Victoria Bridge is a riveted and welded steel Warren truss bridge over the Yarra River completed in 1884 to a design by Fraser & Chase following a controversial design competition held in 1880. Funds for the bridge's construction were provided by the councils of Collingwood, Hawthorn, Kew and Richmond. The contract was awarded to Mr P. Platt. Charles Rowand was officially appointed Supervising Engineer in 1883. The winning design was based on the theoretical work of William Charles Kernot (1845-1909) who campaigned for economy in public works design and the application of scientific principles in engineering. ... The bridge was widened in 1890 by the addition of a third line of truss on new piers on the up stream side to carry horse trams. Work commenced in 1914 to convert the horse tramway to an electric tramway by the Prahran & Malvern Tramways Trust, part of the Trust's extension of its tramway into the eastern suburbs between 1913-18. In 1915 the bridge was further strengthened to accommodate the extra weight of electric trams and widened by the addition of two six feet cantilever footpaths. During this period the Prahran & Malvern Tramways Trust erected two ornamental gantries over the roadway to support overhead wires for the electric tramway. Further widening and reconditioning of the bridge took place in 1933, including the addition of four new welded trusses, two intermediate and two on the outside. The latter were supported on new cantilevered truss cross beams attached to the top of the piers. Charles Seelenmeyer conducted Concrete Utilities Limited (Harcourt Cement Pipe Factory). Operated in Harcourt circa 1914 to 1930 in premises situated opposite the ANA Hall on what is now the road reserve. Principal raw material was sand from the adjacent waterway ( Barkers Creek.) Principal output was concrete drainage tiles for use in district orchards but concrete blocks were also produced for construction of homes and commercial buildings. At a time of rapid expansion of the orchards this industry provided a vital piece of orchard infrastructure, mostly buried and not now visible but nevertheless a very important feature of the valley’s horticultural industry.. Homes built with these concrete blocks are a distinct part of Harcourt’s housing stock. Harcourt Cement Pipe Co was an example of local initiative to solve a local problem using local materials. Cheltenham is a suburb in the City of Kingston that was originally established as a rural market gardening community. The area is bordered by Highett, Mentone and Heatherton. The market gardens, farms and paddocks have gradually been sub-divided into housing and industrial estates. The Southland shopping centre is a major feature of the area.Cheltenham was established as a rural market gardening community. The Le Page family lived in Cheltenham since 1854 when Nicholas Le Page, a tailor from the Channel Island of Guernsey, bought two acres of land on Chesterville Road near Bernard Street to establish a market garden. Over the years the Le Pages purchased more land in the area. In 1875-76 Nicholas' son Frank and his wife Mary built 'Daphne Cottage' near the corner of Bernard and Wilson Streets. n the 1940s Frank's son, Everest Le Page, bought five more lots of land in Chesterville Road from the Tuck family. The Le Pages grazed horses, ponies and cows on this land, and grew pumpkins, carrots, parsnips, onions, potatoes and cabbages. Ran in the Stawell Gift of 1925 (injured foot during the race), was a Navigator on Transport RAF/RAAF flights during WW2. War memorabilia to the War Memorial Canberra.
