Legal record - Plans and Contract, Arthur H. Cutler, Architect, Warrnambool Town Hall, 1890-1892
This is a set of documents including three sheets of blueprint plans for the New Town Hall and Offices for Warrnambool, created in 1890 by the Architect Mr Arthur H. Cutler of Melbourne. The Contract was signed by the Town Mayor for Warrnambool, Mr William Simpson on May 7th 1890. Also, a Council copy of the Contract dated 26 June 1890, with the signatures and diagram where the two official stamps would be placed. The Foundation Stone was laid the following year by the next Mayor, John Hyland on February 24th 1891. The contractor for the building was granted to W. Kellas (William) of Warrnambool. The Town Hall and Offices were built on the corner of Liebig and Timor Streets in Warrnambool. On March 20th 1983 the new Performing Arts Centre was opened y the Mayor, Councillor R w Andreson, on the same site. The new building incorporates the 1890 Town Hall building. The plans, contracts, documents and various references to people on the documents are significant to the history of the City of Warrnambool and its community. The Warrnambool Town Hall building is also significant for the many community events held there over the decades after it was built. Appreciation for the significance of the almost century-old Town Hall building is demonstrated by its inclusion in the new Performing Arts Centre.Set of five documents that includes Plans for the Warrnambool Town Hall, the Contract cover page and a letter from the Architect to the Council. First known development on this site was the establishment of the Government Camp from the early 1850s. It was established to accommodate officials, troopers and police who were needed to administer the goldfields. Some permanent buildings were constructed. Lack of materials and bad weather prolonged the building of more permanent buildings and most men were still living in tents. Area was known as Camp Reserve. In 1864 a subdivision map shows the reserve be used for Public Buildings. Library applied for land on corner of Sturt and Camp Streets in 1878. 1880s plans show section of the reserve be used for a Free Library and Reading Room. Lease was granted and the old mining boardroom was initially used. Land for additional building to house a Museum and Art Gallery sought and agreement reached in 1882-3. Compensation paid to owners and library granted the land. Plans for a new library building with tower and lantern roof abandoned due to lack of funds. It wasn't until 1895 that a solution to funding was found and the library was able to begin constructing the complex of buildings on the Free Library Reserve. A number of changes have occurred since 1910s - the Classical Revival facade replaced with an angled facade in a stripped Classical style with Art Deco features and high parapet. Book - Charles Steedman, 1867, Manual of Swimming
Charles Steedman was headmaster of Williamstown Grammar School from 1870-76 and 1885-90. In 1870, under agreement with school trustees, Sir George Verdon and John Courtis, he leased the school under a seven-year lease, effectively saving it from closure. Steedman had previously been manager of Sandridge Baths and a champion swimmer of Victoria. His 1867 book, 'Manual of Swimming', was the first major technical contribution to the sport of speed swimming and water safety, for which Steedman was inducted into the Sport Australia Hall of Fame in 2006. As headmaster of Williamstown Grammar, Steedman initiated a student produced school paper called 'The Schoolboy' (surviving editions can be accessed at the State Library of Victoria), added swimming lessons to the curriculum and opened enrolment to girls in 1885. The book contains nine illustration plates featuring line drawings of a human figure in the positions detailed by Steedman in his text. These drawings are attributed to O.R. Campbell. Oswald Rose Campbell is best known for his appointment (1876-1886) as drawing master of the School of Design, a department of the Public Library, Museums and National Gallery of Victoria. He taught (and famously disagreed with) the likes of celebrated Australian artists, Tom Roberts and Frederick McCubbin. O.R Campbell taught drawing and painting at Williamstown Grammar in the early 1870s.The book holds historic significance for Westbourne Grammar School, having been written by a former headmaster and very important figure in the history of the school. It evokes our early history as an emerging grammar school with links to prominent athletes, artists and gentry of colonial Melbourne. Blue cloth covered case-bound book, with debossed decorative scrollwork in each corner and in the centre of front cover, and gilt lettering on the spine. 270 numbered pages, nine illustration plates (one adjacent to title page, eight as end pages).On title page, handwritten inscriptions in brown coloured ink. Dr.Pat, a brand of both cigarette and pipe tobacco, are produced and sold by Imperial Tobacco Australia. It is an aromatic blend of Irish and other fine cut tobaccos. Dr.Pat is sold only in New Zealand and Australia. Imperial Tobacco Australia Limited is the smallest and most recently formed of the tobacco companies operating within Australia. Imperial Tobacco Australia was established to coincide with the merger of WD & HO Wills Holdings Limited and Rothmans Holdings Limited as British American Tobacco Australia. At the time of the proposed merger, concerns were raised about the likelihood for reduction in competition in the Australian marketplace, thereby potentially causing a breach of Section 50 of the Trade Practices Act 1974. The Australian Competition and Consumer Commission agreed to permit the merger to proceed, on condition that another tobacco company enter the Australian market. The UK-based Imperial Tobacco Group was invited to enter the Australian market and in September 1999, Imperial Tobacco Australia commenced operations.26, 27 As part of the agreement allowing the formation of British American Tobacco Australia, Imperial Tobacco Australia was sold a portfolio of cigarette, roll-your-own tobacco and cigarette paper trademarks previously owned by Rothmans or WD & HO Wills for the sum of $325 million. The purchase gave Imperial Tobacco Australia an opening market share of 17.1%.27 Imperial Tobacco Australia ranked third in cigarettes sales in 2009, with a volume share of 16.2%. Award - Commodore John W Crosbie Memorial Cup
