In 1984 the Health and Safety Unit conducted its first "short course". This was a three month course in industrial safety. The first group was for Australian International Development Assistance Bureau (AIDAB) Factory Inspectors. The group was made up of twelve chief inspectors and deputy inspectors from India and one inspector from Fiji. AIDAB provided the funding for those who participated - course, accommodation and fares. A project titled "Reducing Back Injuries and Energy Costs of Shearing Through the Development of Practical Modifications to Shed Layout" was funded by Worksafe Australia. The budget was $101,170. VIOSH Australia collaborated with the School of Human Movement and Sports Science to look for ways to reduce muscle injuries associated with shearing. The study set up a number of focus groups in the Ballarat area, New South Wales and Western Australia to gather different inputs and perspectives on causes of injuries. Groups represented were shearers, doctors, farmers and shearing shed designers. Shed design was a principal factor with the emphasis on minimising body twisting associated with catching and releasing sheep, removal of floor obstructions along path between pen and release, battens oriented along direction of drag and slope in pens. Date of birth 27th April 1893 Born at Spring Hill – Kyneton Parents – Thomas and Mary Elizabeth nee Coates Lang. The family lived in High Street Melton 1896. He started his schooling at Melton State School in Nov 1897. Mr Lang was the Head Teacher from 1896 – 1917. Horace enlisted on the 29th March 1915 24th Battalion D Company and sailed on the Euripides on the 8th May to Egypt. They landed on Gallipoli in early September returning to Egypt at the end of the year. In April on 1916 Horace and his brother Thomas had an opportunity to meet for a few hours before he moved onto France. He received the military medal in 1916 “For conspicuous gallantry in constructing and holding an advanced bombing post near Flers on 18/19 November within close range of the enemy. The garrison had to remain motionless throughout the day but Corpl. Lang refused to be relieved until his company left the trenches, setting a most encouraging example of endurance.” In May 1917 the Battalion was near Arras – Bullecourt. On 3rd May he was last seen alive carrying a Lewis Gun, and wounded making his way to the casualty station according to witnesses reporting to the court of enquiry. The family, in Melton had a first heard that he had been wounded, or was a prisoner. My grandmother Jessie Barrie and the Lang family went to Port Melbourne as the troop ships arrived hoping they would find someone who might know of his fate. AWM records and Red Cross files reveal the extent of the efforts that family and friends made enquiring about his fate. First clipping from The Courier, Ballarat, 2/4/1971 with photo of tram 28 after is collision the previous day with a semi-trailer at the intersection of Princes and Victoria Streets. Gives names of the vehicle drivers and cost of the damage. Photo is of the tram returning to the depot under its own power. This navigation cart of Lady Bay and Warrnambool Harbour was originally surveyed in 1870 but this version includes the update for magnetic variation in 1893. Since the printing of the chart several annotations have been added. These include an additional stamp dated 15-8-1910, a handwritten comment across the top of the page dated August 1910, and another handwritten comment regarding the ‘Proposed Extension of Dock’ dated 19-2-1925, plus connected drawings, notes and figures. The 1925 proposal on this chart may have been a reaction to the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. The Breakwater construction had begun in 1874 and was completed in 1890. The Victorian Government had commissioned Sir John Coode, a British harbour engineer, to present a plan to complete the Warrnambool Breakwater but his original plan was too expensive. He prepared a revised plan for a shorter structure. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. This chart is significant for its strong connection to the maritime history of Warrnambool Harbour and Lady Bay and the Warrnambool Breakwater. