After World War II, the Kiewa Hydro-Electric Scheme was started in the Kiewa River valley by the State Electricity Commission of Victoria. On land previously used only for summer cattle grazing in the natural alpine grasslands, the first ski lodge was built in 1948 by workers from the hydro scheme as skiing was a popular recreation. Many of the hydro employees were of European background and had grown up enjoying skiing and snow sports in their homelands and were keen to continue to pursue their winter sports interests. The first lift, a rope tow, was built in 1951 and the first chairlift in Australia was constructed there in 1957. Two T-Bars were opened in 1961. In 1964, the Victorian Municipal Directory recorded that Falls Creek had 29 ski club lodges and 16 commercial lodges.Employees of the State Electricity Commission of Victoria in the Kiewa River Valley were the earliest skiers on the Bogong High Plains and built one of the first ski lodges at Falls Creek. They were amongst those pivotal in the development of the skiing and tourist industry at Falls Creek and on the Bogong High Plains. Construction of the town of Mount Beauty commenced in 1946 and continued until 1952. It was built to provide family accommodation for workers engaged in the construction of the hydro electric power scheme. As well as housing, there was an administration building, staff hostel, merchandising centre, workmen's camps, base stores and workshops and the Mount Beauty Terminal Station. The first house was occupied in November, 1946 by the then manager of the trading store, with a frontage onto Hollonds Street. The total number of houses erected was 488, 162 custom built and 326 prefabricated. The main workmen's camp can be seen just left of the centre of the photograph and accommodated 144 men at the time of the photograph. By 1950 it could accommodate 1200men. Photo No. 1 is taken in 1947/early 1948 as there is no evidence of the staff hostel under construction. This hostel was commenced in August/September 1948 and is clearly shown in photograph No. 2, dating this photo as 1948 as it is before the completion of the bypass road connecting to the main (high plains) road. This road was constructed in 1939 and in 1948 followed the route of Tawonga Crescent. This remained in use until the bypass construction was completed in early 1949 and does not appear to be finished in this photograph.. Both photographs are taken from the power line easement adjacent to the Bright road.Significant historical pictorial record of the development of a town from grazing land. The Tawonga Primary School was a weatherboard building built on 8 acres. In 1900 a fire destroyed the building and its records. The school was then moved to the Old Tawonga Hall before a new one was built in 1910 on land donated by Frank Cooper. In 1937 and 1954 further buildings were added. Tobacco farming and the building of the Kiewa Hydro Electric Scheme increased the number of pupils during the 1950s and 1960s. The Tawonga School was a weatherboard building built on 8 acres of land catering for children from the surrounding grazing farms to ride their horses to school. It opened on 27th July 1880. The original school building and records were erased by fire in 1900. The Tawonga hall was used until 1910 when 3 acres of land was donated by Frank Cooper. It still operates today (2015) with its numbers having fluctuated over the years with the Kiewa Hydro Electric Scheme, tobacco farming and now tourism. The Tawonga community published a cook book to celebrate the school's centenary.This book may have also been used as a fund raiser.The Tawonga school celebrated its centenary with a cookbook with contributions from the community. This indicates that the school was very proud of reaching its centenary and the community co-operated with each other to develop this book.This book is a good source of the names of people who lived in Tawonga in 1980.Yellow book with brown writing and sketch of school held together with brown hard plastic binding. in 1922 Kergunyah Park homestead was built by David Wallace in the late 1800's and remained in the family until the sale in 1922 when it was bought by John Woodside (grandfather of Ewen Wallace) whose family retained it until 1938. Another family named Wallace bought the property in 1938 and this family's descendants are still running it in 2005.David and Henrietta Wallace purchased the original holding and built Kergunyah Park homestead in the late 1800's running cattle on the property. They arrived in Australia in 1867 with their 3 children and were early settlers in the district. Their descendants still live in the district. Their family demonstrates how properties were passed on to the next generation. Thes two documents deal with the purchase and sale of land near Warrnambool by Thomas Simpson. The first document, called a Grant by Purchase, is dated 1852 and shows that Thomas Simpson purchased from the Crown, Allotment 146 (22 acres two roods) adjoining the property of Wollaston on the Merri River and the Mortlake Road, north of Warrnambool. The cost was 90 pounds. The second document is dated 1853 and shows that Thomas Simpson sold this Merri River allotment of 22 acres to Eliza Bromfield, in conjunction with her husband, John Davenport Bromfield, for the sum of 110 pounds. The property of Wollaston was owned by the Manifold family and in the 1850s was leased to William Simpson, the brother of Thomas who had an adjoining property called Wooramoota. John Davenport Bromfield was a Colac farmer who played a prominent part in the early history of that town. His brother James Astley Bromfield, an early chemist in Warrnambool is important in Warrnambool's history.These two items are of considerable significance because they are amongst the earliest legal documents we have connected to Warrnambool's history and because they concern three early pioneers of the district. They also have a connection to Wollaston, an important early property in the Warrnambool district..1 A piece of light parchment paper, stained with age and folded in three places. This map of the township of Caramut was produced in 1938 but shows the original land owners of each town allotment