This photograph shows the main road near Bellbird, East Gippsland, in 1924. This road would have been the Princes Highway, a main thoroughfare through to New South Wales. Bellbird Creek is a small rural location between Orbost and Cann River. There was no township at Cabbage Tree at this time. The Cabbage Tree Creek township was established to support the booming timber industry of the mid 20th century. Five timber mills worked full time supporting the families that were drawn to the area's wealth of natural resources. Nestled on the banks of the Cabbage Tree Creek, the township was built by those mills to house their workers. Today although the timber mills have disappeared, some of the buildings still remain. Little now remains to remind of the saw-milling history apart from photographs and some relics - a boiler and a brick furnace. There was also a thriving agricultural community farming dairy, beef, seed beans and fresh peas and beans that were sent to the Victoria Market in Melbourne. The Uniting Church (originally the Scots Presbyterian Church) was built 1865-67) and adjacent former Church Hall / Sunday School (built 1938), Yuille Street, Melton. The adjacent former church hall, now kindergarten facility. The Uniting Church and former church hall are historically significant at a Local level (AHC A4). It was built after Melton’s ‘United’ church and school, erected by Protestant denominations in 1857 in an effort to share resources in the pioneering era, was replaced by individual churches in the 1860s. The church became the home of and is expressive of the union of the Methodist and Presbyterian churches, begun in Melton from the early 1970s, and formally concluded by the formation of the Uniting Church of Australia in 1977. The new additions and functions of the church are expressive of the increase in Melton’s population especially in the 1970s, and the changing nature of the parish’s ministry. The church is one of only three remaining nineteenth century churches, and one of only two remaining bluestone churches, in the Shire of Melton. Dr James (Jim) Villiers went to Vietnam as an anaesthetist with the Australian Surgical Team (civilian) during 1963. He used this bag for carry-on luggage. Despite assurances about the quality of resources available on arrival, he carried an essential part of the breathing circuit for an EMO vaporiser in his carry-on. The actual vaporiser was packed in his check-in luggage. In 1963 the Vietnamese government sought training in Australia in anaesthetics for several medical technicians. Australia was not able to meet the request as anaesthesia training in Australia is restricted to qualified doctors. Instead, the Dean of the Faculty of Anaesthetists at RACS suggested sending a team of anaesthetists to Vietnam to conduct training for technicians there. However, they requested a preliminary survey be undertaken in order to determine the abilities of the prospective trainees and establish contacts with medical authorities in Vietnam. James (Jim) Villiers was one of the people who undertook the survey and made a report. Training of Vietnamese medical technicians was undertaken using the Epstein MacIntosh Oxford Anaesthetic Apparatus (EMO). This equipment was robust, portable and relatively cheap, there are few moving parts for servicing, it requires only ether and air for operation.Brick-red vinyl bag with white Qantas branding including the flying kangaroo printed on both sides. In the middle of the 1950s a project was launched to appoint a chaplain to Ballarat's three technical school - Ballarat Junior Technical School, Ballarat Girls' Technical School and Ballarat North Technical School. A Committee was formed at a public meeting on 13 March 1957 - Ballarat Technical Schools Chaplaincy Committee. They needed to raise 1250 Pounds from contributions raised by the schools This was the required amount to pay the annual salary for a chaplain. Response was excellent and in December 1957 a cheque for 1266 Pounds, 4 Shillings and 5 Pence was sent to The Council for Christian Education in Schools. On 28 May 1958, Rev Norman Lee was commissioned as the Chaplain of the Ballarat Technical Schools at a service in the Civic Hall, conducted by the Very Rev, Sir Francis Rolland, with the Director, Major-General A H Ramsay, representing the Education Department. Working over three schools and the need for the Committee to raise 1200 Pounds each year, put a lot of pressure on resources. Geological specimen - Native (metallic) copper, Unknown
