Sepia image (copy) picture shows family gathered at base of large tree trunk with door opening. Two small children in doorway, woman holding younger child inside tree, two men either side of image. Both men are wearing suit coats, vests and wearing hats. Straw broom and pots fixed to tree trunk. Man on RH side has an axe to his right. PLEASE NOTE: Letter with photo inquiring about the people in photo, states that the image is that of Peter Tyson, younger brother of James, his wife Margaret Sheil, and their twin daughters, Alice and Harriet. Diary is of accounts with limited text of a written diary on RH wide of sheets. Bookkeeper was Robert Primrose, whose name appears frequently in the book. Further research by Murray Poustie discovered that the photograph may actually be of Nicholas Penny, his wife Eva and their children Charlie, May, George and Nicholas. Also in the photograph on the left is their neighbour, Mr. John Green. The Photograph was taken by Max Lowenhardt when the Penny family was living in the tree at Fumina in 1906-07 following devastating bushfires. Fumina is in timber country at the foot of the Baw Baw Mountains and the area was frequently affected by major bushfires. Before the First World War most Australians shared the emotions and traditions of the British Empire. Proud of their British heritage, anxious to raise the Imperial status of Australia, they were eager to fight and, if need be, to die in defence of their race and country. But the horror and tragedy of the conflict brought fundamental changes in outlook. Framed Penny, Hopwood Penny
Reproduction done for Port of Echuca c.1980 heritage project. Henry Hopwood who founded Echuca in 1853, made the following charges for the use of his punt across the Murray River utiliising his own tokens. Charges - one penny for 2 sheep, six pence for 1 cow or head of cattle, ninepende for 1 horse, 18 pence for 1 horseman, "footmen" were free. 2 reproduction Hopwood Pennies, in frame with gold surrounds, pennies in centre of frameInscription BRIDGE HOTEL 1858 on one penny shows scene of Bridge Hotel and the other has inscripition HOPWOODS PUNT ECHUCA 1857 One Penny and scene of same. -

The cylindrical silver-plated container has slightly convex lid with central knob. Container and lid are decorated with scenes of country life. The decorations are in bas-relief.The initials D and E ( for Douwe Egberts) are imprinted within a rosette. Also a tag with the letters HH with 90 beside it, possibly a record of the silver-plating process. -

Ceramic Commemorative Plate (Keramiek Gedenkbord), 1923
Queen Wilhelmina celebrated her silver jubilee in 1923.Princess Wilhelmina was only 10 years old when her father (King Willem III) passed away in1890. Until she became of age 8 years later her mother, Queen Emma, ruled as Queen Regent. The Dutch are traditionally proud of their Royal Family and this is one of the commemorative items with which the country honoured the Queen's silver jubilee in 1923 Shaped as a soup plate the carved out bottom carries an image of Queen Wilhelmina and the inscription "1898-1923". A branch of oranges with a golden W placed in its centre partly encircles the image. The plate is edged with three green circles. "1898-1923". -

Commemorative Plate, 1941
This plate was obviously created to honour those who were killed defending their country at the time of the invasion - May 10, 1940. The maker appears to have taken an ordinary plate and painted it him or herself.This is a rate item as it was produced during the war in contrast to the many plates and other items to commemorate the Liberation in May 1945.A common ceramic plate, originally white but painted over as a tribute to those who fell defending their country against the Nazi invasion on May 10, 1940. A handmade wire hanging is twisted around the plate.Aan Hen Die Vielen Voor Hun Vaderland (To those Who Fell For Their Country). 10 Mei 1940. The centre of the plate is handpainted and shows a Dutch flag, a lion rampant and two military graves. On the back is the makers's symbol (a resting lion), the manufacturer's name and Maastricht 1941. Also Made in Holland. -

Wooden Plaque
The VOC sent its trading ships to the (then) Dutch East Indies to collect spices and other goods. In the 17th century accurate navigation was not always possible and ships might end up on the wild, unchartered West Australian coastline. Item recalls the fact that the WA coast was unintentionally visited by Dutch ships during the 17th and 18th centuries. Because the coast was so unattractive the Dutch did not try to settle the country.Large rectangular timber plaque with scalloped edges depicting historic shipwrecks of Western Australia.An insert reads: "Historic Shipwrecks of Western Australia (Protected as of 1983). Coastal cities are marked with their names and dots along the coastline indicate wreck sites. Most are named and dated; others marked as unidentified. An inset map deals with the area around Fremantle and shows a large number of wrecks. A separate typed notice attached to the map identifies the five known Dutch wrecks - all ships of the VOC - Vereennigde East Indian Compagnie (Dutch East India Company). Further than that there are a distance scale and a compass. -

