Booklet, Samuel Baulch and the Original Rose Park
... Rose Park, Western Victoria... Rose Park, Western Victoria History of Warrnambool ...This booklet contains the first draft of an article on Samuel Baulch’s acquisition of his property, Rose Park which was in the Macarthur/Hawkesdale district. Samuel Baulch’s parents, Francis and Ann Baulch were pioneer settlers in the Kirkstall area and Samuel worked at the Dunmore Station in the Macarthur area before purchasing the property he named Rose Park in the early 1870s. In the 1890s he acquired property in the Dunmore Estate. Samuel’s son, Stan Baulch, acquired sections of the Dunmore property after his father’s death and he named his section, Rose Park, a property to the west of the original Rose Park. This article is of historical interest and will be useful to researchers of local and family history. This is a booklet of 18 pages. It has a paper cover and the pages were originally stapled together but now have a plastic clip. The booklet has been home-produced and the material typed on a computer. Booklet with Photographs, Stan Baulch, Cowabee, 1978 (booklet)
These items concern the history of the Baulch family ownership of Cowabee, a large grazing property in the Riverina in N.S.W. In the 1870s Samuel Baulch, the son of pioneer Kirkstall settlers, Francis and Ann Baulch, established a property in the Macarthur/Hawkesdale area called Rose Park. In 1893 he acquired Dunmore, a nearby property, and Rose Park became part of that estate. In 1910 Samuel Baulch purchased Cowabee in N.S.W. and Stan Baulch, the son of Samuel and Eliza, later managed Cowabee for some years. After Samuel’s death Stan Baulch and his two brothers split up Dunmore and Stan acquired the eastern third which he named Rose Park. Cowabee was sold in 1922. This booklet and associated material is of some historical interest as a summary of the history of Cowabee, one of the properties owned by the Baulch family of the Western District in the early 20th century. It will be of some use to researchers, with the photographs an added bonus. .1 This is a booklet of 41 pages with a buff-coloured paper cover with a black tape binding. Article, Henry Pulteney Dana and his Native Police, 1970s
... of the 1840s and 50s in Victoria. Henry Dana’s police corps is regarded ...This item is a copy of an article on Henry Dana and the Native Police of the 1840s and 50s in Victoria. Henry Dana’s police corps is regarded as the forerunner of today’s Victorian Police Force. The article was written by Stan Baulch when he was a member of the Warrnambool and District Historical Society, probably in the 1970s. The paternal grandparents of Stanley Samuel Baulch (1897-1980) were Francis and Ann Baulch, pioneer settlers in the Kirkstall area in the 1840s. Stan’s father, Samuel Baulch, established a property in the Macarthur/Hawkesdale area in the 1870s (Rose Park) and in 1893 bought the nearby property of Dunmore which had been established in the 1840s by Charles Hamilton MacKnight and partners. (It was when Stan Baulch was reading the 19th century diary of Charles MacKnight that he first came across the story of Henry Dana and the native police). Stan Baulch inherited part of the Dunmore estate on his father’s death and this he named Rose Park, using his father’s property’s name. Stan Baulch had a great interest in local history and as well as the article on Henry Dana he also produced a booklet on early bullocking and bullock-drivers in the Western District. This article is a copy so does not have any strong historical significance but another copy of it will be a useful file item in the collection of the Warrnambool and District Historical Society. This is an article of 8 foolscap pages, with the material in it being a typed copy. The first page has two photocopied illustrations. stanley baulch, rose park, western district,, victoria, history of warrnambool -

Document (Sketch Plan of Dunmore), Stan Baulch, 1972
This card has a sketch map showing the properties surrounding Dunmore on one side and a detailed sketch plan of Dunmore homestead in the early 1970s on the other side. The plan of Dunmore homestead shows interesting features such as the brick oven for bread making, the croquet lawn, the site of the aboriginal mia mias, the Turkish baths and the fowl house used later as a poison house. Francis and Ann Baulch were pioneer settlers in the Kirkstall area and their son Samuel worked at Dunmore in the Macarthur area before purchasing in the early 1870s the property he named Rose Park. In the 1890s he acquired property in the Dunmore estate and his son Stan Baulch gained a section of the Dunmore property after his father’s death. Stan Baulch named this Dunmore section, Rose Park, a property to the west of his father’s original Rose Park property. Stan Baulch was a long time member of the Warrnambool & District Historical Society and he contributed many local history articles and donated many local artefacts to the Society. This sketch plan is of interest as it tells us what the historic homestead of Dunmore in Western Victoria was like in the early 1970s. It will be useful for research. This is a sheet of white lightweight cardboard with a pencilled sketch on one side and a blue ink sketch plan of a house on the other side. The edges of the card have some torn sections. The card is enclosed in an oval cardboard cylinder (recycled and torn at the ends). Both the card and the cover have handwritten titles in ink. Medal, Stokes and Martin, Rutledge Brothers, 1877
