Information relating to Charles Anderson and Charles Anderson Grove, Lake Gardens, Ballarat. The Old Colonists' Association Ballarat Inc. is a not for profit charitable organisation providing accommodation for elderly people. It manages a 27 Home retirement village at Charles Anderson Grove, Ballarat. Accommodation is offered at significantly below market rates. It has been providing low cost accommodation to the elderly since the 1920s. The Association Council overseas the running of this facility on a voluntary basis. HISTORY OF THE BALLARAT OLD COLONISTS' ASSOCIATION HOMES AT CHARLES ANDERSON GROVE, LAKE GARDENS One of the original objectives of the Association was “to provide the shelter of a house for those Pioneers of the Goldfields whom the reverses of fortune have deprived of the means of procuring the comforts of life in their declining years.” While the first home at Charles Anderson Grove was built in 1925 the Association had previously provided relief for needy pioneers from the time it was formed in 1883. Relief included monthly monetary payments, loads of firewood, medical assistance and distribution of Christmas boxes of groceries to deserving pensioners and in some cases payment of burial costs. Records indicate that in September 1922 three of the pensioners being assisted by the Association were accepted as residents in the newly erected Hassell Homes in Gillies Street (now demolished-opposite the High School). The first site for an Asylum for Indigent Members of the Old Colonists' Association was temporarily reserved from sale in October 1891. The site was approximately 28 acres in area in Mt Clear nearly opposite Midvale Shopping Centre in Main Road. The site was heavily timbered and when cleared over 260 tons of wood was sold to the Woah Hawp Gold Mining Company. A set of gates were erected but no homes built, although a plan for this reserve was drawn which showed twenty buildings ranging from one to four unit per building. The reserve was revoked in November 1909. The second site temporarily reserved in November 1909 as an Asylum was in Alfredton and consisted of some 7 acres and was adjacent to land reserved for an Abattoirs for the Ballarat Council. The reserve was revoked in February 1912 as it was deemed more appropriate to be added to the Abattoir site. Council suggested four (4) other sites in exchange for this land and they were inspected by the President, Vice President and Secretary on 22 December 1912. The first site inspected was land on the west side of Creswick Road opposite the brick kilns (now occupied by the showgrounds and oval). The land was described as being good quality, well fenced, no trees, good drainage and ample acreage but some distance from trams. The second site was Perry Park which was described as being good land, well fenced, having frontage to Gillies Street, good drainage and about 26 acres (but subsequently reduced to 10 acres). It was closely planted with Pinus Insignias and Wattle and had easy access from the Botanic Gardens tram. The third site was the North West portion of Victoria Park (corner of Sturt and Gillies Street) and was described as good land, well fenced and drained and well located. The fourth site was the South West corner of Victoria Park and known as Pound Paddock (corner of Winter Street and Gillies Street). It was considered to be low lying and too close to the Abattoir, and was also a considerable distance from trams. While the third site was recommended as the most suitable for the erection of homes it was considered unwise from the point of view as citizens to reduce the acreage of the park and therefore it was recommended that the Perry Park site be asked for as the most acceptable to the Association for the building of homes. The site was eventually temporarily reserved for an Asylum for Indigent Members of the Association in April 1914 with the gates from Mt Clear having been removed to the site a year earlier and eventually erected in 1917 for £12.10.0. In the same year the first 290 pine trees were advertised for removal in July and sold for £16. A sign indicating that the site was reserved for the erection of cottages was erected in September 1917. Stripping of the wattle bark (for tanning) and the cutting of the wood occurred in November 1918 with the land then being leased until it was required for the construction of the first homes in 1924. While the site was the third to be reserved it was the only one which was used for its intended purpose. It was named as Charles Anderson Grove in honour of Charles Anderson who joined the Association in 1918 and was President of the Association from 1942 to 1944. CHARLES HENRY GRATTAN ANDERSON C.H.G. Anderson (Electoral Returning Officer) was elected to membership of the Old Colonists' Association, Ballarat, in October 1918. He