Demonstrates aspects of the SEC governance system in issuing By-laws for the travelling public, as part of their Act. Yields information about fares charged for tram services in Ballarat, Bendigo and Geelong. Issued to crews.Twenty page booklet, plus medium weight card blue colour covers centre stapled. Book cover has title "Electric Tramways of the State Electricity Commission of Victoria By-Law No. 1". Along the bottom edge is the printing number "TYE 1-27" and date, "November 1955" Pages are numbered pages 1 to 20, amending By Laws dated 9/3/1937 (See Reg. Item 3108) and with a list of subsequent dates in the first paragraph. Dated by the SEC 20/10/1955. Gives definitions, fares and charges, regulations re passengers, behaviour, smoking, dangerous goods, luggage and behaviour of crews. Gives schedule of fares and charges for Ballarat, Bendigo and Geelong. Fares applied from 1949 to 1951 - see Reference. Set of three foolscap size sheets, for ARE/ARHS/AREA (Vintage Train) Tour to Ballarat, on Sunday 5 September 1971, the last day of the Mount Pleasant, Gardens Via St. West Lines. 1. - Welcome Aboard circular - printed both sides on pink paper - which involved the running of two trains, special bus and tram arrangements at Ballarat, for the visit to Sovereign Hill. Gives details of the tram timetables, for the afternoon, train departure times, lunch arrangements and notes on bus and tram running if peak loads encountered. 2nd copy ex Peter Winspur, added 11/1/2007. 2. Victorian Railways S Circular, or special train notice, S2188/71, three pages giving list of special trains, altered platform arrangements at Flinders St., train schedules, alterations to goods trains, light engine movements, loads, motive power and tickets. Memorandums and table card for tram scheduling for events at the MCG: 1 - Memo from DJ Davidson, Dist. Traffic Supt NS, to Mr Simpson, Dist. Traffic Supt SS, advising of 3 extra tramcars from Hawthorn Depot for VFL football semi-final at MCG on Saturday 9 September 1933. 4 extra tramcars to be available at Hanna St Depot and 8 extra cars from Coburg Depot. Machine - Typewriter, 1930's
This "Remington Portable Model 5, Remington Business Service" typewriter is in very good working order and was donated in its case complete with its Operating Instructions and a Touch Method typing instruction book. The typewriter was owned by William Sack, owner of the business Sacks Jewellers at 115 Liebig Street, Warrnambool. He commenced trading in the early 1900’s; and used this typewriter in the business from its purchase date, around 1931, through until about 1996. William and his wife June had three children, Eric, Audrey and David. The children were owners/partners of Sack’s Jewellers after William’s passing in 1976. Eric and David were ‘owners of the business’, with Audrey carrying out much of the clerical work. Eric died in about 1984 and David sold the practise in 1996. During the 65 years of business the typewriter was used for all the normal applications of a jeweller’s; preparing invoices, guarantees, taxation records. But in addition the four members of the Sack family were very involved in Church activities, particularly in lay administration and lay preaching in the Baptist Church, and the typewriter gained a lot of after-hours use. The family actively supported overseas Missions in India, SE Asia, and Africa. After the sale of the business in 1996, Audrey took the typewriter home for her community activities (David got a computer). In the 1980’s David volunteered as the Clock Repairer at Flagstaff Hill for the historical instruments. In the early days this took some long hours to get the clocks working, but in recent years he has just been ‘on call’ if needed. He is an alert 85 year old and just in the last 12 months has given up a busy schedule of Sunday Lay Preaching around the district. The Original Station Master's House, Circa 1905, Eltham Auction; Diamond Valley News, March 17, 1992 The advertisement states the house is circa 1905 which is approximately correct. When the railway first came to Eltham in 1902 there was no appointed Stationmaster. The Guard on the train was the general oddsbody who did everything including sell tickets and station master duties. There was some discontent about this situation. It was probaly a few years before a permanent stationmaster was appointed but no reference to that has yet come to light. The house form photos dated in 1983 certainly had the appearance of an Edwardian style (1901-1910). The advertisement also states the house was in the centre of Eltham till 1985 before it was shifted from its original site to 58 Park Road.. The auction date is scheduled for Saturday April 4th - which would have been 1992. Essentially the house was sold in 1986 for $1 to save it from demolition and was then relocated to 58 Park Road. A Bill McGilvray was Stationmaster and lived in the house in the 1960s. A check of the 1968 Electoral Roll (via Ancestry) shows William John McGillivray, Station Master at the Station Residence, Eltham. Also