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). The Warrnambool Breakwater is one of the most important late 19th century maritime engineering projects in Victoria and significant in the development of Victorian coastal shipping. It is also significant for its connection with British harbour engineer, Sir John Coode. The chart is a historical record of structures existing in 1893; the Warrnambool Jetties, Warrnambool Breakwater in Lady Bay, the leading lights (lighthouses), streets, roads, bridges and many buildings. This flag originally flew from the flagstaff on the Trades Hall Building in Camp Street Ballarat on December 3rd 1942. The flag prompted many enquiries to the Ballarat's Courier newspaper. The Courier in reporting that the flag was, in fact, a replica of the original Eureka Stockade flag went on to say that: "… it (seemed) very strange that the town in which Eureka made a name for Australia and its efforts to get freedom from control for the ordinary man, did not recognise the flag that flew while the first move for freedom was fought out against big odds." The Trades Hall Eureka flag, made of cotton material, was used in union marches during the 1940s. In later years it had been all but forgotten, until in 1981 it was brought to the office of the then MHR for Ballarat, John Mildren by members of the family that the flag maker had boarded with in Ballarat. David Miller, who had a keen interest in the Eureka story and was electorate officer for John Mildren, became custodian of the flag for many years and presented it to Ballarat Trades Hall for display. In 1994 The Ballarat Trades Hall Eureka flag travelled Australia as part of a touring Eureka collection. At that time, the Secretary of the Ballarat Regional Trades and Labour Council, Graeme Shearer said “…The Eureka flag then, as it does now, symbolises the struggle for basic rights and democracy”. On Wednesday 11th July 2001, following a ceremony to mark the refurbishment of the Galloway Monument, the Ballarat Trades Hall Eureka flag was unveiled at a function in the Ballarat Trades Hall by President of the Ballarat Trades & Labour Council, Rhonda Young, and Premier of Victoria, Steve Bracks. The Trades Hall gratefully acknowledges the assistance of Dean Mighell, then Victorian State Secretary of the CEPU/ETU - who was a passionate supporter of the diggers' stand at Eureka - and instrumental in making funds available to assist in Trades Hall's Eureka flag being mounted in the Main Hall of the Ballarat Trades Hall. This was presented by Dulcie to the winner of the Award at the Presentation Dinner every year from 1993 to 2010. Tippett was a member of SMB Council from 1934-1960. He was President of the Council from 1940-1960. He was a member of the Interim Council established to plan the development of the Victorian Institute of Colleges. He then became a member of the Council of the Victorian Institute of Colleges. The Library Building at SMB is named after him. In 1975 he was recognised by the State Government and awarded an MBE. Hon Barry Jones, Member of State Government from 1972 to 1977. This organ was gifted by the Bethel Community in 1890 to the then Victorian Seamen's Mission, originally founded by the Bethel Union in 1857. The gift was intended to assist with worship. Despite all appearance, this organ is not a pipe organ but a reed organ that works in a similar manner to an accordion. In May 1890, the sum of seventy pounds was put towards the purchase of the organ. The sum being raised via subscriptions. The organ was inaugurated in September 1890. Jabez Carnegie (1832-1892), importer of piano and organs in Melbourne, had made a trip to Europe and Canada in 1887 and had secured the agency of Bell organs. W. Bell & Co were a Canadian organ and piano manufacturer, considered the premier organ manufacturer of the time. W Bell & Co changed its name to Bell Organ and Piano Co in 1888 meaning this organ had to be manufactured prior to the name change. The organ was first used in the mission main room from 1890 to 1915 when the St Nicholas chapel was built at the back (see item 0548. It was transfered to the new Port Melbourne mission in 1937 (link on postcard from State Library Victoria). In 1972, it was transferred to the Holy Trinity Church in Bay Street after the closure of the Mission In the late 1980s during a National Trust campaign to save the building, the organ was sold by the Anglican Men's Society to the Trust's organ committee, who carried out some restoration work and returned it to the former Missions to Seamen chapel. In 1991 the Office of Major Projects had control of the whole 'Bayside' development site. With the Mission to Seamen Building emptied and proposed for demolition, the Office of Major Projects removed the organ and placed it in storage in various locations - finally, in the Museum of Victoria store in Abbotsford. In 1995-6, enquiries by Jim Hillis resulted in the return of the organ to the control of the Port Melbourne HIstorical & Preservation Society. As the Society had no suitable location for the organ, several churches and schools in Port Melbourne were approached to take the organ with no results. The nearby suburbs were suggested next. Finally the Melbourne Maritime Museum (Polly Woodside) was approached and agreed to place it in their Museum on a long term loan. In 1997 it was on display in no 5 shed South Wharf (23/3/1997). In 2006, the Polly Woodside South Wharf site was to be re-developed, and they could no longer retain the organ. Accordingly, on 4 May 2006, the organ was transferred to the Mission To Seafarers building in Flinders Street Extension as an indefinite loan (refer OL 022) The PMHPS deaccessioned it to finally transfered it in 2018 to MTSV.(See also acquisition details re 21st C finalisation of acquisition) This organ is a tangible reminder of the longevity of the Mission to Seafarers, a link with the original Bethel Union which was instrumental in 1856 calling a public meeting and inviting subscriptions by various non-conformist churches to found a mission to Seamen. Rev Kerr-Johnson delivered the first service in 1857 aboard the Emily. The Mission to Seafarers has been in operation ever since and continues to operate to the same purpose today.Large reed organ that looks like a pipe organ with fifteen elaborately painted pipes bearing a floral motif. The body of the organ is elaborately decorated in carved wood. It has 17 knobs above the keyboard both which can be concealed when the keyboard cover is lowered. This photo is thought to have been taken at the time of Alfred Mica Smith's retirement from the Ballarat School of Mines. It is most probably also the unveiling of the Max Meldrum portrait of Smith. Alfred Mica Smith retired from the Ballarat School of Mines in 1922 after an association of 41 years and aged 78 years. At the August meeting of the Ballarat School of Mines Council in 1881 it was resolved that 'Alfred Mica Smith Esq., B.Sc., be appointed Professor in Chemistry and Metallurgy and be Superintendent of the Laboratories, for the period of twelve months at a stipend of five hundred pounds per annum, and to commence duty as soon as possible'. (signed: James Oddie, Vice-President) Smith played a major role in the years of 1887-1893 when SMB was affiliated with Melbourne University. In 1912 he became Professor of Metallurgy and received an annual salary of 250 pounds. Alfred Mica Smith presented many scholarly papers, gave evidence at government enquiries into the safety of mines and became an authority on mine safety and ventilation. He was on the Mines Ventilation Board. Professor Smith was the public analyst for the City of Ballarat and Town of Ballarat East, as well as to a number of other boroughs and shires. He was also Chief juror to the Adelaide International Exhibition, chemical section. He provided information to the Royal Commission on gold mining (1889, 1891), and was President to the chemistry section of Australian Association for the Advancement of Science, Associate of American and Australasian Institute of Mining Engineering, Member of the Science Faculty Melbourne University, and Hon. Life Member of the Miner Managers' Association of Australia. He also was involved in many educational and community affairs such as President of the SMB Students' Association, President of the Ballarat Science Society, first President of the Ballarat Camera Club, Vice President of the Field Naturalists' Club, and he presented Ballaarat Fine Art Gallery with his collection of paintings and porcelain ware. His legacies include the mutual regard between him and his students, the many tributes by former students, the Mica Smith scholarship (established in 1923) and now known as the Corbould-Mica Smith Travelling Scholarship, his portrait in oils by noted artist Max Meldrum, and the marble bust of Smith sculptured by Paul Montford. Money for a scholarship in sanitary science at the University of Manchester in the name of his uncle R. A. Smith was left being set up in 1928. Smith died of cancer on 14 May 1926 and his remains, cremated at Springvale, were interred in the Ballaarat New Cemetery. This hand written letter, in black ink script on blue lined paper, is impressed with the official stamp of the Victoria Steam Navigation Board. The left margin has the reference “S82/12" It is transcribed: "Victoria Steam Navigation Board, Melbourne, January 12th 1882 To Frederick Chapman, Master, S.S. "Julia Percy" You are herewith furnished with a copy of the report of the Official