The new Central Park was opened on Monday, 21 April 1930 by Mr. W.H. Everard, M.L.A. followed by a sports carnival. The Advertiser reported on Friday, April 25, 1930 that – “Perfect weather prevailed on Monday for the sports gathering in aid of the recently-acquired park near the railway station, and from every point of view the day was a success. The Central Park contains 9½ acres, and has the Diamond Creek on one side and the railway line on the other. It cost £760, of which the council contributed £500, and the citizens, are finding the balance. Already about £80 has been spent in levelling, and a pavilion has been erected by the footballers, who will use the ground for training until it is sufficiently, improved for matches. There is ample shade along the banks of the creek, where there were numerous picnic parties. The committee has already done some planting on the railway side of the park, and where the trees grow on the higher side, overlooking the arena, the natural stand will have shade, command a view of the events, and have the trees on the banks of the creek in the distance. There were between 600 and 700 people present, many in motor cars having a little difficulty in, finding their way under the aqueduct to the ground, but the council is at present effecting improvements to the road. A merry-go round was a source of pleasure to the children, and the Northcote Soldiers and Citizens Band under Bandmaster Gore, de-lighted everyone with their varied selections of good music.” “Cr. E. J. Andrew, president of the Park Committee, said it was the first function held in the park, and although the citizens have guaranteed £420 towards it, there is still some-thing owing. Mr. W. H. Everard, M.L.A., who can always be relied upon to attend any gathering which draws the people together, said that he and Mrs. Everard had great pleasure in being present to declare the park open. He congratulated the Eltham people upon their public spirit, and the new park would be more appreciated in years to come. The other park is a splendid one, but it is far away, and one is required close to the station, so that young people can have a day's enjoyment, without having to go far from the station. The trouble in Victoria is not having enough parks. The early settlers did a lot in getting park lands, but the present generation is not doing enough. Eltham people are entitled to the highest commendation for their action, and Cr. Andrew and the council are to be thanked for what they have done. What is wanted is ingress and egress so that people can get in comfortably. When he was motoring in his wife said, "Surely you are not going down that precipice," and he replied that he would go anywhere where the people were. One of only three remaining early 20th century shops in the former Little Eltham district. The bootmaker's shop was operated by John Henry (Harry) Clark from about 1930. Clark was originally a photographer along with his brothers William (Will) Charles Clark and Clement Kent Clark. They operated as Clark Bros Photographers based at 25 Thomas Street, Windsor (Prahran) from about 1895 to 1915 at which point the premises was demolished.. Brother Clement died in 1912. From about 1910 Harry was living and working as a photographer in Eltham and was recorded on the electoral rolls as a photographer from 1915 up to and including at least 1928. He boarded with Thekla Jarrold and the Jarrold family in the Jarrold family cottage (Whitecloud). By 1931 he changed his profession to Bootmaker and Thekla Jarrold built him this litrtle shop circa 1930 on the corner of her property next to the family home. He was well regarded by all as a fine leather worker and operated as a Bootmaker from his little shop at least until 1954. He died at St Vincent'e Hospital in Dec 1956. Very little public record exists of Harry in the papers either as a photographer or bootmaker, one incident was reported in 1935 when he witnessed a girl on a bike come crashing down Dalton Street and across Main Road into the pond next to his shop. Newsletter No. 116, September, 1997 846-848 MAIN ROAD ELTHAM Nillumbik Shire Council has granted a permit for a funeral parlour on land which includes this site at the corner of Main Road and York Street. The site contains an architect's office in a building which was formerly a shop and dwelling dating from the 1920's. The proposal requires demolition of this building which is one of the few remaining old shops which formed the rather spread out "town centre" of Eltham. Prior to making its decision the Council obtained a report from Graeme Butler and Associates, the heritage consultants who carried out Stage 1 of the Nillumbik Heritage Study. The report summarized the historical significance as follows:- "This brick comer shop with associated residence has potential local historical significance as a late 1920's grocer's shop, now much altered and one of only a few shops of that era left in Eltham's Main Road. This significance is qualified by the many changes. The other examples are better preserved and still function as shops." With this type of expert advice it is difficult to make a strong case for preservation of the building although, of course, it is a shame to see it demolished. The report includes details of the site itself and its history based on research carried out by Carlotta Kellaway. The building dates from the late 1920's when it was owned by C.R. Nicholls. From the early 1930's it was Charles Cockroft's grocery shop and he also ran a grain store there. According to his daughter, Edna Brown, he delivered groceries around the district taking his truck as far as Kangaroo Ground. In 1950 he shifted to Traralgon. Since then several different businesses have operated from the site including a bottle merchant and produce store. Conversion to the present office use involved alterations to the shop front and rebuilding the galvanized iron store at the rear. Mount Beauty High School was proclaimed in 1963 with 213 pupils, 12 staff members. The enrolments and staff numbers increased as the Kiewa Hydro Electric Scheme continued to be constructed . 