Sanax First Aid Ambulance Case
This First Aid Case was used which was used at the the former Carnegie Senior Citizens' Centre. The centre was located at 314 Neerim Road, Carnegie. When the Neerim Road facility closed, its activities were moved to the Carnegie Library and Community Centre. Cream metal first aid case. Case is hinged on the long side, and has a handle and latch on the side opposite the hinge. Blue, gold, red and cream "Sanax First Aid Ambulance Case" label on lid featuring cross icon and flaming torch icon. Cream enamel paint has been painted over the exterior of the case, minor areas of overlap on label. Interior of case is split into three sections. Two narrow brackets on interior of lid to hold pen sized items. One rectangular bracket on interior of lid to hold paper or card. Two round mounting brackets on top edge of case. Contents include five glass medicine bottles, plastic tablet container, metal tweezers, two pairs medical scissors, glass eye dropper, brass thumbtacks, cardboard instruction booklet, rubber tourniquet. Kuraburn bottle
This Kuraburn Bottle is part of a Sanax First Aid Case which was used at the the former Carnegie Senior Citizens' Centre. The centre was located at 314 Neerim Road, Carnegie. When the Neerim Road facility closed, its activities were moved to the Carnegie Library and Community Centre. For Occupational Health and Safety reasons, Council no longer maintains first aid kits at senior citizens' centres. Clear glass bottle with two paper labels on narrow side. One red, green, white and black label with Sanax branding, one red and white label at base of bottle with address and contact details. Black plastic screw-top lid with a section missing. Bottle has been decanted however some residue remains. Carole WILSON (1960- ) Born Canberra, Australia Carole Wilson undertook undergraduate studies at the Canberra School of Arts and Phillip Institute of Technology. She completed a Graduate Diploma in Education at the University of Ballarat in 1987, and a Doctor of Philosophy in 2000. She has chosen central motifs in her work, which she incorporates throughout a series. The urn has been a unifying motif in Wilson's map work and testifies to the way in which function drives form across cultures. Carole's work is held in many public collections including the National Gallery of Australia, the Powerhouse Museum, State Library of Victoria and a number of regional Victorian galleries. Her posters are in museum collections in Finland, Moscow and Poland. In 2001 Dr Wilson was awarded a Doctor of Philosophy (Visual Art) from the University of Ballarat (Now Federation University). She graduated with a Graduate Diploma in Education from University of Ballarat in 1987, and a Diploma of Art from the Phillip Institute of Technology (RMIT) in 1984. "Captain Simon Thomas Staughton was the son of Simon Thomas Staughton MLA who had built the mansion Eynesbury on his share of the Exford property inherited from his father Simon Staughton, the original 1840s Werribee River squatter. When the land was sold, Simon’s Exford station extended from Mt Cotterell to the Brisbane Ranges. ST Staughton (senior) was a reputedly the public spirited member of the family in his generation, being a member of the first Roads Board (and Melton Shire President in 1867), a JP, Magistrate and MLA for Bourke from 1883 until his death in 1901, whereupon his son became the MLA for Bourke. Captain ST Staughton had earlier been chosen as a member of a contingent of Victorian Mounted Riflemen sent to England for Queen Victoria’s Diamond Jubilee (1897), and was later a member of King Edward’s coronation escort. In October 1899 he had sailed for South Africa with other Mounted Riflemen from Victorian and NSW to take part in the Boer War. There he was awarded the DSO. He died of peritonitis in 1903, aged 27. He was buried in Boroondara Cemetery after a full military funeral, in which the coffin was borne on a gun carriage drawn by four black horses. All local newspapers reported eloquently on the funeral, and the late Captain’s virtues. The Staughton Memorial Lamp was given to the town by his young widow in 1903. In addition a window in the (former) Christ Church bore the inscription ‘This window is erected by his brother soldiers in loving memory of Captain S Tom Staughton, DSO, ADC, MLA’. The Staughton family had been prominent benefactors of the Church, whose altar rails were also inscribed to the much respected Captain, along with a memorial stone in the new chancel. In the 1970s the memorial was within one of four fenced tree plantations, probably