The official opening of the Colac-Beech Forest railway took place on Wednesday, 26th February, 1902. On a typical Beech Forest wet day the train halted at the bottom of Gardner Hill for the opening party led by the State Governor, Sir George Sydenham Clarke, to walk up to the Ditchley Park Hotel for the official banquet in the adjoining hall. The menu of four courses plus coffee was assembed by the caterer, Chas. D. Straker. A letter from the M.B. Ryan, Deputy Commissioner of Department of Repatriation about a meeting with Legatee Frank Doolan in November 1925. They had met to discuss Legacy wishing to cooperate with the department in the administration of its Scheme for the Education of the Children of Deceased and Totally Permanently Incapacitated Soldiers. He goes on to outlines ways Legacy can help and details of the scheme. The notation H48 in blue pen shows that it was part of the archive project that was trying to capture the history of Legacy. A menu card for a dinner given to farewell Group Captain Thomas W White, D.F.C., V.D given by his friends on the occasion of his appointment as High Commissioner for Australia in the United Kingdom. Although this dinner on 25 June 1951 was not an official Legacy function, many of the names such as S.H. Birrell, F.J. Doolan and J.G. Gillespie on the back page under the heading 'Hosts' are recognisable as Legatees. This may not have been an exhaustive list of attendees, as evidenced by the abbreviation E.& O.E. (errors and omissions excepted) following the list. T W White was knighted during his term as High Commissioner, but died of a heart attack in 1957 only a year after he retired to South Yarra. The food served at the dinner was typical of the times but the pudding (Bombe Nesselrode) is worthy of mention - it was a frozen pudding which was popular in the Victorian era, flavoured with chestnuts and maraschino, which is not often seen today. According to www.historicfood.com it was 'originally made by the French chef de cuisine Carême in 1814 for the diplomat Count Karl Von Nesselrode and became the most popular ice pudding of the nineteenth century, particularly appreciated by the English upper classes.' The menu card may have been collected by one of the Legatees that were present and added to the archive.A record that Legatees held very significant positions in their lives outside of Legacy. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Although this book revolves around the supply of power(Electricity) from brown coal it does cover the period 1937 onwards when the Kiewa Hydro Electricity Scheme was first mooted. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. he Band was raised in 1969 and wears the Fletcher of Dunans tartan in honour of the Police Commissioner at that time, Mr Phil Fletcher. It celebrated its 40th anniversary in 2009 with a Grand Gaelic Ball attended by more than 300 people. Membership of the Band is voluntary and currently includes three serving police officers (including Drum Major Constable Dean Walker) and one Special Constable. Strathfieldsaye was first incorporated as a road district on 20 August 1861, and became a shire on 17 September 1866.Strathfieldsaye Council was suspended on 20 July 1993, with a commissioner appointed, after allegations of the council being divided and unworkable.On 7 April 1994, the Shire of Strathfieldsaye was abolished, and, along with the City of Bendigo, the Borough of Eaglehawk, the Rural City of Marong and the Shire of Huntly, was merged into the newly created City of Greater Bendigo. Prior to the election of female Councillor's and Mayors, the Mayoress role as wife of the Mayor, was one of the few ways women could officially undertake civic duties. Mayoress's made important contributions through their charity work, even stepping in on occasions to undertake Mayoral duties. Mayoress Giudice was born Beatrice Annie Harvey in Bendigo and became the first Girl Guide Commissioner in Bendigo. The Giudice family was associated with the Lyric Theatre, the Bendigo United Breweries, Shamrock Hotel and the Bendigo Lyric Photo Plays. Premier 23rd January 1893 – 27th September 1894. Born in Alnwick, England, Sir James Patterson (1833-1895) migrated to Victoria in 1852 to try his luck on the goldfields. After little success he turned his hand to farming, and later operated a slaughter yard at Chewton. Patterson served on the Chewton local council, being elected mayor four times before moving with his wife Anna and family to Melbourne in 1870. Patterson established a real estate business, and after two unsuccessful attempts to enter parliament in 1866 and 1868, he won the by election for Castlemaine in the Legislative Assembly in December 1870. He would hold this seat until his death 25 years later. Patterson served in Sir Graham Berry’s brief August to October 1875 government as Commissioner of Public Works and Vice-President of Board and Land Works. He repeated these roles two years later in Berry’s second government and additionally served as Postmaster-General, and in Berry’s third government was Commissioner of Railways and again Vice-President of the Board of Land and Works. In April 1889 after a time in Opposition, Patterson became Commissioner for Trade and Customs in Duncan Gillies’ Government. The following year he returned to the familiar positions of Public Works, Board of Land and Words and Postmaster-General. By 1891 Patterson was leader of the opposition, and when William Shiels’ government succumbed to a motion of no confidence, led by Patterson, he became premier on the 23rd of January 1893. During his premiership, James Patterson was also Chief Secretary and Minister for Railways. His term as premier coincided with a period of severe economic depression, and his enforced economies earned Patterson few public admirers. In May 1893 his government attempted to prevent a run on bank withdrawals and stabilise the sector, by declaring a 5 day 'bank holiday'. Patterson was awarded a knighthood in May 1894, however this did not increase public confidence in his government who were not returned to power in the August 1894 election. Again leader of the opposition, James Patterson died suddenly of influenza on the 30 of October 1895.This portrait was presented to Sir James Patterson by 'grateful citizens of Victoria' in appreciation of his services during the land boom depression. In 1929 the painting was donated to the Victorian Parliamentary Library by H. Lavinia Patterson, the wife of Sir James Patterson's nephew Colonel George Patterson.Oil on canvas, framed.
