The Nillumbik Festival was introduced as a replacement for the Eltham Festival following the disbandment of Eltham Shire Council in December 1994 and the creation of Nillumbik Shire Council. It was an attempt to draw away from Eltham and be more inclusive of the wider communities in Nillumbik. However other local communities had their own festivals and the concept of a Nillumbik Festival was never widely accepted by the community and it shortly reverted back to the Eltham Fesitval in 1997. These photographs were taken at the Corps Day parade at the Army Survey Regiment, Bendigo in July 1983. This was the Director of the Survey Corps – COL John Hillier’s last parade at Fortuna before his retirement. COL Hillier, often referred to as ‘NRJ’ (his initials) was Director for five years. COL Alex W. Laing attended the parade as his successor, seen in the foreground of photos .5P and .6P. COL Hillier was appointed a couple of years later to the honorary position of Colonel Commandant of the Royal Australian Survey Corps from 1989 to 1993. COL Laing was Director of RASvy from July 1983 to November 1988. This photograph is connected to the first HMAS Warrnambool (J202), which was one of 60 Bathurst class corvette vessels built during World War II by Mort's Dock & Engineering Co Ltd of Sydney under the commission of the Royal Australian Navy (RAN). It was the namesake of the City of Warrnambool in Victoria. The armed minesweeper was 57 metres long and could had a complement of 85 personnel. Its armament included 1 × 4 inch Mk XIX gun, 1 × 40 mm Bofors AA gun (installed later), 3 × 20 mm Oerlikon guns (1 later removed), machine guns and depth charge chutes and throwers. It was launched in Sydney in May, 1941. The HMAS Warrnambool began service with patrols off Bass Strait in 1941. In December the ship docked in Warrnambool Harbour and the crew marched in a parade along Timor Street. The ship’s crew received a donation of 110 books from the Warrnambool Patriotic Fund, and a plaque of the City of Warrnambool’s Coat of Arms presented by the Mayor, Cr. John R Astbury. In September 1942 a Dutch East Indies family, Samuel and Annie Jacob and seven of their eight children, was rescued by the HMAS Warrnambool and evacuated to Darwin. The family settled in Melbourne, then in 1944 Samuel tragically died. After the war ended the family was threatened with deportation under Australia’s Immigration Restriction Act 1901 (known also as the White Australia policy). Annie married her landlord, John O’Keefe but was still issued a deportation order in 1949. The family appealed to the High Court and the case became famous for being the first successful legal challenge to the Act. The HMAS Warrnambool was in Darwin during the time it was bombed, attacked by the Japanese while rescuing 73 crew from a merchant vessel that had also been attacked. The ship was involved in several other rescues and carried troops to New Guinea. Other events included escort and patrol duties on Australia's east coast, then at Fremantle and back to Darwin. When the Japanese surrendered on September 11, 1945, at the end of World War II, the ship was at Timor. It performed mine clearance work around the Solomon Islands and New Guinea after the war. On 13th September 1947 the ship was sent to lead a flotilla at the Great Barrier Reef, off the Queensland coast. The mission was to clear the defensive British mines that were laid during1941-43 to protect Australia’s boarders. The HMAS Warrnambool hit a mine near Cockburn Reef, exploded and sank shortly afterwards. One of the 70 or so men on board was killed at the time and thirty-two men were badly injured; three of these also lost their lives. The four deceased were Victorian seamen. The wounded men were transferred by boats to the nearby HMAS Swan II, where the Swan’s and the Warrnambool’s doctors cared for them. The HMAS Swan II took the survivors to Cairns, and from there the men were flown by RAAF to either Brisbane or Sydney hospitals. The HMAS Warrnambool was the only RAN ship to be sunk by a mine, and the four who lost their livers were the last naval casualties from World War II. The ship’s wartime service was recognised by three honours. In May 1948 a number of items were recovered by Navy divers from the wreck of HMAS Warrnambool. The items included the ship’s bell (inscribed HMAS Warrnambool 1941) and the round plaque with the Seal of the Warrnambool City Council. In 1949 the plaque was returned to the Council, and the bell was donated to the Australian War Memorial. Further objects were recovered by the new owners of the wreck, Southern Cross Diving and Salvage, in 1972-75. A memorial plaque, honouring the memories of all those who served on the HMAS Warrnambool until is sunk on September 13 1947, was erected in Warrnambool on September 13, 1995. NOTE: (1)- The second HMAS Warrnambool (FCPB204), also