The author was interested because of the reputation gained by Legacy over the preceding 50 years, for successfully delivering welfare services by volunteers to widows and their dependant children. The aim of the study was to describe, analyse, explain and evaluate the work of Legacy. This has been done at great length and in summary the great value of Legacy is in the continuity of a Legatee with the one family i.e. the legatee maintained contact with the family through school, beginning work/university and other milestones in the life of a dependant family. It was thought that families in receipt of Legacy services functioned at a higher level than those who do not receive such services.Significant in that Legacy was seen as providing a high quality service. Some of the effectiveness seems to derive from the ease at which the legatee is able to establish a relationship with the family.White A4 paper pages with black type x 186 pages held together by two large bulldog clips. Flagstaff Hill Maritime Museum and Village
Functional object - Cow Bell, Circa 1878
The artefact is a brass cow bell recovered from the 1878 shipwreck of the LOCH ARD near Port Campbell. It was raised by Flagstaff Hill divers in 1973 and is in storage at the Maritime Village. The LOCH ARD was constructed on the Clyde in 1873 for the prestigious Loch Line of colonial clipper ships, designed for the Australian run. She sailed from England on 1 March 1878 carrying 37 crew, 17 passengers and a diverse general cargo ranging from luxury items to bulk railway iron. On 1 June 1878, emerging from fog and hearing too late the sound of breakers against the tall limestone cliffs, the vessel struck the southern foot of Mutton Bird Island and sank in 23 metres of water. Of the fifty-four people on board only two survived, one young male crewman, Tom Pearce, and one young female passenger, Eva Carmichael. A century later, despite the pounding seas and the efforts of looters, the wreck site continued to provide ample evidence of the extraordinary range of goods being imported into the Colony of Victoria in the post-Gold Rush era. Flagstaff Hill divers in the 1970s reported finds of “Bottles of champagne, window panes, rolls of zinc, barrels of cement, iron rails, clocks, lead shot, corrugated iron, lead, marble, salad oil bottles, ink bottles, copper wire, gin bottles, rolls of carpet, floor tiles, copper rivets, gas light fittings, pocket knives, toys, crystal chandeliers, beer mugs, cutlery, candles sticks, wick scissors, cow bells, and sauce bottles.” From this array of objects on the ocean floor emerged the humble brass cow bell. Cow bells were common to colonial agriculture and transport, used wherever animals were turned out to graze overnight and had to be rounded up again next morning. Bells were fastened around the necks of household milking cows, domestic goats, bullock teams, horse teams, and camel teams, to help find them in the pre-dawn light. Station shepherds and cattle drovers also used them to warn of any disturbances to their flocks and herds overnight. The bells were a necessary item in a largely unfenced continent. So important, that Anthony Mongon began making his pot-bells at Yackandandah from 1861, August Menneke produced the “Wagga Pot” from 1867, and Samuel Jones started manufacturing his distinctively shaped “Condamine Bell” in 1868. However, these deeply resonant Australian bells were made from iron — Mongon and Jones were blacksmiths who simply beat old pitsaw blades into shape. Few genuinely brass cow bells were made here, the vast majority being imported from Britain where the industry of brass founding was already well established. (Some bells were also imported from the United States, but these too were nearly all of iron). This bell is historically significant as typical of a cow bell used by farmers and herdsmen in Colonial Victoria. Its significance is increased by being one of a collection of artefact recovered by the Flagstaff Hill Divers from the wreck of the Loch Ard in the early 1970s. Items that come from several wrecks along Victoria's coast have also been recovered for Flagstaff Hill Maritime Village’s museum collection under Government permit, illustrating this item’s level of historical value. The cow bell is also significant for being part of Flagstaff Hill’s collection of artefacts from LOCH ARD, which is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The collection is also historically significant for its association with the LOCH ARD, which was one of the worst and best known shipwrecks in Victoria’s history. These magazines published articles on health for the family giving up to date information with diagrams on common health problems. Magazines with written Information was subscribed to by families at the time as transport and technology was not readily available in remote areas. The Upper Kiewa Valley situated in a remote part of Victoria didn't have easy access to health information. These magazines were available to farmers