On Sunday, 10 November 1985 a time capsule was lowered into a monument installed near the corner of Main Road and Pitt Street in Eltham, within the gardens at the front of what is now the Eltham Community and Reception Centre. This monument commemorates Victoria’s 150th anniversary and the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. Beneath the site is a time capsule to be opened in the year 2035. A plaque was also erected at this site in October 1987 to commemorate the Shire of Eltham Historical Society’s 20th anniversary. The main feature of this monument is a ‘tyring disc’, a blacksmith’s implement that was found on this site. This consists of a large iron disc that was used as a platform for fitting iron tyres (like the one shown on top of the platform) to wooden-spoked cart wheels. The local blacksmith and wheelwright worked together to assemble the wheel, which was clamped to the platform placed close to the fire. The red-hot iron hoop, previously forged to the correct size, was lifted with tongs by the blacksmith over the outside of the rim, then hammered down amid flames from the scorching timber. The wheelwright drenched the tyre with cold water as soon as it was in position. A clamp placed on the naff (hub) and screwed down tightly kept the spokes at a constant angle as the tyre cooled. An even pressure from the contracting tyre tightened the joints at each end of the spokes and formed a vice-like grip, which would last for the life of the wheel. The final ceremony will involve lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule will contain mainly items relating to present day Eltham and its people and is to be opened in the year 2035, a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is proposed to place the items in the capsule on 5th November and any items members think could be included may be submitted up to that date. The Society has received an excellent response from local people, firms and organizations by way of assistance with this project. Graham Beyer, who originated the project, has arranged many of the donations. Although this book revolves around the supply of power(Electricity) from brown coal it does cover the period 1937 onwards when the Kiewa Hydro Electricity Scheme was first mooted. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The construction phase accommodation continued after completion of the Kiewa Hydro Electricity Scheme to become popular venues for an increasing winter tourism industry. This book has a brown hard cover encapsulated by a cream sleeve with brown and black print. On the front of the sleeve is an embossed circular motif with centre piece S.E.C. emblem and around this the words "50 YEARS OF SERVICE" and below this" STATE ELECTRICITY COMMISSION OF VICTORIA". The book contains 313 double sided pages of black print and black and white photographs.On front of paper sleeve "Brown Power A Jubilee History of the State Electricity Commission of Victoria Cecil Edwards". On the second page, below the Title "Brown Power" there is a pasted, printed presentation certificate, with the S.E.C. emblem and these printed words " Presented by the Chairman and Commissioners to A.G. This copy of the Certificate of Call to Arms was presented to Dr William Roy Angus at the completion of World War II by the May, Councillors and Citizens of Warrnambool in appreciation for his service. It is now part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus, 1901-1970, surgeon and oculist. During World War II between 1942-45, Dr Angus served with the Australian Department of Defence as a Surgeon Captain in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. The Certificate is headed by a crown above the portrait of King George VI, the reigning British monarch at the time of WWII and afterwards. King George was King of the United Kingdom and the Dominions of the British Commonwealth, which is illustrated by the emblems of the Commonwealth countries and of the states of Australia. It also has symbols for the three Australian Military Forces; Navy, Army and Air Vorce. The Certificate also carries the Common Seal of the Mayor, Councillors and Citizens of the City of Warrnambool, and the signatures of the Mayor and Town Clerk. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Force. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.This is an example of objects used by or issued to Doctor Angus during and after his military service as Surgeon Captain in Australia during World War II. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The Collection includes historical medical objects that date back to the late 1800s.Call to Arms; certificate of service awarded as a tribute to W. R. Angus by the Mayor, Councillors and Citizens of the City of Warrnambool and sealed with Common Seal and the signatures of the Mayor and the Town Clerk. The top of the certificate has a portrait of King George VI below a crown emblem. Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. The business became Zilles Printers/Graphics and was in Armstrong Street and later Bell Street Ballarat. The Ministry for Economic Development, Government of Victoria, awarded the Zilles family company the certificate for Approved Decentralized Establishment in the category of Printing and Publishing for the benefits provided pursuant to the Government's Decentraization Program. The Ballarat School of Mines Annual Report for 1921 states: 'It has been decided, for the present, to record the names of our students who served in the warm, in an Honor Book, and to defer the erectin of an Honor Board until we can feel ssured that the Roll is complete. the wide spread occupations of our students has rendered it very difficult for us to secure detailed information of their service. A handsome Honor Book and Case has been designed and executed by the staff ad students of the technical Art School, and the engrossing of the names and military records will be proceeded with as soon as possible. The Technical Art School was quite busy with commissions. The SMB Annual Report of 1918 states: 'under the direction of the Art principal (Mr H.H. Smith), the work of the Art School continues to receive wide public recognition. Handsome Honor Boars have been designed and executed for the Sydney Sports' Club, the St Arnaud High School, the Birregurra State School, the Wendouree State School and the Ballarat Old Colonists' Club. The School also designed the certificates for the Young Workers' Patriotic Guild, the 'Herald" Shield for perpetual competition at the technical Schools' athletic meetings, the "Hansen" Shield for competition among the Northern District High Schools, two metal tablets for the Castlemaine high School, and a certificate for the Grampians Secondary Schools' Association. The title page has the initials 'D.J.' which most probably stands