Court which assembled to enquire into the circumstances attending the collision between the steamers "Julia Percy" and "Nelson" off Apollo Bay near Cape Otway on the morning of the 25th December 1881, and you are hereby expected to attend at the Board Room, Custom House, Melbourne, at 2pm, on 13th January instant to show cause why you should not be censured accordingly. [Signature] Secretary" This document refers to the matter of a collision between two steamships, the Julia Percy and the Nelson, on 25th December 1881. The Julia Percy was at that time owned by her first owners, the Warrnambool Steam Packet Company, and she sailed under the command of Captain Chapman. She had left Melbourne the evening of 24th December, with about 150 passengers, sailing in fine weather through Port Phillip Heads around 9pm. She was headed for Warrnambool, Belfast (now named Port Fairy) and Portland. The Julia Percy was off Apollo Bay when Captain Chapman was woken by the ship’s whistle after midnight, the steamer Nelson being on a collision course with the Julia Percy.[See Link.] The Nelson struck Julia Percy midship. Boats were lowered from the ship (apart from a damaged lifeboat) and about 30-40 of the passengers boarded the Nelson. The engine room and the forehold were checked and found clear of water. The company manager, Mr Evans, had been on the Nelson, so he boarded and inspected the Julia Percy and the decision was made to continue on to Warrnambool with the passengers as there appeared to be no immediate danger. However, Captain Thomas Smith said the Nelson was taking on water, so Julia Percy followed her for about an hour towards Melbourne on standby in case of need. Then Julia Percy turned around towards Warrnambool again. Shortly afterwards the Nelson turned to follow her, the ships stopped and passengers were returned to Julia Percy, and three from Julia Percy boarded the Nelson. Both ships proceeded on their way. Julia Percy passed Cape Otway light afterwards, signalling that there had been a collision. It was discovered later that one of the passengers was missing, then thought to have boarded the Nelson but later thought to have fallen into the sea and drowned while trying to jump from Julia Percy to Nelson. There had been 3 tickets purchased under the same name of that passenger “Cutler”; a father, son and friend named Wordsworth, which had caused quite some confusion. No further mishap occurred to either ship and both the Julia Percy and the Nelson reached their destinations safely. An enquiry was instigated by the Victoria Steam Navigation Board regarding the cause of the accident between the two steamships, in connection with the death of Cutler who was supposed to have lost his life by the collision. The enquiry resulted in the following decision: "The Victorian Steam Navigation Board having taken into consideration the points urged by Captain Thos [Thomas] Smith and also by his legal advisers, is of opinion that the charge prepared against him has been sustained, but taking into consideration Captain Smith’s previous good conduct and character, the board suspends his master’s certificate No 227 issued by this board for a period of six calendar months from this date – Robert Fullarton, Chairman. “The Victorian Steam Navigation Board having beard the statement of Captain Frederick Chapman urged in his defense to the charge of dereliction of duty as master of the Julia Percy, in having no standing order on board that vessel to be called in the event of any approaching steamer’s lights being seen, find such charge sustained, and censure him accordingly – Robert Fullarton, Chairman.” ABOUT “JULIA PERCY” The S.S. Julia Percy (later named Leeuwin ) was an iron passenger-cargo steam ship built in 1876. At one point in time the Julia Percy would sail from Warrnambool to Melbourne every Friday and return from Melbourne to Warrnambool every Tuesday. The cost of a return ticket for a Saloon Fare was £1.0.0. She would sail “if practical and weather permitting”. Shipping was the cheapest and most practical means of carrying produce and goods during the period 1840-1890. Regular domestic steamer services commenced in the Warrnambool district in the late 1850’s and by 1870 the passenger trade was booming. Produce was loaded from the jetty into ‘lighters’ (small boats), which took it to the ships at anchorage in the bay. Passengers were taken to the ship’s side then climbed aboard up ladders or gangways. The coming of the railway in October 1889 meant the gradual decline and end of the steam shipping era. The Julia Percy was