at the same address in 1968, Marjorie Jean McGillivray, home duties, Station Residence, Eltham and Dianne Marjorie McGillivray, teacher, Main Road, Eltham. From the available records digitised, William first appears at the Station Residence in 1963. William and family were still in the residence in 1977 but by 1980 William, still Station Master, was living in Bible Street, so not sure who was in residence if anyone between 1980-1986. In this picture The Royal Train is passing through a railway crossing along the Wharf Spur line. The train has been shortened comprising steam locomotive J-521 and tender to which is attached the State car. The State car is in the design of the Spirit of Progress. George Coop advised that the occasion is the visit of the Governor of Victoria, Sir Rohan Delacombe to Echuca in 1963. Delacombe had replaced Sir Dallas Brooks in May 1963 who had departed for England on the liner Iberia,11 April 1963 (1963 'SIR DALLAS ON WAY TO U.K.', The Canberra Times (ACT : 1926 - 1995), 9 April, p. 9. , viewed 27 Jan 2020, http://nla.gov.au/nla.news-article104249252) George believes the Governor was doing a considerable formal train ride around the State and Echuca was on the schedule. The ‘platform’ was a special creation for such purposes, located on the wharf spur line that ran behind the Echuca Civic Centre. The large notice board commemorates the Queen’s visit on March 5th, 1954 for which the platform was initially built. From time to time it would get spruced up with pot plants, fresh paint and repaired hand rails for formal functions. George attended the Civic Reception held for the Governor. This Pitman’s Business Typing text book was owned by Audrey Sack and was donated by David Sack at the same time as a typewriter in its case plus accessories (refer to RN 3087). Also a travellers view of Ballarat trams.Set of three (two copies of each except the First Aid one), newspaper clippings from the Geelong Advertiser, 28/10/1952 cut out and pasted onto blue paper, with the Newspaper Name and date type on each piece. Items were pinned together with a typed memo on top - from the Manager of the Geelong Branch to Engineer and Manger Ballarat, dated 28/10/1952, sending the cuttings for information. Has SEC date stamp of 29 Oct. 1952 - see inscriptions. News items were: "Tramway Talks on Thursday" - noting tramway union to meet with SEC Geelong Manager Mr. T.A Farr on Thursday to submit alternative proposals, mainly in regards to new roster affect East Geelong, Geelong West, Eastern Park and Chilwell routes. New roster schedule to come in on 1 November. "Transport Services" - letter to the editor, signed "Reasonable Service" about the writers trip to Ballarat on one of the new diesel rail motor, poor track and the higher measure of patronage on Ballarat's tram and that one of the seats have been removed for prams. "First Aid Team in Final" - about the success of the SEC Geelong team in the Safety Branch Shield competition. 3046.1 - Printed form titled "Revenue Journal", for recording the value of tickets sold by Conductors. Headed - Electricity Supply Depart, Provincial Tramways". Has value of tickets up to 7d, parcel tickets of 4d. Gives the opening and closing number of tickets or checks issued to the conductor, check returned by conductor, total number issued, value, returned by conductor, cash returned, Prepared in L (pound), shilling and pence format, or notes, silver and copper. Used in during the mid 1950's. Has space for hospital vouchers and area where signed by conductor. Printed on off white paper. Has form number TYE 1-280. Two copies held. On the rear of one sheet has written ink ticket denominations issues from 28/2/1963 to 1/1/1969 - seven different series, though first have then been crossed out. Repeat on second sheet. Gives value of tickets issued, including scholars and parcel tickets. 3046.2 - Lined foolscap sheet - hand written notes on fares up till June 1958, then through to 1/2/1969 - 6 different fare schedules. Set of three foolscap size sheets, for BTPS Tour to Mirboo North on 27/9/1973, stapled in top left hand corner. 1. Ticket circular - giving travel arrangements and meeting point at Flinders St. Station. 2. Victorian Railways "S" circular, number S.2515/73 advising of a BTPS excursion from Morwell to Mirboo North on Thursday 27/9/1973 (Showroom Day). Noted that a BW carriage to be attached to the Mirboo North goods at Traralgon at the rear in front of the brake van, pick up passengers at Morwell, the train to Mirboo North would have an altered schedule, passengers would travel to Morwell by the 7.20am passenger ex Melbourne and return by the Gippslander ex Morwell, that passengers would have specially printed tickets and signed by J. C. Crute as Chief Traffic Manager. Issued on 24/9/1974. Printed on foolscap size paper. 