Introduction and welcome by Mandy Press (Executive Officer, Shire of Eltham) with speeches by the Hon. Pauline Toner, Member for Eltham and Shire president, Cr. Alan Baker. The Hon. Pauline Toner acknowledged Shire President Alan Baker and her parliamentary colleagues Vin Heffernan, Neil Brown and Bob Halderson and Councillors; three levels of Government which led to the achievement of the kinder, and gave special thanks to the Council and parents for the forward planning to accommodate children from babyhood to school with childcare, kinder and baby health facilities all combined in one facility in the middle of parkland in a residential area. Shire President Cr Alan Baker then followed to formally open the centre. The site had been identified in early 1985 at that stage only as a pre-school but with an opportunity to develop, the additional services were driven by Cr Baker. Though a very long name, its simple message is "Care for Kids." Designed by architect Neil Biggins of Clark, Hopkins and Clark. Cr Baker stated that the theme of "people living in the environment" was very much encapsulated by the facility. Cr Baker informed that the construction of the facility had led to some concerns with a reduction in open space and potential traffic generated to the facility and those users of the facility were asked to ensure their use is sensitive to the local residents. Cr Baker talked about the financial costs and how the Federal grant funding was no longer as plentiful as previous and that the Victorian Government had come to the assistance thanks to Pauline Toner covering some other costs as well as the ongoing running costs of around $40,000. The Federal Government contributed $233,000 out of a childcare component rather than preschool. Cr Baker thanked Mandy Press again as well as Shire Engineer, John Stanton. Cr Baker also acknowledged Ed Latanzio who was in charge of the project, along with his colleague Alan Lansdowne; Gary Bartlett and his team for the exterior surroundings to the facility. He mentioned that Neil Biggins the architect had said not many Shire Councils show the same commitment to the exterior surroundings as the interior which was a credit to the Council and Gary Bartlett. He also thanked Bev Vern, Council's preschool advisor who assisted in developing the programs; Grant Roberts from Federal Office of Childcare for assisting the Cooperative in setting up the funding program; the builders George Takola and George Apted; Michelle Matello who undertook the needs analysis that identified another preschool was required; Cathy King who assisted in the development of the childcare program; Pat Grundy and Susan Forbes, Council officers who assisted with the development of the services and the members of the preschool committee. In addition, local residents and in particular Helen, Peter and Chris who advised Council of their concerns and worked with Council to overcome these issues; members of the Interim Steering Committee and the Directors of the Childcare Co-op. Cr Baker stated that the Co-op nature of the facility and the location of the three services under one roof was unique and the task of the programs was to be led by Annie, Dianne and Lynn Afternoon tea and activities followed the unveiling of the plaque. Originally built by John Hill, a shoemaker at Kangaroo Ground around 1878. In the late 1970s when our Society was the Shire of Eltham Historical Society, an offer was made to the Society regarding use of an old cottage at Christmas Hills. The cottage sat beside Watsons Creek just outside the then Shire of Eltham but following municipal restructuring it now lies within the Shire of Nillumbik. For various reasons the offer ultimately lapsed. At that time some research on the cottage was carried out for the Society by Keith Chappel as part of a larger research project that he was doing. Keith’s notes were taken from Lands Department records and showed that the property was the subject of a permissive occupancy of Crown land comprising the creek reserve. In 1903 a Miner’s Right of one acre in area was granted to Edwin Samuel Birch. In 1907 Birch applied to purchase this land but was unable to because it was part of the creek reserve. The documents show that the cottage existed at that time. Upon Birch’s death in 1932, his daughter, Honor Mary Birch was granted a permit to occupy the residence. Honor Mary Birch, known as Nora, was born 1900, the daughter of Edwin Samuel Birch and Honor (nee Young). In 1939 she married George Henry Williams (aka Henry). Honor died 8 July 1976. Her siblings were Margaret Martin (dec), Bert Birch and Brigidene Brinkkotter. In her will she gave and bequeathed “all the improvements on the land held by me at Christmas Hills under Permissive Occupancy from the Department of Land and Survey consisting of the house property thereon and all the contents of the said house to my nephew Brian Joseph Martin of Christmas Hills aforesaid farmer”. The will described the property as a four room, five square house, about 100 years old with enclosed verandah, including kitchen, combined lounge dining room, bedroom and store room; built of ‘bush slabs’ with a corrugated iron roof. A dairy had been erected in 1935. After her death, the property was acquired by the Melbourne Metropolitan Board of Works in 1978. The property is listed on the Victorian Heritage Database HO200-Hill, later Birch farm complex, 945 Eltham-Yarra Glen Road, Watsons Creek and described as: The house has a steep but simply gabled roof form clad with corrugated iron, vertical adzed hardwood slab front wall construction, split palings to the gable ends; rubble freestone chimney at one end (with added gsi flue), pole-framed Graeme Butler & Associates, 2006: 101 Shire of Nillurnbik Planning Scheme Amendment C13 Heritage Assessments verandah (rebuilt?); six-pane double-hung sash windows; T&G bead-edge boarded ledged & braced door; and paling clad rooms added at verandah ends. A slab-clad large fireplace is at the north corner of the house, with a gsi upper cladding added and an internal lining of rubble stone. The rear facade is different construction, being drop-slab, and sits beneath a rear skillion addition to the main