was elected to the Association Committee in 1926, and appointed Treasurer of the Association on the resignation of F. Ellis until the end of the financial year in 1933. In 1936 Charles Anderson indicated he would not be available for the President's Chair and that he would retire from the Committee owing to pressure of work. C.H.G. Anderson was welcomed as a new member of the Association in 1938, and served as President of the Old Colonists' Association from 1942-1944. Midway through 1949 Charles Anderson was appointed Members Secretary and Manager of the Ballarat Old Colonists' Club at £5.0.0 per week and 10/- for entertainment, to commence work prior to 01 August 1949. He was to do 30 hours per week and be present on Friday and generally on Saturday nights. In 1957 a minute of sympathy was extended to Club Manager Charles Anderson on the loss of his son. In 1958 a bonus of £20.0.0 was paid to Charles Anderson in recognition of his service in assisting the Secretary/Manager taking over under difficult conditions. In March 1964 the Shire of Ballarat would not permit a private road to be named Anderson Grove as Anderson Street already existed in Ballarat but Charles Anderson Grove was deemed acceptable. A recommendation of the Committee was put to the AGM in 1967 that Charles Anderson be made a Life Member. In 1969 an Association meeting observed a minutes silence in memory of Chas Anderson. Charles Anderson was also a Committee member of Ballarat Mechanics' Institute from February 1940 to February 1970. He was President in 1948. George Sydenham was appointed as Colac Shire Valuer and rate collector in 1890 which threw him into direct contact with the Otway people at a time when the first selectors were suffering badly. He would have heard their frustrations and grievances in great detail. On 15 January 1964 the Shire of Otway was going to poll its ratepayers about a loan required to build temporary municipal workshops and a Shire Engineer's office in the Apollo Bay Riding. This led to a number of objections at public meetings in the west and central ridings, such that a Committee of protest was formed, with a nominated Chairman, Secretary and members, to put to ratepayers their considered point-of-view of disapproval. After drafts the Committee produced a printed flyer for distribution to ratepayers summarising the Committee's position. The Committee knew and agreed with a Council Sub-Committee's recommendation to Council of a new, adequate building on one site of suitable size. However, this did not happen. Instead Council moved for loans for temporary renovations of existing buildings. This the Committee objected to believing that Council must decide on a final location before any consideration is given to borrowing money for temporary repairs. Certificates such as these were given to the families of service-men killed while serving overseas. They were often given out at the welcome home ceremonies for returned men. In 2000, three silver trophy spoons were donated to the Kew Historical Society by the National Trust (Victoria). At the time, the trophies were believed to have been awarded to J.S. Penrose for victories in events held by the Boroondara R.C. [Rifle Club] in 1905 and 1906. The Boroondara Rifle Club was a separate entity to the Kew and Hawthorn Rifle Clubs. The first reference to the Club on Trove is on 11 April 1900, when the Club was established and the committee elected. It is recorded that: “the adjourned meeting in connection with the Boroondara Rifle Club was held in the shire hall on Monday evening; Mr. A. J. Smith, J.P., in the chair. It was decided that the name of the club should be the Boroondara Rifle Club, and that it should embrace the whole shire, with butts at some convenient and accessible spot. A number of additional members were sworn in, making the total enrolled to date about 70. The following gentlemen were elected as office bearers: — President, Sir Frederick Sargood. M.L.C.: vice-presidents, Messrs. Wm. Knox, M.L.C.; F. Madden, M.L.A., and A. J. Smith (president of the shire); hon. captain, Mr. John Mc Whae (chairman of the Stock Exchange) ; committee. Messrs. T. W. Gaggin, J. B. Gilfillan, Cr. Lewis. Cr. Rooks and Cr. Beckett; hon. treasurer. Mr. G. A. Darling; hon. secretary, Mr. A. The first reference to the Club on Trove is on 11 April 1900, when the Club was established and the committee elected. It is recorded that: “the adjourned meeting in connection with the Boroondara Rifle Club was held in the shire hall on Monday evening; Mr. A. J. Smith, J.P., in the chair. It was decided that the name of the club should be the Boroondara Rifle Club, and that it should embrace the whole shire, with butts at some convenient and accessible spot. A number of additional members were sworn in, making the total enrolled to date