The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. The medal was designed by Charles Douglas Richardson, better known for his work as a sculptor. Time constraints as well as pressure from the production of other victory medals meant that no single manufacturer could make the 1,670,000 medals. Six were therefore selected: Amor, Stokes, Schlank, Parkes, Angus & Coote (who later withdrew) and Platers. The medals were silvered bronze, with silver issues for special presentations. The Defence Department supplied a red, white and blue striped ribbon and pin. Distribution began in March 1919. Photos of an Anzac Day service in at the Australian Military Cemetery in Harefield UK in 1996. The local school children march to the cemetery to place wreaths, there is a parade of flags, a service and a choir. Legacy provided flags for the headstones. During World War 1 the Australian Auxiliary Hospital No.1 was stationed at Harefield Park in Harefield, UxBridge, Middlesex UK. 111 Australian soldiers and one nurse from the hospital are buried at St Mary's Church, Harefield. This became an Australian Military Cemetery with individual headstones and an obelisk and arch. The headstones which are of a scroll design unique amongst Commonwealth War Graves Commission cemeteries were chosen by the staff and patients at the hospital. The arch was erected by the CWGC. Anzac Day services are held there and the local school became involved with the headmaster, Mr Jefferies, bringing the school children to lay flowers on every grave and attend the service on Anzac Day. This started in 1921 and has continued until at least 2021. One school child who attended was Mr Alf Young, he made contact with Legacy in the 1990s and sent photos of the Anzac Day Services and the cemetery. Legacy responded by sending Australian flags for the school children and also Legatee John Cohen met with Mr Young when in London. Melbourne Legacy staff member Susie Howard also visited Mr Young and the cemetery in 1995. Mr Young provided historical photos and information of the area to Legacy. The medal was awarded to the school children of Australia in 1951 to mark the fiftieth anniversary of the Federation of Australia. The competition in 1950, with the valuable cash prize of two hundred guineas, for the design the medallion was won by John Elischer, a Melbourne sculptor. The medallion bears an image of a man hand sowing wheat with the dates 1901-1951 on one side.