1. Also titled: Eltham Shire "As We Are"The 'As We Are' Community Banner Project was the first major Community Arts project initiated and co-ordinated through the resources of the Shire of Eltham. It was originally conceived and inspired by a local textile artist, Tracey Naughton, who, together with the Community Services Manager of this local government council, made the idea a very concrete and flourishing reality. As the following report reveals, the project grew from the original fourteen or so intending participant groups to fifty-seven banners; expressions of those diverse groups' interests and identities. As a first major project it was rightly felt by Tracey Naughton, who became the Shire's first Community Arts Officer in March 1985, that it should be fully documented, so that an appraisal of the extensive growth of this community arts development process could be assessed. Given the time and money available to do this the writer, Jacky Talbot, and her advisors, decided it was appropriate to select fifteen or twenty banners for detailed analysis. This was done by taping interviews with members of the chosen groups. The groups were chosen to cover all ages participating, from the toddlers in the Playhouse to our grand elder citizens in their Nursing Horne, and to cover a wide range of different types of groups - schools, scouts, churches, youth issue based, and the numerous women's groups of various combinations, localities and concerns. ·. Some groups who presented their banners for the culminating highlight of this project - the Exhibition, held at the Eltham Community Centre on October 9th, 1986, had no contact with the Shire or project co-ordinator, but heard about the project through the local news' networks or other participants. The extent of community participation was enormous. It involved hundreds and hundreds of people. It changed some people's lives, enlivened others. As a first step on a new road its success is notable. The women wanted to do something for Hiroshima Day and suggested that a workshop be set aside to make a banner. The artist was concerned about the remaining time scheduled for the project and spent several days "whipping" up the banner herself. For the artist this banner was to prove quite significant. The women hung it at the Community Notice Board on Hiroshima Day and were photographed by the local newspaper publicising the group and drawing wider community attention to the remembrance of the day. Although no new members joined the group from this activity, the artist felt that she was more fully accepted by the group afterwards. This banner has initiated a small group of women committed to peace. The artist has also continued to liaise and meet with the women as time permits. Future group plans include: making kimonos to wear when carrying the banner, participating in the Palm Sunday March, an observance of Hiroshima Day activity, which is yet to be decided, establishing contact with a sister-town in USA and USSR and supporting Eltham Council's stance as a Nuclear Free Zone. This is a traffic report of the Warrnambool Tramway in 1880. The Warrnambool Tramway ran from the south end of Fairy Street near the present day railway sheds past the site of the old Woollen Mill, then extended towards the Warrnambool Bay on the easterly side of the site today of the Lady Bay Apartments and on to the Tramway Jetty. The Tramway was completed in 1858 and was horse-drawn. It was leased to private individuals until 1864 when the Warrnambool Council took over the management. The Tramway closed in 1890 when the Breakwater was opened and it had its own spurline from the railway station to the end of the Breakwater. The 1880 report shows that contractors were paid over £300 and that 26, 409 tons of potatoes and 9167 bales of wool were carried by the Tramway in that year. This report is of interest as it shows the operations of the Warrnambool Tramway in 1880. J. J. Leahy set up his retail electrical business in 1946 selling fridges, stoves and washers after commencing work wiring peoples’ homes in the late 1940’s. He developed the business into a large retail store and electrical contracting business which operated locally and Australia wide... He also ran Beattie and Phillips Funeral directors. The electrical business had several locations along Koroit Street before finally establishing on the south east corner of Fairy and Koroit Street. Jim died in November 26th 2008. The store is still run by his nephew Robert Askew. Jimmy Leahy was involved in the City council for a number of years and served as town mayor. The minutes contained in this book especially the information written in the Managing directors reports, provides an overview not just of a business but of business practice and the changes which occurred in life over the 40 year period. It contains events such as the introduction of television, refrigerated dairies and dates for tenders for major building programs such as WIAE, East Warrnambool School, Town Hall. This Warrnambool Botanic Gardens Study and Report was funded by the National Estate Grants Program of the Australian Heritage Commission and the City of Warrnambool. It was monitored in progress by a Steering Committee consisting of representatives of the Botanic and Public Gardens Advisory Committee, the Warrnambool City Council, Friends of the Warrnambool Botanic Gardens and National Estate Grants Program representatives and community representatives. The Warrnambool Botanic Gardens were first sited close to the Hopkins River in 1859. In 1869 the gardens were relocated to the present day location in Botanic Road. This plan is of some importance as it gives an overview of the history and current condition in 1995 of the Warrnambool Botanic Gardens and draws up a plan for its future development. It is useful for research and for consideration by the City Council today of policy making and further development of the gardens. This is a publication containing a master plan for the Warrnambool Botanic Gardens. It has a section on acknowledgements, a summary, eight chapters, and 14 appendices. The pages are bound with plastic rings, the front cover is plasticized with an aerial photograph of the Botanic Gardens and surrounds and the back cover is lightweight cardboard.