about 70. The following gentlemen were elected as office bearers: — President, Sir Frederick Sargood. M.L.C.: vice-presidents, Messrs. Wm. Knox, M.L.C.; F. Madden, M.L.A., and A. J. Smith (president of the shire); hon. captain, Mr. John McWhae (chairman of the Stock Exchange) ; committee. Messrs. T. In 2000, three silver trophy spoons were donated to the Kew Historical Society by the national Trust (Victoria). At the time, the spoons were believed to have been awarded to J.S. Penrose for victories in events held by the Boroondara R.C. [Rifle Club] in 1905 and 1906. The Boroondara Rifle Club was a separate entity to the Kew and Hawthorn Rifle Clubs. He was a Councillor of the Municipality of Belfast at the time and later became the Secretary of the newly formed Minhamite Shire in 1872. By 1861 D. Smith appears as the licensee of the now named Commercial Hotel. In 1877 it was offered for sale—the building described as follows “Built of bluestone with slate roof, having a frontage to Bank street of 106 feet, 6 inches. Accommodation consists of twelve bedrooms, eight sitting rooms, bathroom, bar and cellar and detached kitchen also of bluestones, with outside offices. Around this time beside its usual business the hotel had various rooms for visiting doctors and a dentist. Dr. Berncastle, who was associated with the Sydney Eye Infirmary, performed several operations there on those suffering from cataracts. It was the meeting place for the Port Fairy Freemasons, before their Lodge was built in James street, and all the local sporting clubs, at one time or another. The veranda was added in 1900. The name Royal Oak was restored this century, but the name Commercial Hotel can still be seen in the leadlight window over the front entrance. The hotel still continues serving patrons with beverages and meals but no beds these days. Strathfieldsaye Shire Council Secretary ...The district of Strathfieldsaye was proclaimed in 1861 and named a Shire on the 17th September in 1866. It remained a shire until amalgamation in 1994 when it became part of the City of Greater Bendigo. The Shire was located 8 km to the south- east of Bendigo and covered an area of 601 square kilometres and extended from the Calder Highway to the Coliban and Campaspe Rivers. The shire's administration centre was in Strathfieldsaye until 1972 when new offices were opened in Kennington. Secretary Brennan, son of Councillor M. Brennan was appointed after his fathers death to the role and according to the The Bendigo Independent was in the role in 1917. The Bendigo School of Mines was opened in 1873 following the first report of the Technological Commission in 1869 which recommended the establishment of schools of design and science to meet the scientific and technical needs of the mining industry on the local gold fields. Initially mining, chemistry, geology, metallurgy and art were taught while a separate school of design was established in c. 1870 but incorporated into the School of Mines around 1883 when it was renamed as the School of Mines and Industry. In 1904 The Mechanics Institute was liquidated and its assets and buildings acquired by the School of Mines. Around 1907 a Junior Technical School commenced to operate at the School of Mines and Industry but ceased operating in 1961 with that function being transferred to the White Hills and Kangaroo Flat Technical Schools. The Bendigo School of Mines and Industry became known as the Bendigo Technical College from the 1st July 1959. It operated under that name until February 1967 when it became the Bendigo Institute of Technology (B.I.T.). Construction work commenced in c.1965 which saw the Institute progressively re-locate to new buildings at Flora Hill. He was elected a representative in the Mandurang riding in the Shire of Strathfieldsaye in 1887, served as Mayor of the City of Bendigo from 1917 - 1918 and was Secretary of the Bendigo Art Gallery for over 20 years. His father Joseph Abbot had been a member of the School of Mines Administrative Council and RH Abbott served as President of the School of Mines for two years and was a highly regarded business man within the local community. Joseph Henry Abbott arrived in Australia from Birmingham England in 1852 aged 22 hoping to make his fortune on the goldfields. In 1853 he opened a store in Bendigo, Abbott and Co and from there began a lengthy career as a business man supplying the local community with goods and services including owning and operating the New Times Boot Market & Factory in Pall Mall, Sandhurst, run by his wife, Anne (nee Deague). J H Abbott’s main ambitions were to serve on the local and state councils. He was elected Chairman of the Sandhurst Borough Council in 1860, Mayor of the City of Bendigo in 1891 and was gazetted a Justice of the Peace in 1864. Over his lifetime J H