This specimen is a native copper specimen that is metallic. Copper is typically found in the earth's crust and is often found alongside other metals such as gold, zinc, lead and silver which all belong to the same group which is the Copper/Gold group. Copper is most commonly formed from large masses of molten lava rock which has solidified in the earth's crust and over time though different sizes and speeds of crystal growth has turned into large amounts of copper, stored in porphyry copper deposits. Copper has a distinctive colour, yet can sometime appear blue and greenish which is often caused by oxidisation or a mixture of copper and other metals. This specific specimen was recovered from Moonta, South Australia. The Moonta Mining Company was established in 1861, after a Shepard in the area noticed traces of copper. This lead to a rush in the copper mining industry which was relatively young in Australia at the time, making Moonta Mining Company one of the richest in Australia. By the 1860's, South Australia had been nicknamed the "Copper Kingdom" due to its vast amount of Large copper mines and resources. As of 2016, Australia was the second largest producer of Copper internationally, following behind Chile in first place. This copper specimen is significant historically and scientifically as it is such an important metal commonly used throughout the world in various ways. Copper is an invaluable recourse used in daily life, used in most electrical appliances as it is a great conductor of heat and electricity, as well as being soft and malleable, making it easy to bend and mould into delicate sheets and wires. Copper does not corrode and is therefore used in the production of water pipes among countless other significant necessities that are often overlooked in our society. Historically, Copper holds great significance as it was the first metal used by humans. It was discovered roughly 9000 years ago and was utilised by the Neolithic Man who learnt that heating the metal made it more malleable, thus tools and utensils were made which were far superior to the previous stone tools used by humans. This history and its connection to the current and ongoing relationship between humans and copper must be preserved and highlighted as it is integral to the history of all humankind. Textile - Quilt, By Wagga Design, 2017
‘By Wagga Design’ is the winner of the Art Quilt Australia 2019 Expressions: Wool Quilt Prize. Barbara Mellor, of St Helens in Tasmania, made this quilt after researching the history of waggas and was fascinated by this early form of recycling. ‘By Wagga Design’ is her contemporary take on the traditional wagga that was born out of hard times and limited resources. Barbara wrote the poem below while thinking of the workers who used waggas while travelling: Black night campfire night sheep in the shadows dreams on the track a comforting wagga stitched with love for a homesick heart. The wagga was made in 2017 and was first submitted into the Bay of Fires Art Prize. In 2018 the wagga was submitted into the Break O’Day Stitchers Quilting and Embroidery Exhibition, where it won the Hanger’s Prize. Barbara sourced the fabrics used from a variety of places. Some are from her personal collection while others were given to her. She purchased a woollen three-piece suit from a local op shop and decided to incorporate it into the design, making some unique and distinctive shapes. Another distinctive feature of the quilt is the patch labelled ‘Parkside’. Barbara noted that it was cut from a blanket she purchased from a garage sale from a property that had once been a caravan park titled ‘Parkside’ in the 1960s. The filling of the wagga contains the rest of the Parkside blanket.Quilt made from various woollen garments and bedding in cool tone colours. Patches mostly cut into square and rectangle shapes. Headwear - Academic Bonnet
This academic bonnet belonged to Dr Mary Burnell. Mary Taylor Burnell was born on 21 February 1907, in Norwood, South Australia. She graduated with her MBBS in 1931. In 1932, Burnell served as a resident medical officer at Adelaide Children’s Hospital. By 1934 she was their Honorary Anaesthetist. It was also during this period that Burnell became the first female member of the Australian Society of Anaesthetists. One year later, in 1935, she worked as Secretary for the South Australian Section of the Society. Although resigning from her position at the Children’s Hospital in 1937, Burnell returned in 1942. The outbreak of World War II meant hospital staff and resources were drained. During her work, Burnell lobbied for a Department of Anaesthetics in the Children’s Hospital. Through working at both hospitals, she became aware of the great differences between administering anaesthesia to children and administering it to adults. In 1953 she was elected President of the Australian Society of Anaesthetists. She was the first female to be elected to this position. Two years later in 1955, Burnell was elected as a member of the Board of Faculty of Anaesthetists, Royal Australasian College of Surgeons. In 1966 she was elected Dean of the Faculty of Anaesthetists. Again, she was the first female to be elected to this position. Burnell worked tirelessly to promote the importance of anaesthetics in Australia. Burnell’s contributions to anaesthetics were recognised with Honorary Fellowships to both the Australian Faculty of Anaesthetists and Royal College of Surgeons. Geological specimen - Hematite (iron oxide)
