Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. Framed portrait of Cr. W. D. The mounting and framing of the photograph follows a typical layout or style in that each is framed in dark wood, glazed, and laid down on an inscribed board. The images in the Bogong Village Collection were displayed in Bogong Jack’s Tavern for over 20 years and were donated to the Falls Creek Museum when the Tavern closed in 2021. In 1939, the State Electricity Commission of Victoria established a field headquarters at Bogong to house workers and their families for the Kiewa Hydroelectric Scheme which ran from the 1930s to the 1960s. The workmen's camp was originally started with tents and was called Junction Camp. By 1947, the village supported 300 workers and their families. It included 40 houses, a hostel for single staff, a post office, a police station, a medical centre, and a primary school. The staff hostel was known as Kiewa House. At the completion of the Scheme, in the 1960s, the village was opened to public/tourism use. In 1968 the Victorian Education Department acquired the camp buildings and four houses from the State Electricity Commission of Victoria to establish an Outdoor Education Centre which operated for over 50 years. The Kiewa Hydroelectric Scheme was privatized in the 1990s and sold to Southern Hydro, before being acquired by AGL in 2005. The two films screened were produced by the British company Gaumont-British Dominions. Frank Talbot, who leased the Athenaeum Theatre, made an agreement in 1932 with the British company to show British movies exclusively at the Athenaeum Theatre, the first agreement of this kind to be made in the world. The film "The Mikado" is presented with the D'Oyley Carte Opera Company chorus.The souvenir program has a generic cover, featuring an advertisement for "Cholerton's School of Motoring" instead of the name of the film, as found on previous programs. This may have been the result of wartime economies. The evening of entertainment, typical for the time, commenced with an overture from Cecil Parkes Strad Trio followed by Fox Movietone News and the first film, "Sword of Honour". After interval the Cecil Parkes Trio again played, a Gaumont-British newsreel was screened and then the main feature "The Mikado" was screened.
