Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. The Ozone Coffee Palace was built in 1890-1891. It was designed by Mr J McLeod. It was grand in design and decoration. The term Coffee Palace was used to describe temperance hotels which were built during the 1880’s -1890’s. They typically were multi-purpose and had a large number of rooms for ballrooms and leisure activities. Coffee palaces were aimed at families in coastal areas and inner city locations. Examples of some are The Windsor Hotel Melbourne, Ozone, Queenscliff and Kilbreda Convent in Mentone. The bottom part of the advertisement is a testimonial written by Brassey and Sybil De V Brassey, Lord Brassey being Governor of Victoria around 1895. Their visit to Warrnambool and their stay at the Ozone sparked a much needed interest in the Ozone. In 1896 the price to stay at the Ozone was two pounds two shillings and it remain in business for several years but in 1910 it closed after losing money for many years. It remained closed until it was bought by Mr Howard Lawson in 1920. It continued to struggle financially. It was burnt down in February 1929. When the Ozone was built in1891 it was the largest building in Warrnambool. It occupied a prominent position on the corner of Koroit and Kepler Streets. The grand architectural style in which it was built, was used for a number of similar buildings throughout the state. A photo of a teenager hanging out from sail boat in a harness. It came from an envelope with other camp photos. The newspaper article on 12 January 1977 says it was a day where junior legatees were treated to sailing activities by yachtsmen of Westernport. The boy was Wayne Cowards 15, of Morwell getting some practice on the trapeze of a Flying Dutchman. The boys were at Somers Camp and the girls had been holidaying in the Legacy Camp at Kew. The Legacy envelope was marked "P6 Junior Legatee Camps and Hols" in red pen, and dated Jan 1977 in pencil. The contents will be items 00418 to 00425. Melbourne Legacy provided camps for junior legatees - the children of deceased servicemen. It started with outings to the property of Legacy founder, Legatee Stan Savige, who had a place in Balnarring. Permanent camp buildings were built and with an association with Lord Somers (Governor of Victoria) it was called Somers Camp. A copy of an Anzac Day Address at the Anzac Commemoration Ceremony for Students in 1939, given by the Eric Russell, President of Legacy. It was stored with documents about the building of the Shrine and another speech from a students' service. Legatee Russell had served in World War 1 so was very close to the events he was talking about. The ceremony provides a valuable opportunity for students to gain an appreciation of the Anzac spirit, the significance of the Shrine and the meaning of Anzac Day. The ceremony is usually attended by representatives from schools throughout the state and the Governor of Victoria. The text says: 'Over twenty years have passed since the events that we are commemorating today took place. As time goes on, our memory of incidents grows dimmer, but our understanding of the whole war and of the tremendous efforts that were made at Gallipoli grows clearer. Particularly do we realise, when we look back, that Australia grew to be a nation during those years of anxiety and endeavour, of which Gallipoli was for us the beginning. . . . "A record of a ceremony at the Shrine for school students. The text of the speech is significant in that it was written by a man who had served in World War 1 and knew first hand what it meant to be part of the first Anzacs. Kew War Memorial is a fine example of a classical style war memorial design. Built in granite and marble as a circular temple supported on ionic columns, its design takes advantage of the centrally-located site and allows a clear view of all faces of the memorial. It honours 917 local residents who served in World War One. Kew Municipal Council appointed a sub-committee in June 1919 to consider a suitable war memorial to commemorate soldiers from the district. In August 1920 the land in front of the Post Office was transferred to the Council for the purpose. A competition for the design of the Memorial offered prizes of offered were £50, £15 and £10. The estimated cost was not to be more than £3500 F. Bruce Kemp won first prize, but Council later rejected the design constructing the Memorial to the original design of former Kew Council Mayor and notable Melbourne architect Harry W. Tompkins. The War Memorial was unveiled by His Excellency the Governor of Victoria, Lord Stradbroke on 30 August 1925 in front of 5,000 people. Newspaper articles about the Christmas Party held at Government House in 1960. One is from The Age on 