Champagnat College Wangaratta was opened in 1955 by the Marist Brothers. The sheaf of wheat on the badge represents the agricultural nature of the region. The southern cross represents Australia, the open book represents learning and the Jerusalem crosses represent the Catholic / Christian heritage of the college. The Marist 'M' represents the values and beliefs of the Marist Brothers, especially their devotion to Mary, the Mother of God. Maroon woolen boy's cap with gold and maroon braid trim on the peak. Cap is sewn in eight segments with cloth covered button at peak. Black cotton lining with circle of cream cotton in the centre where details of maker and owner are recorded. A yellow and maroon metal badge with gold detail is sewn to the front of the cap at four points. The words CHAMPAGNAT and DIEU ME VOIT are on the badge. Metal badge has Champagnat, the name of the college. Dieu Me Voit was the college motto. There is a sheaf of wheat, an open book, Marist Insignia 'M' and two Jerusalem crosses are also on the badge. Inside the makers were Philip Joseph and Son, Melbourne. It was made for Callenders Pty Ltd Wangaratta. Size is 6 5/8. Two owner's names: Original owner M.J. Monga or Mongu and Mongan has been written above this. Cap has information 'Improved fitting',' Pure wool,' 'Guaranteed Quality' and 'Genuine Flexite Peak.' -

The German occupation during WWII lives on in the memories of those who survived and the relatives of victims. Many Dutch emigrated during the post-war years but maintained their connection with the home country. This item was most likely acquired during a visit at the time of the 1993 exhibition of which it is the catalogue.Soft cover publication containing numerous photos taken between May 1940 and May 1945, the years of occupation by Germany. The contents have been assembled by René Kok, Herman Selier and Erik Somers from the National Institute for War Documentation, Amsterdam. Publisher is Waanders in Zwolle. A single page Foreword was written by Dr .L. de Jong. The six divisions are headed: Introduction, Press Photography, Professional Photography, Colour Photography, Amateur Photography, Illegal Photography. This diaryof a young Jewish girl is one of the best-known items to come out of the WWII occupation of The Netherlands. Jews in all Nazi-occupied countries suffered indescribably during the years 1939-1945. In The Netherlands restrictions were imposed gradually but by 1942 it was imperative the family Frank either hide or be transported East. Although many were betrayed by fellow Dutch, in this case 8 Jews were kept hidden at the work address of father, Otto Frank. At the risk of their own lives his colleagues brought food and news. Anne had received a diary for her 13th birthday and immediately made it into her best and most secret friend. Two weeks later the family went into hiding and she continued to record her personal experiences and growth.A smallish, hard-cover book printed on poor quality paper (indicative of the immediate post-war shortage), illustrated in black and white with one photo of Anne and a few of The Annexe. Double Headed Rail from Ravenswood Station Siding which was dismantled circa 1987 the two rails were stored for a time at Maldon before being donated to Puffing Billy Museum Bearing makers marks of Wilson & Cammell - Dronfield- Steel works Wilson & Cammell made Steel rails at their Dronfield Steel Works, in Dronfield, North East Derbyshire, England from 1872 - 1883 Double-headed rail In late 1830s Britain, railway lines had a vast range of different patterns. One of the earliest lines to use double-headed rail was the London and Birmingham Railway, which had offered a prize for the best design. This rail was supported by chairs and the head and foot of the rail had the same profile. The supposed advantage was that, when the head became worn, the rail could be turned over and re-used. In practice, this form of recycling was not very successful as the chair caused dents in the lower surface, and double-headed rail evolved into bullhead rail in which the head was more substantial than the foot. Construction commenced in January 1854 with work on a pier at Williamstown but lack of funds slowed progress, eventually prompting the company to sell out to the government. The 100-mile (162 km) section to Bendigo opened in October 1862. Its cost of £35,000 per mile made it the most expensive railway ever built in Australia. The Ravenswood Railway siding was constructed in 1862 with 12 feet wrought iron double-head rail held in cast iron chairs with Ransom and May patent compressed keys. Trenails held the chairs to the sleepers and the joints were secured in joint chairs. Joints were subsequently joined using fish plates. It formed part of the Melbourne to Echuca rail line, initially known as the Melbourne, Mt Alexander and