This Legacy badge is one of a set of badges collected by Dr W R Angus from the organisations in which he was involved. The badge was made by A.J. Parkes of Brisbane, an Australia-wide firm that has been making badges for over a century. The $2' and "£1" (one pound) embossed on the back dates the badge dates the badge to the year 1966 when Australian money was in the process of converting from pounds and pence to decimal currency's dollars and cents. It is interesting to note that the dollar sign "$2" has two vertical lines through the 'S', but the Australian currency sign for a dollar has only one vertical line. The badge may have been produced before the date of decimal conversion, which began on February 14th, 1966. A J Parkes may have ordered the badges before the published use of the dollar symbol. The set of badges is now part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus, surgeon and oculist. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Forces. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.This badge is significant for connecting Doctor Angus to organisations that he supported. It is also historically significant for representing Australia's conversion to decimal currency. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The State Electricity Commission of Victoria built the Kiewa Hydro Electric Scheme and was keen to promote tourism in the area. The booklet includes Facilities, Falls Creek Ski Resort, the Kiewa Works Area, the Three Floras of Bogong, the Geology of the Kiewa area, the Bird and Animal life of Bogong and the Kiewa Hydro Electric Scheme. The colored photos and the map on the back appeal to the reader/tourist.The SECV promoted tourism in the Kiewa Valley especially the area of the Kiewa Hydro Electric Scheme. This booklet is attractive and informative with a lot of detail. Photo of a Legacy widow with three children in a kitchen. Two children are holding Legacy Appeal tins. It was taken for an article to promote a Legacy appeal in the Herald newspaper. The article explains that Legacy helped Amy Lloyd after her husband passed away a couple of years before. Mr Lloyd had served in the Middle East in World War 2 and had helped raise his grandchildren. The grandchildren, Amy 3, Justin 9, and Brenton 5, were greatly impacted by his loss. Legacy helped Mrs Lloyd with financial matters and in being granted a war widows pension. The article mentions that in 'the past the organisation primarily cared for the children and young widows of fallen comrades - now it is caring for rapidly increasing numbers of elderly widows.' In 1990 it was caring for more than 23,000 widows and the numbers were increasing by 100 a month. This magazine cost $2.50 and was produced to support the East Gippsland Red Cross Flood Appeal. Following heavy rain in East Gippsland in June, 1998, major flooding occurred in the Mitchell, Nicholson, Tambo, Snowy, Brodribb and Bemm Rivers. Other streams in the region also experienced high flows during this time. The tape has not been played but from the label it is presumed to be a recording of John Gorton to launch Legacy week. For many years the main time of year for fundraising is September when Legacy holds 'Legacy Week'. Often there is a celebrity who would launch the appeal so presumably John Gorton recorded a message. The Australian Journal (1865-1962), was founded as a weekly but changed to a monthly in 1869. It included fiction, poetry, shorter pieces and miscellaneous items with popular appeal. The Australian Journal made colonial fiction an important feature, publishing aspiring local authors such as Marcus Clarke, whose convict novel His Natural Life was first serialised from 1870-72. The caption mentions there was an arts and crafts stall run by the widows' clubs in the the City Mall (Bourke St). Also that Hawthorn footballer Peter Curran helped with the badge selling. The 1870s Founders Hall, erected from the provceeds of the Centenary Appeal for a sum of approximately $800,000, commemorats the intiative of the founders of the original School of Mines and its "descendants", including Ballarat C.A.E., as well as formal technical education in Australia. The hall accomodates approximately 670 people in theatre type seating and was intended for multiple purpose use by community groups as well as by the College. Construction of the Hall commenced in 1878. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii.