12 December 1960 and two from The Herald on the same day. Melbourne Legacy would hold Christmas parties for junior Legatees at Government House for many years due to the Governor of Victoria being patron of Legacy. Two photos show the Governor Sir Dallas Brooks the reins of a miniature mail coach drawn by two small ponies. Sitting with the Governor is 10 year old Sandra Fitzpatrick of Moe. Children would come from all over Victoria. Two other photos show archery with the Kew City Bowman providing instruction of archery to the children. Judith Berry was instructing Ken Barberis 8 years old. Also a photo is of Mickey Hodder, 11, of Lower Templestowe and Ivy Murray, 5, of Box Hill. The articles were cut from the newspaper and pasted into a scrap book of press clippings. This photograph depicts the visit of Sir Rohan Delacombe and Lady Delacombe (on right) to Beechworth in 1965. Also present are Shire Secretary Graham Gray and Mrs Gray (left), and Shire President J McCauley and Mrs McCauley, centre. His Excellency Sir Rohan Delacombe (1906–1991) was appointed Governor of Victoria on 8 May 1963 and served until 1974, when he was replaced by the first Australian-born governor, Sir Henry Winneke. Born on 25 October 1906 at St Julians, Malta, Sir Rohan was the second child and only son of Addis Delacombe, a British army pay officer, and his wife Emma Louise Mary, née Leland. The Delacombe family seat was Shrewton Manor, near Salisbury, Wiltshire, and several generations of Delacombes had served in the armed forces. Sir Rohan took up his role in Australia following long and distinguished military and diplomatic career. He is reported to have taken great interest in local events and politics, and at the time this image was taken, he and Lady Delacombe made several appearances as guests of local government representatives at centres around Victoria. This photograph is historically significant for its record of the visit of Sir Rohan and Lady Delacombe at Beechworth in 1965. A black and white photo of men and boys all wearing cowboy style hats. The label implies it is the first Junior Legacy camp at Somers in 1926. Legacy was founded in 1923 so this is a very early photo. The label on the back says: "Extract from 'Legacy' by Claude Blatchford. At Christmas 1926, a camp for boys was held at Balnarring on the property of Legatee S G Savige. It is impossible to over-estimate the advantages and benefits these camps afford. An annual camp, under discipline must be regarded as conferring the very greatest benefits. The first camp in 1926 was for seven day and thirty two boys went under canvas. Seven tents were used, and tent commanders were appointed. The lads were rostered for duties and their time was otherwise taken up in swimming, fishing, shooting and cricket. Standing orders and daily routine orders were issued, and it is to the credit of the boys that the discipline was excellent." (Blatchford 1932). The Fred Rochow Railways Collection incorporates photos related to the operation of the Wodonga Railway Station including different types of trains and railways staff C. 1930 – 1990. It was donated to the Wodonga Historical Society by Fred Rochow, a railwayman who spent many years based in Wodonga. He joined the Victorian Railways on 17th June l947 and retired in 1988. For some time, he was a member of the Australian Federated Union of Locomotive Enginemen and served a term as a member of the Trades Hall Council. He had an extensive knowledge of the struggles that took place to achieve better conditions for railway workers. Fred worked for many years as a fireman and then worked his way up the ranks to driver, experiencing many changes from the days of steam locomotives through to diesel trains, locomotives and even the modern XPT train. He worked throughout Victoria at different stages of his career, with his final working years focused on the northeast of Victoria and the Albury to Melbourne line. After his retirement, Fred continued to share his love of steam miniature trains with the community.This collection has local and statewide significance as it captures images of trains, locomotives and personnel who operated the railway services in Wodonga and throughout Northeast Victoria. The railways played a critical role in opening up Victoria and connecting Australia for trade, business, social communication and transport.The "Spirit of Progress" on a test run prior to its official launch being hauled by Locomotive S303. It was named the C.J. LaTrobe after the1st Lieutenant-Governor of Victoria, Charles Joseph Latrobe. Considered by many to be Victorian Railways' greatest passenger locomotives, the 4 S class steam locomotives were the first 3 cylinder steam locomotives. This small class was