erected and planted in the 1920s or 30s. When High Street and its service roads were redesigned in the 1970s the plantations were completely removed, and the Melton and District Historical Society was successful in having the memorial moved about 50 metres east to its present location". A copy of note that was given to donors to thank them for their donations it was sent with their receipt. Was part of a folio of proforma stationery from the 1960s. The flyer gives some information about Legacy House. It mentions the facilities available for the benefit of widows and children. Including two large well equipped gymnasia which are attended by more than 700 junior legatees each week. A dental clinic were Junior Legatees under 17 years of age are able to receive free dental examinations and treatment. Free medical examinations are carried out here too. Meeting rooms for Junior Legacy Mothers' Club and Senior Widows Club (those over 50 years of age). When printed the Senior Widows Club numbered more than 5,200. It mentions room for fetes run by a number of auxiliaries to raise funds. Also a sewing room fitted with 5 electric sewing machines to make costumes for the Annual Demonstration. A well equipped library for use of the Junior Legatees. A ladies lounge and television room where widows may rest when visiting the city. Rooms for speech training and mathematics coaching classes. A maintenance workshop where all sporting and general equipment used by widows and children can be repaired and/or constructed. Sundry committee meeting rooms where members of Legacy meet to consider and find solutions for the many problems which arise in respect of the families they care for. Sundry equipment and costume storerooms. Office accommodation for permanent staff including welfare and pension officers. Was compiled in a folio of proforma stationery. ... designed the civic centre which included a library, theatre... the civic centre which included a library, theatre and senior ...Miss Olive Codling was a Foundation Member and a Life Member of the Wodonga Historical Society. Many of her prize-winning photos are held in the Society Collection. She also held a range of roles and committee positions in a wide range of Wodonga community organisations. These included the Horticultural Society, the Wodonga Arts Council, the Wodonga Camera Club and the Wodonga Lapidary Club. Wodonga Civic Centre - In the late 1960s the area in Wodonga between Hovell and Havelock Streets was zoned for civic purposes. By 1969 Melbourne architect Bruce Marshall had designed the civic centre which included a library, theatre and senior citizens' rooms. The main hall had a seating capacity of 1,000 people but could be divided by a sliding door. into smaller areas. It also included meeting rooms and kitchen facilities. ... centre providing a library, theatre and senior citizens’ rooms... centre providing a library, theatre and senior citizens’ rooms ...Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. After meeting for 14 years in rented remises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The date on the façade of the building, 1876, represents the date of the formation of the Shire. In 1957 the second Shire Office was built in Woodland Grove by A.B. and M. A. Chick. These offices were considered more than adequate for future needs. The façade featured floor to ceiling windows and several different meeting rooms in addition to the council chamber, which featured an impressive “horse shoe” table. It also included a kitchen equipped with modern fittings and a President’s room. In the late 1960s the area between Hovell and Havelock Streets as far as Jack Hore Place was zoned for civic purposes. In 1969 plans for a civic centre providing a library, theatre and senior citizens’ rooms. It was opened on 22 April 1971. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. Document - Report, Paul Jerome, Advisory Committee on a Proposed Convenience Centre and an Alternative Shire Proposal - Eltham Gateway Community Precinct Concept Plan - 895 Main Road Eltham, October 1997
On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Agnes Bell (1824-1924) from a pioneer Kangaroo Ground family, married Scotsman Ewen Hugh Cameron (1831-1915). In 1863 he took up the 100 acre farm “Pigeon Bank” at Kangaroo Ground where the family lived. In 1874 Cameron was elected as the Member for Evelyn in the Victorian Legislative Assembly and held the seat until he retired in 1914 as “Father of the House”. Agnes and Ewen had eight sons and three daughters. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.'