for Donald I. Johnston, a teacher with the Ballarat Technical Art school from 1920 to 1949. The Ballarat School of Mines World War 1 Honor Book remained uncompleted for more than 90 years. The names of over 400 SMB staff and students who served their country were not inscribed until 2012, despite names, ranks and service records being compiled. A restoration project was instigated as part of the 140th anniversary of the Ballarat School of Mines in 2010. Names were inscribed into the book by Calligrapher Lyn Forrester. The University of Ballarat believed this project is important not only to SMB's history, but the families and descendants of those who served while studying or teaching at SMB. The restoration project involved names being hand written in calligraphy into the Honor Book and was funded with the assistance of the 'Restoring Community War Memorial Grant'. The memorial was designed and made by the staff and students of the Ballarat School of Mines Technical Art School under the direction of Principal Herbert H. Smith. In 1921 the Ballarat School of Mines Annual Report recorded: "It has been decided, for the present, to record the names of our students who served in the war, in an Honor Book, and to defer the erection of an Honor Board until we can feel assured that the roll is complete. The wide spread occupations of our students has rended it very difficult for us to secure detailed information of their service. There have been numerous theories about why the Honor Roll was never completed, one being that it was because the SMB Principal, Maurice Copland, literally worked himself to death organising repatriation classes for ex-soldiers who attended SMB. The Courier of 18 November 1922 said of Maurice Copland: “He put his very best into the work for the welfare of the soldiers; in fact, he did too much for the good of his physique, for he wore himself out in the services of the returned men. If ever there was a war victim the late Mr Copland was one. But for the stress of work entailed by those repatriation classes and the amount of general war work which he performed Mr Copland would probably have been with them today." Understandably, SMB was thrown into some disarray by their Principal's death and the Honor Book was not completed. The University of Ballarat would like to finally honor its SMB war veterans by completing the Honor Book and as a further mark of respect, dedicate the project to Maurice Copland. The Ballarat Technical Art School undertook many honor boards. The Ballarat School of Mines Annual Report 1918 states: "Under the direction of the Art Principal (Mr H.H. "The School has been honored by, and has acceded to the request of the Education Department to supply designs for the title page, chapter headings and initial letters for the War Service Book which it is about to publish, Mr F. Tate, director of Education, recognising the students' work in this direction by an appreciative letter of thanks. The Education Department has also been instrumental in directing to the School applications from all parts of the State, including Melbourne, for the School to supply competitive sports shields, honor boards, books and designs for certificates, and various decorative objects. The School has therefor been responsible for much work coming to local Ballarat firms which would otherwise have found its way to Melbourne or other centres. In 2011, as the result of a 'Restoring Community War Memorials Grant' calligrapher Lynton Forrester was commissioned to record over 400 names into the honor book. The University of Ballarat would like to finally honor its SMB war veterans by completing the Honor Book and as a further mark of respect, dedicate the project to Maurice Copland. The Ballarat Technical Art School undertook many honor boards. The Ballarat School of Mines Annual Report 1918 states: "Under the direction of the Art Principal (Mr H.H. Smith), the work of the Art School continues to receive a wide public recognition. handsome Honor Boards have been designed and executed for the Sydney Sports' Club, the St Arnaud High School, the Birregurra State School, the wendouree State School and the Ballarat Old Colonists' Club. The School also designed certificates for the Young Workers' patriotic Guild, the "Herald" Shield for perpetual Competition at the Technical schools athletics meetings, the "Hansen" Shield for competition in the northern District High Schools, two metal tablets for the Castlemaine High School, and a certificate for the Grampians Secondary Schools' Association. Numerous Honor Gooks and mural cases have also been designed for State Schools." The 1920 Ballarat School of Mines Annual Report stated: Public appreciation of the High standard of design and artistic craft work produced by the students of the Art School, under the direction of the Principal (Mr Herbert H. Smith), continues to be demonstrated by the lage number of important commissions entrusted to the school, not only by the public bodies and business firms by the Education Department and public bodies all over the State." "Amongst the important local commissions received during the year was the designing and supplying of the Municipal Council's Address of Welcome Casket for presentation to His Royal Highness the Prince of Wales, the designing and supervising of a large four-light stained glass window for the Lydiard Street Methodist Church, ... and supply numerous honor books, honor boards, etc., for public institutions and school." "The School has been honored by, and has acceded to the request of the Education Department to supply designs for the title page, chapter headings and initial letters for the War Service Book which it is about to publish, Mr F. Tate, director of Education, recognising the students' work in this direction by an appreciative letter of thanks. The Education Department has also been instrumental in directing to the School applications from all parts of the State, including Melbourne, for the School to supply competitive sports shields, honor boards, books and designs for certificates, and various decorative objects. The School has therefor been responsible for much work coming to local Ballarat firms which would otherwise have found its way to Melbourne or other centres. In 2011, as the result of a 'Restoring Community War Memorials Grant' calligrapher Lynton Forrester was commissioned to record over 400 names into the honor book. A Victorian Blackwood World War I Honor Board holds a red leatherbound Ballarat School of Mines Honor Book. The book includes a title page relating to the Ballarat School of Mines and Industries. The Clemente Australia Program enables people to embark on a transformational education journey. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat has a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia.
