C., M .P.' all inscribed in gold. It was presented to The Rt. Hon. L. C. M. S. Amery, P. C., M. P, Secretary of State for Dominion Affairs on the occasion of his visit to the Hume Reservoir on 2nd November 1927. This album is of local and national significance as it documents the planning and development of the Hume Reservoir up to 1927. It was the largest water reservoir in the British Empire. The album records the pioneering engineering work that went into its construction.DEPARTMENT OF PUBLIC WORKS, N.S.W. RIVER MURRAY WATERS SCHEME. HUME RESERVOIR. 31. View from Top of Tail Tower Pillar - Earth Embankment, Victoria. This is a general view of the embankment which is being constructed by the Victorian Constructing Authority. The bank at its base is about 650 feet wide and it is about half its ultimate height. In the middle is the reinforced concrete core wall. At about the natural surface a tunnel for drainage and inspection purposes is built along the downstream side of the core wall but this cannot be seen. The Victorian workshops and township are located on the high ground beyond the embankment. The embankment curves round to the left at the side of the valley and will eventually block the gulley where the bushy tree stands. Access to one of the cuttings from which material is being got for the embankment is gained by means of this gulley at present. Part of another cutting may be seen on the right hand side at the back. ... is supported between double reinforced concrete pylons and a riveted... is supported between double reinforced concrete pylons and a riveted ...The Bethanga Bridge was built between 1927 and 1930 as a joint venture between Victoria and New South Wales as part of the Hume Dam project as a key element of the River Murray Waters Agreement. It consists of nine spans of 82 metres long. Each span is supported between double reinforced concrete pylons and a riveted steel camel back Pratt truss. The overall span of the bridge is a length of 752 metres. It was completed in 1929 at a cost of £194,000. The road deck was initially constructed from timber but was replaced in 1961 with a concrete waffle slab deck 7.7metres wide. In 1961 the bridge deck and truss structure were raised 300 millimetres to allow for the enlargement of the lake. The bridge was designed in NSW by road engineer Percy Alan and the trusses were built by the Charles Ruwolt Pty.Ltd. Charles Ruwolt Pty.Ltd. was originally established by Charles Ruwolt as a foundry at Wangaratta in 1902 and transferred its operations to Richmond, Melbourne in 1914. By 1938 it had become one of the biggest engineering companies in Australia. After Ruwolt’s death in 1946, Vickers Ltd. acquired the company and in 1948 the firm became known as Vickers Ruwolt Pty. Ltd. Because of the Bethanga Bridge’s unique location, over the waters of a dam with the border running down the centre of the body of water, the Bethanga Bridge is the only built structure shared by both Victoria and New South Wales. As the border of New South Wales aligns with the southern bank of the Murray River all of the other bridges along its length are deemed to be in New South Wales. The Bethanga Bridge is listed on both the New South Wales State Heritage Register and the Victorian Heritage Database. The Lockwood family were early settlers of Whittlesea. William Henry Lockwood was born in Glossop, Derbyshire c.1832. He migrated to Victoria on the first voyage of the Marco Polo in 1853 and married Naomi Bullock in St. Peter’s Church of England Melbourne on 27th December 1856. They had nine children, four of whom died in infancy and were buried in Yan Yean Cemetery. The family lived in Whittlesea in a two-storey home, which faced Church Street. William was a talented engineer and architect. He commenced work as a contractor and surveyor for the Whittlesea Roads’ Board and became Whittlesea Shire Engineer in the 1870’s. He continued in this role until his death in 1912. During his time as engineer he built many buildings, bridges and roads within the Whittlesea Shire including the Whittlesea Courthouse and the Whittlesea State School. On two of our local bridges, which were constructed during 1901, he was the engineer and builder. These are the Darebin Creek Bridge in Bridge Inn Road, Wollert and the Barber’s Creek Bridge in Plenty Road, Yan Yean. Both bridges are no longer in use. The Bridges are Monier reinforced concrete with bluestone abutments and were designed by Sir John Monash. In addition to his engineering work he was Postmaster and Registrar of Births, Deaths and Marriages for Whittlesea. He was appointed as inaugural treasurer of the Shire of Whittlesea in January 1875 and was actively involved in other community organisations. In the last few years of his life he continued working in spite of ill health. In her diary, his wife Naomi documented his last months. One entry reads, “16 Oct 1911 My husband in his office with Shire Secretary comparing books for audit”. After William’s death his daughter, Martha Hannah became Postmistress and another daughter, Wilhelmina Naomi Priscilla became Registrar for Whittlesea. A third daughter Sister Mary Emma was involved in charity work throughout Victoria working for the children of Sutherland Homes. She also appears to have acted as Registrar at Whittlesea after her sister Wilhelmina died in 1923. William Henry Lockwood died on January 12th 1912. The local community held him in high esteem for his contribution to the Whittlesea area. His wife Naomi died 22nd December 1912. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Councillors Samantha McIntosh, Vicki Coltman and Belinda Coates voted against the motion.Six page souvenir Program of citizens' entertainment on the occasion of the Opening of Ballarat Civic Hall on in August 1956. Mayor Neil Callow's Message: "To-day, our citizens witness the fulfilment of the most extensive Municipal undertaking in the City's period of recent prosperity and development. Their Hall now fills a requirement of which they have been deprived since the Coliseum building was destroyed by fire over 20 years ago. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. The Pipe Bridge at Greensborough is a significant and highly visible part of the system. It was constructed to carry the wrought iron aqueduct pipes over the Plenty River. The use of wrought iron meant the pipes were 75% lighter than cast iron, with the bridge construction reflecting this innovation. Photograph of the Maroondah Aqueduct pipe bridge at Greensborough. The Pipe Bridge is 210 feet long, divided into 4 spans. The main girders are light lattice 11 feet deep and 11 ft 4 inches apart. The bridge carried two wrought iron tubular mains, 53 inches in diameter, supported at intervals by cross girders and chairs, placed between the main girders. The bridge is carried on braced cast-iron columns, 18 inches in diameter, set on concrete foundations, with a clear headway of 20 feet above the Plenty River. Junction Dam is a reinforced slab and buttress type construction and was commenced in February, 1940 by Lewis Construction Company. Stiff leg derricks were erected at appropriate locations at the site of the dam and used for the disposal of excavated material and the placing of concrete. A rock crushing and screening plant was established at a site a short distance upstream from the dam site and concrete was supplied from a central mixing plant placed close to the upstream toe of the structure. The SEC took over the construction in April 1942 and the dam wall was completed in March, 1944. Bogong township was commenced in early 1940 with the construction of a workmen's camp housing 96 men, (known as Junction camp). Construction of housing for families commenced shortly after. This set of photos is from a leather bound album bearing the inscription "HUME RESERVOIR AUSTRALIA" plus 'The Rt. Hon. L. C. M. S. Amery, P. C., M .P.' all inscribed in gold. It was presented to The Rt. Hon. L. C. M. S. Amery, P. C., M. P, Secretary of State for Dominion Affairs on the occasion of his visit to the Hume Reservoir on 2nd November 1927. This album is of local and national significance as it documents the planning and development of the Hume Reservoir up to 1927. It was the largest water reservoir in the British Empire. The album records the pioneering engineering work that went into its construction.2. Detail Plan and Section. Starting from the New South Wales and there will be an earthen embankment 430 feet 6 inches long which is retained by the North Wing Wall. Then come the sluice section 284 feet 3 inches long, the spillway 720 feet long and the South Wing Wall, making a total length of 1,042 feet 6 inches of concrete wall. Beyond the South Wing Wall is earth embankment again to a length of 3,827 feet. The Full Supply Level is R.L.626.00 and allowance has been made for a surcharge of 9 feet. A road will run along the top of the dam at R.L.642.00. The sluice section contains seven offlets, the three nearest the north wing wall being 13 feet in diameter for hydro-electric purposes and the other four 9 feet in diameter for regulation purposes only. There are to be stony sluice gates on the upstream ends of the outlets and needle valves on the downstream ends. The shock of the discharged water will be taken by a stilling pool. Trash racks will protect the intake ends of the outlets. Next comes the spillway section, which is curved on the downstream face, and carried up to within 15 feet of the full supply level. Above that will be a series of piers between which will be the flood gates and on top of which the roadway will be carried. The gates will be 20 feet wide and 15 feet high and will be 29 in number. They will slide down the face of the wall when opened for the escape of the water. The investigation of the control of this cascade of water was made by means of a model and as a result the form of “bucket” or energy dissipater shown on the section of the spillway was decided upon. The earth embankment in Victoria is being constructed by the State Rivers and Water Supply Commission of Victoria who are the Constructing Authority for that State under the River Murray Waters Agreement. The core of the embankment is of concrete 6 feet wide at the base tapering to 2 feet at the top end and is reinforced with steel rods from the level of the decomposed rock upwards. On the downstream side, at about natural surface level, is a tunnel for drainage and inspection purposes. Above the tunnel is a vertical layer of large stones to drain any seepage to the tunnel. Against the core wall is packed selected material of as impervious a character as can be got locally and beyond that the bank is carefully built up in horizontal layers by means of horses and wheel scoops. The upstream slope is 3-to-1 hardening to 2½-to-1 at the top and the downstream slope is 2½-to-1 hardening to 2.07-to-1 at the top. The thrust of the upstream toe is taken by a mass of granite blocks, and this face is protected by concrete laid in situ.