built to run the Melbourne to Albury passenger trains and spent their entire careers on the North East line. They were built unstreamlined and ran in this condition until 1937. The streamlining modifications complimented the all new "Spirit Of Progress" carriages. The S class ran the "Spirit" until 1952 at which time the newly delivered B class diesels took over. The 4 S class locomotive which were allocated to the "Spirit of Progress" were S300 - the "Mathew Flinders", withdrawn in September 1954, having covered 1,379,791 miles. S301 - the "Sir Thomas Mitchell", withdrawn in October 1953, having covered 1,414,367 miles. S302 - the "Edward Henty", withdrawn in July 1954, having covered 1,446,468 miles and S303 - the "C.J. The St Kilda Presbyterian Church is now part of the St Kilda & Balaclava Presbyterian Church. Its first service was inaugurated by the Free Church Synod of Victoria in May 1855, in a building at the corner of High Street and Alma Road. In October 1855 the congregation moved to a wooden building in Inkerman Street, purchased from the Independent (Congregational) Church. The present church site was purchased and the first church opened in 1860. The foundation stone for the present church building, the second to be built on the site, was laid by the Governor of Victoria, Sir Henry Brougham Loch, on 27 January 1885. The building was opened on 30 May 1886. Wilson and Beswicke were the architects. Ralph Wilson designed the Methodist church on the corner of Princes and Fitzroy Streets and lived diagonally opposite the Presbyterian church. Charles Beswicke had toured Britain and the Continent in 1886 armed with a camera and returned to Australia with photographs of what he considered the greatest examples of architecture. He was responsible for the town halls in Brighton, Malvern, Hawthorn and Essendon and Wesleyan churches in Camberwell and Dandenong. Thomas Corley was the builder. The lofty spire was ‘a landmark to the mariner’ used by sea captains sailing up Port Phillip Bay. There were at least three 1880s vessels named Lady Loch, all built in Victoria; a river launch (ca 1884-ca 1916, originally named Lady of the Lake), a steamer ferry (1884-1920s) and a government lighthouse tender steamer HMV Lady Loch (1886-1962.) The carved wooden panel was removed from the HMV SS Lady Loch before the vessel was scuttled in 1962. About HMV SS Lady Loch: - The HMV SS Lady Loch was an iron steamship built in Footscray, Melbourne, by Campbell, Sloss and McCain in 1886 for the colonial Victorian government’s Department of Trade and Customs. It was armed with a 6-inch gun and two 1-inch Nordenfelt guns. The Sydney Morning Herald of 27th January 1888 describes the vessel in detail. It even comments on the interior of the Saloon “The wood work … is on a very elaborate scale and is exceedingly neat …”. The HMV Lady Loch performed Customs duties and serviced the lighthouses along the coast. The scale could have measured goods for the Customs Tax, or for measuring out supplies for the lighthouse keepers. The vessel was named after Lady Elizabeth Loch, wife of Sir Henry Loch, Governor of Victoria from 1884 to 1889. In 1932 Lady Loch was converted to a hulk and used in Brisbane, and finally scuttled in 1962 at Moreton Bay, Queensland. The carved wood panel has importance due to its connection to the 1886 HMV Lady Loch, a vessel of great significance to Melbourne’s shipbuilding industry. It was the largest auxiliary vessel in the Victorian Colonial Government’s fleet and the first prominent vessel launched by Melbourne’s shipbuilding industry. It is significant to the history of the Victorian era and the colonial navy's steamship HMV SS Lady Loch. The vessel carried out Custom's work, and the scales were available to weigh goods that could attract taxes and goods for distribution to lighthouse keepers. The HMV Lady Loch was also important part of Victoria's maritime history, its communication with and support of the lighthouse keepers along the coast of Victoria.Heavy carved wooden panel, square, representing a framed plaque. The bottom and right edges are scalloped on the outer and inner edges. A carved oval within the frame represents a wide belt with buckle and tongue, and indents for the belt holes on its left and a carved inscription runs from top centre to bottom centre on the right side of the belt. Within the belt is the maritime symbol of an upright anchor in front of a rope. Letter to the Trustees outlining the outcomes of a recent meeting, as the minute book was unable to be located. Below is a summary of the letter. The death of W.H. Paterson is mentioned and the recommendation to the Committee that the clubhouse by named in his honour was unanimously accepted, however