3. Yields information about fares charged for tram services in Ballarat, Bendigo and Geelong. Issued to crews.Twenty Four page booklet, plus medium weight card dark brown colour covers centre stapled. Book cover has title "Electric Tramways of the State Electricity Commission of Victoria By-Law No. 1". Pages are numbered pages 1 to 23, revoking By Laws dated 5/9/1932 (See Reg. Item 3109). Dated 9/3/1937. Gives definitions, fares and charges, regulations re passengers, behaviour, smoking, dangerous goods, luggage and behaviour of crews. Gives schedule of fares and charges for Ballarat, Bendigo and Geelong. Fares applied from 1937 to 1949 - see Reference. Details names of SEC Commissioners, Minister in Charge of Electrical Undertakings. Copy has numerous changes marked in red ink internally and pasted in changes to the text. Has Government Printer number 6967. Given the printing number on Reg. Item 3108 is a higher number and that H. Green was the Government Printer for this book and in 1936 (See Reg. Item 3068), indicates a copy printed in 1937. A piece of paper has been pinned to the copy on page 23, giving details of where to relieve on the Sebastopol route. Written in red ink. Photograph - Co-ordinatorgraph Map Grid Production, Army Survey Regiment, Fortuna Bendigo, c1960s to 1970s
This is a set of seven photographs of map grid production using co-ordinatorgraphs at the Army Survey Regiment, Fortuna Bendigo. c1960s to 1970s. The Aristo Co-ordinatorgraph introduced in 1962 was a large heavy steel framed light table with a scribing head that moved in a XY direction using a vernier calibrated measuring scale to 0.001 of an inch. Whilst hand operated it was much quicker and accurate than manual grid and graticule calculation, plotting and scribing. Mapping PNG presented the Regiment with many challenges. WO1 Farrington and CPL John Dean developed computer software for the digitally controlled co-ordinatorgraph, the Calcomp 718 Flatbed Plotter. Much time was saved by automatically plotted cartographic grids and graticules, and automatically draw base compilation sheets complete with aerial triangulated stereo model control. This could be used for a number of maps and was the first step towards map automation. The history of co-ordinatorgraphs is covered in more detail with additional historic photographs, in pages 50 to 51 and page 88 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4. SGT Bill Boyd appearing in photo .1P reach the rank of WO1 and for 11 years was the technical warrant officer at the Detachment Army Survey Regiment located at Bonegilla, Victoria. He was awarded the OAM, the Order of Australia Medal for the development of the Flexiflow quality control system. This system comprised a series of job plans and charts linked to a task allocation to resource magnetic planning board. Using critical path analysis and task prioritisation, complex job planning was efficiently scheduled, and re-prioritisations readily made. Reproduction requirements were effectively coordinated by way of weekly courier to the Army Survey Regiment. Supervisors and technicians fully embraced the system as they could understand their role, others around them and the positive production achievements. Bendigo. In this picture the Royal Train is pulled up with the State Car at the commemorative platform on the Wharf Spur line. The train has been shortened comprising steam locomotive J-521 and tender to which is attached the State car. The State car is in the design of the Spirit of Progress. The platform is lined with plants in planter boxes. Two men in suits standing to the right, one with a large camera – either press or official photographer. The sign on the platform commemortaes the visit of Her Majesty Queen Elizabeth and His Royal Highness Phillip Duke of Edinburg on March 5th, 1954. George Coop advised that the occasion is the visit of the Governor of Victoria, Sir Rohan Delacombe to Echuca in 1963. Delacombe had replaced Sir Dallas Brooks in May 1963 who had departed for England on the liner Iberia,11 April 1963 (1963 'SIR DALLAS ON WAY TO U.K.', The Canberra Times (ACT : 1926 - 1995), 9 April, p. 9. , viewed 27 Jan 2020, http://nla.gov.au/nla.news-article104249252) George believes the Governor was doing a considerable formal train ride around the State and Echuca was on the schedule. The ‘platform’ was a special creation for such purposes, located on the wharf spur line that ran behind the Echuca Civic Centre. The large notice board commemorates the Queen’s visit on March 5th, 1954 for which the platform was initially built. From time to time it would get spruced up with pot plants, fresh paint and repaired hand rails for formal functions. Book - Student Exercise Book, Audrey Sack, student, Commercial Principles, 1938-1939