Murray River Railway. George Christian Derbyshire, the first Engineer-in-Chair of the Victorian Railways was responsible for the design and construction of the works. No new lines were built in Victoria using double-headed rail after 1870. The siding was disconnected from the main line in 1988. The Ravenswood Railway Siding demonstrates the original 1856 philosophy of the Victorian Railways to adopt British permanent way technology. The siding demonstrates significant aspects in the development of permanent way technology in England and Victoria over the period from the 1830's to the 1880's. The chairs in the Ravenswood siding are physical evidence of early railway technology rendered obsolete 120 years ago, namely joint chairs at rail joints and trenails to secure the chairs to the sleepers. The double-headed rail demonstrates an important stage in the evolution of British rail technology in the 1830s. The old fish plates, square headed bolts and square nuts demonstrate the success of fishing the rail joins. The Ravenswood siding demonstrates the earliest form of rail joint technology developed in England, and existing in Australia, the joint chair. In part of the siding the sequence of joint and intermediate chairs is consistent with the 1856 specifications, that sequence is rare with the joints secured in joint chairs. The survival of chairs in this sequence is rare and almost certainly demonstrates that they remained in continuous use at the same location from 1862 to 1988. This remnant of the Ravenswood siding has survived 126 years. The siding has proved to be the most significant of extant remnant double-headed sidings in Victoria, containing a rare combination of early permanent way technologies. In this respect they are rare survivors and may be unique at the national level and of technical importance at the international level to the extent that they enhance contemporary understanding of early railway building technology. Surviving lengths of chaired double head rail survive at Kyneton, Ravenswood and Bendigo on this railway and include a number of different types of cast iron intermediate and joint chairs with hardwood keys and metal pins. The Ravenswood siding is of special significance for the diversity of chair types and for the sequence of chairs recalling rail lengths known to be associated with construction of the line in 1862. Construction of the Railway Tenders closed on 24 March 1858 with no less than 133 tenders being received. A contract was let to Cornish and Bruce for £3,356,937 to commence work on 1 June 1858 and complete the line by 31 July 1861. Cornish and Bruce made quick early progress with the Melbourne to Sunbury section being officially opened on 13 January 1859. The line was officially opened to Bendigo (Sandhurst) on 20 October 1862 by the Governor of Victoria, Sir Henry Barkly. A great banquet was held for 800 guests and this was followed by a grand ball. The extension of the line to Echuca was a relatively simple matter as that part of the line was across plain country without any significant engineering challenges. Tenders were called for the work in 1863 and the work was completed in 1864 by contractors Collier and Barry Apart from the line contractors, other firms directly involved were J Shire law and Co (sleepers), R Fulton, Langlands Brothers and Co, William Crossley (water supply), B Moreland, Langlands Brothers and Co (platelayers lorries), E Chambers (iron pins, traversers), Miller and McQuinstan (luggage vans and steam engines) and various contractors for building works. It was established on 8 February 1853 to build a railway from Melbourne to Echuca on the Victorian-NSW border and a branch railway to Williamstown. The company struggled to make any progress and on 23 May 1856, the colonial Government took over the Company and it became part of the newly established Department of Railways, part of the Board of Land and Works. The Department of Railways became Victorian Railways in 1859. Construction of the Bendigo line commenced in 1858, but this private consortium also met with financial difficulties when it was unable to raise sufficient funds, and was bought out by the Victorian colonial government. The design work was then taken over by Captain Andrew Clarke, R. The tracks have been removed and the reserve has been turned into The Yea Railway Park consisting of the historic railway station and eleven acres of parkland. It has a picnic shelter, barbecue, toilets, playground, skatepark, walking track, community reserve and includes Rotary Park. The station building houses Blackthorn Textiles (a privately run craft shop). Also on the site are the former goods sheds which are available for hire for varied functions. The Yea Country Market is held in the park on the first Saturday of each month and local artists hold an exhibition and sale in the goods sheds each Easter. Mawul Rom Project: Openness, obligation and reconciliation Morgan Brigg (Universtiy of Queensland) and Anke Tonnaer (University of Aarhus, Denmark) Aboriginal