Debate about water supply and its planning and development took place in the Bacchus Marsh region from the 1850s through into the twentieth century. This plan was part of documentation to support an application for an additional loan of money from the Ministry of Water Supply to the Bacchus Marsh Shire Water Supply Trust. This photograph was taken in the 1960s at Lake Sambell and is a view across the lake from the east side, the photo was taken during a period of improvements to the lake and surrounding area. Lake Sambell is an artificial lake that was created on the site of the old Rocky Mountain Mining Company workings and was officially opened by Minister for Lands, Mr Baily, on October 5, 1928. The disused and unattractive remains of the mine were converted into a recreational area intended for swimming, boating, and fishing. The lake is named after Mr L.H. Sambell, shire engineer and secretary of the Forward Beechworth Committee, who advocated for the enhancement of Beechworth into a tourist destination and was central to the planning and establishment of the lake. Funding for the project was raised through both competition funds and donations. Since the construction in 1928 several engineering issues have arisen. In 1939 the water levels were low, and the lake was considered both an eyesore and ‘mudhole’, Beechworth Shire Council sort funding to raise the height of the lake six feet to improve the quality of water. Throughout the 1940s the Beechworth Swimming Club sort to address the structural engineering issues and improve swimming facilities at the lake. R.E. Carter, similar to L.H. Sambell, was a shire engineer who advocated the importance of positioning Beechworth as a tourist destination. Carter held the position of shire engineer from 1954-63 and organised many improvements to the Lake Sambell area including the caravan park in 1959, the lake swimming pool in 1961, water skiing and boating facilities, and increased the lake surface area in 1964. These improvements to the lake also reflect an increase in leisure time and access to travel during a period of post-war prosperity in Australia during the 1950s and 60s. This photograph is of historical significance as it documents Lake Sambell in the 1960s after a series of enhancements to the lake area to improve its appearance and usability for both the people of Beechworth and tourists. Wingrove Cottage is historically significant for its long association with Charles Wingrove, a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and Shire Engineer and Secretary to the Heidelberg Road Board. The cottage was also used as the office of the Eltham District Road Board and Council for many years . One of the Shire's oldest dwellings, and one of the few surviving 19th century buildings associated with early Eltham and located in the original Eltham Village Reserve. Wingrove Cottage is considered historically significant to the Shire of Nillumbik and is registered on the Victorian Heritage Database. The article describes a fire incident which took place in January 1965 at Swan Lake, a water reserve at the entrance to Summerland Peninsula, Phillip Island. Due to an extremely heavy infestation of gorse (noxious weed) and natural tea tree scrub, along with poor vehicle access, the volunteer fire fighters could apparently not gauge the extent of the fire. A light plane operator visiting Cr Arthur Hamilton nearby was able to fly Phillip Island Shire Engineer, Jock McKechnie, over the lake to better direct the fire fighters. Swan Lake has many Bunurong Aboriginal middens and short-tailed shearwater rookeries, and, being not far from the Penguin Parade, a fire there posed a direct threat to the birds. The memorial was erected in c 1936 by the public to the pioneers of Deep Lead District. The memorial was to commemorate the early pioneers of Deep Lead. The bronze tablet depicts two miners at work, one operating the cradle while the other using the shovel. Behind the two men and partly framing the design, is the windlass set in a fork of a tree. On each side of the main tablature are two figures of goats, one a "Billy goat" the other a "nanny goat". The bronze sculpture is set on a pedestal of Grampian freestone, which is placed on the two steps of granite. The whole memorial is surrounded by an ornate stone fence. The bronze sculpture work was executed by Mr. S. J. Hammond of Melbourne while the stone work was carved and erected by Mr. G. Robson, of Stawell. The shire engineer Mr. C.W.C. On 15 January 1964 the Shire of Otway was going to poll its ratepayers about a loan required to build temporary municipal workshops and a Shire Engineer's office in the Apollo Bay Riding. This led to a number of objections at public meetings in the west and central ridings, such that a Committee of protest was formed, with a nominated Chairman, Secretary and members, to put to ratepayers their considered point-of-view of disapproval. After drafts the Committee produced a printed flyer for distribution to ratepayers summarising the Committee's position. The Committee knew and agreed with a Council Sub-Committee's