This exercise book was owned by Audrey Sack and was donated by David Sack at the same time as a typewriter in its case plus accessories (refer to RN 3087). It has hand written notes of Commercial Principles class lessons from Warrnambool High School, written by Audrey Sack including pages dated 1938 and 1939. Audrey was the daughter of William Sack, owner of the business Sacks Jewellers at 115 Liebig Street, Warrnambool. William commenced trading in the early 1900’s; and the typewriter was used by Audrey in the business from the late 1930’s through to about 1996 when the business was sold. William and his wife June had three children, Eric, Audrey and David. The children were owners/partners of Sack’s Jewellers after William’s passing in 1976. Eric and David were ‘owners of the business’, with Audrey carrying out much of the clerical work. Eric died in about 1984 and David sold the practise in 1996. During the 65 years of business the typewriter was used for all the normal applications of a jeweller’s; preparing invoices, guarantees, taxation records. But in addition the four members of the Sack family were very involved in Church activities, particularly in lay administration and lay preaching in the Baptist Church, and the typewriter gained a lot of after-hours use. The family actively supported overseas Missions in India, SE Asia, and Africa. After the sale of the business in 1996, Audrey took the typewriter home for her community activities (David got a computer). In the 1980’s David volunteered as the Clock Repairer at Flagstaff Hill for the historical instruments. In the early days this took some long hours to get the clocks working, but in recent years he has just been ‘on call’ if needed. He is an alert 85 year old and just in the last 12 months has given up a busy schedule of Sunday Lay Preaching around the district. (2015)The exercise book is associated with a typewriter and text book, which is of local significance, being previously owned and used in a local business established for about 100 years.Book, student's exercise book with brown paper cover over soft cover. The book has entries from front to just past the centre pages, the turned upside down and written from back to almost centre pages. It belong to Autrey Sack, who was a Commercial Practices student at Warrnambool High School. Handwritten ink pen inscriptions are on the front cover and within the book. A copy of the Act of the Victorian Parliament relating to the property held in trust for Junior Legacy, Melbourne. It mentions that Richard Goldsmith of the United States wanted to mark his appreciation of services rendered in Australia to the armed forces of USA during World War 2 and in memory of the late David H Dureau. The company BG Corporation (of the USA), of which he was president, gave a gift of £27,059 to Junior Legacy Club of Melbourne for the purchase and fitting out of premises for the use of the club in its principal object of the care and welfare of children of deceased servicemen. Also that the building be perpetually known as the "D H Dureau Memorial Building". The first building that was purchased with the donation was 342 Swanston St, however it was found unsuitable and this Act allowed it be sold and a new building be found (293 Swanston St). The Act was cited as "Junior Legacy Melbourne (Dureau Memorial) Act 1953". The hand written note says that the Act "tells a story", is possibly part of the notes made when compiling the history of Legacy. They were in a folder of documents about the history of Legacy. Appears to have been mostly compiled by Legatee Cyril Smith as he has many hand written notes on miscellaneous pieces of paper (some are envelopes addressed to him). The notes were typed up into a summary of the History of Legacy. Also documents relating to the first time Legacy approached the public for donations in September 1956, including newspaper articles that were reprinted, a schedule of information that was approved to be released to the press, and a list of potential donors that was circulated to Legatees in the hope they could contact the ones they knew personally or professionally. The call for public donations was partially due to the purchase of the Dureau building and the need to modify the building for Legacy's needs. The documents from this folder have been added in separate records (see 01262 to 01281). The folder was part of an attempt to capture history of Legacy, generally from the 1950s. A caricature drawing labelled 'Melbourne Good Samaritans - The Legacy Club', of the early Legatees with their names, roles and some characteristics. The artist was 'Wells' and it was reprinted in the Weekly bulletin in 1979. It was also printed in Blatchford's book in 1932 with the caption 'Some Club Leaders in 1928'. Many of these names appear through the archive but very few have photos, so this is one of the few examples of what some the early Legatees looked like. Photograph - Detachment - Army Survey Regiment, Bonegilla, Victoria, c1973
