The Ballarat School of Mines was established in 1870 through initiatives of the Ballarat Mining Board which felt there was a need for such an institution because of the declining number of mine managers for the goldfields. Commercial artist, Keith Edwin Rash (1910-1985), studied at the Ballarat Technical Art School between 1923 and 1929. These artefacts are from his professional practice. Sign writing and ticket-writing bridged art and trade, with hand lettering applied to long-term signage and short-term promotional materials. At the Ballarat Technical Art School, sign writing, ticket writing, and house decoration were overseen by Thomas Raisbeck (1884-1970) from 1915. Classes were then successively taught by former students William Kenneth (Ken) Moss (1889-1921) from 1920 until his untimely death, Albert E. Williams (1899-1986) until 1928, followed by experienced, practising sign writer, Charles Emrys (Angus) Henderson (1899-1976), who had trained under Raisbeck. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat has a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. In 2016, Federation University Australia announced plans to take possession, over a two-year period, of Monash’s Berwick Campus in the south-east corridor of Melbourne. Federation University Australia, or FedUni, is headquartered in Ballarat and offers programs in Higher Education and Vocational Education and Training to regional Victoria and beyond. The University’s commitment to educational and social equity, teaching excellence, research distinction, environmental sustainability and regional capacity building has enabled it to develop in a way that draws on its proud heritage to inform its future. The Art Directors Club Annual Awards began in 1921. They celebrate "the artistry and craftsmanship that is synonymous with beautiful advertising and design". At the 81st Awards in 2002, Ballarat University won gold. This is the first time an Australian University has been recognised. The Guirguis New Art Prize (GNAP) is a biennial national acquisitive $20,000 contemporary art prize. It is for Australia's contemporary artists with works that explore new ways of artistic expression, utilising existing mediums as well as new technologies. It was initiated and supported by local Ballarat surgeon Mr Mark Guirguis. The art prize is administered by the Federation University Australia (FedUni) and displayed at the Post Office Gallery in Ballarat. Ned Williams was born in Bristol, England in 1825 and died at Ballarat 7 September 1900. Ned took a leading role in transforming what was a swamp (Yuille's Swamp) into the modern day Lake Wendouree. Ned was the establishment and promotion of water sports on the lake, he was well liked in the community and highly regarded as a leading citizen, an athlete, a sportsman and as an oarsman. This memorial was commissioned on his passing in 1900.The item is of aesthetic and historic significance to the people of BallaratA Carrara marble fountain on a basalt base. Eight tiers of marble, the central element is bordered by four pillars with decorative capitals on top. The pillars and capitals are secured with copper allot rod at the upper junction and ferrous rods at the base. Once had a working drinking fountain.Created by the friends of Edward King (Ned) Williams in commemoration of his qualities as a pioneer citizen, oarsman, athlete, and sportsman. Statue of Ruth is a religious reference to the harvest and to the importance of motherhood. Ruth was sculpted by Charles Summers a central figure in Australian art from the mid 19th Century.