built in Glasgow by Thomas Wingate & Company, Whiteinch, in 1876 for the Warrnambool Steam Packet Company, which commissioned her for trade in Victoria’s western district. She was first registered in Warrnambool, Victoria in 1876. The Julia Percy changed hands several times. Her next owner was the Western Steam Navigation Co (1887), managed by Mr. T.H. Osborne (the company’s office was on the corner of Timor and Liebig Streets, Its north-western wall is now part of the current Warrnambool Regional Art Gallery. ) The Melbourne Steamship Co became the next owners (1890), followed by William Howard Smith and Sons (1901) for use in Queensland coastal trades, then she was bought by George Turnbull in 1903 and used for local mail contract in Western Australia. The Julia Percy was sold to the Melbourne Steamship Company Ltd. (1906) and re-named the “Leeuwin” but continued in her Western Australian coastal run. She was converted into a coal hulk in Melbourne in 1910 as a result of damaged caused when she was driven against the jetty at Dongara during a gale. The ship was eventually dismantled and scuttled in Bass Strait on 28 December 1934. The document is significant for its association with the wreck of the Leeuwin (Julia Percy), which is on the Victorian Heritage Register, VHR S413. . It is historically significant for being a rare artefact that has potential to interpret aspects of Western Victoria’s 19th century steamship trade and Victorian cultural history. The Leeuwin (Julia Percy) is listed on the Victorian Heritage Register as being historically significant ‘as one of only four wrecks of steamships in Victorian waters associated with the western district of Victoria’s coastal steamship trade. Frederick William Mawson and his wife Mary (nee Mullard) and baby daughter, Beatrice Mary migrated to Victoria as steerage passengers, arriving in Melbourne on 1 July 1882 on the sailing ship the ‘Holmsdale’. They settled in Bona Vista Avenue, Surrey Hills (house demolished) and he established a jam factory in Boundary (Warrigal) Road. Further children of the family were Harriett, Muriel, Ethel, Winifred, John and Frederick William (Jnr). The later died in WW1 and there is a transcript of his diary in this collection. Four of the daughters became nurses, three serving in WW1. The other son John became a local builder, who after the war built 'Holmsdale' in Union Road as a convalescent home to be run by his sisters. After the death of his first wife Frederick (Snr) married Catherine Small, a widow with children of her own.The family were early settlers in Surrey Hills and their story in relation to the service of local men and women during WW1 is well documented.Vertical file of information related to the Mawson family which includes: 1. This collection of papers have come from the offices of William Ardlie a local solicitor. He was born in Moonee Ponds in 1843 and was admitted as an attorney and solicitor of the supreme Court in 1865. From 1867 to 1878 he was in partnership with George Barber and then continued to practise until his late eighties which made him the oldest practising lawyer in Australia. He was involved in local councils and organisations such as the Hospital and Anglican Church.He was associated with several large homes in Warrnambool including Wyton presently the home of Emmanual College Warrnambool. He died in 1933.His son E L Ardlie also practised as a solicitor from the same offices from 1893. A number of the invoices included relate to the Estate of James drought who was a local policeman and owner of a number of properties and operated in various trades such as George Ramsay manufacturer of stoves and chimneys, J Rogers plumber & gas fitter and Christian & Dodds who were carpenters and joiners. There are a number of documents which relate to the Chinese, many of whom operated market gardens along the Merri River. They were a familiar part of Warrnambool from around 1872 until around 1940. The names mentioned in these documents include Ah Foo,Charles Quing Bow, Andrew Quing Bow Ah Bing Ah Jing Ah Moon and Ah Seong. They were reknown for their supply of fresh vegetables to the people of the town. They leased land from John Moore. These documents are a cross section of the types of documents which were used and are still used in the operation of businesses. They provide a social snapshot of people and the business which they conducted with their solicitors in this case William and E L Ardlie who were a long standing legal firm in the district. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University.