This medal was made by Stokes and Martin. Thomas Stokes established a medal-making business in Melbourne in 1856 and from 1867 to 1893 he had a partner, George Frederick Martin. In 1962 the Stokes business became a public company and operates today in Melbourne. The medal was awarded at the Annual Show of the Villiers and Heytesbury Agricultural Association in 1877. One of the earliest agricultural associations in Victoria, the V.& H.A.A., the forerunner of the Warrnambool Agricultural Society, was established in 1854 and the first Warrnambool Show was held in 1855 at the first Royal Archer Hotel in Koroit Street. The Warrnambool Agricultural Show is still held annually. The medal, first prize for the best horse hay rake, was awarded in 1877 to the brothers, Thomas and William Rutledge, sons of Eliza and William Rutledge. The latter was a pioneer settler who came to the Warrnambool/Port Fairy district as the purchaser of the Special Survey, Farnham Park in 1841. His land stretched from Tower Hill to Dennington. William Rutledge Senior was a pioneer breeder of a Lincoln sheep stud, the owner of a mercantile business in Port Fairy, a member of the Legislative Council of Victoria and the pioneer developer of farming land around Tower Hill. His son Thomas (1846-1918) was a Warrnambool Shire Councillor who farmed in the Farnham Survey, living at Werronggurt . He went to the Geelong area at the end of the 19th century. His brother William (1849-1935) also farmed in the Farnham Survey, living at Farnham Park, He later lived at Airlie in Henna Street, Warrnambool and Sherwood on the Hopkins River and had land in the Otway Ranges. He later went to New Zealand. This medal is of considerable significance because of its age and its association with Thomas and William Rutledge and with the Villiers and Heytesbury Agricultural Association. This is a bronze medal with an image of agricultural implements, agricultural produce and farm animals on one side and etched printing on the other side. There is also printing around the edge of the medal. The medal has a small hole at the top for attaching the medal to a cord. Photograph, Fay Bridge, Moor-rul Viewing Platform, Garden Hill, Kangaroo Ground, n.d
OPENING OF THE VIEWING PLATFORM AT KANGAROO GROUND Nillumbik Council has advised that the viewing platform at Kangaroo Ground 27km NE of Melbourne is to be opened to the public on Wednesday, March 26th 2008 (Melway 271 , G10). The function of the platform is to provide shelter adjacent to the War Memorial Tower whilst allowing all people to enjoy the stunning panoramic views. From the platform you. can see the Dandenongs, the city of Melbourne, the You Yangs, Mount Macedon, the Kinglake Ranges and the Mt Baw-Baw Ranges where the Yarra River starts. This landscape covers all the ancestral lands of the Wurundjeri and some of the wider Kulin nation land. The platform has been given the name Moor-rut, a name which described the fertile soils of the Kangaroo Ground area in contrast to the poorer (Silurian) country of its surrounds, which the Wurundjeri knew as 'Nillumbik' or less rich country. The full 360 degree view can be seen from the adjacent Tower of Remembrance which has 53 stairs. The viewing platform however can be accessed by wheelchair. Inside the viewing platform there are eight double sided interpretive panels giving the history and information regarding this special area. The viewing platform's interpretive panels set out the Aboriginal and European history of the area and also the geology and the local flora and fauna, so that the casual visitor comes away understanding more about this significant part of Victoria. The concept of the viewing platform is part of the refurbishment project for the Kangaroo Ground War Memorial Park which has taken place since 1997 with the active approval and financial assistance of the Nillumbik Shire Council. This project has been guided by an Advisory Committee with volunteer community representatives from the local Historical Societies, the Country Fire Authority, the Returned Services League and the Wurundjeri people. Other allied groups such as the Nillumbik Reconciliation Group have been called upon for their expertise. The initial idea for the viewing platform came from Dean Stewart when he was the caretaker while living at the park. He discussed this idea with local author Mick Woiwod and Harry Gilham of Eltham District Historical Society when they were planning the refurbishment of the War Memorial Park in 1996. When the committee was formalised by the Nillumbik