in the Kiewa Valley and to the workers and their families during the construction of the Kiewa Hydro Electric Scheme from the 1940s. With the introduction of improved transport and technology magazines eventually became less popular as a source of information. They are of interest in that they indicate the medical knowledge of the time and can thus be compared to current day knowledge.11 magazines with colorful covers and the occassional colored picture inside. Sepia photograph of Hunniford’s Eltham Post Office, Main Road near Bridge Street, Eltham, c.1888 (Postmistress Anne Hunniford possibly on left). The building originally had a shingle roof. Anne Hamilton born 1814 Co Tyrone, Ireland married Michael Head Burgoyne (1820-1843) in 1839, Co. Tyrone, Ireland. They had two children, Charlotte Caroline (1840) and John James Thomas Neville (Londonderry, Ireland 1844) Whilst pregnant with John, husband Michael died. Following John’s birth, she emigrated to Victoria, Australia where she married Thomas Hunniford in 1854. Daughter Anne Jane Hunniford was born in Eltham in 1855. Anne (Annie) Jane Hunniford and John James Thomas Neville Burgoyne were half siblings. In the mid 1860s Annie Hunniford succeeded her father, Thomas Hunniford as Post Mistress for Eltham. Photo dated based on advertising on façade of the building by Annie’s half-brother, John James Thomas Burgoyne promotes his services as the area manager for John M’Ewan and Co, Auctioneers as well as him being agent for the National Mutual Life Association of Australasia, National Insurance Company of Australasia, Federal Mutual Livestock Association of Australasia, and as a House, Land, Estate, Insurance and Financial agent. This was the time period that he placed advertising for same in the local paper. Australia Post: Gold brought life to the township - Diamond Valley News, Tuesday July 2, 1985, p17 On February 1, 1854, the first Eltham Post Office was established, commencing an association between the township and the Postmaster-General's Department that has continued for 131 years. At that time, the number of permanent residents would have been fairly small, probably less than 200. The discovery of gold in June 1851, at Anderson’s Creek, some five miles away, and later at Caledonia Diggings, Queenstown (now known as St Andrews), about 14 miles to the north-east, brought large numbers of prospectors passing through the township, hopefully culling the creeks and gullies for the precious metal. This additional "floating population" brought a greater demand for supplies and for communication with the outside world, and so it helped in the development of Eltham. Today, Eltham is a thriving township. It boasts an excellent shopping centre, municipal offices, court house. post office and many other amenities. Eltham continued to develop at a leisurely pace. During 1860, a total of just over 8000 postal articles were handled at the Eltham Post Office. By 1862, the mail route was "to and from Melbourne by way of Eltham and Kangaroo Ground, three times a week, by coach". There was also a branch mail that operated between Eltham and Greensborough, three times weekly. This was also conveyed by coach. Some time between 1864 and 1868 the management of the post office passed from Thomas Hunniford to his daughter, Miss Anne Hunniford, who managed the Eltham Post Office until her death in 1928. A big improvement in communication was provided for Eltham residents when a telegraph office was established at the post office in 1877. During 1923 a manual telephone exchange was provided at Eltham, the first two subscribers being J.J. O’Connor and Eltham Police Station. In 1949 the manual exchange was replaced by an automatic exchange and there were some 150 subscribers. Following the death of postmistress Miss Anne Hunniford in 1928, B.M. Burgoyne was placed temporarily in charge of the office. In 1929, J. N. Burgoyne was appointed postmaster, and he in turn was succeeded by H. C. Burgoyne in 1951. The post office was moved to a new site in 1954, but continued under the charge of Mr Burgoyne. In January 1958 there was a further change of site when the post office was raised to official status and transferred to new premises in Main Rd. William Donoghue was acting postmaster when the new office was opened. In March 1958 Mr W.E. Tovey was appointed postmaster, followed by Douglas McG. Gilmour in 1959. William Donoghue was fully appointed in 1966 and Barry Reichelt followed in 1973, prior to the present postmaster, Peter Jolly in November 1982. Peter is a young man with 18 years' experience. He commenced his training as a postal clerk at the training school in Melbourne in 1968 and was promoted to postal clerk at the Brunswick Post Office in 1969. He was finally transferred as postmaster to Fawkner Post Office in 1980. He has been at Eltham Post Office for the past 2½ years. He is married with one child and lives in Montmorency. The Eltham Post Office employs a staff of 21, of whom seven are indoor staff, 12 are postmen and two are drivers. Plaque, Institute of Early Childhood Development, Mooroolbeek Hall, 1976