requires the agreement of the Trustees. The remainder of the letter covers the past five years. The Victorian Association of Blind Cricketers are requesting the erection of a shelter shed and scoring boxes. Complaints have been received about horses using the park, which have been passed to Malvern Council who advise they have also received similar complaints from the general public. A fence is required but a lack of finance has delayed this action. The Clubhouse is being used for more activities including a dance class, indoor bowling club, pottery and craft work, therefore a new switchboard and rewiring were completed. In October 1955, the State Government offered funding through local councils, however despite a representation to the Minister, the Malvern Council were not willing to expend funds to the Association as they had committed to build an Elderly Citizens Club. A large signboard was repainted and a new signboard erected at the front entrance, along with a light controlled by a clock. The Clubhouse has also been used one night per month by the local branch of the RSL and occasional use by the Teachers College for inter College sports. There has been cooperation with the L.T.A.V. (Lawn Tennis Association of Victoria) during tennis championships, and although the Committee recognise the need to do more with the area, the impending homes been built at Ballarat and Bendigo have been a limited factor. Three documents relating to the redevelopment of Legacy House that was completed in 2006. In a message from the President published in the Bulletin, Legatee Bill Rogers mentions the official opening of Legacy House by the Governor of Victoria Professor David DeKretser AC on 25th August 2006. Also that two new tenants had been secured, IGA and Starbucks. The refurbishment had been necessary to upgrade the lift, provide better wheelchair access and comply with regulations. The notice also mentions an increased use of Direct Mail and the launch of the Torch Society in April. Second document was a reprint from a Press Release in 1957 when Sir Dallas Brooks officially opened Legacy House after purchase and refurbishment. The refurbishment was the first time Legacy approached the general public for funds as 90,000 pounds had been required. It also tells of the history of how Legacy acquired the David H Dureau Memorial Building through funds donated by a donor in 1944, a different property was purchased then sold and funds used to buy 293 Swanston St in 1956. The third document was the address that Bill Rogers spoke at the official opening on 25th August 2006. It mentions Bert Dennis, a former Junior Legatee, was donating the proceeds from an auction of a Dennis Family Homes project the following day. The newsletter from December 1952. It featured the Governor of Victoria Sir Dallas Brookes on the cover. There was an article about the 1952 Demonstration including 4 photos. There had been a scene with Father Christmas called 'Toymaker's dream' with toy soldiers, dancing dolls, Chinese dolls with shiny hats and golliwogs. Other items included 'Totem Tom Tom' with the senior girls dress as native American maidens. They also performed 'Good Queen Bess' in elaborate costumes with Linda Bulllivant playing the lead. Also the fantasy on the Grieg Concerto, which was a graceful ballet. Juniors and intermediates provided 'Anchors aweigh' with 'mopping the decks,' and 'flag dance' with each girl holding two Union Jacks. With figure marching and Sailors' Hornpipe as well. There was an article about a career in the police force. Also news from the boys' groups and Intermediate Legacy (ILC). A newsletter published by Legacy in this format for many years from 1942. It mentions "Issued from time to time for Private Circulation among the Sons and Daughters of Deceased Service men and Merchant Seamen who served their Country during the War of 1914-18, or the present War". Many articles on the work of Legacy, including features on boys classes, girls classes, camps, the residences and where their past residents ended up. On November 11th 1926 the Shire of Eltham War Memorial Tower at Kangaroo Ground was opened. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future. Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. From: Historic items for Diamond Valley Community Radio September 1990 (EDHS collection) On November 8th, 1951, the memorial was re-dedicated by the Governor of Victoria, Sir Dallas Brooks with the addition of the names of men from the Shire of Eltham who fell in the Second World War. Further wreaths were added subsequent to this image in time for the 2001 Reembrance Day service to commemorate the men from th shire who had fallen in the Malayan, Korean, Borneo and Vietnam campaigns.