recommendation to Council of a new, adequate building on one site of suitable size. However, this did not happen. Instead Council moved for loans for temporary renovations of existing buildings. This the Committee objected to believing that Council must decide on a final location before any consideration is given to borrowing money for temporary repairs. This book has been written by Alan Mickle and tells of his impressions of England in 1908, 1923 and 1938. The proceeds of the sale of the book went to the ‘Food For Britain’ drive, an appeal that operated throughout Australia during World War Two. Alan Mickle, the son of David and Clara, was related to an early 20th century Shire Engineer in the Camperdown area and to Thomas Mickle, a prominent landowner, hotel keeper and photographer in early Warrnambool. Alan Mickle died in 1969. M.E. Clarke, whose signature appears in the book, was a descendant of a local Clarke family which included Angus Henry Clarke (b. 1866) who married Maggie Brown and Angus’ brother, John Sanders Clarke (b.1870) who married Bessie McMahon of Warrnambool. Bessie’s father, William was a prominent 19th century lawyer in Warrnambool. The book was donated to the Warrnambool and District Historical Society by Aileen Hassell who was the daughter of John and Bessie Clarke. This book is significant because of its links to the ‘Food For Britain’ appeal which was active in Warrnambool during World War Two. Also the book is significant because of its links to the Clarke and Mickle families, resident in the Warrnambool district in the late 19th and early 20th centuries This is a soft cover book of 93 pages. The cover is buff-coloured with a fold-in flap at the ends of the cover to make the cover more sturdy. The lettering on the cover is in red and black calligraphy. The book has a Foreword by the Rt. Hon. R.G. Casey and includes several black and white photographs. The cover is a little scuffed and worn. This letter book contains letters, sketch maps and plans and dates from1934 to 1936. It originally came from the office of John William Crawley Junior, an engineer, surveyor and architect in private practice in Warrnambool and also the Shire Engineer for the Shire of Warrnambool from 1895 to 1935. His father, brother and son were also engineers and worked in that capacity or as the Shire Secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire. The Shire of Warrnambool existed from 1863 to 1994. The letter book was also used in the private practice of John Crawley’s son, Rolf who was the engineer for the Shire of Warrnambool from 1935 to 1968. The letter book then came into the possession of Michael Hand who took over the private surveying business of Rolf Crawley in Warrnambool. The Warrnambool and District Historical Society acquired the letter book, along with several other Crawley ledgers, from the estate of Michael Hand.This letter book is of considerable significance as it contains letters written by John Crawley and Rolf Crawley who were in an engineering, surveying and architects private practice in Warrnambool over the time covered in the book. It will be very useful to researchers. This is a hard cover book of 1000 pages but only 354 pages have been used. The cover is bound at the corners and on the spine with buff-coloured leather. Lake Sambell is an artificial lake that was developed on the previous site of the Rocky Mountain Mining Company workings and was officially opened by Minister for Lands, Mr Baily, on October 5, 1928. The disused and unattractive remains of the mine were converted into a recreational area intended for swimming, boating, and fishing. The lake is named after Mr L.H. Sambell, shire engineer and secretary of the Forward Beechworth Committee, who advocated for the enhancement of Beechworth into a tourist destination and was central to the planning and establishment of the lake. Funding for the project was raised by both competition funds and donations. Since the construction in 1928 several engineering issues have arisen. In 1939 the water levels were low, and the lake was considered both an eyesore and ‘mudhole’, Beechworth Shire Council sort funding to raise the height of the lake six feet to improve the quality of water. Throughout the 1940s the Beechworth Swimming Club tried to raise awareness and funds to address the structural engineering issues and improve swimming facilities at the lake. R.E. Carter, similar to L.H. Sambell, was a shire engineer who advocated the importance of positioning Beechworth as a tourist destination. Carter held the position from 1954-63 and organised many improvements to the Lake Sambell area including the caravan park in 1959, the lake swimming pool in 1961, water skiing and boating facilities, and increased the lake surface are in 1964. These improvements were financed mainly by grants from the Tourist Development Authority. This photograph is of historical significance as it documents Lake Sambell and the surrounding area in the 1960s after a phase of enhancements to improve the appearance and usability for both the people of Beechworth and tourists.