Hematite is an iron ore significant for its high iron content (70%) and as being one of the two main iron oxide minerals, the other being magnetite. Hematite has a rating of 5-6 on the Moh's hardness scale and is often found as an accessory mineral in many igneous rocks. (an accessory mineral being "any mineral in an igneous rock not essential to the naming of the rock" - Britannica) Hematite has historically been the mainstay of South Australia’s iron ore production. (Magnetite: South Australia’s potential) Making up the eastern section of the Gawler Rangers, the Middleback Range is a mountain range on the eastern side of Eyre Peninsula in South Australia that has been a source of iron ore (its main commodity in minerals) for over a century. (see https://www.mindat.org/loc-22576.html). "Large reserves of high-grade iron ore were identified in 1890 in the Middleback Range, west of Whyalla. From 1915 these ores were shipped to Newcastle and later to Port Kembla, both in New South Wales. Local production of pig iron began when the first blast furnace was opened at Whyalla in 1941, and construction of an integrated iron and steel plant began there in 1958." Dulcie Brooke (nee Hoffman) was born in 1927. The history of women and the Wendouree Amateur Athletic Club seems to be very closely linked to that of women's athletics in Ballarat. Club photos of the 1953/54 season are the first to show women to be represented among the numbers who competed for Wendouree. However the Kevin Ruddick book, Always Striving - The Ballarat Harriers First 100 Years, notes that a Ballarat Harriers Women's Club was formed in September 1952 to compete against a Wendouree team and also mentions the Harriers women winning the premiership of 1953. Whatever the chronology, what is for certain is that Wendouree was at the forefront of the development of women's athletics in Ballarat and continued to be so until the unification of the sport for both men and women in 1979. Dulcie was one of those who are thought to be among the original members for Wendouree. Ballarat College of Advanced Education established a Health and Safety course.This became known as the Victorian Institute of Occupational Safety and Health, Australia (VIOSH) beginning in 1979. Max and Dulcie Brooke were members of Staff at Ballarat Institute of Advanced Education and became part of the initial group in presenting the course. Dulcie had science qualifications and was a bacteriologist. She was involved with the library aspect of the course and informed on the selecting of resources. In the early 1990s, Max became ill and Dulcie retired to care for him. Max died in 1992 and Dulcie established the Max Brooke Memorial Shield in his memory. Arthur Street, Eltham next to ANZ Bank The Hiroshima Day Banner was made by Jacky Talbot as part of the project. The women wanted to do something for Hiroshima Day and suggested that a workshop be set aside to make a banner. The artist was concerned about the remaining time scheduled for the project and spent several days "whipping" up the banner herself. For the artist this banner was to prove quite significant. The women hung it at the Community Notice Board on Hiroshima Day and were photographed by the local newspaper publicising the group and drawing wider community attention to the remembrance of the day. Although no new members joined the group from this activity, the artist felt that she was more fully accepted by the group afterwards. This banner has initiated a small group of women committed to peace. The artist has also continued to liaise and meet with the women as time permits. Future group plans include: making kimonos to wear when carrying the banner, participating in the Palm Sunday March, an observance of Hiroshima Day activity, which is yet to be decided, establishing contact with a sister-town in USA and USSR and supporting Eltham Council's stance as a Nuclear Free Zone. Post-Exercise reports had to include recommendations re: health, equipment and adaptation of Standing Operating Procedures (SOPs) in preparation for the new role deploying to Northern Australia. The first deployment by 8/13 Victorian Mounted Rifles was in 1988. Deployments continued in following years. In September 1993, 3 Troop (Wangaratta) VMR Squadron 4/19 PWLH commanded by Captain Kelvin Robertson deployed to NT. The training began with airfield defence at Tindal followed by a 1000km recon into Arnhem Land in four Landrovers. The troop reported on the conditions of the roads, airfields, bridges (mainly causeways) resources such as fuel supplies in the towns and infrastructure. 'Whose Ethics?':Codifying and enacting ethics in research settings Bringing ethics up to date? A review of the AIATSIS ethical guidelines Michael Davis (Independent Academic) A revision of the AIATSIS Guidelines for Ethical Research in Indigenous Studies was carried out during 2009-10. The purpose of the revision was to bring the Guidelines up to date in light of a range of critical developments that have occurred in Indigenous rights, research and knowledge management since the previous version of the Guidelines was released in 2000. In this paper I present an outline of these developments, and briefly discuss the review process. I argue that the review, and the developments that it responded to, have highlighted that ethical research needs to be thought about more as a type of behaviour and practice between engaged participants, and less as an institutionalised, document-focused and prescriptive approach. The arrogance of ethnography: Managing anthropological research knowledge Sarah Holcombe (ANU) The ethnographic method is a core feature of anthropological practice. This locally intensive research enables insight into local praxis and culturally relative practices that would otherwise not be possible. Indeed, empathetic engagement is only possible in this close and intimate