gabled form: this may be more recent construction. The house appears to have been once set up for public display and may have been recreated in part for that purpose. Outbuildings are reached by a track along the east side of the house, including what may have been a creamery (typical standard inter-war design clad with corrugated iron and lined with 1938 Lysaght Queens Head Australia galvanised sheet iron) and a paling clad gabled out-house. Timber outbuildings of differing eras are to the north-west of the house, with pole framing and paling infill construction and Redcliffe brand corrugated iron. Godfrey to her letter of 24 May explaining circumstances and denying responsibility to forward a replacement cheque as it was cashed at the Golf Club Hotel; 6 June 1958 History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. An Oral History Project - An Australia Remembers New Work Project funded by the Department of Employment, Education and Training. Sponsored by Northern Metropolitan College of TAFE. The Australia Remembers 1945-1995 campaign was a pageant of events commemorating the end of World War II. 34 chapters include reminiscences from 34 men and women mainly from the Watsonia Returned Servicemen's League recording their memories of the war years for the benefit of the [Shire of] Diamond Valley community. This copy is signed by Eleanor Sumner who is also a contributor.This book comprises a collection of unique and individual personal narratives of World War 2, written 50 years after the war and preserved for future generations. The Album was compiled by Nancy McHaffie late 1990's, with the assistance of Edith Jeffery's, with her book "Garden of Memories" and extensive knowledge of Phillip Island. The Cemetery lies back from the road and is surrounded by Manna Gums, rare Peppermint Gums, Blackwoods and other native trees. In all 25 acres of land were set aside as Crown Land in the land settlement of 1868. There are 6.2 acres of wetlands near the cemetery entrance.466-40: George Walton settled at Rhyll after the Land Settlement Act was granted 8 acres in the township of Rhyll. He was the father of a large family, many descendants still live on Phillip Island. He had the honour of being the first brickmaker on the Island. He died in 1912 in his 81st year. Also Harriet Walton, Richard Walton & George James. 466-41: The Gall Family. Robert and Sarah Gall came to Phillip Island about 1869 and selected Block 10, some 20 acres. They built their home and sunk a well which still exists in Settlement Road, Cowes. In World War 2 residents of Victoria were concerned about enemy attack so a series of Spotters Huts were established along the coast. In Lorne the Spotters Hut was at Queenspark in the old recreation building. Many locals volunteered their time. The plaque was made by the Lorne Historical Society to honour these people who volunteered to join the Air Observers Corp. A rectangular thin Metal sheet , with black printing. This plaque was made in 1997 as a project of the Lorne Historical Society to pay tribute to the Spotters who worked in the spotters cabin at Queens Park Lorne during the Second World War. George Cox was in Gibraltar with the British Navy when he heard about "gold" in Australia. In his latter days, as the mailman, he was granted a fisherman's license which enabled him to build a hut on the foreshore below the Isle of Wight and eastward of the Jetty. George Cox became the mailman ferrying to and fro Frankston to Phillip Island. He was granted a fisherman's license enabling him to live on the foreshore below the Isle Of Wight. Hut was roughly built of brick blocks and wood. State Express 555, simply known as 555, is a brand of cigarette originally manufactured in the United Kingdom by the Ardath Tobacco Company. The overseas rights to the brand, excluding the United Kingdom, were acquired by British American Tobacco (B.A.T.) in 1925. It was sold widely throughout the world. Sir Albert Levy (1864 – 1937), born in England became a successful tobacco trader, cigarette manufacturer and exporter. On 31 July 1895 Sir Albert Levy registered the trademark ARDATH in the Republic of Ireland.. He visited the United States and while in New York State, he was a passenger on the Empire State Express train. . The word trademark was first registered in Ireland on 10 March 1896. In the United Kingdom, Ardath's brands endured, to the point where they were granted a Royal Warrant by King George VI in 1946 and again later by H.M Queen Elizabeth II. In 1961, British American Tobacco bought out Imperial Tobacco's share of Ardath, thus gaining full control of Ardath's trademarks2x Tins with hinged lids to contain State Express Ready Rubbed Virginia Tobacco . As part of a program to acknowledge the Anzac Centenary Nillumbik Shire Council partnered with Yarra Plenty Regional Library to provide a bus tour with commentary of local sites of significance. These included Eltham township, the Shire of Eltham War Memorial at Kangaroo Ground, Christmas Hills war memorial, Hurstbridge memorial recreation park and finshed at Eltham Library to view the Writing the War exhibtion at Eltham Library Community Gallery. Jean Stirling , born 1901 in Orbost, married Charles Frances Reginald Joyes on 15th July 1922 in Orbost. Jean's father was John Stirling, son of James Stirling and Ann Gray. Her mother was Robina Harvey McNair, Aged 19 James Stirling arrived in Melbourne on January 26, 1842 with his family - parents, three sisters and two brothers. James Stirling moved around a lot to Whittlesea, Ballarat goldfields, Cunninghame, (now Lakes Entrance), then to the Old Station about 36 miles to the east along the coast near the mouth of the Snowy River and for a time settled there with his wife also from Wigton, Scotland, and their family four sons two daughters (James, John, William, George, Margaret and Polly). The first settler to occupy the Marlo township area was James Stirling around the year 1875. He built a bark hut on the bluff that had two rooms, bark walls, earthen floors and a shingle roof. By 1884, this structure had expanded to a 9 roomed accommodation house and in 1886 became the Marlo Hotel when a liquor license was granted.
