The Starkie drinking fountain was erected to commemorate the work done by Joseph Starkie to formation of the Sunbury Waterworks Trust in 1905. This later led to the establishment of a water supply system in Sunbury. Originally the fountain was at the intersection of O'Shanassy and Brook Streets. As the shopping centre expanded, the fountain was moved to a reserve in the Village Green. The man photograph in a garden is Joseph David Starkie, who was a Bulla Shire councillor for more than twenty years and during that time he was elected Shire President four times. He was also a member of the Sunbury Waterworks Trust and served as the chairman from 1905 - 1908. While serving on the water board he was instrumental in Sunbury gaining a permanent water supply. A drinking fountain has been erected on a reserve at the Village Green to honour the arrival of the permanent water supply to the town. The installation of a permanent water supply benefitted the town and contributed to a more reliable rail service as steam trains refilled their tanks with water at Sunbury Station. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. Joseph Starkie was the Chairman of the Sunbury Waterworks Trust from 1905 to 1913. During that time he was instrumental in getting a permanent water supply installed for the town of Sunbury. After his death in April 1913, the townspeople erected a memorial which stood at the intersection of Brook and Stawell Street. It was unveiled on 26 January 1915 by Terence O'Brien. The original memorial included a drinking fountain and horse trough. As traffic increased within the town, the centre section of the fountain, without the horse trough, was resited in a reserve opposite the Memorial Hall. The photograph shows the monument on its original site. The development that had arguably the greatest impact in encouraging population growth in the shire during this period, was the establishment of a reliable water supply for the district. This had been a major concern of the local community for over 100 years, since the Melton township was first founded. Despite various schemes over the years to create a reliable water supply, the district was still dependent on bores, wells and tanks when the Melton Waterworks Trust was established in 1961 to address Melton’s water woes. The third is a letter to the Editor of the Argus from Joseph Brady, dated August 2, 1870, in reference to repairing the leak in the outlet tunnel of the Malmsbury Reservoir. He says the repair of the tunnel was not essential and is unnecessary and 2nd. If the bank was cut through and restored, for years the bank would not be safe, as the earth used in the restoration would require time to subside and unite with the old work. The Orbost Waterworks Trust was constituted under the Water Act 1915 and the Water Act 1916 and gazetted 10th Jan 1917. The Trust consisted of six members who were responsible for the provision of reticulated water to meet the needs of the town. The first reticulated supply to Orbost was installed about 1920. The Trust became part of the Orbost Water Board constituted under the Water and Sewerage Authorities (Restructuring Act) 1983. From 1995 the area has been served by the East Gippsland Region Water Authority. The East Gippsland Region Water Authority was constituted on January 1, 1995. The new Authority assumed responsibility for the services previously provided by the Mitchell Water Board, the Tambo Water Board, the Orbost Water Board and the Mallacoota Water Board. East Gippsland Water is the registered business name of the East Gippsland Region Water Authority. This photograph is of Lake Kerferd in the early 1900s. Both the spillway for the lake and the jetty can be seen. There is also a road that wraps around the lake and eventually disappears into the trees. This photograph is significant because it shows Lake Kerferd at the beginning of the twentieth century. The lake itself is significant because it was Beechworth's main source of water. This bonnet was made to be worn by Patricia Kathleen Grant. She was born in1925, the daughter of Dr Frank John Audas Grant and Kathleen Josephine Dixon. Dr Frank Grant gave many years of service to the Wodonga community both as its doctor and on several community organisations and committees. He was born in South Yarra, Victoria in 1897 and after finishing school he began Medical Studies at Melbourne University. In 1915 he enlisted in the Australian Army and was assigned to the Hospital Transport Corps and later with the 8th Field Artillery Brigade aboard HMAT Medic. He was wounded in action with gunshot wounds to the arm and back. After time in hospital in England, Frank was returned to Melbourne where he was discharged as medically unfit on 24th October 1917. During World War II Dr Frank Grant served as an Honorary Captain in the Australian Army Medical Corps. His records