Australian initiatives to restore balanced relationships with White Australians have recently become part of reconciliation efforts. This paper provides a contextualised report on one such initiative, the Mawul Rom crosscultural mediation project. Viewing Mawul Rom as a diplomatic venture in the lineage of adjustment and earlier Rom rituals raises questions about receptiveness, individual responsibility and the role of Indigenous ceremony in reconciliation efforts. Yolngu ceremonial leaders successfully draw participants into relationship and personally commit them to the tasks of cross-cultural advocacy and reconciliation. But Mawul Rom must also negotiate a paradox because emphasis on the cultural difference of ceremony risks increasing the very social distance that the ritual attempts to confront. Managing this tension will be a key challenge if Mawul Rom is to become an effective diplomatic mechanism for cross-cultural conflict resolution and reconciliation. Living in two camps: the strategies Goldfields Aboriginal people use to manage in the customary economy and the mainstream economy at the same time Howard Sercombe (Strathclyde University, Glasgow) The economic sustainability of Aboriginal households has been a matter of public concern across a range of contexts. This research, conducted in the Eastern Goldfields of Western Australia, shows how economically successful Aboriginal persons manage ?dual economic engagement?, or involvement in the customary economy and the mainstream economy at the same time. The two economies sometimes reinforce each other but are more often in conflict, and management of conflicting obligations requires high degrees of skill and innovation. As well as creating financially sustainable households, the participants contributed significantly to the health of their extended families and communities. The research also shows that many Aboriginal people, no matter what their material and personal resources, are conscious of how fragile and unpredictable their economic lives can be, and that involvement in the customary economy is a kind of mutual insurance to guarantee survival if times get tough. Indigenous population data for evaluation and performance measurement: A cautionary note Gaminiratne Wijesekere (Dept. of Families, Housing, Community Services and Indigenous Affairs, Canberra) I outline the status of population census counts for Indigenous peoples, identifying information on Indigenous births and deaths, and internal migration estimates. I comment on the ?experimental? Indigenous population projections and question the rationale for having two sets of projections. Program managers and evaluators need to be mindful of limitations of the data when using these projections for monitoring, evaluating and measuring Indigenous programs. Reaching out to a younger generation using a 3D computer game for storytelling: Vincent Serico?s legacy Theodor G Wyeld (Flinders University, Adeliade) and Brett Leavy (CyberDreaming Australia) Sadly, Vincent Serico (1949?2008), artist, activist and humanist, recently passed away. Born in southern Queensland in Wakka Wakka/Kabi Kabi Country (Carnarvon Gorge region) in 1949, Vincent was a member of the Stolen Generations. He was separated from his family by White administration at four years of age. He grew up on the Cherbourg Aboriginal Reserve in the 1950s, when the policies of segregation and assimilation were at their peak. Only returning to his Country in his early forties, Vincent started painting his stories and the stories that had been passed on to him about the region. These paintings manifest Vincent?s sanctity for tradition, storytelling, language, spirit and beliefs. A team of researchers was honoured and fortunate to have worked closely with Vincent to develop a 3D simulation of his Country using a 3D computer game toolkit. Embedded in this simulation of his Country, in the locations that their stories speak to, are some of Vincent?s important contemporary art works. They are accompanied by a narration of Vincent?s oral history about the places, people and events depicted. Vincent was deeply concerned about members of the younger generation around him ?losing their way? in modern times. In a similar vein, Brett Leavy (Kooma) sees the 3D game engine as an opportunity to engage the younger generation in its own cultural heritage in an activity that capitalises on a common pastime. Vincent was an enthusiastic advocate of this approach. Working in consultation with Vincent and the research team, CyberDreaming developed a simulation of Vincent?s Country for young Aboriginal and non-Aboriginal persons from the Carnarvon Gorge region to explore Vincent?s life stories of the region. The use of Vincent?s contemporary paintings as storyboards provides a traditional medium for the local people to interactively re-engage with traditional values. Called Serico?s World, it represents a legacy to his life?s works, joys and regrets. Here we discuss the background to this project and Vincent?s contribution. A