encounter. However, this paper argues that this method can also provide the practitioner with a false sense of his or her own knowing and expertise and, indeed, with arrogance. And the boundaries between the anthropologist as knowledge sink - cultural translator and interpreter - and the knowledge of the local knowledge owners can become opaque. Globalisation and the knowledge ?commons?, exemplified by Google, also highlight the increasing complexities in this area of the governance and ownership of knowledge. Our stronghold of working in remote areas and/or with marginalised groups places us at the forefront of negotiating the multiple new technological knowledge spaces that are opening up in the form of Indigenous websites and knowledge centres in these areas. Anthropology is not immune from the increasing awareness of the limitations and risks of the intellectual property regime for protecting or managing Indigenous knowledge. The relevance of the Declaration on the Rights of Indigenous Peoples in opening up a ?rights-based? discourse, especially in the area of knowledge ownership, brings these issues to the fore. For anthropology to remain relevant, we have to engage locally with these global discourses. This paper begins to traverse some of this ground. Protocols: Devices for translating moralities, controlling knowledge and defining actors in Indigenous research, and critical ethical reflection Margaret Raven (Institute for Sustainability and Technology Policy (ISTP), Murdoch University) Protocols are devices that act to assist with ethical research behaviour in Indigenous research contexts. Protocols also attempt to play a mediating role in the power and control inherent in research. While the development of bureaucratically derived protocols is on the increase, critiques and review of protocols have been undertaken in an ad hoc manner and in the absence of an overarching ethical framework or standard. Additionally, actors implicated in research networks are seldom theorised. This paper sketches out a typology of research characters and the different moral positioning that each of them plays in the research game. It argues that by understanding the ways actors enact research protocols we are better able to understand what protocols are, and how they seek to build ethical research practices. Ethics and research: Dilemmas raised in managing research collections of Aboriginal and Torres Strait Islander materials Grace Koch (AIATSIS) This paper examines some of the ethical dilemmas for the proper management of research collections of Indigenous cultural materials, concentrating upon the use of such material for Native Title purposes. It refers directly to a number of points in the draft of the revised AIATSIS Guidelines for Ethical Research in Indigenous Studies and draws upon both actual and hypothetical examples of issues that may arise when requests are made for Indigenous material. Specific concerns about ethical practices in collecting data and the subsequent control of access to both the data itself and to published works based upon it are raised within the context of several types of collections, including those held by AIATSIS and by Native Title Representative Bodies. Ethics or social justice? Heritage and the politics of recognition Laurajane Smith (ANU) Nancy Fraser?s model of the politics of recognition is used to examine how ethical practices are interconnected with wider struggles for recognition and social justice. This paper focuses on the concept of 'heritage' and the way it is often uncritically linked to 'identity' to illustrate how expert knowledge can become implicated in struggles for recognition. The consequences of this for ethical practice and for rethinking the role of expertise, professional discourses and disciplinary identity are discussed. The ethics of teaching from country Michael Christie (CDU), with the assistance of Yi?iya Guyula, Kathy Gotha and Dh�?gal Gurruwiwi The 'Teaching from Country' program provided the opportunity and the funding for Yol?u (north-east Arnhem Land Aboriginal) knowledge authorities to participate actively in the academic teaching of their languages and cultures from their remote homeland centres using new digital technologies. As two knowledge systems and their practices came to work together, so too did two divergent epistemologies and metaphysics, and challenges to our understandings of our ethical behaviour. This paper uses an examination of the philosophical and pedagogical work of the Yol?u Elders and their students to reflect upon ethical teaching and research in postcolonial knowledge practices. Closing the gaps in and through Indigenous health research: Guidelines, processes and practices Pat Dudgeon (UWA), Kerrie Kelly (Australian Indigenous Psychologists Association) and Roz Walker (UWA) Research in Aboriginal contexts remains a vexed issue given the ongoing inequities and injustices in Indigenous health. It is widely accepted that good research providing a sound evidence base is critical to closing the gap in Aboriginal health and wellbeing outcomes. However, key contemporary research issues still remain regarding how that research is prioritised, carried out, disseminated and translated so that Aboriginal people are the main beneficiaries of the research in