Document - Correspondence, Council letter to Mrs Moses Thomas 1868, 1878
In 1851 Moses Thomas purchased 400 acres, including a half mile frontage to the Plenty River, at Mernda (then known as Morang) where he operated a farm, inn and other business. In 1865 Moses Thomas was appointed Engineer, Clerk and Collector for the Morang District Road Board. In this role he would have been responsible for overseeing the collection of local property rates and the maintenance and construction of local roads and drains. Road District Boards were one of the earliest forms of local government in Victoria. The Morang or Upper Plenty Road District was established in 1862. It covered part of what is today Mernda, Doreen, South Morang, Mill Park and Bundoora. In 1875, the area merged with the Whittlesea Road District to form the Shire of Whittlesea. Moses Thomas briefly served as a Councillor with the Shire of Whittlesea until his death in 1878. Correspondence. Letter, paper, handwritten text with seal. Russell Worland was the secretary of the Hamilton Water Authority and Hamilton Sewerage Authority and became the secretary of the Hamilton Water Board. Kevin Safe was an engineer and later became CEO of Glenelg Water. Hamilton Water Board was constituted in October 1 1983 under the Water and Sewerage Act 1983 and amalgamated Hamilton Waterworks Trust and Hamilton Sewerage Authority. One of the earliest lines to use double-headed rail was the London and Birmingham Railway, which had offered a prize for the best design. This rail was supported by chairs and the head and foot of the rail had the same profile. The supposed advantage was that, when the head became worn, the rail could be turned over and re-used. In practice, this form of recycling was not very successful as the chair caused dents in the lower surface, and double-headed rail evolved into bullhead rail in which the head was more substantial than the foot. Construction commenced in January 1854 with work on a pier at Williamstown but lack of funds slowed progress, eventually prompting the company to sell out to the government. The 100-mile (162 km) section to Bendigo opened in October 1862. Its cost of £35,000 per mile made it the most expensive railway ever built in Australia. The Ravenswood Railway siding was constructed in 1862 with 12 feet wrought iron double-head rail held in cast iron chairs with Ransom and May patent compressed keys. Trenails held the chairs to the sleepers and the joints were secured in joint chairs. Joints were subsequently joined using fish plates. It formed part of the Melbourne to Echuca rail line, initially known as the Melbourne, Mt Alexander and Murray River Railway. George Christian Derbyshire, the first Engineer-in-Chair of the Victorian Railways was responsible for the design and construction of the works. No new lines were built in Victoria using double-headed rail after 1870. The siding was disconnected from the main line in 1988. The Ravenswood Railway Siding demonstrates the original 1856 philosophy of the Victorian Railways to adopt British permanent way technology. The siding demonstrates significant aspects in the development of permanent way technology in England and Victoria over the period from the 1830's to the 1880's. The chairs in the Ravenswood siding are physical evidence of early railway technology rendered obsolete 120 years ago, namely joint chairs at rail joints and trenails to secure the chairs to the sleepers. The double-headed rail demonstrates an important stage in the evolution of British rail technology in the 1830s. The old fish plates, square headed bolts and square nuts demonstrate the success of fishing the rail joins. The Ravenswood siding demonstrates the earliest form of rail joint technology developed in England, and existing in Australia, the joint chair. In part of the siding the sequence of joint and intermediate chairs is consistent with the 1856 specifications, that sequence is rare with the joints secured in joint chairs. The survival of chairs in this sequence is rare and almost certainly demonstrates that they remained in continuous use at the same location from 1862 to 1988. This remnant of the Ravenswood siding has survived 126 years. The siding has proved to be the most significant of extant remnant double-headed sidings in Victoria, containing a rare combination of early permanent way technologies. In this respect they are rare survivors and may be unique at the national level and of technical importance at the international level to the extent that they enhance contemporary understanding of early railway building technology. Surviving lengths of chaired double head rail survive at Kyneton, Ravenswood and Bendigo on this railway and include a number of different types of cast iron intermediate and joint chairs with hardwood keys and metal pins. The Ravenswood siding is of special significance for the diversity of chair types and for the sequence of chairs recalling rail lengths known to be associated with construction of the line in 1862. Construction of the Railway Tenders closed on 24 March 1858 with no less than 133 tenders being received. A contract was let to Cornish and Bruce for £3,356,937 to commence work on 1 June 1858 and complete the line by 31 July 1861. Cornish and Bruce made quick early progress with the Melbourne to Sunbury section being officially opened on 13 January 1859. The line was officially opened to Bendigo (Sandhurst) on 20 October 1862 by the Governor of Victoria, Sir Henry Barkly. A great banquet was