N. J. Tillings Timber Factory was part of the Brougham Street, Light industrial area, Eltham. This is one of 7 B/W 8x10 inch photos with notes on obverse by Dick Crichton. Accompanying letter from Florence Chrichton 2013 : "Originally sent to Shire of Eltham Engineer, Mr. McDonald. [These photographs were part of their campaign to the Shire of Eltham in 1975] claiming that the zoning regulations were being breached by the occupants of various factories in the nearby light industrial zone [Brougham Street, Eltham] - to the detriment of those living in adjoining residential zones, and that, despite .. earlier objections and complaints, nothing was done about it." "The Tilling Group was established in November 1963 and began as a small factory in Eltham Victoria. This item wasused before diesel, electric and battery drilling apparatus were used by farmers, and other trades requiring a portable yet reliable method of drilling holes. As this item is a 3/4 inch hole drill it would be suitable for fencing and providing holes for structural studs. As with all outdoor farm equipment, man power was required (be it the farmer or farm hands). Fitness of the operator was at a high standard but protective gloves were not highly thought of as it was before occupational, health and safety regulations became mandatory over all manual handling activities, be they on rural properties or town/city factories. This period was one where the male ego was at its pinnacle i.e. the harder the tasks the more of a man was required. Hard manual work was not only the "way to go" but also a necessity. Evolution of cheap portable electric/battery powered tools opened up a more efficient method available, especially to those with less muscle strength. This item personifies the rugged environment of the rural workplace. The Kiewa Valley with its main emphasis on farming and grazing provided ample opportunity to use this construction implement. The manufacturer being a Scottish tool company is very significant in the era when this hole maker was in high demand. British steel products were of high grade and had a good record of reliability. The reliability of any tool was a solid factor for farmers and tradesmen in this semi-isolated region (Circa early 1900s) within the Kiewa Valley and its regional area. This factor,although not as crucial, post 1960s, when Asian manufacturers entered the market place and produced cheaper tools and transportation and supplies was more frequent and reliable, the need for the more expensive British made tools diminished considerably. After the influx of tradesmen from war torn Europe (post 1945) and the increased availability of tradesmen in the Kiewa Valley and its region the price of tools was and still is not as crucial and the cost of all required tools has become a minimal part of the equation. It is only with the emerging younger trades person, farmer and grazier, who have more, "one eye on production costs" and no "old ties to the motherland" inert mind set that quality tools such as this auger and other hand tools "must be made to last a life time" is no longer part of the modern work environment.This cast iron, hand operated Auger has a short barrel shaped cylinder at one end (known as the "Eye") and at the other end a Helical screw blade (screws the cutting edge into wooden material, thereby creating a hole 3/4 inch diameter in the wood) . The barrel section at the top permits a metal or wooden leverage plank to be inserted. The main rod has a 180mm long cutting/screw blade running from the bottom up towards the "eye" end. From the end of the screw blade to the handle is 380mm and cylindrical, but this changes at 550mm from the "eye" end to a 14mm x 10mm rectangular shape shaft.This shaft end is welded to the "Eye".On the shaft below the "eye" is stamped " MATHESON GLASGOW" on the front side and a spade (cards) symbol on the back.auger, hand drill, fencing, tool, rural trades, brace & bit -

This photograph shows a young Wilfred Busse wearing work clothes in the Australian bush. These clothes were all chosen for their practicality in the Australian bush, and create together a distinctive style that is easily recognisable. While it initially appears that he wears long boots, he actually wears shorter shoes with an additional leg protection called gaiters. These protected the legs and were particularly useful to Australian settlers to protect from snake bites. His trousers, or breeches, are of a similar style to the ones issued as Australian Army regulation during the First World War, which were baggy around the thighs and became tighter below the knee. His long shirt protects him from the harsh Australian sun, and he wears an iconic Akubra hat for sun protection on his face. It is assumed that this photograph shows Busse when he was working on a Station in Victoria in his twenties, which is supported by the style of his clothing and his age.This photograph is significant as it shows Wilfred Busse as he appeared in his younger years, presumably on a Station in Victoria. Newspaper clipping from the Geelong Advertiser? dated 5-3-1956, titled "Buses take over North Route" about the last tram running on the Sunday night and buses taking over Monday (item written it would appear for the Tuesday paper). Gives bus passenger numbers and bus numbers for the evening peak on Monday, quotes Mr. F. P. Mountjoy of the Transport Regulation Board who visited Geelong. Last paragraph notes that some Belmont trams will run to the railway station to connect with the "important" trains from Melbourne, until the closure of the Belmont service on March 25. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. This inset was published to commemorate the Curlip Festival on 28/30 November 2008 and the P.S. Curlip 11 launch. The Snowy River Mail is an East Gippsland Newspaper. The original PS Curlip was a paddle steamer built in a Tabbara sawmill in 1889 by Samuel Richardson and his sons. It was operated along the Snowy River in Australia's Gippsland region between 1890 and 1919, before being washed out to sea, and broken on Marlo beach, by a flash flood. The Orbost and district community started a project in 2002 to construct a live steam powered replica, albeit somewhat larger than the original to meet safety regulations and carry additional passengers for commercial reasons, the Paddle Steamer Curlip II with the assistance of grants from the Federal and Victorian State Governments.Construction was started in earnest by shipwright, Bill Jones, in August 2006, and with the assistance of roughly 200 volunteers (a core group of 10 performing the majority of the work), she was finally completed and launched on the Snowy River in late November 2008. The construction of P.S.Curlip 11 was a community project which began as a project to re-engage the timber-working community of Orbost. The construction and launch was a major community event. The local newspaper, The Snowy River Mail, documented its progress on a regular basis.An insert from the Snowy River Mail newspaper dated November 2008. They date from the 1890s to the 2000s. These postcards may or may not include the name of the publisher or printer. A number of the cards were published as parts of popular series. A way of dating early postcards is to identify whether the reverse was divided by a central line which became the norm after 1902 in the United Kingdom. Set of two letters between Mr. P. J. Pringle of ESCo Ballarat and Mr. D. Murdoch, General Manager of the TB Melbourne and a copy of the Victorian Government Gazette of Wed. 20/3/1929 regarding fares along the same routes that trams and buses travel. In Bendigo and Melbourne, the fare by bus was 1 penny more than the tram. 1976.1 - Victorian Government Gazette - No. 32 - 20/3/1929 - pages 1067 to 1124 - with page 1081 highlighted on the front cover in blue pencil and a ESCo date received stamp (16/4/1929) on the front cover. Page 1081 details the City of Bendigo's By- Laws and Regulations No. 58, pursuant to the Urban and Country Act of 1927, relating to Motor Omnibuses. Details the requirements of bus owners in the Bendigo district, definitions, licence fees, routes and fares, timetables over five pages. Following this item are similar regulations for the Shire of Mildura (p1086). Item 335H x 210W, consisting of four staple sections. Damaged on left hand edges, particularly around page 1081 where the two letters were pinned. (Removed at time of cataloguing). Also yellowing and damage due to silver fish along bottom edge. Printed by H.J. Green Government Printer, Melbourne. 1976.2 - Letter from Mr. P. J. Pringle (ESCo) to A. D. Murdoch Manger TB dated 16/4/1929 forwarding a copy of the Bendigo Motor Bus regulations and noted that where the buses traversed the tram routes, the fare is 1d more and that the buses have regular service schedules. Licence fee is 5/- per annum per passenger that the bus can carry. Mr. Pringle thought that this was inadequate. Also notes the cost of insurance. On ESCo letterhead - two pages white paper, has been folded into 6, pinned in the top left hand corner., damaged on the right hand edge and top left hand corner. Size 262H x 203W. 1976.3 - Carbon copy of letter from Mr. Murdoch to Mr. Pringle on pink paper, dated 20/4/1929 thanking of the advice and noting that on the Melbourne - Brighton - Caulfield route, the minimum fare where the bus traverses the same route as the tram, is 5d, while the tram fare is 4d. All corners damaged or folded, silver fish damage on right hand edge. Size - 336H x 2089W. The Tasmanian Parliament made provision for 'the teaching of the principles of technical education' in the Education Act (1885). Regulations specifying courses of instruction and establishing a committee of Technical Education followed in 1887. The first government Technical School opened in Hobart in 1888, offering evening classes in technical art and applied mechanics. Two months later a school was established in Launceston. Small classes were also held in regional centres and Schools of Mines were established in Zeehan, Queenstown and Beaconsfield. Curricula quickly expanded to include subjects ranging from mineralogy and metallurgy to commercial economy, beginning the long tradition of directly linking the schools with the interests of business and industry. The Technical Schools largely worked independently, with varying degrees of success, until 1916 when a Commission of Inquiry recommended the integration of technical education into the state education system. The outcome was a new Technical Education Branch, formed to administer Technical Schools and Schools of Mines and to provide a structured technical education system, comprising distinct trade certificates and applied sciences, engineering and arts diploma courses. 00343.1 Application to the Department of War Organisation of Industry for approval to make renovations to the Hostel, including a copy of the approval from Kew Council. It outlines change need to number of toilets and shower facilities as per regulations for Boarding and Lodging Houses 00343.2 Reply granting authority to commence building operations to the value of £290. Holmbush was the first hostel for children that Legacy started and operated from April 1943. It was later renamed Blamey House after another hostel called Blamey House was closed. Melbourne Legacy ran three residences: Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950), to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. With the establishment of the large heavy industrial zone at Hastings in the late 1960s, which included the BP oil refinery using the Port of Hastings at the north-western arm of Western Port, a number of environmental problems predicted by both scientists and conservationists arose. The main shipping channel on the western arm of Western Port was dredged, causing suspended particles affecting seagrass beds. With inadequate regulation around discharge of bilge water within the bay, and oil spillage, oil pollution affecting both seabirds and coastal areas was not uncommon. This report of 40 penguins actually known to have been killed by an oil spill event was typical of reports at the time. The 2 men quoted – Vernon Johnson and Ken Pound – were well known conservationists. Vernon and his wife Nora owned the Kingston Gardens picnic and zoo business where they cared for many injured wildlife. Ken was a Phillip Island counsellor for a few years, and instrumental in the establishment of the Phillip Island conservation Society. He also contributed various documents and newspaper cuttings to this archive.This article is significant for being a record of an exact number of penguins found dead from oil spill pollution in Western Port. Also as a record of conservationists in the early years of community and environment movements both locally and in Australia.