This is a set of three photographs of personnel from the Detachment - Army Survey Regiment taken in front of its main map production building at Bonegilla, Victoria in c1973. This cartographic map production sub-unit of the Army Survey Regiment operated in buildings owned by the School of Military Survey from 17th of June 1970 to the 30th of September 1985. A total of 800 topographic maps ranging in scale from 1:25,000 to 1: 250,000 scale were completed. A major focus of production in the 1970s was the cartographic completion of the Papua-New Guinea 1:100,000 map series and the Flexiflow quality control system was developed as a tool to coordinate production. The Flexiflow system comprised a series of job plans and charts linked to a task allocation to resource magnetic planning board. Using critical path analysis and task prioritisation, complex job planning was efficiently scheduled, and re-prioritisations readily made. Reproduction requirements were effectively coordinated by way of weekly courier to the Army Survey Regiment at Bendigo. Supervisors and technicians fully embraced the system as they could understand their role, others around them and the positive production achievements. WO1 Bill Boyd (who does not appear in this photograph) was the technical warrant officer for 11 years at the Detachment was awarded the OAM, the Order of Australia Medal for leading the development and the implementation of the Flexiflow system. By mid-1982, production of maps at these scales was undertaken digitally on Bendigo’s AUTOMAP 2 system and the Detachment reverted to production of small-scale large format RAAF aeronautical charts. Detachment personnel managed to produce 18 charts in the following two years, which was an impressive achievement for the staff, given major differences in format, specification and scales. Development of digital production of aeronautical charts in 1984-85 led to gradual reduction in production output and contracting out production was instigated to meet the shortfall and as a consequence the Detachment closed in September 1985. (1) Every person who sells any poison included in the first part of Schedule One of the Poisons List shall, before delivery thereof to the purchaser, inquire his name, place of abode, and occupation and the purpose for which such poison is required or stated to be required. (2) Such person shall thereupon make a faithful entry of such sale, specifying the poison and the quantity thereof, and all such particulars so given by the purchaser, together with the day of the month and year of such sale, in a book to be kept by the vendor for that purpose in the form prescribed. (3) Every such entry shall be signed by the person making the same, and shall, subject to sections thirteen and fourteen of this Act, be also signed by the purchaser, unless he declares himself unable to write, in which case the person making the entry shall add thereto the words "Purchaser cannot write". (4) Whenever a witness to the sale is required by this Act, such entry shall be signed by such witness, and shall also state his place of abode. (5) The book referred to in subsection two of this section shall be preserved by the vendor for at least five years from the date on which the final entry in the book is made." Before these ledgers were used there had an increasing number of proprietary medicines appearing on an unregulated market, with many products regarded as ‘quack’ medicines with amazing therapeutic claims.State governments moved to control claims for these product sand the Commonwealth strengthened controls on imported biological products. This item reflects the history of pharmaceutical practices. Until the mid 1950s there was no government co-ordinated record-keeping of the sales of poisons. This item is indicative of that period.A thin cardboard covered book - orange cover with red cloth binding. Pamphlet, The Legacy Club of Melbourne 1923-28 : A brief account of its ideals and works (H4), 1928
A brochure explaining 'A brief account of its ideals and work' in 1928. The notation H4 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. The brochure lays out the history of the young organisation, it has 146 members in 1927, and clubs had started in state capital and Geelong, Ballarat, and Bendigo. Members were all men who had served in the forces of the British Empire during the war. It shows the work of Legacy as : Junior Legacy Club - for sons (aged 9 to 21) of deceased soldiers. Members of the Legacy Club were in constant touch and acted as Big Brothers. Boys' Literary and Debating Branch - approximately 80 boys attended weekly meetings of a debating society at Anzac House. Boys' Physical Training Branch - for the boys physical welfare classes and conducted weekly by a permanent instructor (paid by Legacy). There were 161 boys attending. Also cricket, football, Lacrosse and swimming clubs, all supervised and coached. A holiday camp is held each Christmas at the seaside- 67 attended the previous year at Balnarring (led by Stan Savige). Girls' Physical Training Branch - started in 1927 and now over 120 girls were being instructed by Mrs AM Gilles (the wife of a Legatee). Lending Library of over 400 books. Vocational placements for junior legatees. Meetings were held in the Victoria Coffee Palace at 1pm on Tuesdays and included a half hour lecture. The policy and objectives were laid out including to preserve the memory of fallen comrades and to assist their dependents, particularly the children. Also to maintain a spirit of comradeship, and to safeguard