These meetings were held at the Kooyong office and the minutes include Present, Chair, Apologies, Minutes, Matter arising from minutes, Correspondence, Life governors, Election of members, Nominations, Reports from Regional Blind Members groups. Some highlights are: 30/6/1990 under the capable leadership of Mrs Elsie Germon the schools programme has been re-convened. Regular visits are being made to primary schools. Speakers are accompanied by sighted guides. 9/8/1991 Executive Director, Mr John Cook reported merger of the Braille & Talking Book Library with AFB. First radio appeal for 3RPH raising over $30,000, opening of the new Baringa Day Centre at Shepparton. 30/6/1996 the annual report highlighted the Centenary of AFB it was noted that self-help has always been the major emphasis underpinning the work of the Blind Member's Council. The Tilly Aston Fund raised over $1/2 million for the new National Information Centre. The peer support work and monitoring of services, ensures that we give back something to AFB, for the support we receive. BMC representatives made 70 visits across the State. The Council registered the Tilly Aston Rhododendron as a lasting way of acknowledging the work of our founder. 19/9/1997 The Chairman welcomed those present to the second combined meeting of the AFB and the Tilly Aston Customer Council. The Council welcomed the change in Articles and Memorandum of the Association and the formation of the Tilly Aston Customer Council which allowed all customer of the Association automatic membership and input to the monitoring of services. The department of Veterans Affairs organised for an Australian contingent to attend the 75th anniversary of the Gallipoli landings in April 1990. Legacy was asked to nominate 8 junior legatees to be included. This memo accompanied a copy of the report about the trip to the listed Legacy clubs. The report (item 02335) outlines the itinerary and contains the written accounts of the trip from the 8 junior legatees. Document, Meeting of the Assessors of 1939 War Memorial Thesis Competition held at the Shrine of Remembrance on 23.12.47 at 4 pm, 1947
After the second world war there was a decision made to create a memorial for the 1939-45 War at the Shrine. A competition was held and 53 entries assessed. The first prize was shared between two submissions and the third prize money was also awarded. These two documents show that Legatee Kemsley was one of the Assessors who decided the basis of design for the memorial. The notes of a meeting of the Assessors show that Mr W. Balcombe Griffiths, Mr Marcus Martin, Colonel Kemsley and Sir Edmund Herring (Chairman of the Shrine Trustees) were present when the winning design was chosen. The design was later completed as the Forecourt in the shape of a paved cross, built in 1953, and the Cenotaph surmounted by a statuary group and the Eternal Flame. The memorial was dedicated and the flame set alight by Her Majesty Queen Elizabeth II on February 28 1954.A record of the decisions made by the committee that chose the design of the memorial for the 1939-45 war that was built as the Forecourt, the Cenotaph and the Eternal Flame at the Shrine of Remembrance. Legatee Kemsley was on the committee. From the Argus, Friday 18 July 1879:- SAFETY MINING CAGES. The report of the board on safety mining cages was laid on the table of the Legislative Assembly fortnight The board, which has tested the following inventions Nances, Williams patent, Jackson and Middleton's patent Sesmours patent, Allans patent, and Hassan a patent, reports as follows - 1. That the preponderance of evidence given by miners and others qualified to form an opinion is strongly in favour of the adop-tion of a safety cage for general use in the mines of this colony, provided that a reliable invention can be brought forward, and its practical utility satisfactorily determined 2. That in view of the rapid increase of cage accidents, and supported by the evidence before them, the board are of opinion that some special provision should be made to check such a prolific source of danger as is shown to exist in the working of the shaft and machinery employed for winding purposes. 3. That this check could be imposed by means of such a regulation as that at present contained in the statute, i e -" Every cage used in a mine shall be fitted with special and suitable appliances to prevent its sudden fall down a shaft and also to prevent its coming into contact with the poppet heads." The board, however, consider that mine proprietors should be permitted to exercise their own discretion in the selection of safety cages, but safety hooks and balance catches must be used in connexion with every case 4. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Each year an Annual Report was produced outlining the year's activities, award winners ,professional development of staff, graduation of students. The courses taken and specific groups are also outlined. Sponsorship was important for the continuation of VIOSH. It was stored with sheet music that came with the 'Changi violin' donated by the family of Roy Arnel. It was on display in 2nd floor function room until 2024.