Council in 1997, Nicholas Pelling, representing the CFA and RSL, joined the group. Dennis Ward, local architect, then volunteered to develop the concept plan for the refurbishment of the park and later drew up the plans for the viewing platform. The Kangaroo Ground War Memorial Park and its Tower of Remembrance is located on one of the highest locations in the Yarra Valley. The Tower of Remembrance is a unique war memorial constructed from local stone standing 14 metres high. It was built in the style of a Scottish watchtower reflecting the strong Scottish influence of the first European settlers of the district from the 1840s onward. The park was opened in 1921 and the Tower of Remembrance was dedicated in 1926 recognising the local people who served in the First World War. Those who served in the Second World War were recognised by plaques dedicated in 1951 and more recently those who served in Korea, Borneo, Malaya and Vietnam by plaques unveiled in 2001. Photograph - Digital Photograph, Alan King, Grave of Gordon Ford, Eltham Cemetery, Victoria, 27 January 2008
Gordon Ford was a conservationist and a pioneer of natural-style landscaping. He came to Eltham in 1948 and bought a block of land in John Street extending through to Pitt Street. Artist Peter Glass lived opposite in John Street. Early on, Gordon worked for Alistair Knox on construction of the mudbrick Busst house amongst others. At the same time, with the help of friends including artist Clifton Pugh, he progressively built his own house ‘Fülling’, which "grew like Topsy" utilising a variety of second-hand materials. His main focus, which became his life-long occupation, was garden landscaping. Inspired by Edna Walling and Ellis Stones, he sought to reflect the bush settings of rural Victoria where he had grown up. Commissions included Monash University and countless industrial sites but designing for the archetypal quarter-acre block gave him the most satisfaction. He had a huge impact on the look of gardens in Australia from the 1950s, creating seemingly natural bush environments by carefully integrating indigenous and exotic plantings. Gordon died in 1999 and is buried in Eltham Cemetery; the gravesite in a natural landscape setting is marked by a plaque. Another plaque (away from his grave) notes his landscaping design work within the cemetery grounds and at Alistair Knox Park. This glass plate negative was used to manufacture postcards (1:1 printing) for commercial sale by the Rose Sterograph Company and its subsidiaries. George Rose founded the Rose Stereograph Company in 1880 and was joined by Herbert (Bert) Cutts in the early 20th Century. The pair formed a lifetime working partnership and strong personal friendship. Assisted by George’s two sons, Herbert George and Walter, and later by Neil Cutts, the Rose Stereograph Company continued its operations for more than 140 years. The company was initially built on stereographs, but as cinema took over and stereographs fell out of fashion, the Rose Stereograph Company developed Australia’s first commercially viable photographic postcard business. Specialising in postcards of iconic historical moments and significant landmarks, The Rose Stereograph Company became a staple of the Australian travel industry. This remarkable collection of glass plate negatives, transparencies, and postcards – arguably Australia’s most significant photography collection outside of public hands – has been passed down through the generations, surviving war, relocation, and the harsh Victorian climate. The historic Rose Stereograph collection is the culmination of George Rose’s dream of capturing and preserving precious moments in time and remains the legacy of the Rose and Cutts families. It is with great sadness that the Cutts family says goodbye to a collection that spans five generations and 140 years. The Cutts family understands that for these historically important pieces to rest with one family is to deny others the pleasure of their custodianship.Glass Plate Negative Size: 9 x 13.9 cmGreensborough Hotel, Greensborough, Published by W. William Hill Irvine was born 6 July, 1858 in Newry, County Down, Ireland. He arrived in Melbourne December 1879 and taught at Geelong College. He was admitted to the Supreme Court in 1884 having qualified from Melbourne University and practiced in Melbourne. In 1891 he married Agnes Somerville Wanliss and they had one son, William Mitchell (1901 Armadale) and two daughters, Beatrice Wanliss (1899 Armadale) and Agnes Somerville Wanliss (1903 Armadale). Sir William Irvine sat in the Victorian Parliament (as Liberal Member for Lowan) from 1894 to 1906 and was Premier of Victoria from 1902 to 1904. He then switched to Federal politics and sat in the Commonwealth Parliament (as Liberal Member for Flinders) from 1906 to 1918. He was considered a potential Prime Minister, but his abrupt manner and hard-line conservatism (particularly his attitude to a railway strike) made him unacceptable even to many Liberals: he was known in Parliament as "Iceberg Irvine". He lived at Richmond, but in 1908 purchased land in Laughing Waters Road at Eltham, where he built the house ‘Killeavey’, initially as a weekend retreat. The site, a peninsula surrounded on three sides by the Yarra River, is of geological importance and has considerable cultural significance to the Wurundjeri. In 1912 Sir William moved to Killeavey and in 1913 purchased more land, extending his property to Reynolds Road. In 1923 he shifted to Toorak, donating Killeavey to his daughter Beatrice as a wedding gift. Sir William was a founding member of the RACV and was Acting Governor of Victoria from 1931 to 1934. He was also a notable public figure involved in several local events including the: 1919 Unveiling of Eltham War Obelisk 1921 Eltham Primary School Extensions 1921 Eltham Primary School Roll of Honour of prior students 1928 Opening of Eltham Higher Elementary School 1926 Unveiling the Shire of Eltham War Memorial in Memorial Park at Kangaroo Ground He died in 1943 and is buried in Eltham Cemetery with his wife Agnes along with son William Mitchell Irvine and his wife, Dora Haswell Sacred to the memory of William Hill Irvine G.C.M.G. Photograph, Peter Pidgeon, Graves of Mary Josephine Swallow, John Swallow (unmarked) and Patricia Catherine Hill, Eltham Cemetery, Victoria, 5 April 2021
On the 29th of May 1954, a local Eltham carpenter by the name of John Swallow, committed a double murder at his home on New Street. This happened on the same day as the federal election of that year. John 48, his wife Mary 47, and stepdaughter Patricia 25, all went to the Eltham Courthouse on Main Road to cast their vote in the election that Saturday. After voting they returned home to their New Street house around midday. Patricia would later recall to ambulance officers, that she was feeling unwell, and so went to lay down when she heard an argument erupt over voting between her mother Mary and stepfather John. A concerned neighbour heard loud thudding noises and yelling coming from John and Mary’s house, he went to investigate. When he arrived at the house he was met by John at the front door. He would later describe John as “having a frantic look upon his face, and manic eyes”. John must have been a sight, bleeding and clutching a cut throat razor by his side. He then announced to the neighbour, “they voted commie!” before turning and going back inside. The distressed neighbour immediately raced home to call the Police. When the police arrived, they found Mary dead on the kitchen floor from catastrophic head injuries; her daughter, Patricia, clinging to life, slumped on her bed. Both women had been attacked by the same weapon, a large hammer, or sledge hammer as reported by the newspapers. John was also discovered in the house, bleeding from self-inflicted wounds from the razor, and had attempted to ingest caustic soda. Patricia was taken to St Vincent’s hospital, but died the following day, the 30th of May. John was also taken to St Vincent’s, where he remained under constant police guard for several months while he recovered from his injuries, at least the physical. He was eventually well enough to be taken to the City Watch House and then Pentridge Prison before his trial in October of the same year. When it came time for John to face the courts, the Judge called a mistrial, the Crown would not prosecute on the grounds of insanity. John was led away from the dock of The Magistrates Court and taken directly to Willsmere, the Kew Mental Asylum. On the 9th of August 1962, John Mervyn Swallow died of heart failure, he was 57. He had been a resident of Kew for four years. John’s body was returned to Eltham Cemetery and buried in the same grave as Mary. There is no mention of his name on the head stone. Patricia’s grave is next to Mary and John. A sad irony has an angel upon her grave, “its head missing”, possibly vandals or just an accident of time and events. What became of the home where all of this took place on New Street shall remain a mystery but within six months of this horrific event, the street had been re-named to Lavender Park Road after the original property near the end of the road, Lavender Park. Photograph, Peter Pidgeon, Grave of (Captain) Gordon Watts-Phillips and Mary Hilda Watts-Phillips, Eltham Cemetery, Victoria, 5 April 2021