Following the death of Past Commodore John Crosbie in 1986, his long time friend from College days, Club member George Silley, was left a sum of money with which he was to handle John’s affairs. This George Silley was reluctant to accept, and in turn he offered half each to both R.M.Y.S. and R.B.Y.C. for the purchase of suitable Perpetual Trophies. The conditions agreed upon at R.M.Y.S were:- 1. The trophy to be named ‘Commodore John W. Crosbie Perpetual Trophy’. 2. To be awarded annually for: ‘The Club member of the year for his contribution to the Squadron’s Activities’. 3. Recipients of the Trophy must be nominated and seconded by Members of the Squadron. Selection criteria to be determined by the Committee, Flag Officers and General Committee. On receipt of the Trophy, April 1987, the Squadron then had it suitably engraved to George Silley’s liking by the Squadron’s engraver. In his modesty, for personal reasons, George Silley did not wish to be recognized as the donor. This agreement was not strictly adhered to, as evidenced in Annual Reports for the years 1990 and 1991, both of which rightfully credit G.A. Silley as being the donor. In 1988, for reasons unknown, and contrary to the donor’s conditions agreed upon, a further and as it turned out, erroneous inscription not to George Silley’s liking was added to the Trophy, as above. The first recipient of the Award was Les Williams in season 1986/1987. The award is by nomination from a Proposer and Seconder. General Committee then reviews the nominations received.Deep sectioned silver bowl standing 230mm high to flared lip edge, on thick sectioned stem with annular ring about mid-section, flaring out to shaped, stepped footing. Has large shaped handles, top attachment in form of seahorse heads. Mounted on 85mm high round black base, flaring out to stepped, shaped footing. In 1914, Mr and Mrs Arthur Hooke gave the name ‘Wandinong’ to their newly purchased property in Blackburn. The name was inspired by a recent cycling trip to Wandin in the foothills of the Dandenongs, as well as the title of a favourite book, Ethel Turner’s ‘The Camp at Wandinong’. Their property and the surrounding district had originally been owned by a series of property investors and speculators, and while some of it had been cleared for grazing, most of it was still covered in virgin bush; thickly covered with trees and undergrowth and rich in wild flowers and bird life. A small section of the Hooke’s property was cleared sufficiently to r\erect a house and some outbuildings, but the rest was left as n nature intended. Mar Arthur Hooke was a local property valuer but never owned a car, preferring to attend to business on his bicycle. He was still riding his bicycle in his eighties. Meanwhile, Mrs Hooke had developed a keen desire that the ‘Wandinong’ property remain intact; that it should ultimately be set aside as a place of refuge where like-minded people could go to enjoy peace and quiet amongst the native birds and bushland.|To this end, Mr and Mrs Hooke liaised with the Nunawading Council and an agreement was reached whereby the council would assume ownership of the property on their deaths. When Mr Hooke died in 1972, his wife transferred the land over to the council the following year. Mr and Mrs Arthur Hooke’s Grandson, William, and granddaughter, Christine, recently donated their grandmother’s bicycle to the Whitehorse Historical Society. They recall that their grandfather’s bicycle was given to a representative of the Nunawading Council for safekeeping some years ago. Camp Premises Agreement and negotiations mentioned on page 3. Melbourne Legacy provides camps for junior legatees. The camps gave the children an opportunity of a summer beach holiday with other Legacy children. It started with camps on the property of Legacy founder, Legatee Stan Savige, who had a place in Balnarring, close to the beach. Permanent camp buildings were built in 1930. These documents relate to those buildings. Legacy Somers Camps continued intermittently at Stan's property until it was decided in 1951 to make other arrangements for holidays. Including two other camps in the Somers area: Lord Somers Camp and the Somers School Camp (owned by the Education Department). Camps provided for junior Legatees have been very important from early in Legacy's history. In the 1920s Legacy started camps at Stan Savige's property at Balnarring. By the 1930s a permanent camp kitchen and building had been built at Somers Camp. Margaret Stevens was the inaugural Head of Nursing at the Ballarat College of Advanced Education from June 1985 until her retirement in 1989. During the 1980s there was a growing acceptance around Australia that Nurse Education needed to be more science based to allow nurses to cope with the vastly