Abbott was closely linked to nearly all the leading institutions in Bendigo and worked for the benefit of local charities. He was trustee of the Bendigo Art Gallery and a Freemason and was said to be the first person in Bendigo to have a telephone installed in1882 between his residence and his business in Pall Mall. After JH Abbott died in 1904 he passed on his businesses to his son JH Abbott Jnr and adopted son RHS Abbott. These businesses continued to trade under the name JH Abbott & Co and today still operates under the name Abbott Supply although the last of the family interests ceased in 1986. Barkly Hyett was a leading Bendigo solicitor and solicitor to the Bendigo City Council for 45 years prior to his death in 1935. Like many men with money of this era he served on local boards such as the Bendigo Base Hospital, Bendigo Y.M.C.A. Bendigo Law Association, South Bendigo Bowling Club and St Andrew's Presbyterian Church. He was also associated with mining companies and financial institutions. His son Alan joined his business in 1914 but died during WW1 after which time his younger son Rex joined and his name appears on this receipt alongside his fathers. Early member of the Bush Fire Brigade, Bon Barrie saw the need for improved speed of communication. With the formation of the Country Fire Authority by mid 1950 Melton introduced H F high frequency two way radio sets. A set was located in the Barrie home, which was an idea location to observe smoke sighting given its 360 degree view of the distant horizon. A large antenna was built to improve reception and sending strength. Author – Edna Barrie hand written notes. In its policy of creating smaller compact groups of fire brigades the Country Fire Authority Regional Officer Harry Rothsay in 1967 requested that the following 6 brigades surrounding Mt Cottrell transfer from their respective groups. Melton and Rockbank from Bacchus Marsh Group, Toolern Vale and Sydenham from Mt Macedon Group and Truganina and Werribee from Little River Group forming a new Group to the be named Mt Cottrell Fire Brigades Group. Group Headquarters was established at the Ferris road residence of Melton Captain E W Bon Barrie, who was elected Group and Communications Officer of Mt Cottrell. E W (Eddie) Gillespie and Keith Watt of the Toolern Vale brigade were appointed Deputy Group Officer and Group Secretary respectively. The Base Radio was installed at the Group Headquarters by the CFA. Brigades contributed to half the cost. A grant of $1000 was made available by the Shire of Melton in 1969 toward the cost of VHS (Very High Frequency) replacing the HF(High Frequency) Radios which has been introduced in the 1950’s. Shire of Werribee and the City of Keilor supported Werribee and Sydenham in a similar manner. The Call sign for the new group became VL3LY VHF Channel 1 163.12 m/cs. HF 3836 k/cs. Fire Brigade Melton Fire Brigade (and predecessor Bush Fire Brigade) Apparatus Officer, 1945 - 1953 Captain, 1951 - 1965 Mt Cotterill Fire Brigades’ Group Elected Group Officer, on the formation of the Group, 1967. As Group Communications Officer he operated the VL3 LY base radio station from home on a 24 hour basis for fire brigades of Melton, Rockbank, Sydenham, Diggers Rest, Toolern Vale, Truganina and Werribee. With his brother Edgar, he built the first Melton Fire Truck. It was housed on the family property until a fire station was constructed in the Melton township. Electricity was subsequently turned on at dusk on 20th December 1939. Honorary Secretary, 1935 Member, Agricultural Engineering Society Australia c1960-1985 A successful grower of wheat, oats and barley, he planted experiment plots and held Field Days on the “Darlingsford” property. He later diversified into other grains and sheep (wool and meat). He took a enthusiastic interest in agricultural engineering and was keen to introduce innovative ideas that improved the productivity of farms and farming practices. In the mid 1950 he conducted trials during harvest on the family property of the original mechanical hay fork built on a British Bedford truck by Bill Gillespie. This design was further refined in collaboration with the Gillespie brothers and resulted in the construction the hydraulically operated tractor mounted hay fork. The innovative design of the hay fork created interest from far and wide and was quickly taken up by farmers because it significantly reduced hand labouring of loading sheaves of hay with a pitch fork. His father established chaff mills in Melton, Rockbank, Parwan, Diggers Rest in the first decade of 1900 and in 1915 went into partnership with JR Schutt to establish the Schutt & Barrie Pty. Ltd. Chaff Cutting and Flour Mill in West Footscray. When it ceased trading in 1968 the directors were: Ernest W Barrie and Thomas L Barrie, R, A, and M Schutt.
