Dugal MacDougall was born in Scotland and came to Victoria in 1852. He was initially a farmer at Kyneton and in 1855 he purchased a produce store in Golden Square but in 1859 he turned to mining. In 1861 he married Mary Ann Brocklebank (1843-1891). In 1867 he was elected to the Sutton Ward of the Sandhurst Council but resigned from this position to become the Bendigo Town Clerk, a position he held until his death in 1879. Charles Perry was born in Cornwall in 1832 and came to Victoria when he was 25. He and John Hunter established a fuse factory in Wattle Street. Perry designed and patented a safety fuse that he was then able to put into production in 1875. In 1889 the business was sold to Bickford Smith and Co., English fuse manufacturers, who continued to manufacture fuses until 1912. Perry was active in community affairs and served as a councillor for the Sutton Ward in 1902.