every sense. It is widely acknowledged that, historically, research on Indigenous groups by non-Indigenous researchers has benefited the careers and reputations of researchers, often with little benefit and considerably more harm for Indigenous peoples in Australia and internationally. This paper argues that genuine collaborative and equal partnerships in Indigenous health research are critical to enable Aboriginal and Torres Islander people to determine the solutions to close the gap on many contemporary health issues. It suggests that greater recognition of research methodologies, such as community participatory action research, is necessary to ensure that Aboriginal people have control of, or significant input into, determining the Indigenous health research agenda at all levels. This can occur at a national level, such as through the National Health and Medical Research Council (NHMRC) Road Map on Indigenous research priorities (RAWG 2002), and at a local level through the development of structural mechanisms and processes, including research ethics committees? research protocols to hold researchers accountable to the NHMRC ethical guidelines and values which recognise Indigenous culture in all aspects of research. Researching on Ngarrindjeri Ruwe/Ruwar: Methodologies for positive transformation Steve Hemming (Flinders University) , Daryle Rigney (Flinders University) and Shaun Berg (Berg Lawyers) Ngarrindjeri engagement with cultural and natural resource management over the past decade provides a useful case study for examining the relationship between research, colonialism and improved Indigenous wellbeing. The Ngarrindjeri nation is located in south-eastern Australia, a ?white? space framed by Aboriginalist myths of cultural extinction recycled through burgeoning heritage, Native Title, natural resource management ?industries?. Research is a central element of this network of intrusive interests and colonising practices. Government management regimes such as natural resource management draw upon the research and business sectors to form complex alliances to access funds to support their research, monitoring, policy development, management and on-ground works programs. We argue that understanding the political and ethical location of research in this contemporary management landscape is crucial to any assessment of the potential positive contribution of research to 'Bridging the Gap' or improving Indigenous wellbeing. Recognition that research conducted on Ngarrindjeri Ruwe/Ruwar (country/body/spirit) has impacts on Ngarrindjeri and that Ngarrindjeri have a right and responsibility to care for their lands and waters are important platforms for any just or ethical research. Ngarrindjeri have linked these rights and responsibilities to long-term community development focused on Ngarrindjeri capacity building and shifts in Ngarrindjeri power in programs designed to research and manage Ngarrindjeri Ruwe/Ruwar. Research agreements that protect Ngarrindjeri interests, including cultural knowledge and intellectual property, are crucial elements in these shifts in power. A preliminary review of ethics resources, with particular focus on those available online from Indigenous organisations in WA, NT and Qld Sarah Holcombe (ANU) and Natalia Gould (La Trobe University) In light of a growing interest in Indigenous knowledge, this preliminary review maps the forms and contents of some existing resources and processes currently available and under development in the Northern Territory, Queensland and Western Australia, along with those enacted through several cross-jurisdictional initiatives. A significant majority of ethics resources have been developed in response to a growing interest in the application of Indigenous knowledge in land and natural resource management. The aim of these resources is to ?manage? (i.e. protect and maintain) Indigenous knowledge by ensuring ethical engagement with the knowledge holders. Case studies are drawn on from each jurisdiction to illustrate both the diversity and commonality in the approach to managing this intercultural engagement. Such resources include protocols, guidelines, memorandums of understanding, research agreements and strategic plans. In conducting this review we encourage greater awareness of the range of approaches in practice and under development today, while emphasising that systematic, localised processes for establishing these mechanisms is of fundamental importance to ensuring equitable collaboration. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Information Resources The Graduate Diploma in OHM started in 1979 and was the first Occupational Health and Safety tertiary course in Australia. Since then it has continued to attract students at a national level even though similar courses were offered elsewhere. The map on Page 2 shows the extent of enrolments. The Courses Review Process is outlined and VIOSH is now able to define its own procedures and processes for reviewing its post-graduate programs.This is being managed by a small internal project management team. Throughout the Nerrina district numerous areas of public land were set aside as school endowment plantations as part of various schools’ educational resources. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested.