the namesake of the City of Warrnambool, was built in 1980 in Cairns, one of fifteen Fremantle Class Patrol Boats ordered by the RAN. It was just over 41 metres long with a compliment of 22 personnel. It patrolled Australia’s northern waters for illegal fishing vessels. This vessel was decommissioned in 2005. (2)- There was also a steam and sail ship named the S.S. Warrnambool, built in 1892 in London and broken up in 1926.This photograph is significant for its association with Royal Australian Navy and its vessel, HMAS Warrnambool (j202). The HMAS Warrnambool played a nationally significant role in overturning Australia’s Immigration Restriction Act 1901 (colloquially known as the White Australia policy). The ship rescued, and brought to Australia, Samuel and Annie Jacob and their family after they evacuated Dutch East India. The family was threatened with deportation and made the first successful appeal to High Court regarding that Act. The Potosi was built in Scotland in 1873 by John Elder and Co.It was a cargo/passenger iron screw steamer and sailed from 1880-1887 under the Orient Line Australia service. Samuel James Lynn was born in 1865 in Coleraine, Northern Ireland. Sam left his home in Coleraine in 1883 at the age of 17. (More information in O.D.H.S. newsletter No. 91 September, 2012 by Margaret Hollands) Samuel Lynn was a well-known Orbost pioneer. Ho owned much property throughout the district , bred Clydesdale horses and fattened about 600 cattle. He was in great demand as a judge of both cattle and horses at agricultural shows in Victoria and interstate. He was a shire councillor for 30 years and president several times. He took a great interest in the sporting clubs of the town and played cricket until late in life. He was goal umpire for the local football team for many years, judged for the Orbost Racing Club and was the first president of the Orbost Bowls Club. He was also a member of the first municipal band. Langlands Company History: Langlands foundry was Melbourne's first foundry and iron shipbuilder established in 1842, only 8 years after the founding of the Victorian colony by two Scottish immigrants, Robert Langlands and Thomas Fulton, who had formed a partnership before emigrating (1813–1859). The business was known as the 'Langlands Foundry Co'. Henry Langlands (1794-1863), left Scotland in 1846 with his wife Christian, née Thoms, and five surviving children to join his brother Robert. By the time he arrived in early January of 1847 the partnership of Robert Langlands and Fulton had dissolved as Fulton had gone off to establish his own works. It was at this time that the two brothers took over ownership of Langlands foundry. Several years later Robert retired and Henry became sole the proprietor. The foundry was originally located on Flinders Lane between King and Spencer streets. Their sole machine tool, when they commenced as a business, was a small slide rest lathe turned by foot. In about 1865 they moved to the south side of the Yarra River, to the Yarra bank near the Spencer Street Bridge and then in about 1886 they moved to Grant Street, South Melbourne. The works employed as many as 350 workers manufacturing a wide range of marine, mining, civil engineering, railway and general manufacturing components including engines and boilers. The foundry prospered despite high wages and the lack of raw materials. It became known for high-quality products that competed successfully with any imported articles. By the time Henry retired, the foundry was one of the largest employers in Victoria and was responsible for casting the first bell and lamp-posts in the colony. The business was carried on by his sons after Henry's death. The company was responsible for fabricating the boiler for the first railway locomotive to operate in Australia, built-in 1854 by Robertson, Martin & Smith for the Melbourne and Hobson's Bay Railway Company. Also in the 1860s, they commenced manufacture of cast iron pipes for the Board of Works, which was then laying the first reticulated water supply system in Melbourne. Langlands was well known for its gold mining equipment, being the first company in Victoria to take up the manufacture of mining machinery, and it played an important role in equipping Victoria's and Australia's first mineral boom in the 1850s and 1860s. Langlands Foundry was an incubator for several engineers including Herbert Austin (1866–1941) who worked as a fitter at Langlands and went on to work on the Wolesely Shearing machine. He also founded the Austin Motor Company in 1905. Around the 1890s Langlands Foundry Co. declined and was bought up by the Austral Otis Co. in about 1893. History for Grimoldi: John Baptist Grimoldi was born in London UK. His Father was Domeneck Grimoldi, who was born in Amsterdam with an Italian Father and Dutch mother. Domeneck was also a scientific instrument