and of the surrounding area. The size of all the allotments and the date of the original purchase are also shown. Caramut is a Victorian Western District town on Mustons Creek on the Hamilton Highway 48 kilometres from Warrnambool. This map was used by Rolf Crawley when he was the engineer for the Shire of Warrnambool from 1935 to 1968. The annotations on the map have probably been made by Rolf Crawley as they refer to the records and letter books of his father, John William Crawley, Junior (Shire of Warrnambool Engineer 1895 to 1935). Both Rolf Crawley and his father, John had private businesses as architects, surveyors and engineers and the map could have been used in connection with both their official Shire duties and their private businesses. The last owner of the map was the surveyor, Michael Hand who took over the business of Rolf Crawley in the late 1960s. This map is of great interest firstly because it has all the historical details of the land first purchased in the town of Caramut and area and secondly because it came from the office of Rolf Crawley, the engineer for the Shire of Warrnambool from 1935 to 1968. This is a buff-coloured paper map with a cloth backing. The map details are in black and white print. In his early adult life, Richard Kaylock worked as a whaler (visiting California and New Zealand) and later as a drover on a large cattle station in New South Wales. In 1848 he came to Melbourne, working as a slaughterman, then settled in Eltham in 1854, his occupation thereafter being variously recorded as butcher or orchardist. He also had some experiences at Ballarat during the Eureka Rebellion. He died in 1910 at the age of 84. His obituary described him as a "striking personality" who was "brusque to a fault" and "strictly upright, expecting others to be the same". It seems from his will that he was illiterate. He is buried in Eltham Cemetery with his wife Emily. His property was in Wellington Street (now Brougham Street) and apparently extended across the Diamond Creek. The land on the western side of the creek was farmed, the house being on the eastern side. For many years the Brougham Street bridge was generally known as "Kaylock's Bridge". It formed part of the original coach road to Eltham and in 1922 was described as an "old rustic bridge". Its low level and insubstantial construction made it susceptible to flood damage, necessitating frequent closures until repairs could be carried out. The original bridge was demolished in 1923 and replaced by a "new up-to-date" one. When a lack of finances delayed repairs to the Bridge Street bridge in 1931, traffic had to detour via Brougham Street for some time. Robert David Taylor was a farmer who lived in Eltham all his life and died in 1934 at the age of 76. Mr and Mrs Bowman lived in York Street; Taylor was their neighbour. In 1933 he subdivided his land, the plan showing a proposed Grey Street flanked by residential blocks for sale. Mrs Bowman bought one: her family would be able to walk through it and along Grey Street to Henry Street, thus providing quicker access to the railway station. But Taylor retained ownership of Grey Street itself. He fenced it off at each end and charged the Bowmans with trespass when they used it. The matter went to Court. The ruling was that Mrs Bowman could use Grey Street, as she owned land in it, but her husband could not. (Taylor also accused the Bowmans of having broken the fences, but could not prove it.) Taylor had wanted to subdivide his land in 1914. Plans were submitted to Council and were approved, but the subdivision did not proceed. In 1919, Taylor doctored the plans to make it appear that a totally different subdivisional arrangement had been approved. The Titles Office immediately detected fraud, and the Crown charged Taylor with forgery and counterfeiting. But charges were later dropped (reason not recorded). He was an Eltham Shire Councillor between 1911 and 1920. In 1920, Council charged him with illegally felling 91 eucalyptus trees in Eltham Park (60% of them in a healthy condition), presumably to be sold as firewood. He was imprisoned pending trial. Taylor claimed that he had acquired from another man the right to remove timber and sued the Council for wrongful prosecution. The case eventually went to the State Full Court, with judgement given in favour of Council, on the grounds that any right acquired by Taylor covered only the removal of logs and refuse, not sound green timber. And his position as Councillor precluded him from acquiring the right anyway. Robert David Taylor was also a Trustee of the Wesleyan Church owned land at Lot 20 Henry Street, originally purchased in January 1855 for a chapel and from which David and Catherine Clark first ran their private school, the forerunner of the Eltham Primary School. The land was sold in November 1901 to the Hope of Eltham Tent No. 195 Victoria District Independent Order of Rechabites, for which his brother William John Taylor was a Trustee and became the home of the Eltham Rechabite Hall. The original Shire of Eltham was founded in 1871. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. Famous Swiss landcape painter Louis Buvelot came to Melbourne in 1864 and set up a portrait photography studio which he operated for one year only in 1865. This photograph is believed to be the oldest photo in the Shillinglaw Family Album collection. It is believed that the subject is a young Phillip Shillinglaw, without beard, at age 22 or 23. Phillip Shillinglaw was born Melbourne, August 7, 1842. He married Sarah Ann Kidd in Heidelberg, Victoria, February 28, 1872. In 1881 Phillip and Sarah and their small family moved to Eltham and made home in what was later to become known as Shillinglaw Cottage but which Phillip named 'Wattle Brae'. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. The land situated on the northwest corner of Main Road and Brougham Street was originally owned by Justus Jorgensen of Montsalvat. He sold the property and it was purchased for Mobil Service Station (since demolished in the 1990s). This photo was taken by Council in response to a request from the garage proprietor to cut down the trees, presumably based on a claim of visibility.
