1. The moral lexicon of the Warlpiri people of central Australia LR Hiatt This paper discusses words that match ?Good? and ?Bad?; examples of ?Good? and ?Bad? behaviour; morality and law; and egalitarianism and dominance. It also presents a comparison with Gidjingarli (Burarra). 2. Mobs and bosses: Structures of Aboriginal sociality Patrick Mullins (Mount Druitt, NSW) A commonality of Aboriginal social organisation exists across the continent in communities as different as those from the Western Desert across to Cape York, from the towns of New South Wales and Western Australia to cities like Adelaide. This is found in the colloquial expressions ?mob? and ?boss?, which are used in widely differing contexts. Mobbing is the activity where relatedness, in the sense of social alliances, is established and affirmed by virtue of a common affiliation with place, common experience and common descent, as well as by the exchange of cash and commodities. Bossing is the activity of commanding respect by virtue of one?s capacity to bestow items of value such as ritual knowledge, nurturance, care, cash and commodities. Mobbing and bossing are best understood as structures in Giddens? sense of sets of rules and resources involved in the production of social systems, in this case social alliances. Mobbing and bossing imply a concept of a person as a being in a relationship. Attention needs to be given to the way these structures interact with institutions in the wider Australian society. 3. Recognising victims without blaming them: A moral contest? About Peter Sutton?s ?The Politics of Suffering: Indigenous Policy in Australia since the 1970s? and Gillian Cowlishaw?s replies Ma�a Ponsonnet (Universit� Paris- 8-Saint-Denis) Peter Sutton?s texts on Aboriginal violence, health and their politicisation are replied to using his methodology, and acknowledging his convincing points. Sutton rightly denounces a lack of lucidity and scientific objectivity in anthropological debates. These inadequacies impede identification of what Aboriginal groups can do to improve their situations for fear that this identification would lead to blame the victims. At the other end of the ethical spectrum, those who advocate a broader use of what I will call a ?resistance interpretation? of violence fail to recognise victims as such, on the implicit grounds that seeing victims as victims would deprive them of any agency, on the one hand, and entail blame, on the other hand. I aim to define a middle road between those views: the idea that victims should be acknowledged as such without being denied their agency and without being blamed for their own condition. This middle road allows identification of the colonisers? responsibilities in the contemporary situation of Indigenous communities in Australia, and to determine who can do what. Secondly, I show that Sutton?s texts convey, through subtle but recurrent remarks, an ideology of blame rather than a mere will to identify practical solutions. As a consequence, some of his proposals do not stand on a solid and objective causal analysis. 4. 'You would have loved her for her lore?: The letters of Daisy Bates Bob Reece (Murdoch University) Daisy Bates was once an iconic figure in Australia but her popular and academic reputation became tarnished by her retrograde views. Her credibility was also put in doubt through the exposure of her fictionalised Irish background. In more recent times, however, her ethnographic data on the Aborigines of Western Australia has been an invaluable source for Native Title claims, while her views on Aboriginal extinction, cannibalism and ?castes? are being seen as typical of her time. This article briefly reviews what has been the orthodox academic opinion of her scientific achievement before summarising what is reliably known of her early history and indicating what kind of person is revealed in the 3000 or more letters that she left behind. 5. What potential might Narrative Therapy have to assist Indigenous Australians reduce substance misuse? Violet Bacon (Curtin University of Technology) Substance misuse is associated with adverse consequences for many Australians including Aboriginal and Torres Strait Islander peoples. Extensive research has been conducted into various intervention, treatment and prevention programs to ascertain their potential in reducing substance misuse within Aboriginal and non-Aboriginal communities. I explore the potential of Narrative Therapy as a counselling intervention for assisting Indigenous Australians reduce the harm associated with substance misuse. 6. Bone points from the Adelaide River, Northern Territory Sally Brockwell (University of Canberra) and Kim Akerman (Moonah) Large earth mounds located next to the vast floodplains of the lower Adelaide River, one of the major tropical rivers draining the flat coastal plains of northern Australia, contain cultural material, including bone points. The floodplains of the north underwent dynamic environmental change from extensive mangrove swamps in the mid-Holocene, through a transition phase of variable estuarine and freshwater mosaic environments, to the freshwater environment that exists today. This geomorphological framework provides a background for the interpretation of the archaeology, which spans some 4000 years. 