Charles Gordon Watts-Phillips was born in 1849 at Forest Hill, Surrey, England, the son of Dramatic Author, Watts Phillips, and Lily Mariner. He departed England for Australia around 1874. His sister Roland was a favourite Australian actress of the early 1900s. Gordon as he was known, whilst residing in Goolwa, South Australia and working as a clerk met and married a widow, Jane Luxon (nee Miller) on the 7th August, 1876 at the Wesleyan Church in Strathalbyn, South Australia. Jane, Gordon’s elder by some 11 years was born in Ireland in 1838, the daughter of Robert Joseph Miller, a carpenter and Jane Miller. She had previously married Captain William Luxon in 1861 at Encounter Bay, South Australia at age 22 and they had four children: William (1864), George Robert (1865), Miriam Louisa (1867) and Harriet Jane (1869), all born at Encounter Bay. Gordon and Jane had two further children together: Caroline Roland Watts-Phillips (1877 Islington S.A.) and Charles Gordon Watts-Phillips (1879 Yatala, S.A.). At some stage, Jane then deserted her husband. Gordon obtained a master's certificate and was a part owner of a small trader. He had also been captain of one of the passenger boats on the Darling River. He was reputedly a popular coastal skipper. By 1891 Gordon was the Captain of the S.S Omeo operating around Sale, Victoria. In August of that year some of the heaviest flooding of the Thomson River ever experienced in twenty years occurred over the 3rd and 4th of August. Gordon, and others, rescued the lives of many families over that period for which he was awarded a Bronze Medal by the Royal Humane Society. By 1892 the S.S. Omeo had passed to another Captain and Gordon subsequently retired from the sea and moved to Melbourne. Whilst residing in Coburg, Victoria, Gordon met Mary Hilda Harvey Huxley who was living in Brunswick. Mary was born in Horsham, the daughter of George Harry Huxley, a miner, and Emma Deane. Having not heard from Jane for some years and believing her dead, Gordon and Mary marry at Carlton on Christmas Eve, 1900. Interestingly, an announcement of the marriage was not placed in The Age newspaper until September 1903, nearly three years after the event by which time Gordon and Mary had a son, Victor Gordon Watts-Phillips, born 8 February 1903 in Carlton. Within months of the placement of this marriage announcement, his former wife, Jane, makes a reappearance but apparently does not interfere and Mary and Gordon continue to live together as husband and wife. Around the same time in late 1903, Gordon’s brother, Basil Watts Phillip wrote from London to the Victoria Police seeking assistance to locate his brother. He had last heard from him in a letter dated Cunninghame, Gippsland, 1891. He indicated that about 1893 Gordon and Jane and their two children were living at Beaconsfield Parade, Albert Park but the whereabouts of all was now unknown. He mentioned Gordon had also been awarded 21 guineas by Judge Boucaut on the 26th February 1884, also a silver medal, for arresting two ruffians who had brutally assaulted a jockey (in South Australia) and that he had been awarded the Royal Humane Society's medal, London, and in 1891, was presented with the Royal Humane Society's certificate of merit (Victoria). Basil also stated his brother had lost the sight of one eye through a stab he received in New York and had a scar on his temple, one on the wrist, two under the shoulder blade, and one on the thigh, and two bullet wounds in the leg. Basil’s quest was published in the Melbourne Herald and assistance was soon forthcoming to the Police. In June 1906 Gordon made his Will, leaving all his estate to his youngest son Victor. Mary was appointed Executrix and it was witnessed by Olive Huxley, married woman, and James Huxley, a pottery maker. James was subsequently killed in France in May 1918. Gordon and Mary have a second son, Basil Douglas born in Carlton in 1911 but he dies as toddler in 1913. At some point Gordon and Mary made their home at Eltham though official electoral roll records record them at Little Flinders Street Melbourne, employed as a caretaker and from 1906 in Brunswick as a decorator then painter. Eltham may have been a ‘holiday’ home but it seems Mary was actively engaged in the community as a newspaper report in the Advertiser in 1922 not long after Gordon’s death indicates Mary was one of the best known and best liked ladies of the Eltham district. She was actively engaged in all matters, tending towards the welfare of the district. At the time of Gordon’s death Mary was president of the Ladies' Public Hall Committee, responsible for the conduct of numerous, and successful entertainments. Gordon’s first and only legal wife, Jane Luxon Watts-Phillips nee Miller, died 6 November 1921 and was buried 8 November 1921 at Springvale Cemetery. Jane had lived 34 years in South Australia and 30 years in Victoria. With Jane now dead, Gordon was now officially a widower and just three weeks later, the retired master mariner of Eltham at age 55 remarried Mary, 42, of 174 Hickford Street, East Brunswick on the 29th November 1921 in the Parish of St Cuthbert, East Brunswick. Gordon died at their home, ‘The Rest’, at 174 Hickford Street, East Brunswick on February 9, 1922 and was buried at Eltham Cemetery on February 11. An interesting link is established with the heavy floods of August 1891 by the erection of a tombstone in the Eltham cemetery. The stone bears the inscription: - “In loving memory of (Captain) Gordon, dearly beloved husband of Mary Watts Phillips. Died 9th February 1922, aged 62 years." Beside the stone is a replica, carved in a marble scroll, of the Royal Humane Society of Australia's Certificate of merit. Part of the wording of this certificate is as follows:- “At