increased appearance of technological devices in the hospital wards. The response was to shift such training into Higher Education institutions. The State Government decided that Nurse Training in Ballarat should move from the Hospital to Ballarat College of Advanced Education. in 1986. Margaret Stevens had been a senior Nurse Educator at the Ballarat Base Hospital for many years and was selected by mutual agreement between the two institutions to devise the new course and plan its implementation so that it would gain the approval of the Nurse Registration authority. In addition to consulting widely with other Nurse Education specialists and supporting departments in Ballarat College of Advanced Education, Margaret negotiated with over 70 medical establishments to work out arrangements by which the students would be placed in work experience as required by the course. She was also involved in the required additional staff appointments and in planning for a new building on Campus. The course was commenced in 1986 and the transition successfully achieved, thanks largely to Margaret's diligence. In 1987 the Review of Registration of Health Practitioners interim report was published by the Health Department Victoria. Margaret Stevens was appointed by the Health Minister to represent the College of Nursing, Australia. This was a landmark review with long-reaching implications. At the time of her death on 23 March 2015 she was a member of the Board of Ballarat Community Health, and was identified as follows R.N.; B.App.Sc (Nursing); Post Basic: DipEd(N); Kellogg Fellow (USA 1984-85), M.Ed. Letter - Text, Letter to The Trustees, Clubhouse, Recreation grounds for the Blind, 16/5/1957
Letter to the Trustees outlining the outcomes of a recent meeting, as the minute book was unable to be located. Below is a summary of the letter. The death of W.H. Paterson is mentioned and the recommendation to the Committee that the clubhouse by named in his honour was unanimously accepted, however requires the agreement of the Trustees. The remainder of the letter covers the past five years. The Victorian Association of Blind Cricketers are requesting the erection of a shelter shed and scoring boxes. Complaints have been received about horses using the park, which have been passed to Malvern Council who advise they have also received similar complaints from the general public. A fence is required but a lack of finance has delayed this action. The Clubhouse is being used for more activities including a dance class, indoor bowling club, pottery and craft work, therefore a new switchboard and rewiring were completed. In October 1955, the State Government offered funding through local councils, however despite a representation to the Minister, the Malvern Council were not willing to expend funds to the Association as they had committed to build an Elderly Citizens Club. A large signboard was repainted and a new signboard erected at the front entrance, along with a light controlled by a clock. The Clubhouse has also been used one night per month by the local branch of the RSL and occasional use by the Teachers College for inter College sports. There has been cooperation with the L.T.A.V. (Lawn Tennis Association of Victoria) during tennis championships, and although the Committee recognise the need to do more with the area, the impending homes been built at Ballarat and Bendigo have been a limited factor. Document, Circular to the Members of The Melbourne Legacy Club and The 'Carry on' Club (H10), 1937
This circular was issued to both Legacy Club of Melbourne and The 'Carry On' Club of Melbourne, and signed by presidents: JHB Armstrong for Legacy and WL Sinclair for Carry On. It was after a series of annual conferences between the two clubs and shows an agreement between the clubs on the spheres of work carried out by each club to prevent duplication of effort. As a general rule, Legacy would concentrate on the care of widows and children of DECEASED servicemen; the 'Carry On' Club would focus on the LIVING ex-servicemen and their dependents. A note was made that the Intermediate Legacy Club was a group formed of sons of deceased soldiers who had progressed through the Junior Legacy Club and now 'interest themselves in the physical well-being of totally and permanently incapacitated ex-servicemen.' When an ex-serviceman dies leaving dependents the case will be transferred from the Carry On Club to Legacy, with the occasional exception. Employment: 'Legacy will pass to 'Carry On' the employment opportunities or vacancies that can be filled by ex-servicemen or their dependents in instances were Legacy is unable to fill such vacancies from it's own register' and vice versa. Welfare: close liaison is important and copies of reports will be transferred when transferring cases. These resolutions and discussions about them are shown in the minutes of the "Combined Meeting of Members of Legacy and 'Carry On' Clubs held at Legacy Club Rooms on 27 May 1937, which is the second document included here. Present for Legacy were Legatees Armstrong, Russell, Birrell, Kemsley, Clements. And present for the 'Carry On' Club were Messrs Hall, Pears, Masterson, Neil and Ramsay. The notation H10 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. A record that Legacy was in contact with similar clubs with the intent of sharing the work load and not duplicating effort. The Bethanga Bridge was built between 1927 and 1930 as a joint venture between Victoria and New South Wales and was a key element of the River Murray Waters Agreement. It consists of nine spans of 82 metres long. Each