held for 800 guests and this was followed by a grand ball. The extension of the line to Echuca was a relatively simple matter as that part of the line was across plain country without any significant engineering challenges. Tenders were called for the work in 1863 and the work was completed in 1864 by contractors Collier and Barry Apart from the line contractors, other firms directly involved were J Shire law and Co (sleepers), R Fulton, Langlands Brothers and Co, William Crossley (water supply), B Moreland, Langlands Brothers and Co (platelayers lorries), E Chambers (iron pins, traversers), Miller and McQuinstan (luggage vans and steam engines) and various contractors for building works. The town borrows its name from the Koroitch Gundidj people who occupied the area prior to European settlement. Around the 1850 the district had the highest population of Irish immigrants in rural Australia. The Koroit Post Office was designed by architect and engineer John Mason of Port Fairy. Rosebrook Bridge, Rosebrook (1853; replaced) Post Office buildings, Bank Street, Port Fairy (c.1857) The author Henry Handel Richardson lived in the Koroit Post Office as a child after her family moved to Koroit in 1878. Remembering Koroit from her youth, the third volume in her The Fortunes of Richard Mahony trilogy is set in the town. When the author was six, her father Walter died in Koroit on 1 August 1879 and was buried at the Koroit cemetery. Photograph taken on the day that the Town of Sandringham became a City, and the first meeting of the City of Sandringham Council. Sandringham was originally part of the Shire of Moorabbin. On 28 February 1917, Sandringham was severed from Moorabbin and incorporated as the Borough of Sandringham. The district of Strathfieldsaye was proclaimed in 1861 and named a Shire on the 17th September in 1866. It remained a shire until amalgamation in 1994 when it became part of the City of Greater Bendigo. The shire was located 8 km to the south- east of Bendigo and covered an area of 601 square kilometres and extended from the Calder Highway to the Coliban and Campaspe Rivers. The shire's administration centre was in Strathfieldsaye until 1972 when new offices were opened in Kennington. Councillor Michael Brennan held roles of Shire Secretary and Clark of Works until around 1998 when his son R. B. Brennan was appointed Assistant Secretary and then Shire Secretary to assist his father with the work load during his later years. Michael Brennan remained Clerk of Works until his death at which time his son was appointed to the duties previously held by his father. May 1 1937 A move to combine in Melton Shire Council to convene a public meeting to agitiate for extension of the Electric Supply to Melton is being undertaken by the Progress Association and the Hall Committee. George Minto (b.1824 in Harwick, Scotland) was engineer at the Flour Mill in Tarnagulla, was Mayor of Tarnagulla Borough Council for a time and was engineer of the Shire of Marong for twenty years. For 13 years he occupied the position of surveyor to the Bendigo City Council. In his later life he lived in Kangaroo Flat. Whilst living there, on the 28th November 1914, he died, aged 90 and a half years. This photograph is a reasonable image created from a historic news source (unknown). Miss Olive Codling was a Foundation Member and a Life Member of the Wodonga Historical Society. Many of her prize-winning photos are held in the Society Collection. She also held a range of roles and committee positions in a wide range of Wodonga community organisations. These included the Horticultural Society, the Wodonga Arts Council, the Wodonga Camera Club and the Wodonga Lapidary Club. Woodland Grove is located in the triangular reserve at the corner of High and Hovell Streets, Wodonga. ‘Woodland Grove". It was named in honour of John Woodland at the same time as the opening of the band rotunda in September 1920. John Woodland, Wodonga Shire’s first president, was born in Kent, England, in 1829 and came to Sydney with his parents in 1839. He arrived in the Wodonga district about 1853, where he created a successful carrier's business. He first lived on the Old Barnawartha Estate and a few years later purchased land at Green Hills, Wodonga West, where he farmed and also ran a hotel. The hotel licence was relinquished to give attention to duties as secretary and clerk of works to Wodonga Shire, which was then the Wodonga Riding of the Shire of Yackandandah. He was a main agitator for the separation of Wodonga district from Yackandandah Shire. This was successful in 1876, and he became the first president of Wodonga Shire. He held this post for two years, then taking on the role of shire secretary in 1878 until 1913. He concurrently undertook the role of clerk of works (engineer) from 1896 to 1907. As clerk of works he prepared the plans and specifications for, and supervised the construction of the big bridges on the Albury road and at Bonegilla and other important works. In his mid 70s, he proffered his resignation on a number of occasions but it was not accepted. Despite physical weakness and impaired vision, John continued his duties to the end, with the help of his daughter Rose Murphy. Rose became shire secretary for 20 years after her father’s death in 1913.This photo collection is significant as it documents the naming of a public area in Wodonga to honour an original and long-serving member of the Wodonga Shire Council.A black and white photo of Woodland Grove in High Street, Wodonga.
