This cottage-like dwelling has changed ownership several times since it was first built in the 1850s by local tanner John Pearson. The Living and Learning Centre as we know it today is the product of the energetic, reforming era of the Whitlam Government. Set up by the local council in 1974. 20th Eltham Community Festival and last under the auspices of the Shire of Eltham. The Grand Parade focussing on the theme "Echoes of Eltham - Celebrating the visions of Eltrham from the past and into the future" was headed by Jock Read on his horse Lofty who had been filmed in an Anzac Day Parade on an earlier horse which had featured in the television show Matlock. The parade travelled north along Main Street to just past the Post Office then back south to Panther Place. One of a series of videos "Stories from the Nillumbik Shire with Geoff Paine" Geoff Sandy, Parish Historian and Archivist gives a history of the church which was opened 12 December 1861. It is constructed of polychrome bricks (lots of different colours). References a long relationship of over 159 years between the church committee and the Eltham Hotel across the road for refeshments for church events. The land was donated by Henry Dendy, the founder of Brighton where he lived for five years before going bankrupt and moving to Eltham where he bought a steam powered flour mill on the banks of the Diamond Creek at the end of Pitt Street. The church is heritage protected as well as the 1870 parsonage, Dendy House. It was always meant to be a much bigger church and extended along the north wall. This was finally achieved in 2014. Shows views inside of the original section and the extension. Also discusses the original tall windows on the south with gold trimming and other windows with gold trimming. Some original windows have been replaced by stained glass. Discussion about the Patron Saint of the Church, Margaret of Scotland. The original window made for £1 by Yuri and Fergusson in Melbourne and possibly one of the first made in the Colony of Victoria was relocated to the north wall during the 2014 extension. The crucifix was made by Matcham Skipper. Also features the Honour Roll. The walls of the extension are mudbrick, timber from a variety of sources and very much in keeping of the character of Eltham. The bell and bell tower are original. Shire of Eltham Archives: Series 69, Item 2 This video was produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the 'Spirit of Eltham'. Shire of Eltham Archives: Series 69, Item 4 This video was produced for the Shire of Eltham by IMP Productions and provides a description of the shire, 277 square km on a north/northeast axis, some 25 km northeast of the centre of Melbourne with a population of around 40,000. Scenes include Yarra River, rural settings and urban settings, housing estates, Shillinglaw Cottage, Pigeon Bank at Kangaroo Ground, the Eltham Railway Trestle Bridge with reference to the fight by locals in the 1970s to save it from replacement, Montsalvat, mudbrick making and its use as a building material, the use of mudbrick in the Eltham Community Centre blending harmoniously with the environment. Emphasises people living in the area due to the qualities of life provided. Shire of Eltham Archives: Series 69, Item 5 Video opens with panning view of completed kinder from Frank Street followed by images of the centre under construction then opening day speeches. Introduction and welcome by Mandy Press (Executive Officer, Shire of Eltham) with speeches by the Hon. Pauline Toner, Member for Eltham and Shire president, Cr. Alan Baker. The Hon. Pauline Toner acknowledged Shire President Alan Baker and her parliamentary colleagues Vin Heffernan, Neil Brown and Bob Halderson and Councillors; three levels of Government which led to the achievement of the kinder, and gave special thanks to the Council and parents for the forward planning to accommodate children from babyhood to school with childcare, kinder and baby health facilities all combined in one facility in the middle of parkland in a residential area. Shire President Cr Alan Baker then followed to formally open the centre. The site had been identified in early 1985 at that stage only as a pre-school but with an opportunity to develop, the additional services were driven by Cr Baker. Though a very long name, its simple message is "Care for Kids." Designed by architect Neil Biggins of Clark, Hopkins and Clark. Cr Baker stated that the theme of "people living in the environment" was very much encapsulated by the facility. Cr Baker informed that the construction of the facility had led to some concerns with a reduction in open space and potential traffic generated to the facility and those users of the facility were asked to ensure their use is sensitive to the local residents. Cr Baker talked about the financial costs and how the Federal grant funding was no longer as plentiful as previous and that the Victorian Government had come to the assistance thanks