singular beeswax representation of Namarrkon, the Lightning Man, from western Arnhem Land RG Gunn (La Trobe University) and RL Whear (Jawoyn Association) Samples from a beeswax representation of Namarrkon, the Lightning Man, from western Arnhem Land were analysed for radiocarbon and dated to be about 150 years old. An underlying beeswax figure was found to be approximately 1100 years old. The Dreaming Being Namarrkon is well known throughout Arnhem Land, although his sphere of activity is concentrated around the northern half of the Arnhem Land plateau. Namarrkon is well represented in rock-paintings in this area and continues to be well represented in contemporary canvas-paintings by artists from the broader plateau region. We conclude that representations of Namarrkon in both painted and beeswax forms appear to be parallel manifestations of the late Holocene regionalisation of Arnhem Land. ?Missing the point? or ?what to believe ? the theory or the data?: Rationales for the production of Kimberley points Kim Akerman (Moonah) In a recent article, Rodney Harrison presented an interesting view on the role glass Kimberley points played in the lives of the Aborigines who made and used them. Harrison employed ethnographic and historical data to argue that glass Kimberley points were not part of the normal suite of post-contact artefacts used primarily for hunting and fighting or Indigenous exchange purposes, but primarily were created to service a non-Indigenous market for aesthetically pleasing artefacts. Harrison asserted that this market determined the form that these points took. A critical analysis of the data does not substantiate either of these claims. Here I do not deal with Harrison?s theoretical material or arguments; I focus on the ethnographic and historical material that he has either omitted or failed to appreciate in developing his thesis and which, in turn, renders it invalid. The intensity of raw material utilisation as an indication of occupational history in surface stone artefact assemblages from the Strathbogie Ranges, central Victoria Justin Ian Shiner (La Trobe University, Bundoora) Stone artefact assemblages are a major source of information on past human?landscape relationships throughout much of Australia. These relationships are not well understood in the Strathbogie Ranges of central Victoria, where few detailed analyses of stone artefact assemblages have been undertaken. The purpose of this paper is to redress this situation through the analysis of two surface stone artefact assemblages recorded in early 2000 during a wider investigation of the region?s potential for postgraduate archaeological fieldwork. Analysis of raw material utilisation is used to assess the characteristics of the occupational histories of two locations with similar landscape settings. The analysis indicates variability in the intensity of raw material use between the assemblages, which suggests subtle differences in the occupational history of each location. Mediating conflict in the age of Native Title Peter Sutton (The University of Adelaide and South Australian Museum) Mediators have played roles in managing conflict in Aboriginal societies for a long time. This paper discusses some of the similarities and differences between older customary mediator roles and those of the modern Native Title process. Determinants of tribunal outcomes for Indigenous footballers Neil Brewer, Carla Welsh and Jenny Williams (School of Psychology, Flinders University) This paper reports on a study that examined whether football tribunal members? judgments concerning players? alleged misdemeanours on the sporting field are likely to be shaped by extra-evidential factors that disadvantage players from Indigenous backgrounds. Indigenous and non-Indigenous Australian Football League (AFL) players, matched in terms of their typical levels of confidence and demeanour in public situations, were interrogated in a mock tribunal hearing about a hypothetical incident on the football field. The specific aim was to determine if the pressures of such questioning elicited behavioural differences likely to be interpreted as indicative of testimonial unreliability. Mock tribunal members (number = 103) then made judgments about the degree to which a number of behavioural characteristics were evident in the players? testimonies. Under intense interrogation, Indigenous players were judged as presenting less confidently and displaying a greater degree of gaze aversion than non-Indigenous players. These behavioural characteristics are commonly ? and inappropriately ? used as cues or heuristics to infer testimonial accuracy. The paper discusses the implications for Indigenous players appearing at tribunal hearings ? and for the justice system more broadly. Timothy Korkanoon: A child artist at the Merri Creek Baptist Aboriginal School, Melbourne, Victoria, 1846?47 ? a new interpretation of his life and work Ian D Clark (School of Business, University of Ballarat) This paper is concerned with the Coranderrk Aboriginal