NSW Mounted Rifles officer's mess dress waistcoat worn by Lieutenant William Augustine Newman (1873-1955) during the Second Boer War. Born in Campbelltown, NSW, William began working in the colonial public service at the age of eighteen. In 1899 he travelled to South Africa to fight in the Second Boer War as an officer of the 1st NSW Mounted Rifles. Returning to Australia in time for Federation on 1 January 1901, William rejoined the public service and was appointed to the original staff of Prime Minister Sir Edmund Barton, attending the first opening of Federal Parliament in Melbourne as Barton's private secretary. He went on to serve as the chief clerk of the Home Affairs Department, Commonwealth Electoral Officer for Victoria and official secretary to the Governor-General. In 1927 he was appointed Administrator of Nauru, a position he occupied until his retirement at the end of 1932. In 1907, the Bendigo Continuation School began and was renamed the Bendigo High School in 1912. Its remit was to provide further education for those wishing to enter the public service, become teachers or attend university. In 1976 it became the first Victorian senior secondary school catering exclusively to Year 11 and 12 students. Eric Roger Webb moved to Mitcham with his family in about 1932. They lived at 443 Mitcham Road and owned all the land up to Simpson Street. The land was a grass paddock and he planted native trees and shrubs around the perimeter. The Webbs has three children: Eric, Dean and Donald. Mr Webb worked in the public service. He was a councillor of the Shire of Blackburn and Mitcham and later of the city of Nunawading between 1940 and 1949. This was the era of the 'consulting poor' as professional staff struggled to make a living as independent consultants, rather than employees. Nathanial Billing was born in Brightwell Oxfordshire England on 5th May 1821. He emigrated to Australia on the ship 'Ballarat' in 1853 on arrival in Victoria he entered Government service and worked in the Warrnambool and Belfast districts until 1857. He then left the Public Service and commenced private practice. In 1850 Nathaniel and Henrietta Heybourne were married on July 17 at Hillingdon Parish, Middlesex, England. In Belfast Victoria he designed St Johns Church of England, the Bank of Australasia, and worked on St Patricks Catholic church from plans by English architect Hansom. He died on January 29 1910 in St Kilda, Victoria, Australia. Alec Craig was elected to the Barkly Ward seat on the Bendigo City Council in March 1954 after the resignation of Cr J A Michelsen. He became Mayor in 1956 and served from 1956 -57, 1963 - 64 and 1973 -74. Councillor Craig first posited the idea of Hargreaves Street becoming a shopping mall but retired from council in 1976 before the idea was executed. Alec Craig was the foundation President of the Provincial cities and Town Association of Victoria and President of the Bendigo Base Hospital in 1973. He was awarded an O.B.E. in 1973 for outstanding public service. This is a set of 14 photographs of an All-Staff meeting held by the lake at the Army Survey Regiment, Fortuna, Bendigo on the 24th of April 1994. At this meeting CO LTCOL Duncan Burns announced that under Defence’s Commercial Support Program (CSP), the In-House bid submitted in 1993 by a team led by then CO LTCOL Bob McHenry was successful. The In-House bid proposed the establishment of an organisation based at Fortuna to carry out non-core production with 150 of the 373 Survey Corps positions converted to Defence civilian positions. 110 of the Defence civilian positions would be filled voluntarily by military personnel under Section 81B of the Public Service Act 1992 with the remaining 40 positions filled by Public Service recruitment. Other options offered to Survey Corps personnel were postings to 1st Topographic Survey Squadron in Enoggera, QLD, transfer to another Corps in the Australian Army or discharge from the ADF. The In-House bid also proposed 143 Survey Corps military positions to remain at Fortuna to perform ‘core strategic non-sovereign tasks.’ However, Army subsequently decided to abolish the 143 positions, disband 4th Field Survey Squadron, Adelaide, SA and lastly, the demise of the Royal Australian Survey Corp in June 1996. .1 The Preferred In-House Option (PIHO) proposes to meet the full requirements of the Request for Tender (RFT) by disestablishing Army Survey Regiment and establishing a new organisation which they have named the Defence Topographic Support Establishment (DTSE). It is proposed to locate the DTSE at Bendigo in the GFE facilities offered by the Commonwealth. The DTSE will be staffed by 140 Defence civilians, principally sourced from ex-RASvy members transferring to the Public Service under the provisions of Section 81B of the Public Service Act. Any existing civilian members excess to DTSE requirements are proposed to be managed within the terms and conditions of the Australian Public Service Redeployment and Retirement (Redundancy) Award 1987. Military members who elect to remain in the Service will be subject to redeployment or retraining in accordance with Service requirements. .2 Proposed re-organisation of Product Construction Squadron (PCS). Due to the transfer of Image and capture Sections to Digital Acquisition Squadron wef Jan 1995 it has been necessary to review the structure of those elements remaining within PCS. The review highlighted that there was an imbalance between Mapping and Digital products Troops. This could only be resolved by collapsing these two Troops into one single production element. This would halve the senior administrative personnel needed thus allowing them to be employed in other higher priority technical areas. The proposed restructure of PCS is outlined in Annex A with redundant personnel listed in Annex B. The combined Troop is to be designated "Construction Troop" and comprises 1 Offr and 69 ORs. The role of this Tp would be to perform all digital production. It is further divided into small and Large Format Sections. This division is functionally based and reflects the hardware and software configurations now resident within the Sqn post system upgrade. .3 During the transition period leading to full implementation of the PHIO, the Army Svy Regt and DTSE (later ATSE) will at times operate concurrently whilst Army Svy Regt scales down production and progressively transfers all technical functions to DTSE. army Svy Regt and 4 Fd Svy Sqn will continue programmed production activities until declared operationally ineffective, however a contingency mapping capability will be maintained throughout the period of implementation. As a Principal of Stephenson and Turner, Ellison Harvie?s 1959 design for the proposed new club rooms of the Lyceum Club, Melbourne has an elegance typical of late 1950s modernism. Harvie attended Swinburne Technical College and then, from 1925 to 1928, the Melbourne University Architectural Atelier where she excelled, becoming the first woman to receive a diploma of architectural design from that institution. Harvie was an advocate for the professional development of women in architecture and was a mentor to younger women. She was President of the Lyceum Club from 1963 to 1965. The Club had been established in 1912 for women graduates and those who had distinguished themselves in public service.