to Pauline Toner covering some other costs as well as the ongoing running costs of around $40,000. The Federal Government contributed $233,000 out of a childcare component rather than preschool. Cr Baker thanked Mandy Press again as well as Shire Engineer, John Stanton. Cr Baker also acknowledged Ed Latanzio who was in charge of the project, along with his colleague Alan Lansdowne; Gary Bartlett and his team for the exterior surroundings to the facility. He mentioned that Neil Biggins the architect had said not many Shire Councils show the same commitment to the exterior surroundings as the interior which was a credit to the Council and Gary Bartlett. He also thanked Bev Vern, Council's preschool advisor who assisted in developing the programs; Grant Roberts from Federal Office of Childcare for assisting the Cooperative in setting up the funding program; the builders George Takola and George Apted; Michelle Matello who undertook the needs analysis that identified another preschool was required; Cathy King who assisted in the development of the childcare program; Pat Grundy and Susan Forbes, Council officers who assisted with the development of the services and the members of the preschool committee. In addition, local residents and in particular Helen, Peter and Chris who advised Council of their concerns and worked with Council to overcome these issues; members of the Interim Steering Committee and the Directors of the Childcare Co-op. Cr Baker stated that the Co-op nature of the facility and the location of the three services under one roof was unique and the task of the programs was to be led by Annie, Dianne and Lynn Afternoon tea and activities followed the unveiling of the plaque. Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows views of hilly gravel roads and graders at work maintaining them. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Views of Wingrove Park to emphasise this maintenance by machinery in some areas is too damaging and introduced species, etc must be removed by hand. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna. In 1906, Australia produced The Story of the Kelly Gang, claimed to be the world’s first commercial feature-length fiction film. Shot on location outside Melbourne, the film traces the life of the legendary Australian bushranger, Ned Kelly. The 1906 film is believed to have been about one hour in length. Only fragments, approximately 15 minutes survive, the majority of the cellulose nitrate film stock degrading. In 2006 with meticulous restoration work by the National Film & Sound Archive, nearly a quarter of the film was pieced together and digitally restored by Haghefilm preservation laboratories in Amsterdam. The film's narrative has been reconstructed based on the original footage and intertitles. Additional titles (based on text from original program booklet) and associated material has been inserted to provide a more complete sense of the original production. The monument with time capsule was established by the Shire of Eltham Historical Society to commemorate Victoria’s 150th anniversary and mark the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. The unveiling was conducted 10 November 1985 by Cr. Mary Grant (Shire President). The monument was constructed with a concrete base and the main feature is an old tyring plate or disc. The Time Capsule Ceremony involved lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule contains items relating to present day (1985) Eltham and its people including a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is to be opened in the year 2035. The Society received an excellent response from local people, firms and organizations by way of assistance with this project. Graham Beyer, who originated the project, arranged many of the donations. He and his firm, Package Handling Equipment, donated the time capsule itself and carried out fabrication of sections of the monument. The design of the monument was adapted by Graham Beyer from drawings by Joh Ebeli. Charmac Industries donated the container for the time capsule and a cast gun metal name plate for the monument. BMG Concrete donated concrete for the base which was constructed by Caridi Construction Company. Northbourne Garden Supplies donated materials for the paving around the monument. Robert Becker from Eltham Apex directed construction of the paving by Society members. Terry Hutchinson donated the use of his crane to lift the tyring disc into place. Financial contributions were also made by the Eltham Chamber of Commerce and the Rotary Club of Eltham. In 1987 in commemoration of the Society’s 20th Anniversary, Joh Ebeli suggested the commissioning of a plaque to be added which explains the functions of the various items used in the Society’s Victorian 150th Anniversary Monument and this was unveiled by its designer, Joh Ebeli, on October 10, 1987. Circa 2010-2012 the monument was damaged through vandalism. The mounts for the ring had been broken.