7. A different look: Comparative rock-art recording from the Torres Strait using computer enhancement techniques Liam M Brady (Monash University) In 1888 and 1898, Cambridge University?s Alfred C Haddon made the first recording of rock-art from the Torres Strait islands using photography and sketches. Systematic recording of these same paintings and sites was carried out from 2000 to 2004 by archaeologists and Indigenous Torres Strait Islander and Aboriginal communities as part of community-based rock-art recording projects. Computer enhancement techniques were used to identify differences between both sets of recordings, to reveal design elements that Haddon missed in his recordings, and to recover images recorded by Haddon that are today no longer visible to the naked eye. Using this data, preliminary observations into the antiquity of Torres Strait rock-art are noted along with recommendations for future Torres Strait region rock-art research and baseline monitoring projects. 8. Sources of bias in the Murray Black Collection: Implications for palaeopathological analysis Sarah Robertson (National Museum of Australia) The Murray Black collection of Aboriginal skeletal remains has been a mainstay of bio-anthropological research in Australia, but relatively little thought has been given to how and why this collection may differ from archaeologically obtained collections. The context in which remains were located and recovered has created bias within the sample, which was further skewed within the component of the collection sent to the Australian Institute of Anatomy, resulting in limitations for the research potential of the collection. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centered around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. In 1919 J.B. North, a violinist with the then Melbourne Symphonic Orchestra, and Monsieur Leon Lambert, a French architect, who later designed the Glaciarium Ice Skating Rink, purchased three available farms, Looker's, Wright's and Taylor's, approximately 60 acres, the area running along the creek and being bordered by the present day Ryans Road, Karingal Drive and Sherbourne Road. The farms were used for orchards and market gardens. Leon Lambert designed and built two homes on the farm site, one for the North family, ‘Tralford’, and the other, ‘Glen Ellen’, for himself and his wife. The homes were considered as "brother and sister" and they each included in their design an identical bay window in the main living area. "Glen Ellen" originally comprised kitchen, lounge room, inglenook, dining room, bath room and sleepout. Although the home has been extended over the years, much of the original architecture has been retained including timber panelling and three fireplaces. The land was subdivided in approximately 1966 with "Glen Ellen" retaining approximately one half acre of land fronting Meruka Drive. The property then passed from the Charleston family to Gerald and Margaret Sutton in 1976 and again was sold in 1980 and lastly sold again in 1994. The Norths named their house 'Tralford'. According to Marjorie North, the name Meruka was suggested by Alan Gardner and so was apparently not used by the North family. The name appears to be of Indian origin and its connection with the land is not known. ‘Tralford’ stayed in the North family for many years. Eltham Council acquired the house to create Meruka Park. The house was used for some years by the Council as a community arts facility and as emergency accommodation. It fell into disrepair and was demolished about 1990. The Meruka Child Care Centre has been built on the site and incorporates some of the architectural features of the old house. The Co-op was opened in April 1994. The original drive flanked by large old cypress trees remains. These trees are considered to be of local heritage significance and for this reason Meruka Park is covered by a Heritage Overlay under the Nillumbik Planning Scheme. Part of the park has been preserved as habitat for rare local flora. This AC generator operated for the State Electricity Commission in the Ballarat North Power Station prior to World War Two. James Oddie of Ballarat has an association with Thomas Parker of Elswell-Parker. In early 1887 Oddie arrived in England seeking information on electrical knowledge and its developments. At this time Henry Sutton was teaching Electricity and Magnetism at the Ballarat School of Mines. Oddie stayed in the United Kingdom for around three years and during that time became a close friend of Thomas Parker and his family. The two first met at the first official running of the Blackpool tram, and Oddie was invited to visit Parker at Wolverhampton. Over the years Thomas Parker kept newspaper cuttings (mainly Australian) relating to James Oddie and his work. The following article is a description of the Wolverhampton works by James Oddie, and was collected by Thomas Parker. After the dinner at Blackpool, Mr. Parker visited me, and cordially invited me to see his extensive works at Wolverhampton, an