Built 1910This photo, a souvenir from Kula Lumpar, Malaysia from between the wars (circa 1923) was brought home to Research, Victoria by Bill Teagle who was serving in the Royal Australian Navy (1919-1945). According to Bill's neice Valerie Waller (nee Feldbauer, daughter of Violet and Theodore 'Curly' Feldbauer), her Uncle Bill would always bring some sort of souvenir home from his travels for family members. The item ( along with a series of postcards from Japan of the Great Kanto Earthquake of 1 September 1923) was possibly given by Bill Teagle to his sister Margaret Rose (formerly Ingram) who later married Richard Edward (Eddie) Fielding in early 1948. (Eddie had been engaged to someone else before he went to war, but his fiancée broke it off before his return to Australia.) It was cared for by the Teagle/Fielding family for approximately one hundred years. It is of particular significance given the family's connection to the Eltham War Memorial through 'Curly' Feldbauer and the significance of that memorial to the local community and represents that despite the horrors of war, former friends then foes can become friends again.tom fielding collection, kuala lumpur railway station, malaysia

Air Raid Precautions organisations were established in each state in Australia during World War 2. Air Raid Precautions in Victoria were run by Civil Defense organisation. This handbook, one of a series of handbooks, used in Caulfield during World War 2.Represents the importance of air raid wardens to civilian defence to handle the threat posed thus officials issued instructions on what to do in case of an air raid. Gwendoline (Gwenda) Grace Watson Davies, only daughter of Mr. William Watson Davies and Mrs. Grace Davies (nee Hayes) of Arthur Street, Eltham was born in Newport, 18 February 1908. Gwenda grew up in Arthur Street and when she left school she was employed as an officer at the State Bank of Victoria, Chief Accountants Department, Head Office, Elizabeth Street, Melbourne. During 1933-1934 in her early to mid-twenties, Gwenda wrote a series of poems which were captured in three books: one a leather bound three-ring binder with personalised gold embossing on the cover and two paper booklets held together by pink ribbon. These poems are a reflection of her childhood days, home, her mother, her environment, pioneering days and other miscellaneous subjects including one example titled “EIGHTEEN YEARS TO-DAY”, an homage to the brave men of Gallipoli. On October 20, 1937 after ten years of service, Gwenda submitted her letter of resignation effective November 26th as she was to be married in the near future to Fred Jones. Frederick Geoffrey Jones, born 7 January 1911, third son of Mr. and Mrs. W. Jones of Napoleon Street, Eltham, married Gwenda at the Eltham Methodist Church on 27 November 1937. They made their home at ‘Llangollen’, Arthur Street, Eltham, a new house Fred had constructed earlier that year opposite the Shire Offices. Their residence was recorded in the Electoral Rolls from 1963-1980 as 6 Arthur Street, Eltham which was situated on the corner of Arthur Street and present-day Commercial Place. In the 1970s their home was sold and demolished to make way for the new shops. They built a new home at the top of the hill in Bible Street. In the Electoral Rolls for 1943-1980, Frederick’s occupation was recorded as a Plumber’s Assistant. Fred was also a long-standing member of the Eltham Cemetery Trust. He was first appointed 26 April 1944 and resigned 17 July 1957 to be appointed to the Warringal and Eltham Joint Trust where he served till February 1980. He then re-joined the Eltham Cemetery Trust and served a further 14 years till his resignation on 24 August 1994. In total, Fred represented the interests of Eltham Cemetery for 50 years (1944-1994). Gwenda and Fred were blessed with a son, Frederick William Jones in March 1942. Sadly, Frederick only lived two days and was buried at Eltham Cemetery on March 11. It is not known whether his grave is marked. A second son, Geoffrey Morris Jones arrived 25 November 1944 but he sadly contracted polio as a child. A fall down the front steps of Fred and Gwenda’s new home in Bible Street culminated in Geoff’s death from a heart attack whilst in transit to the Austin Hospital on February 6, 1979, at age 34. He was also interred in the Eltham Cemetery. Geoff was posthumously awarded the British Empire Medal for his services to fire safety at the CFA. A small man, handicapped from his childhood polio, he had figured prominently in the area as an active Apex member and as group officer for the 13 local brigades in the CFA Lower Yarra Group. His work for the CFA, all voluntary, included writing a