Debate about water supply and its planning and development took place in the Bacchus Marsh region from the 1850s through into the twentieth century. This plan was part of documentation to support an application for an additional loan of money from the Ministry of Water Supply to the Bacchus Marsh Shire Water Supply Trust. The Starkie drinking fountain was erected to commemorate the work done by Joseph Starkie to formation of the Sunbury Waterworks Trust in 1905. This later led to the establishment of a water supply system in Sunbury. Originally the fountain was at the intersection of O'Shanassy and Brook Streets. As the shopping centre expanded, the fountain was moved to a reserve in the Village Green. The man photograph in a garden is Joseph David Starkie, who was a Bulla Shire councillor for more than twenty years and during that time he was elected Shire President four times. He was also a member of the Sunbury Waterworks Trust and served as the chairman from 1905 - 1908. While serving on the water board he was instrumental in Sunbury gaining a permanent water supply. A drinking fountain has been erected on a reserve at the Village Green to honour the arrival of the permanent water supply to the town. The installation of a permanent water supply benefitted the town and contributed to a more reliable rail service as steam trains refilled their tanks with water at Sunbury Station. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. Joseph Starkie was the Chairman of the Sunbury Waterworks Trust from 1905 to 1913. During that time he was instrumental in getting a permanent water supply installed for the town of Sunbury. After his death in April 1913, the townspeople erected a memorial which stood at the intersection of Brook and Stawell Street. It was unveiled on 26 January 1915 by Terence O'Brien. The original memorial included a drinking fountain and horse trough. As traffic increased within the town, the centre section of the fountain, without the horse trough, was resited in a reserve opposite the Memorial Hall. The photograph shows the monument on its original site. The development that had arguably the greatest impact in encouraging population growth in the shire during this period, was the establishment of a reliable water supply for the district. This had been a major concern of the local community for over 100 years, since the Melton township was first founded. Despite various schemes over the years to create a reliable water supply, the district was still dependent on bores, wells and tanks when the Melton Waterworks Trust was established in 1961 to address Melton’s water woes. The third is a letter to the Editor of the Argus from Joseph Brady, dated August 2, 1870, in reference to repairing the leak in the outlet tunnel of the Malmsbury Reservoir. He says the repair of the tunnel was not essential and is unnecessary and 2nd. If the bank was cut through and restored, for years the bank would not be safe, as the earth used in the restoration would require time to subside and unite with the old work. .6) Australian Catholic University Ballarat Campus (Aquinas) is set in the historic gardens of Carn Brea, formerly the property of Cornish miner Cyrus Retallack. The property includes a two-storey mansion, which he built as his family home in 1881. Carn Brea, a castle in Cornwall, was built in the 1500s. After the Queen's Church of England Girls' Grammar School acquired the property in 1919, the mansion was renamed Manifold House. Manifold House now accommodates administrative facilities of the campus and staff offices. The sign was erected in the reserve in November 2015. Leo O'Brien was a long time Sunbury resident and the son of Terence O'Brien, who farmed in the district. The reserve is on a section of land that Leo owned, which fronted Barkly Street to the west and Jackson Street to the east. As Sunbury developed the higher section of the property was subdivided for housing and today Terence Street is in that subdivision. The Leo O'Brien Reserve area could not be developed for housing because that land is part of the former main drain, which was a natural waterway that flowed through a part of Sunbury an entered Jacksons Creek at the end of Brook Street. Today the open drain is covered over. Terrence O'Brien served as Shire President on Shire of Bulla Council during the first two decades of the twentieth century and was also a member of the Sunbury Waterworks Trust from 1913 - 1914.A coloured photograph of sign placed at the entrance of a small open space. The Orbost Waterworks Trust was constituted under the Water Act 1915 and the Water Act 1916 and gazetted 10th Jan 1917. The Trust consisted of six members who were responsible for the provision of reticulated water to meet the needs of the town. The first reticulated supply to Orbost was installed about 1920. The Trust became part of the Orbost Water Board constituted under the Water and Sewerage Authorities (Restructuring Act) 1983. From 1995 the area has been served by the East Gippsland Region Water Authority. The East Gippsland Region Water Authority was constituted on January 1, 1995. The new Authority assumed responsibility for the services previously provided by the Mitchell Water Board, the Tambo Water Board, the Orbost Water Board and the Mallacoota Water Board. East Gippsland Water is the registered business name of the East Gippsland Region Water Authority. This photograph is of Lake Kerferd in the early 1900s. Both the spillway for the lake and the jetty can be seen. There is also a road that wraps around the lake and eventually disappears into the trees. This photograph is significant because it shows Lake Kerferd at the beginning of the twentieth century. The lake itself is significant because it was Beechworth's main source of water.