maker. John B Grimoldi had served his apprenticeship to his older brother Henry Grimoldi in Brooke Street, Holburn, London and had emigrated from England to Australia to start his own meteorological and scientific instrument makers business at 81 Queens St Melbourne. He operated his business in 1862 until 1883 when it was brought by William Samuel and Charles Frederick, also well known scientific instrument makers who had emigrated to Melbourne in 1875. John Grimoldi became successful and made a number of high quality measuring instruments for the Meteorological Observatory in Melbourne. The barometer was installed at Warrnambool's old jetty and then the Breakwater as part of the Victorian Government's insistence that barometers be placed at all major Victorian ports. This coastal barometer is representative of barometers that were installed through this government scheme that began in 1866. The collecting of meteorological data was an important aspect of the Melbourne Observatory's work from its inception. Just as astronomy had an important practical role to play in navigation, timekeeping and surveying, so the meteorological service provided up to date weather information and forecasts that were essential for shipping and agriculture. As a result, instruments made by the early instrument makers of Australia was of significant importance to the development and safe trading of companies operating during the Victorian colonies early days. The provenance of this artefact is well documented and demonstrates, in particular, the importance of the barometer to the local fishermen and mariners of Warrnambool. This barometer is historically significant for its association with Langlands’ Foundry which pioneered technology in the developing colony by establishing the first ironworks in Melbourne founded in 1842. Also, it is significant for its connection to John B Grimoldi who made the barometer and thermometer housed in the cast iron case. Grimoldi, a successful meteorological and scientific instrument maker, arrived in the colony from England and established his business in 1862 becoming an instrument maker to the Melbourne Observatory. Additional significance is its completeness and for its rarity, as it is believed to be one of only two extant barometers of this type and in 1986 it was moved to Flagstaff Hill Maritime Village as part of its museum collection. Coast Barometer No. 8 is a tall, red painted cast iron pillar containing a vertical combined barometer and thermometer. Half way down in the cast iron framed glass door is a keyhole. Inside is a wooden case containing a mercury barometer at the top with a thermometer attached underneath, each with a separate glass window and a silver coloured metal backing plate. Just below the barometer, on the right-hand side, is a brass disc with a hole for a gauge key in the centre. The barometer has a silvered tin backing plate with a scale, in inches, of "27 to 31" on the right side and includes a Vernier with finer markings, which is set by turning the gauge key. The thermometer has a silvered tin backing plate with a scale on the left side of "30 to 140". Each of the scales has markings showing the units between the numbers.Inscription at the top front of the pillar reads "COAST BAROMETER" Inscribed on the bottom of the pillar is "No 8". and "LANGLANDS BROS & CO ENGINEERS MELBOURNE " The barometer backing plate is inscribed "COAST BAROMETER NO. 8, VICTORIA" and printed on the left of the scale, has "J GRIMOLDI" on the top and left of the scale, inscribed "Maker, MELBOURNE". The history of metal packaging began in Bohemia in the 1200s. Metal has been produced for a very long time. But the first metal used for packaging was tin. In particular, it was the process of tin plating that was invented in Bohemia. Before this no other metal was economically able to be used for packaging. Later, in 1667 Andrew Yarranton, and English engineer, and Ambrose Crowley brought the method to England. Here it was improved by ironmasters including Philip Foley. Then by 1697, John Hanbury had a rolling mill at Pontypool in South Wales. The method they developed involved rolling iron plates using cylinders. Mr John Wilson Gillie was born on the 31st of March 1864. On the 31st of July 1880 he was apprenticed for four years to J.J. Wilson and Sons, Nautical Instrument Makers of Sunderland. Following the apprenticeship he spent six months to a year as an ‘improver’ in Glasgow, and then started a new company ‘Wilson and Gillie’ in North Shields. At this time sail had just given way to steam and wooden ships to steel, and the railways were competing with colliers for the carrying of coal from the North East of England to London and the South. In 1858 only seven out of 44 shipyards on the Tyne were using iron, but by 1862 there were ten, employing around 4,000 men. These changes had a significant