fire-fighting manual and the innovation of aerial fire spotting and weekly fire reports. Gwendoline and Fred were presented with Geoff’s B.EM. award at Government House. Four years later on the anniversary of Geoff’s death, Gwenda could not sleep and collapsed in the hallway at home from a heart attack, 6 February 1983 at age 74. She was interred with her son Geoff, at Eltham Cemetery on February 9th. Fred died 31 July 1997 at age 86 and was also interred at Eltham Cemetery. A memorial plaque to Gwenda, Fred and Geoff lies within the lawn cemetery at Eltham Cemetery. In February 2022 Gwenda’s book of Poems along with a copy of her letter of resignation from the State Bank of Victoria and a news clipping about the Autumn Show held in the Public Hall at Eltham (opposite her home with Fred) in which Gwenda is listed as having entered Cream Puffs and a Swiss Roll into the Cooking section, were donated to the St Vincent’s de Paul Society in Bega, N.S.W.. A dedicated volunteer there researched their origins and desirous for these items to return ‘home’, posted them to the Eltham District Historical Society for which we are most appreciative. One of a series of videos "Stories from the Nillumbik Shire with Geoff Paine" A brief overview of the Skipper Cottage or Whitecloud and the Bootmakers cottage (mid 1850s) with Sue Thomas, partner of Adam Skipper who have lived there for about 40 years. Includes a view inside the Bootmaker's cottage. Discusses the flood plain and how the house was moved to its present site on high ground due to flooding. The high ground came about due to dumping of rubble from the quarry where the school car park is which was used to source stone to build the schoolhouse across the road. It was moved on horse and wagon approximately 200 metres. The cottage was previously a Cobb and Co stopping station for mail. When Montsalvat was being built in the 1940s, Lena Skipper who was originally from Sydney invested her money into buying Whitecloud rather than putting money into Montsalvat like many others. Upon her death, Matcham Skipper inherited the house. Seaweed was used as insulation in the ceiling and after Matcham owned it a spark from the fireplace set the seaweed on fire and gutted the front of the house which is now all one big room. Also illustrates some of the changes to the house over the years and its construction. One of a series of videos "Stories from the Nillumbik Shire with Geoff Paine" Geoff Sandy, Parish Historian and Archivist gives a history of the church which was opened 12 December 1861. It is constructed of polychrome bricks (lots of different colours). References a long relationship of over 159 years between the church committee and the Eltham Hotel across the road for refeshments for church events. The land was donated by Henry Dendy, the founder of Brighton where he lived for five years before going bankrupt and moving to Eltham where he bought a steam powered flour mill on the banks of the Diamond Creek at the end of Pitt Street. The church is heritage protected as well as the 1870 parsonage, Dendy House. It was always meant to be a much bigger church and extended along the north wall. This was finally achieved in 2014. Shows views inside of the original section and the extension. Also discusses the original tall windows on the south with gold trimming and other windows with gold trimming. Some original windows have been replaced by stained glass. Discussion about the Patron Saint of the Church, Margaret of Scotland. The original window made for £1 by Yuri and Fergusson in Melbourne and possibly one of the first made in the Colony of Victoria was relocated to the north wall during the 2014 extension. The crucifix was made by Matcham Skipper. Also features the Honour Roll. The walls of the extension are mudbrick, timber from a variety of sources and very much in keeping of the character of Eltham. The bell and bell tower are original. Shire of Eltham Archives: Series 69, Item 2 This video was produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the 'Spirit of Eltham'. The video features Shire President, Cr. Mary Grant talking with the Hon. Pauline Toner MP and Max McDonald MP. Shire of Eltham Archives: Series 69, Item 4 This video was produced for the Shire of Eltham by IMP Productions and provides a description of the shire, 277 square km on a north/northeast axis, some 25 km northeast of the centre of Melbourne with a population of around 40,000. Scenes include Yarra River, rural settings and urban settings, housing estates, Shillinglaw Cottage, Pigeon Bank at Kangaroo Ground, the Eltham Railway Trestle Bridge with reference to the fight by locals in the 1970s to save it from