of the forecastle and around the beak or bowsprit. These first lavatories were floored with grating or nets so the force of the sea could wash them clean, and they were always used on the lee or non-weather side so the effluent fell directly into the water rather than back on board. The Children wrecking: The barque Children was one of the first vessels to be lost in the Western District the vessel was wrecked to the east of Warrnambool on 14th January 1838. When it ran ashore in hurricane-force winds, 22 passengers and crew were fortunate to escape being battered to death on the rocks. The Children broke up within 20 minutes, sweeping sixteen of those on board to their deaths. After eleven days, the survivors, all of whom were injured, were rescued and taken to Portland. According to Lloyd's Shipping Register 1837-1839, the Children was built in 1825 at Liverpool and operated by owners Gordon & Co, of London. Registration number 123/1837, James Henty then bought her in 1837 as a three-masted barque of 254 tons, with a hull of “part pitch pine, felt sheathed” and “coppered in 1837” at Launceston registered number 6/1837. In 1838 the Children, under her master Captain H. Browne, completed a successful round trip from Launceston to London (carrying wool and whale oil loaded in Portland), returning in late November of that year carrying a general cargo including house bricks used for ballast. On the 11th of January 1839, the Children sailed from Launceston for Adelaide, with 24 passengers, 14 crew, and an awkward mixed cargo, including 1500 sheep, 8 bullocks, 7 horses, and farming implements, and six whaleboats with associated whaling gear. One account states that when the Children were “put out from port she was light and badly ballasted”. The vessel immediately encountered four days of hurricane-force storms, eventually clearing on the early morning of the 14th. However, it was too late to take accurate measurements of the sun or stars to establish their position relative to the coast. The Children collided with a limestone stack at the entrance of Childers Cove, and the seas smashed her into pieces within half an hour. All the cargo and 16 lives were lost including 8 children. ATCV is one of 14 individuals and organizations to receive this honour in 2000. Founded in 1982, ATCV is a national, not-for-profit community organization, whose mission is to attract and manage a force of volunteers in practical conservation projects for the betterment of the Australian environment. ATCV completes more than 4000 week-long conservation projects in urban, regional and remote areas of Australia each year. Activities range from bush regeneration, tree planting, seed collection, endangered species protection, weed control, flora and fauna surveys, walking trail construction, fencing, environmental monitoring and the protection of world heritage areas. ATCV community participation has resulted in more than 1.8 million trees being planted in 1999, and in more than 7.3 million trees planted over the past 10 years. Community involvement totalled 200,000 project days in 1999 and more than 700,000 days since 1989. To encourage the involvement of young people, ATCV developed and manages the federal government-funded programme Green Corps. Green Corps is a six-month traineeship for 17 to 20 year-olds, which incorporates conservation projects and accredited training. The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' It is significant in being the first community sourced collection representing the places and people of the Shire's first one hundred years. The Reynolds family were early settlers in Research. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. The Eltham Community and Reception Centre was Australia's first public mud-brick building. Commissioned in 1977 by Eltham Shire Council, led by Shire president (and architect) Robert Marshall, architects Whitford and Peck were asked to design a multipurpose facility in mud-brick and timber. New citizens have made their vows, volunteers have been honoured, school children have performed, weddings celebrated and people mourned at funerals. Since 1978 the Eltham Community and Reception Centre at the corner of Pitt Street and Main Road, has provided a beautiful and quintessential Eltham environment for people from all over Melbourne. Recognised as Australia’s first public mud-brick building, the centre was built partly on the site of the parsonage of the former Methodist Church (now the Uniting Church).1 Commissioned by the Eltham Council headed by President Robert Marshall, architects Whitford and Peck were asked to design a multipurpose facility in mud-brick and timber. Following public consultation, it was agreed to build a centre for dances, exhibitions, films, plays or concerts. The results – at a cost of around $620,000 – captured the Eltham rustic style. The building – in soft tones of mud-brick and timber and immense floor-to-ceiling windows – overlooks the Diamond Creek and sporting fields. Eltham’s strong artistic heritage is reflected in the centre. Although the lighting is not ideal for a gallery and labels cannot be placed on walls, the centre hosts the Nillumbik Art Awards and displays around ten to 20% of the Nillumbik Shire Art Collection, usually for around a year at a time.2 On permanent display, close to the entrance, is local artist Clifton Pugh’s White Choughs in the Landscape. Further to the right is the Walter Withers Gallery, named after a local member of the Heidelberg School of artists. As part of the Eltham Gateway opposite the Eltham Hotel, the centre stands on what was once part of the Eltham Town Centre along this section of Main Road, then known as Maria Street. On the same site once stood the house and flour mill owned by Henry Dendy, best known as the founder of Brighton, although he lived longer in Eltham. Beside the drive is a wheel-rim tool with accompanying plaque, illustrating a technology important during the horse-powered age and now almost completely gone, as has the blacksmith’s shop that had housed it nearby. The implement is a platform for fitting iron tyres to the wooden rims of cartwheels. Beneath it is a capsule placed in 1985 to commemorate Victoria’s 150 years, which is to be opened in 2035. Although the plants, forming part of the landscaping by Peter Glass and Denis Edwards, are largely indigenous and other native species, some exotic plants are protected as an important link with the site’s past. Planted at the front around 1920, is a large Peppercorn tree with two joined trunks growing from the base, and close by is a Bhutan Cypress (Cupressus torulosa). Three other Peppercorn trees fringe the drive. The building includes two halls – the larger seating 250 people – and a large foyer overlooking trees and ovals. Both halls have retractable rear walls providing varying spaces as required, and guests can use several external decks. A site for outdoor theatre has been carved out of the natural slope outside the entrance. The Bricklayers Union refused to use the traditional mud-bricks, which weigh more than 22kg. As a result the mud-bricks were redesigned to reduce their weight and were laid back-to-back to produce a wall of normal thickness.3 The centre’s massive timber frame is reminiscent of timber bridge construction, with infill panels of mud-brick.4 In accord with the rustic style are colossal rough-sawn posts, bolts and steel brackets. The combination of mud-brick, exposed feature timber framing and creative design in this centre, characterises Eltham’s innovative buildings and the social movement behind them from the 1940s to the 1970s.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Whilst the Senior Citizens Centre is contained within the original Eltham War Memorial building precinct, it was not part of the original Memorial and was not funded by the Eltham War Memorial Trust.A Conquest Account Book manufactured by Norman Bros.