a general court of directors holder at the offices of the society at Melbourne on the 6th day of September 1891, it was resolved that the courage and humanity displayed by Gordon Watts Phillips aged 30-years captain of S.S. Omeo, Sale, in rescuing many families from drowning during the heavy floods on Thomson River on 3rd and 4th of August 1891 call for the admiration of the court, and justly entitles him to the certificate of merit of this society, which is hereby awarded." Unbeknownst to Gordon, his second and subsequent legal marriage to Mary initiated a revocation of his Will of 1906, which had solely benefited his son Victor. Consequently, Mary had to apply for Letters of Administration and the only legal beneficiaries would be Mary and his two children by Jane. On June 18, 1940, at age 61, Mary married 70-year-old Arthur Ernest Fenn in Melbourne. Unfortunately for her, Arthur died a year later in July 1941 and was buried in the Cohuna Cemetery near Echuca. Mary lived a further 8 years, passing away suddenly July 4, 1948 in Carlton, and was buried July 7 with her beloved husband Gordon, at Eltham Cemetery. Guido Quarto Fabbro was born 21 August 1891 at Treppo Grande in the far northeast of Italy, the son of Giacomo Fabbro and Anna Geruzzi. Regina Moretti was born 6 March 1893 at Treppo Grande, Italy, the daughter of Giovanni Battista Moretti and Maria Teresa Coletti. Guido and Regina married about 1917 and they had two sons, Giacomo (John c.1918) and Maurie (c.1920). In 1925 Guido Fabbro departed his homeland from Genoa, arriving in Fremantle, Western Australia in June, travelling 3rd class aboard the ship, Caprera. Regina and their two boys followed a year later along with other family members arriving in Fremantle from Genoa 4 July 1926 aboard the Moncalieri. The Fabbro arrived in Eltham in 1933 and purchased a block of land from William West on the western side of Falkiner Street, extending to Ely and Porter Streets which had formerly been part of the West family orchard and dairy farm. As there was no fencing dividing the two properties, West served notice on Guido in December 1934 to bear half of the cost of £6. When payment was not forthcoming, West sued Guido in the Eltham Court in January 1935. Guido failed to appear and was not represented, and costs were ordered in West’s favour. Guido and Regina built a large Italianesque house on their property. The original 1860s cottage was relocated to the back of the block and was rented out (once to Alistair and Margot Knox). Guido also purchased land extending to the Diamond Creek on the eastern side of Falkiner Street and on the eastern side of Bell Street (opposite Eltham High School). The riparian soil was suitable for market gardening: Guido grew mainly tomatoes, but also pumpkins, cauliflowers, cabbages, peas, beans, lettuce, beetroot and zucchinis. Even the land surrounding the house was used. The produce was carted to Melbourne overnight for sale at the market. Guido died in 1970 and is buried in Eltham cemetery. Regina died 1986. She and their son John Patrick (Giacomo) Fabbro who died in 1984 are also buried at Eltham Cemetery. Guido’s son Maurie continued in his father’s footsteps until 2007, principally growing artichokes in later years. He died in 2009. The land on the eastern side of Falkiner Street now forms part of a Council reserve called “Barak Bushland”, the land on the western side having been sold off for residential subdivision. The Bell Street land is now public open space managed by Nillumbik Shire Council and called “Fabbro Fields”. There have been recent proposals to develop the site for sporting purposes or as a dog park or community garden. Photograph - Digital Photograph, Alan King, Shire of Eltham War Memorial, Kangaroo Ground, 28 January 2008
The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. Early stages - no display panels installed. The Shire of Eltham War Memorial, a tower of remembrance to those who laid down their lives in serving their country during the Great War was opened in 1926. It is situated within the Shire of Eltham Memorial Park which was established in honour of all those who enlisted in the Great War to end all wars Processed by Studios Ltd POSTCARD 1905-1940s Like the carte-de-visite, postcards enjoyed a collecting craze by large numbers of people, and were often kept in albums through which the interested visitor could browse. Postcards were posted or exchanged in huge numbers. Postal authorities in Australia only allowed the private printing of postcards from 1898. At this time the back of the card was reserved for the address and postage stamp, and the front was used for the message and a picture. In 1902 British authorities allowed a "divided back", so that the left side could be used for the message, the right side for the address and stamp, and the whole of the front was devoted to the picture. France followed suit in 1904, Germany and Australia in 1905, and the United States in 1907. - Frost, Lenore; Dating Family Photos 1850-1920; Valiant Press Pty.