artist Timothy Korkanoon. Research has uncovered more about his life before he settled at the Coranderrk station in 1863. Evidence is provided that five sketches acquired by George Augustus Robinson, the former Chief Protector of Aborigines, in November 1851 in Melbourne, and found in his papers in the State Library of New South Wales, may also be attributed to the work of the young Korkanoon when he was a student at the Merri Creek Baptist Aboriginal School from 1846 to 1847. Developing a database for Australian Indigenous kinship terminology: The AustKin project Laurent Dousset (CREDO, and CNRS, Ecole des Hautes Etudes en Sciences Sociales), Rachel Hendery (The Australian National University), Claire Bowern (Yale University), Harold Koch (The Australian National University) and Patrick McConvell (The Australian National University) In order to make Australian Indigenous kinship vocabulary from hundreds of sources comparable, searchable and accessible for research and community purposes, we have developed a database that collates these resources. The creation of such a database brings with it technical, theoretical and practical challenges, some of which also apply to other research projects that collect and compare large amounts of Australian language data, and some of which apply to any database project in the humanities or social sciences. Our project has sought to overcome these challenges by adopting a modular, object-oriented, incremental programming approach, by keeping metadata, data and analysis sharply distinguished, and through ongoing consultation between programmers, linguists and communities. In this paper we report on the challenges and solutions we have come across and the lessons that can be drawn from our experience for other social science database projects, particularly in Australia. A time for change? Indigenous heritage values and management practice in the Coorong and Lower Murray Lakes region, South Australia Lynley A Wallis (Aboriginal Environments Research Centre, The University of Queensland) and Alice C Gorman (Department of Archaeology, Flinders University) The Coorong and Lower Murray Lakes in South Australia have long been recognised under the Ramsar Convention for their natural heritage values. Less well known is the fact that this area also has high social and cultural values, encompassing the traditional lands and waters (ruwe) of the Ngarrindjeri Nation. This unique ecosystem is currently teetering on the verge of collapse, a situation arguably brought about by prolonged drought after decades of unsustainable management practices. While at the federal level there have been moves to better integrate typically disparate ?cultural? and ?natural? heritage management regimes ? thereby supporting Indigenous groups in their attempts to gain a greater voice in how their traditional country is managed ? the distance has not yet been bridged in the Coorong. Here, current management planning continues to emphasise natural heritage values, with limited practical integration of cultural values or Ngarrindjeri viewpoints. As the future of the Coorong and Lower Murray Lakes is being debated, we suggest decision makers would do well to look to the Ngarrindjeri for guidance on the integration of natural and cultural values in management regimes as a vital step towards securing the long-term ecological viability of this iconic part of Australia. Hearts and minds: Evolving understandings of chronic cardiovascular disease in Aboriginal and Torres Strait Islander populations Ernest Hunter (Queensland Health and James Cook University) Using the experience and reflections of a non-Indigenous clinician and researcher, Randolph Spargo, who has worked in remote Aboriginal Australia for more than 40 years, this paper tracks how those at the clinical coal-face thought and responded as cardiovascular and other chronic diseases emerged as new health concerns in the 1970s to become major contributors to the burden of excess ill health across Indigenous Australia. 'Whose Ethics?':Codifying and enacting ethics in research settings Bringing ethics up to date? A review of the AIATSIS ethical guidelines Michael Davis (Independent Academic) A revision of the AIATSIS Guidelines for Ethical Research in Indigenous Studies was carried out during 2009-10. The purpose of the revision was to bring the Guidelines up to date in light of a range of critical developments that have occurred in Indigenous rights, research and knowledge management since the previous version of the Guidelines was released in 2000. In this paper I present an outline of these developments, and briefly discuss the review process. I argue that the review, and the developments that it responded to, have highlighted that ethical research needs to be thought about more as a type of behaviour and practice between engaged participants, and less as an institutionalised, document-focused and prescriptive approach. The arrogance of ethnography: Managing anthropological research knowledge Sarah Holcombe (ANU) The ethnographic