replacement, Montsalvat, mudbrick making and its use as a building material, the use of mudbrick in the Eltham Community Centre blending harmoniously with the environment. Emphasises people living in the area due to the qualities of life provided. Shire of Eltham Archives: Series 69, Item 5 Video opens with panning view of completed kinder from Frank Street followed by images of the centre under construction then opening day speeches. Introduction and welcome by Mandy Press (Executive Officer, Shire of Eltham) with speeches by the Hon. Pauline Toner, Member for Eltham and Shire president, Cr. Alan Baker. The Hon. Pauline Toner acknowledged Shire President Alan Baker and her parliamentary colleagues Vin Heffernan, Neil Brown and Bob Halderson and Councillors; three levels of Government which led to the achievement of the kinder, and gave special thanks to the Council and parents for the forward planning to accommodate children from babyhood to school with childcare, kinder and baby health facilities all combined in one facility in the middle of parkland in a residential area. Shire President Cr Alan Baker then followed to formally open the centre. The site had been identified in early 1985 at that stage only as a pre-school but with an opportunity to develop, the additional services were driven by Cr Baker. Though a very long name, its simple message is "Care for Kids." Designed by architect Neil Biggins of Clark, Hopkins and Clark. Cr Baker stated that the theme of "people living in the environment" was very much encapsulated by the facility. Cr Baker informed that the construction of the facility had led to some concerns with a reduction in open space and potential traffic generated to the facility and those users of the facility were asked to ensure their use is sensitive to the local residents. Cr Baker talked about the financial costs and how the Federal grant funding was no longer as plentiful as previous and that the Victorian Government had come to the assistance thanks to Pauline Toner covering some other costs as well as the ongoing running costs of around $40,000. The Federal Government contributed $233,000 out of a childcare component rather than preschool. Cr Baker thanked Mandy Press again as well as Shire Engineer, John Stanton. Cr Baker also acknowledged Ed Latanzio who was in charge of the project, along with his colleague Alan Lansdowne; Gary Bartlett and his team for the exterior surroundings to the facility. He mentioned that Neil Biggins the architect had said not many Shire Councils show the same commitment to the exterior surroundings as the interior which was a credit to the Council and Gary Bartlett. He also thanked Bev Vern, Council's preschool advisor who assisted in developing the programs; Grant Roberts from Federal Office of Childcare for assisting the Cooperative in setting up the funding program; the builders George Takola and George Apted; Michelle Matello who undertook the needs analysis that identified another preschool was required; Cathy King who assisted in the development of the childcare program; Pat Grundy and Susan Forbes, Council officers who assisted with the development of the services and the members of the preschool committee. In addition, local residents and in particular Helen, Peter and Chris who advised Council of their concerns and worked with Council to overcome these issues; members of the Interim Steering Committee and the Directors of the Childcare Co-op. Cr Baker stated that the Co-op nature of the facility and the location of the three services under one roof was unique and the task of the programs was to be led by Annie, Dianne and Lynn Afternoon tea and activities followed the unveiling of the plaque. Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows views of hilly gravel roads and graders at work maintaining them. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Views of Wingrove Park to emphasise this maintenance by machinery in some areas is too damaging and introduced species, etc must be removed by hand. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna. Shire of Eltham Archives: Series 69, Item 9 This video is of the opening of the new Eltham Library on May 22nd, 1994. It features an introductory look at the new library with the assembled guests with music performed by Eltham High School. A welcome speech is given by Shire President, Cr Pamela Sladden followed by the Hon. Peter Staples, Member for Jagga Jagga. Cr. Robert J. (Bob) Manuell, Chairperson, Eltham Library Redevelopment Special Committee then gives a sometimes humourous analogy of the history of the project's development from conception to delivery with reference to the Year of the International Family (1994).