effect on nautical instrument manufacturers, as the magnetic compass for a wooden sailing vessel was very simple and required little in the way of compensation. For steel vessels much more was required and this was a period of great development, both in the compass bowl and the binnacle in which it was housed. In 1870 Sir William Thomson (later Lord Kelvin) designed his dry card standard compass, which completely replaced all previous designs. Wilson and Gillie started as agents for the Thomson compass, but later J.W. Gillie, using similar principles, redesigned the compass suspension and patented the ‘UNIT’ standard compass. It became popular with local shipowners and shipbuilders. In 1910 the firm of John Lilley and Son (which had been established in London in 1812), found themselves in financial difficulties and were saved with the help of John Wilson Gillie, who established, on the 8th of August 1911, a new firm of John Lilley and Son Limited. John Lilley and Son had been the sole London agents for Sir William Thomson, a very enviable position during this period, when the Thomson compass led the field. Unfortunately, Mr. Lilley had quarreled with the Glasgow company, who withdrew the agency and established their own branch in London (later to become Kelvin White and Hutton). On November 7th 1913, the firm of John Lilley and Son Limited of London amalgamated with Wilson and Gillie of North Shields, and after this date instruments manufactured by the two companies bore the name John Lilley and Son Limited of London and North Shields. During the 1930s many of the London nautical instrument makers were in difficulties, including John Lilley and Son Limited and Reynolds and Son, Dobbie and Clyde Limited, and Mr. J.W. Gillie arranged an amalgamation between these two companies. The new firm became Lilley and Reynolds Limited. In 1943, with estate duties in mind, the North Shields company was reconstituted and took the name of John Lilley and Gillie Limited, although the shareholders, directors and personnel remained unchanged In the early 1970s Lilley and Gillie developed close links with Observator in Rotterdam, who manufactured one of the first fully reliable transmitting magnetic compass systems. The Observator shareholders, Holland America Line, bought the share capital of John Lilley and Gillie Limited., but retained all the personnel and the directors. Tug Melbourne: The barometer was salvaged from a 496-ton tug that had been built in 1952 and had sunk in Port Philip Bay on the 9th of August 1972 after a collision with the SS Nieuw Holland, in 1973 it had been raised and scraped at this time the barometer was salvaged. The tug had been renamed from the Howard Smith to the “Melbourne” after the Adelaide Steamship Co was taken over by Howard Smith& Co, who were heavily involved in towage, salvage and the stevedoring industries in 1961.The significance is that the item was on a vessel that was evolved in a serious collision in Port Philip Bay in 1972. John Lindt moved to Melbourne in 1876 where he worked for Batchelder & Co. before opening his own opulent studios at number 7 at the top of Collins Street opposite the Treasury, in 1877. John Lindt's business of this period was wide-ranging, and included portraits, records of Melbourne public buildings and streetscapes, the Botanical Gardens, and Port Melbourne. He was a welcome photographer of members of parliament and other Melbourne personalities, their society and cultural life including the theatre, and was known as a ‘rich man’s photographer’ for those whose families he grouped informally on the lawns in front of their mansions, with servants at the rails of the upstairs balconies. He continued with landscape, producing folios Fernshaw and Watt River Scenery, Victoria ( c.1878-82), Scenery on the Ovens and Buckland Rivers, Victoria (c.1878–82) and Lorne, Louttit Bay and Cape Otway Ranges (1883). Sales of his Black Spur scenery amounted to approximately 25,000 copies printed from the original negatives between 1882 and 1892. John Lindt, in collaboration with Nicholas John Caire, produced a tourist booklet on the area around "The Hermitage" in 1913. Maurice Keppel, from Ireland, was one of the first landholders in the newly surveyed town of Marysville in 1864. He and his wife ran the successful Keppel’s Australian Hotel. Two of their sons, John and Jerry, established a farm and opened up the surrounding high country. The Victoria Education Gazette and Teachers' Aid was published for Victoria's teachers and was sent to all school on the state. In 1920 The Ballarat School of Mines had donated 136 pounds 14 shillings and 10 pence to the Victorian Education Department's War Relief Account, and the Ballarat Junior Technical School had donated 10 pounds 6 shillings and 10 pence.Ten black hard covered volumes with red tape spine, covering 1921 to 1930.