method is a core feature of anthropological practice. This locally intensive research enables insight into local praxis and culturally relative practices that would otherwise not be possible. Indeed, empathetic engagement is only possible in this close and intimate encounter. However, this paper argues that this method can also provide the practitioner with a false sense of his or her own knowing and expertise and, indeed, with arrogance. And the boundaries between the anthropologist as knowledge sink - cultural translator and interpreter - and the knowledge of the local knowledge owners can become opaque. Globalisation and the knowledge ?commons?, exemplified by Google, also highlight the increasing complexities in this area of the governance and ownership of knowledge. Our stronghold of working in remote areas and/or with marginalised groups places us at the forefront of negotiating the multiple new technological knowledge spaces that are opening up in the form of Indigenous websites and knowledge centres in these areas. Anthropology is not immune from the increasing awareness of the limitations and risks of the intellectual property regime for protecting or managing Indigenous knowledge. The relevance of the Declaration on the Rights of Indigenous Peoples in opening up a ?rights-based? discourse, especially in the area of knowledge ownership, brings these issues to the fore. For anthropology to remain relevant, we have to engage locally with these global discourses. This paper begins to traverse some of this ground. Protocols: Devices for translating moralities, controlling knowledge and defining actors in Indigenous research, and critical ethical reflection Margaret Raven (Institute for Sustainability and Technology Policy (ISTP), Murdoch University) Protocols are devices that act to assist with ethical research behaviour in Indigenous research contexts. Protocols also attempt to play a mediating role in the power and control inherent in research. While the development of bureaucratically derived protocols is on the increase, critiques and review of protocols have been undertaken in an ad hoc manner and in the absence of an overarching ethical framework or standard. Additionally, actors implicated in research networks are seldom theorised. This paper sketches out a typology of research characters and the different moral positioning that each of them plays in the research game. It argues that by understanding the ways actors enact research protocols we are better able to understand what protocols are, and how they seek to build ethical research practices. Ethics and research: Dilemmas raised in managing research collections of Aboriginal and Torres Strait Islander materials Grace Koch (AIATSIS) This paper examines some of the ethical dilemmas for the proper management of research collections of Indigenous cultural materials, concentrating upon the use of such material for Native Title purposes. It refers directly to a number of points in the draft of the revised AIATSIS Guidelines for Ethical Research in Indigenous Studies and draws upon both actual and hypothetical examples of issues that may arise when requests are made for Indigenous material. Specific concerns about ethical practices in collecting data and the subsequent control of access to both the data itself and to published works based upon it are raised within the context of several types of collections, including those held by AIATSIS and by Native Title Representative Bodies. Ethics or social justice? Heritage and the politics of recognition Laurajane Smith (ANU) Nancy Fraser?s model of the politics of recognition is used to examine how ethical practices are interconnected with wider struggles for recognition and social justice. This paper focuses on the concept of 'heritage' and the way it is often uncritically linked to 'identity' to illustrate how expert knowledge can become implicated in struggles for recognition. The consequences of this for ethical practice and for rethinking the role of expertise, professional discourses and disciplinary identity are discussed. The ethics of teaching from country Michael Christie (CDU), with the assistance of Yi?iya Guyula, Kathy Gotha and Dh�?gal Gurruwiwi The 'Teaching from Country' program provided the opportunity and the funding for Yol?u (north-east Arnhem Land Aboriginal) knowledge authorities to participate actively in the academic teaching of their languages and cultures from their remote homeland centres using new digital technologies. As two knowledge systems and their practices came to work together, so too did two divergent epistemologies and metaphysics, and challenges to our understandings of our ethical behaviour. This paper uses an examination of the philosophical and pedagogical work of the Yol?u Elders and their students to reflect upon ethical teaching and research in postcolonial knowledge practices. Closing the gaps in and through Indigenous health research: Guidelines, processes and practices Pat Dudgeon (UWA), Kerrie Kelly (Australian Indigenous