The Free Kindergarten Union of Victoria commenced teacher training in 1909. A two year course was run in cooperation with the Education Department in 1910-14, but from 1917 the Union trained its students independently. In 1922 the Kindergarten Training College was established in Mooroolbeek, Kew. In 1965, the institution, as the Melbourne Kindergarten Teachers' College, became an entity separate from the Union, and in 1973 joined the State College of Victoria as the Institute of Early Childhood Development. It subsequently amalgamated with the University of Melbourne to become the Department of Early Childhood Studies and moved from Madden Grove, Kew, to 234 Queensberry St, Carlton, early in July 1997.Metal plaque commemorating the opening of Mooroolbeek Hall in the Diamond Jubilee Year of the Institute of Early Childhood Development in KewMooroolbeek Hall was opened by Dr Wm C. Magazine - Periodical, Oldhams (Watford) Limited, Modern World: The Pictorial Review, No.11. Vol.1, 1940
Modern Wonder was a largely factual magazine aimed at boys and young men. It had many articles and pictures on science, engineering and warfare etc. In some of the magazines, the Flash Gordon comic strip is printed in colour on the back cover. Issues were usually around 20 pages in length, with the covers and inside two pages printed in colour. The magazine was printed in Great Britain by Oldhams (Watford) Limited, St. Albans Rd., Watford. The magazine was in "tabloid" format, approximate dimensions 36 cm x 27 cm. The magazine (cost two pence, every Wednesday) began publication in May 1937 under the title Modern Wonder, and went through a few name changes, becoming Modern Wonders in December 1939 and Modern World from March 1940 until the magazine stopped in March 1941, possibly due to wartime paper shortages in England. Flagstaff Hill Maritime Museum and Village
Functional object - Cow Bell, Circa 1878
The artefact is a damaged brass cow bell recovered from the 1878 shipwreck of the LOCH ARD near Port Campbell. Of the fifty-four people on board only two survived, one young male crewman and one young female passenger. It was included in the cargo of the Loch Ard. Its significance is increased by being one of a collection of artefacts recovered by the Flagstaff Hill Divers from the wreck of the Loch Ard in the early 1970s. Items that come from several wrecks along Victoria's coast have also been recovered for Flagstaff Hill Maritime Village’s museum collection under a Government permit, illustrating this item’s level of historical value. The collection is also historically significant for its association with the LOCH ARD, which was one of the worst and best-known shipwrecks in Victoria’s history.Cow bell; a small brass bell, blunt-wedge shaped. The sides expand outwards from the smaller rectangular roof of the bell to a larger open rectangle or bell mouth. The handle, now missing, was fixed in two places at the top. Container - Bottle, Singer Sewing Machine Company, Circa 1878
The artefact is a glass sewing machine oil bottle recovered from the 1878 shipwreck of the Loch Ard near Port Campbell. It was raised by Flagstaff Hill divers in 1973. The sewing machine oil bottle was used to lubricate a sewing machine mechanism and supplied with new Singer sewing machines as part of the items tool kit. On 1 June 1878, emerging from fog and hearing too late the sound of breakers against the tall limestone cliffs, the vessel struck the southern foot of Mutton Bird Island and sank in 23 meters of water. Of the fifty-four people on board, only two survived, one young male crewman, Tom Pearce, and one young female passenger, Eva Carmichael. (See References or Notes below for further details.)The bottle is believed to be part of the cargo or passenger goods recovered from the Loch Ard that is of historical significance for Victoria. Registered on the Victorian Heritage Register ( S 417). Flagstaff Hill has a varied collection of artefacts from the Loch Ard. Its collection is significant for being one of the largest accumulation of artefacts from this notable Victorian shipwreck. The object gives us a snapshot into maritime history so we can interpret the story of this tragic event. The collection of marine objects is archaeologically significant as it represents aspects of Victoria's shipping history that allows us to interpret Victoria's social and historical themes of the time with this wreck being one of the worst and best-known shipwrecks in Victoria's history. A history of Eltham Post Office. The postmen in Eltham have an uphill battle delivering mail because of the hilly terrain. Nine of the postmen deliver mail on motorbikes, and the two delivery vans are both four wheel drives. Eltham Post Office services basically a residential area, with deliveries to 5600 homes. This is growing at the rate of 600 homes every 18 months, i.e. about 32 homes per month.