the good standing and interests of ex-service men in the community and to assist the the to secure suitable employment. The brochure shows activities as: Employment Committee, Comradeship Committee, a pledge to assist the National War Memorial being established on the Domain site, and for the children the 'Deceased Soldiers' Children's Welfare Committee. A schedule of Boys' and Girls' Classes is included to show the options for the children. Also picnics, Christmas camp, cycle club, and rambles as arranged. There is help for vocational options for the children. See also 01480 for a copy from 1930.This is one of the first documents that promotes Legacy and summarises its objective and services. In this picture can be seen steam locomotive J-521 and tender to which is attached State Car No. 5. It is believed that the other support carriages have been de-attached and the train has pulled up at the front of the platform allowing room for other trains to pull in. Immediately behind on the same track at the platform is a Diesel Electric Rail Motor (DERM) and C-class bogey (luggage) then a small (articulated) rail car (articulated) then a cattle van. On the adjacent track is State Car No. 2 (Melville) and a C-van. State Car No. 2 (Melville) was used a power generation car for special trains and the Train of Knowledge. State Car No. 5 is in the design of the Spirit of Progress. George Coop advised that the occasion is the visit of the Governor of Victoria, Sir Rohan Delacombe to Echuca in 1963. Delacombe had replaced Sir Dallas Brooks in May 1963 who had departed for England on the liner Iberia,11 April 1963 (1963 'SIR DALLAS ON WAY TO U.K.', The Canberra Times (ACT : 1926 - 1995), 9 April, p. 9. , viewed 27 Jan 2020, http://nla.gov.au/nla.news-article104249252) George believes the Governor was doing a considerable formal train ride around the State and Echuca was on the schedule. The ‘platform’ was a special creation for such purposes, located on the wharf spur line that ran behind the Echuca Civic Centre. The large notice board commemorates the Queen’s visit on March 5th, 1954 for which the platform was initially built. From time to time it would get spruced up with pot plants, fresh paint and repaired hand rails for formal functions. George attended the Civic Reception held for the Governor. September Meeting (Newsletter No. 152, Sep. 2003) This meeting is one in an occasional series where we get together a panel of speakers to talk about a particular aspect of Eltham's history, its character or its people. As has been the case for past speaker panels, we have organised a buff et dinner to precede the meeting and details of this are given below. Eltham has a well-known tradition of building with mud brick, second hand materials and other innovative or uncommon materials. Although this trend dates mainly from the 1930 's there are examples from the pioneer days of Eltham. Part of the Brocksopp house at Eltham South is an 1850' s mud brick construction by George Souter. But the alternative building tradition in Eltham really began at Montsalvat in the 1930's. Justus Jorgensen's building complex of earth construction, stone and items from wreckers' yards inspired a number of builders and owner builders, particularly in adopting mud brick or adobe as their building medium. The tradition continues today with our area remaining home to a relatively high proportion of builders using these alternative materials. The panel we have selected to talk on this subject are either builders in the Eltham tradition or have had close contact with builders of the past. The panel will be introduced by Russell Yeoman who will talk briefly about George Stebbing, an early Eltham builder responsible for many of our remaining historic buildings, but known for traditional buildings of his time rather than the later buildings which give Eltham its particular character. The panel members are as follows:- • John Pizzey, architect. John will speak on the work of Alistair Knox designer and builder in mud brick and the person who has most contributed to the environmental building traditions of Eltham. • Peter Jarvis who will talk about his own work as a builder in mud brick and his views on traditional and modern construction methods. • Leigh Wykes, a present day builder of stone houses, will talk about his own work in the district and its relevance to Eltham traditions. • Diana Bassett-Smith will talk about her experience with owner-builders constructing their earth houses in Eltham in the 1950's. Pise and mud brick presented a cheap building material provided that you could do it yourself or persuade your friends to help. Prior to the meeting there will be a buffet dinner of casseroles and other courses prepared by some of our members. We will be starting at 6.00pm with dinner scheduled for 6.30. Harry Gilham will be providing drinks, including wines from his personally made collection. Cost of the dinner will be $10 which can be paid on the night. The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball.