show that he was accidentally “Mustard Gassed” at Bandiana. Dr Frank Grant commenced practice in Wodonga in 1923, entering into a partnership with Dr Rudolph Schlink. This marked the beginning of a long career dedicated to the Wodonga community. By 11 August 1926 he held the role of Public Vaccinator with the Commission of Public Health in Wodonga. Apart from long years of dedication to health in Wodonga, Dr Grant also took on numerous roles within Wodonga. This included being a Commissioner of the Wodonga Waterworks Trust from 6 April 1932 until 29 July 1963. He was a strong advocate for the development of the Wodonga Base Hospital which opened in 1954. In 1901 Cameron was captain of the Rokewood Rifle Club. John Cameron was a Rokewood blacksmith in 1902. John (Jack) Richard Watson was the son of Thomas Watson (10/11/1838 - 27/04/1920) and Emma Eliza Jane Phillips (25/05/1844 - 12/10/1925) and was born at Yendon on 16/12/1876 and died 11/10/1973 aged 96 at the Wimmera Base Hospital in Horsham while residing in Murtoa. Still a teenager Thomas reached Melbourne in the 1850's and found work helping to build the Spencer Street Bridge over the Yarra Yarra, as it was known then, before making his way to the Ballarat Goldfields. After being tricked out of a claim he sought work with the Victorian Railways, and later acquired a farm at Yendon. Emma Phillips was born in Geelong and had moved with her mother to Ballarat. Emma was a member of the Ballarat Philharmonic Orchestra and sang in the choir of St Pauls Church in East Ballarat, where they were married. Jack worked in the gold mining industry - firstly as a braceman at the New Kohinoor Mine at Sebastapol and then to a mine at Rokewood, both times following his older brother Frederick George. He later worked in 15 different mines before changing occupations. He was employed as an engine driver for the Murtoa Waterworks Trust at the Murtoa Power Station when he lost his lower left arm when it was caught in an engine belt in 1929. Jack married Edith Emma Yung (01/07/1887 - 05/10/1988 ) who was born at Allendale and died aged 101 at Wendouree after livivng most of her married life at Murtoa. They had five children all born in Murtoa: Richard Henry (Harry); Edith 'Alice'; Grace; Ernest Alfred (Alf) and Jonn Grenville (Gren). They were married at Yendon. This image of the Ralph Falkiner’s Mueller Petrol-Electric Road Train was taken in Wodonga in February 1914. Imported from Germany by Mr Ralph S Falkiner in late 1913, the train’s inventor, Major W A Mueller with two assistants, came to Melbourne to assemble then commission the train. The train cost Mr Falkiner about £13,000 plus £4,591 import duties. The Falkiner family were sheep breeders in the Western Riverina and he hoped to use the road train primarily to convey wool to the railways for despatch to Sydney. The train was 216 feet long, weighed 43.5 tons with a top speed loaded of 6-8m/h and petrol consumption up to two gallons per mile. Its first Australian journey was to haul 50 tons of cargo to Edmondson & Co at Wagga Wagga, 277 miles away. The journey from Melbourne was plagued with problems including broken cylinders and crank shaft and overheating as it was not designed for Australian climatic conditions. Three months after leaving Melbourne it arrived in Wodonga. A series of problems between Springhurst and Wodonga, including broken cylinders and valves caused an eight day delay. Some of the cargo was off-loaded in Albury, then after repairs the train continued on to Wagga where it arrived in May 1914. After unloading there, the road train was taken to Mr Falkiner's Groongal Station, near Hay and subsequently made several long trips into drought-stricken areas or the Western Riverina. Eventually the dream collapsed when the engines gave out after the train bogged in the sticky black soil of the Hay plain with 251 bales of wool on board. The train was finally railed back to Melbourne and stored but destroyed when the warehouse burnt down. In this photo, the road train is drawn up outside the Wodonga Stores and Bakery owned and operated by George Leighton. Mr Leighton began his business opposite the Terminus Hotel in Sydney Street, Wodonga in 1885. His business included a general store, stocking groceries, ironmongery, drapery, crockeryware, boots and shoes as well as a bakery. He was very actively involved in the community and served on the Wodonga Council for 18 years including three terms as Wodonga Shire President in 1901 – 02, 1910-11 and 1913-14. He was also Chairman of the Wodonga Waterworks Trust for several terms. Mr. Leighton also took a prominent part in the movement to establish a Public Library in Wodonga. His other involvements including being a Founder of the Wodonga Lodge of Freemasons, Honorary Treasurer of the Wodonga Bulldogs Football Club and Secretary of the Wodonga Racing Club.
