The Fred Rochow Railways Collection incorporates photos related to the operation of the Wodonga Railway Station including different types of trains and railways staff C. 1930 – 1990. It was donated to the Wodonga Historical Society by Fred Rochow, a railwayman who spent many years based in Wodonga. He joined the Victorian Railways on 17th June l947 and retired in 1988. For some time, he was a member of the Australian Federated Union of Locomotive Enginemen and served a term as a member of the Trades Hall Council. He had an extensive knowledge of the struggles that took place to achieve better conditions for railway workers. Fred worked for many years as a fireman and then worked his way up the ranks to driver, experiencing many changes from the days of steam locomotives through to diesel trains, locomotives and even the modern XPT train. He worked throughout Victoria at different stages of his career, with his final working years focused on the northeast of Victoria and the Albury to Melbourne line. After his retirement, Fred continued to share his love of steam miniature trains with the community.This collection has local and statewide significance as it captures images of trains, locomotives and personnel who operated the railway services in Wodonga and throughout Northeast Victoria. The railways played a critical role in opening up Victoria and connecting Australia for trade, business, social communication and transport.Railway Commissioner Harold Clapp and Mrs. Clapp ready to leave Albury on the "Spirit of Progress" in 1938. The Driver is George Lynch Snr. and the Fireman is E. Finley. Sir Harold Winthrop Clapp (7 May 1875 – 21 October 1952) was a transport administrator with the Victorian Railways who over the course of 30 years revolutionised the railways in Victoria. Clapp introduced faster services and more powerful locomotives, supported the farming sector and presented a report on standardising rail gauges which then led to a uniform rail gauge across capital cities. His most well-known project was the upgrade of the Sydney Limited service into the all-steel, all-air-conditioned, non-stop, high-speed express streamliner, Spirit of Progress which was launched on 17 November 1937. Clapp became Chairman of Commissioners of Victorian Railways in 1920 and remained Chairman until his retirement in 1951. Mr Robert Crone Phillips was born in Stanley, Victoria and later moved to Wangaratta where he worked at Pinkertons and Sons. On 1 April 1912 he purchased the grocery, ironmongery, and wine and spirits business conducted in Sydney Street, Wodonga, by Mr. D. M. Stavely. This business was beside the old Wodonga Police Station. He received a spirit merchant's license under the new Licensing Act in the Wodonga Licensing Court on 20 March 1912. This was the first occasion on which spirit merchants' licenses have been granted by the court. This license was renewed annually until November 1920. On Friday 15 July 1921, a fire occurred in which Phillips grocer’s shop and a neighbouring draper’s shop, owned by Mr. R. W. McLeish, were seriously damaged. In August 1921 Robert Philips filed for insolvency with assets of £660 10/ and liabilities of £1126 19/6. The cause of insolvency listed was loss sustained by fire and the pressure of creditors. Mr. Phillips retired to Wangaratta. He passed away in 1948. The demijohn is of local significance as it represents an artefact from a local business. Its provenance is clear due to the inscription in the item. Initially John Matchett had a grocery store in Pall Mall. In 1893, he advertised as a hay and corn dealer. When he retired to a farm in Kamarooka, the business was taken over by his son Robert Matchett (1864-1928). In 1904 the business moved to the Corner of Mitchell St., and Bath Lane. As well as a grocers this was a wine and spirit merchant. After Robert Snr. died the shop and the liquor licence was transferred to his son Robert Jnr. Rationing regulations for food and clothing were gazetted on 14 May 1942. Rationing was introduced to manage shortages and control civilian consumption. It aimed to curb inflation, reduce total consumer spending, and limit impending shortages of essential goods. The broad reasoning behind the introduction of rationing was to ensure the equitable distribution of food and clothing. It was also hoped that a cut on consumer spending would lead to an increase in savings, which in turn could be invested in war loans. Australians were never as short of food nor rationed as heavily as civilians in the United Kingdom. Rationing was enforced by the use of coupons and was limited to clothing, tea, sugar, butter, and meat.