span is supported between double reinforced concrete pylons and a riveted steel camel back Pratt truss. The overall span of the bridge is a length of 752 metres. It was completed in 1929 at a cost of £194,000. The road deck was initially constructed from timber but was replaced in 1961 with a concrete waffle slab deck 7.7metres wide. In 1961 the bridge deck and truss structure were raised 300 millimetres to allow for the enlargement of the lake. The bridge was designed in NSW by road engineer Percy Alan and the trusses were built by the Charles Ruwolt Pty. Ltd. Charles Ruwolt Pty. Ltd. was originally established by Charles Ruwolt as a foundry at Wangaratta in 1902 and transferred its operations to Richmond, Melbourne in 1914. By 1938 it had become one of the biggest engineering companies in Australia. After Charles Ruwolt’s death in 1946, Vickers Ltd. acquired the company and in 1948 the firm became known as Vickers Ruwolt Pty. Ltd. Because of the Bethanga Bridge’s unique location, over the waters of a dam with the border running down the centre of the body of water, the Bethanga Bridge is the only built structure shared by both Victoria and New South Wales. As the border of New South Wales aligns with the southern bank of the Murray River all of the other bridges along its length are deemed to be in New South Wales. The Bethanga Bridge is listed on both the New South Wales State Heritage Register and the Victorian Heritage Database. Howard Murray (Pat) Lightfoot (1904-1991) served as President for the Association for the Blind in 1952-1954 and 1964-1972 respectively. He joined the Association in 1938 as a sighted member of the General Committee, and was part of the group that dealt with the breakdown of a uneasy financial agreement that existed between the RVIB and AAB, the incorporation of the AAB under the Charities Act and the development of a rehabilitation centre at Kooyong for those who wished to have support without a residential component. After losing his father at an early age, Pat Lightfoot began working as an office boy for Nicholas Pty Ltd, later studying and becoming an accountant - such skills highly needed by the newly incorporated Association. According to 'No Sight, Great Vision', he was a highly skilled communicator, whose friendly and approachable manner won over most of those who opposed his presence on the general committee due to his sight. His support for and recognition of the work done by Mr Paterson led to him standing aside for the position of President and nominating his friend until the Committee overrode him in 1952. His appointment signaled a change in how the organisation was run, and introduced John Wilson as Secretary as well as Stan Horsfall as Treasurer in 1953, which helped move the administration style from social volunteering to business thinking. Health concerns caused him to resign in 1954, however when his health improved he rejoined the Committee in 1958 and again became a key worker in keeping the organisation financially healthy. The "H.M. Lightfoot Centre" - a two storey building attached to Paterson Hall was named after him. The Occupation involved approximately 130,000 Americans (both military and civilian) and about 35,000 British Troops based in Japan. SCAP (Supreme Commander for the Allied Powers), led by General MacArthur, wrote a new constitution for Japan. As Japan needed to rebuild their economy after the war, part of the agreement to allow them to export goods out of their country was that they had to mark 50% of all items with "Occupied Japan" or "Made in Occupied Japan." This could be done with a paper label, cloth label (as on scarves, doilies, clothing), engraved, handwritten or stamped. Thus, you may come across things, such as a salt and pepper set, where only one of the pair is marked OJ and the other will just have "Japan" on it. Framed portrait of Thomas Marks who was President of the Association for the Advancement of the Blind 1900, 1935-1937. It is part of a series of paintings commissioned by the VAF Board to commemorate the work of past presidents of the organisation. Mr Marks sits at a table, wearing black tails and pants, a white pleated dinner shirt and black evening dress bow-tie. One hand rests next to a cup and saucer, the other rests on his lap. Tom Marks was educated at the Royal Victorian Institute for the Blind. He was a founding member of the Association for the Advancement of the Blind (now Vision Australia) at its establishment in 1895. He went on to serve as President of organisation in 1900 and was later appointed as a part time paid secretary – an office he occupied from 1904 to 1927. He again served as President from 1935 to 1937 during which time he celebrated his 80th birthday. As the living conditions of many blind people were deplorable at this time – they were often confined to a room or shed without any social contacts – it was realized that support for blind persons was needed to serve as a refuge for the oppressed, a home for the indigent, a rest home for the sick and a convalescent home to provide both respite care and permanent accommodation. Mr Marks had a reputiation of having good contacts and being able to use people with more knowledge than himself. An able musician, Tom Marks was often employed in the homes of wealthy families. As a result he met Mr and Mrs Grimwade who were already supporters of Vision Australia. They organized a gymkhana to raise money for the nucleus of a building fund. From this time Tom Marks was involved in the finances of the centres at Brighton, Ballarat and Bendigo, which were the ultimate result of the fund.
