The Portland Water Board was constituted on July 1 1984 under the Water and Sewerage Authorities (Restructuring ) Act 1983 and amalgamated the prebvious authorities of Portland Sewerage Authority and the Portland Waterworks Trust. Architecture as Idea was curated by recent RMIT graduates Dale Jones-Evans, Randall Marsh and Roger Wood who had founded Built Moderne in 1983. The exhibition challenged the way architectural exhibitions could be. After training as a Cartographic Draftsman within the mining industry, I worked as a property illustrator for real estate firms in the eastern suburbs of Melbourne for 23 years from 1983. I initially photographed houses with a Polaroid camera and made a 'thumbnail' sketch while there. The photos were used to scale off a sketch in pencil and then that sketch was overlaid with drafting film and the 'pen and ink' completed. The pens I used were the Rotring ‘Rapidigraph’ drafting pens. The ink was also made by Rotring (German).The film was ‘Rapidraw’, polyester drafting film, double matte. It takes a very fine line and doesn’t bleed. As well as house sketches, there were often floor plans and site plans ordered. Aerial sketches were ordered when the property needed an overall view. Married Dorothy Jean PITTS 18 March 1944. Applied to join the army but was too young. Returned to join as his fathers name Lewis John same initials and old enough. He served and was discharged as this name. He was aboard ship when it was discovered too late. He served in New Guinea. Post war he applied to have his service name corrected, he was a champion sports man, cycling, football, bowling. William Webster married Annie Martha Chisholm in 1891. He was born in Kapunda, S A in 1858; was a teacher and died in Bright in 1941. She was born in Ararat in 1860 and died in Surrey Hills in 1926. Their 4 sons were: 1. Rupert Chisholm (b1892; d 1953; m Ethel Cross in 1916) - occupation: public servant (became assistant taxation commissioner) 2. Clarence William Willoughby (b 1895; d 1980; m Jessie Mona Stuart Grant in 1924) - occupation: solicitor. 3. Basil Thomas Ross (b 1900; d 1983; m Isabella Rodger in 1934) - occupation: clerk / salesman 4. Ian Bruce (b 1904; d 1983; m Doery Annie Breen in 1935) - occupation: dentist. The family lived in View Street, Mont Albert. Clarence served in WW1 (SERN 36844) The family had strong associations over successive generations with Surrey Hills and the Methodist Church. There are many outstanding woman who have made significant contributions to the success of our club. Phyllis Sloan (second row white pants) and Lisa Robertson (nee Paterson - front row brown dress) are just two of these women. Phyllis recieved her life membership in 1986-87 and was the clubs first female life member. Phyllis is also the only club memeber to win 3 Best Clubperson awards winning in 1982-83, 1983-84 and 1987-88. Lisa received her life membership in 2001-02. Lisa has served the club in many varied capacities over a sustained period and has also won the club's Best Clubperson award in 2000-01. Barb Schumacher (Best clubperson 2007/08) is also present.

The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. The East Gippsland Region Water Authority was constituted on January 1, 1995. The new Authority assumed responsibility for the services previously provided by the Mitchell Water Board, the Tambo Water Board, the Orbost Water Board and the Mallacoota Water Board.
