Petrol rationing was gazetted in May 1941. Australia's lack of fuel storage options and the diversion of tankers bringing fuel here forced the government to begin rationing. Initially it was proposed that consumption should be reduced by 50% but this was modified to 1/3 reduction. People had to apply for a petrol licence and this was then used to obtain ration coupons. Initially coupons were issued on a 6 monthly basis but this was reduced to 2 monthly and allowed people roughly 2000 gallons per year. Coupons allowed for 1, 2, 5, 10, 44 and 100 gallon amounts depending on need. eg. private, commercial, farm use. This certificate is an invitation to the Evening Reception in Melbourne in 1901, an event which was part of the celebrations in Melbourne to commemorate the Federation of the six colonies into the six States of Australia in January 1901. The certificate was sent to the invitees after the event as a souvenir of the occasion. The certificate was designed by the artists Julian and Howard Ashton and lithographed and issued by Sands and McDougall Limited of Melbourne. This particular certificate was sent to George Rolfe and his wife Annie. George Rolfe (1836-1919), a tea merchant from Melbourne, began buying blocks of land near the mouth of the Hopkins River in the 1870s. By the early 1880s he had acquired 50 acres of land in the town and several nearby farming properties. He used the buildings on the land at the mouth of the River Hopkins as holiday accommodation and called this property Lyndoch. Rolfe improved this property adding stables, jetty, boathouse, bone and chaff sheds, reservoir and windmill and extensive gardens. Rolfe spent most of his later life at Lyndoch. Today the property is the site of an Aged Care Facility. This certificate is of considerable importance for two reasons: 1. It is an attractive and valuable memento of a signal event in Australia’s history – the Federation of the States in 1901. 2. The certificate was an invitation to Mr and Mrs George Rolfe. Rolfe was a prominent person in Warrnambool in the late 19th and early 20th centuries. This is a multi-coloured certificate mounted on a piece of grey cardboard. The certificate is highly embossed and has a figure of Britannia in a red dress and a mailed vest holding a shield with the Union Jack emblem. Britannia is extending her hand to a figure of a younger woman representing Australia. This figure is dressed in blue and holds a shield which has a blue cross with white stars. The borders have vines and vine leaves and the Royal Crest is at the base of the certificate. The painter of the work is unidentified. While the frame was made in Brisbane, the artwork is likely to be European in origin. The framer, William Lewis Hamilton, trading as A.L. Hambleton is listed in a Commonwealth of Australia Gazette of 1917. (No.113) in an application for copyright. The donor's ancestors, who included a number of amateur artists, lived in Coorparoo, Queensland.Oil on canvas mounted in an elaborate gilt wooden frame. This is the badge of the Australian Commonwealth Horse which was a mounted infantry unit of the Australian Army established during the Second Boer War in 1902. It was the first expeditionary force established by the Commonwealth of Australia following Federation in 1901 and the first to wear the Rising Sun Badge, a design chosen by the British Commander in Chief of the Australian Forces, Sir Edward Hutton. This Rising Sun Badge was the second version of a military badge used by Australian soldiers in 1902.This badge is of great interest as the hat badge worn by the Australian Commonwealth Horse in the Boer War. This medal was awarded to the school children of Australia in 1951 to mark the fiftieth anniversary of the Federation of Australia. The design was chosen after a competition, with the valuable cash prize of two hundred guineas. It was won by John Wolfgang Elischer for his depiction of a man hand-sowing wheat. The wheat has grown to represent the seven States of Australia on the other side of the medal. Elischer was an Austrian sculptor and an Associate of the Royal Academy who arrived in Australia in 1935. During his first year he was an industrial designer for pottery. Elischer, P. Hurry and John Farmer together held an exhibition of works at the Athenaeum, Melbourne, in June 1937. Elischer later received commissions for sculptures including the King George V Memorial in Bendigo (1938), a bronze fountain for Sir Russell Grimwade in Toorak and a bust of Archbishop Mannix for Newman College, University of Melbourne.