invitation I was not slow to avail myself of. This was the keynote of the best friendship I made in England. I went shortly afterwards and stayed several days, visiting the works daily, as Mr. Parker gave me the run of the whole works. There I ordered the installation of a 60 light dynamo, with a 28 cell storage battery and paraphernalia, now doing duty at the Observatory. I subsequently visited the works frequently, sometimes for a week at a time, and I regard it as the brightest spot in my English constellation. Mr. Parker started his works in 1880, with one man beside himself. He never had a single day’s instruction in electricity in his life; now he daily instructs between 300 and 400 employees, who worship him as a father. He is said to be now the most practical electrical engineer and mechanist in Europe. During one of my visits I took with me an artist, who is painting for me a portrait, 6 feet by 5 feet, of Mr. Parker, surrounded by dynamos, secondary batteries, measuring instruments etc. Electric tram cars are going to be a big thing in England. Parker’s Company Limited, is now, with three other companies, in the hands of the Electric Construction Company, with Mr. Parker as manager of the lot. Wodonga & District Historical Society IncPhotograph - Send off for Alexander Frederick Reid OBE, MBE, 1956
Alex Reid was born in 1891 and began work on the Victorian Railways in 1907. He enlisted with the A.I.F in 1915. He served in Egypt and the Suez Canal but was discharged on medical grounds having contracted typhoid and dysentery. In 1917 he re-enlisted in the Anzac Light Horse. On his return to England, he survived the torpedoing of HMAT Ballarat and then served in France. On discharge from the army, Alex returned to the Victorian Railways and transferred to Wodonga. He was employed driving the “Spirit of Progress” and remained as “Driver in Charge” until his retirement in 1956. Alex was awarded the MBE in 1951 and the OBE in 1963 for his tireless efforts on behalf of Returned Servicemen and their families. He continued to work as a welfare officer for the RSL. As well as continued service to the RSL, Alex served as a member of the Wodonga High School advisory committee for 35 years and sat on the bench in the Wodonga Court for 15 years in his capacity as Justice of the Peace. Bird, eldest daughter of Mr George Bird, of "View Hill," Eltham, to Mr Ernest Edward Pepper, of Diamond Creek, was celebrated at the residence of the bride's parents on Wednesday, 9th November, 1904. The ceremony took place at 4 p.m. and was performed by the Rev Percey Knight, B.A., of Alphington. The bride entered the drawing room with her father who gave her away, and the Wedding March, was nicely played by Miss Wild. The bride was prettily dressed in creme voile nicely tucked and gathered, trimmed with guipure lace and silk ruching, sprays of orange blossom, wreath and veil, and she carried a shower bouquet. Her travelling dress was a very pretty blue. The brides-maids were Miss Ethel Barker dressed in pale green voile trimmed with creme guipure lace and silk ruching; and Miss Button in creme voile, guipure lace, silk ruching; both carried pretty bouquets. The groomsmen were Mr Lorimer, of Diamond Creek, and Mr George Bird, brother of the bride. Between forty and fifty relatives and friends partook of a bountifully provided and nicely laid out breakfast. The usual toasts were honored, and congratulations were freely tendered "to the happy couple". The decorations were very tastefully executed by Miss Beatrice Nelson, and Mr Sayers. The evening was very pleasantly spent in singing, recitations, games, and other suitable pastimes, while others "tipped the light fantastic toe". About 10 p.m., "while all was merry as a marriage bell", the bride and bridegroom departed secretly "to cheat surprise and prying eyes". Prizes were awarded for first and second placing of these events.In 1923, a Sports Carnival was held in the precincts of what was then a water reserve, situated south of the State School. The area was reserved for watering purposes on 1st May, 1894; and on July 15th, 1912, a small portion was excised. By 1923 its usefulness for water storage had disappeared, and being ideal for recreation purposes, it was decided, at the final meeting of the above sorts carnival, to apply for the area appointed, Mr W Harris (chairman), Messrs. G H Marshall, J Roberts, D Gill, M Connolly, R Vines, E Pocock, and H M Burke (secretary). The matter terminated in a Land Board, presided over by Mr McPherson, being held in Bendigo. The application was granted, but was not gazetted, until Messrs. W Harris and F J Roberts, with Messrs. A E Cook, MLA and Hon. H Keck, MLC interviewed the Minister for Lands. Soon afterwards, at a public meeting, the following members were elected to constitute the first Board of management, Messrs. W Harris (chairman), G H Marshall, A D Holden, F J Roberts (tres.), M D'Araugo, E Wright, and H M Burke (sec.). Since then the arena has been cleared and levelled by residents, and labor and material to the value of 150 pounds have been put into the reserve. At least 2/3rds of the program contain ads from business in Bendigo.