Psychologists Association) and Roz Walker (UWA) Research in Aboriginal contexts remains a vexed issue given the ongoing inequities and injustices in Indigenous health. It is widely accepted that good research providing a sound evidence base is critical to closing the gap in Aboriginal health and wellbeing outcomes. However, key contemporary research issues still remain regarding how that research is prioritised, carried out, disseminated and translated so that Aboriginal people are the main beneficiaries of the research in every sense. It is widely acknowledged that, historically, research on Indigenous groups by non-Indigenous researchers has benefited the careers and reputations of researchers, often with little benefit and considerably more harm for Indigenous peoples in Australia and internationally. This paper argues that genuine collaborative and equal partnerships in Indigenous health research are critical to enable Aboriginal and Torres Islander people to determine the solutions to close the gap on many contemporary health issues. It suggests that greater recognition of research methodologies, such as community participatory action research, is necessary to ensure that Aboriginal people have control of, or significant input into, determining the Indigenous health research agenda at all levels. This can occur at a national level, such as through the National Health and Medical Research Council (NHMRC) Road Map on Indigenous research priorities (RAWG 2002), and at a local level through the development of structural mechanisms and processes, including research ethics committees? research protocols to hold researchers accountable to the NHMRC ethical guidelines and values which recognise Indigenous culture in all aspects of research. Researching on Ngarrindjeri Ruwe/Ruwar: Methodologies for positive transformation Steve Hemming (Flinders University) , Daryle Rigney (Flinders University) and Shaun Berg (Berg Lawyers) Ngarrindjeri engagement with cultural and natural resource management over the past decade provides a useful case study for examining the relationship between research, colonialism and improved Indigenous wellbeing. The Ngarrindjeri nation is located in south-eastern Australia, a ?white? space framed by Aboriginalist myths of cultural extinction recycled through burgeoning heritage, Native Title, natural resource management ?industries?. Research is a central element of this network of intrusive interests and colonising practices. Government management regimes such as natural resource management draw upon the research and business sectors to form complex alliances to access funds to support their research, monitoring, policy development, management and on-ground works programs. We argue that understanding the political and ethical location of research in this contemporary management landscape is crucial to any assessment of the potential positive contribution of research to 'Bridging the Gap' or improving Indigenous wellbeing. Recognition that research conducted on Ngarrindjeri Ruwe/Ruwar (country/body/spirit) has impacts on Ngarrindjeri and that Ngarrindjeri have a right and responsibility to care for their lands and waters are important platforms for any just or ethical research. Ngarrindjeri have linked these rights and responsibilities to long-term community development focused on Ngarrindjeri capacity building and shifts in Ngarrindjeri power in programs designed to research and manage Ngarrindjeri Ruwe/Ruwar. Research agreements that protect Ngarrindjeri interests, including cultural knowledge and intellectual property, are crucial elements in these shifts in power. A preliminary review of ethics resources, with particular focus on those available online from Indigenous organisations in WA, NT and Qld Sarah Holcombe (ANU) and Natalia Gould (La Trobe University) In light of a growing interest in Indigenous knowledge, this preliminary review maps the forms and contents of some existing resources and processes currently available and under development in the Northern Territory, Queensland and Western Australia, along with those enacted through several cross-jurisdictional initiatives. A significant majority of ethics resources have been developed in response to a growing interest in the application of Indigenous knowledge in land and natural resource management. The aim of these resources is to ?manage? (i.e. protect and maintain) Indigenous knowledge by ensuring ethical engagement with the knowledge holders. Case studies are drawn on from each jurisdiction to illustrate both the diversity and commonality in the approach to managing this intercultural engagement. Such resources include protocols, guidelines, memorandums of understanding, research agreements and strategic plans. In conducting this review we encourage greater awareness of the range of approaches in practice and under development today, while emphasising that systematic, localised processes for establishing these mechanisms is of fundamental importance to ensuring equitable collaboration.
